on the ground to make your life a bit difficult. >> reporter: i'm bruce leshan in bethesda. this is the kind of challenge some people will encounter during their morning commute, big piles of snow blocking your sight line making it potentially dangerous to pull t the intersection. >> people coming up to the corner can't see them. >> reporter: at wisconsin and willard avenues right in the heart of the busy friendship heights business district another one of those potentially crash inducing piles of snow. >> that's not safe. >> reporter: they should get rid of that? >> yes. >> reporter: this mountain is 8 or 9 feet high dumped by crews trying to get the roads clear. across the region they've been struggling to sweep the snow from right turn lanes and merge points, but after an exhausting round of weather and with a little more snow coming they have not been altogether successful. >> potential could be very challenging. >> reporter: in bethesda, bruce leshan, wusa9. >> reporter: i'm debra alfarone in reston trying to get to the bottom of why kids can't use this sidewalk here rather than walk to school in the street. the cars are so close it's deafening on south lakes drive. this four-lane stretch of road is the only way home for many students who attend three schools near each another reston. there's not much room as you can see. some side shuffle along next to buses. some walk straight down the filled. it's all because of mounds of snow, stop as high as 4 feet, block being -- some as high as 4 feet, blocking the only way home. >> cars get so close to you it makes me nervous. >> it's not safe walking on the side of the street. >> reporter: so who is to blame? fairfax county public schools or the people who live along the road. there is no low holding owners responsible to clean up their sidewalk. they ask they pitch in but don't hold them to it. >> fairfax county public schools did get back to us and said look, even though the sidewalks aren't our responsibility, they are working with local homeowners associations to try to get some of that snow cleared. tonight we're followinup on some reporting we did nearly two years ago. it was about a loophole in the maryland law that allowed a teacher and coach to avoid prosecution for allegedly having sex with a student. it's something that an associated invesco field found happens with shocking regrew -- associated press investigatorred found happens with shocking regularity. >> reporter: january of 2012 and 47-year-old montgomery school county teacher scott sphere is accused of having sex with a 16-year-old girl he was coaching in montgomery high school. spear steadfastly denied the charges and the charges were dropped in march that year, not because prosecutors thought spear did nothing wrong but because maryland law did not cover the circumstances. spear it turned out was only coaching part time at the high school after pulling his full- time shift as an eighth grade social studies teachers at julius west middle school. jamie raskin is a maryland state senator. >> essentially he groomed a victim in middle hool and then in his position as a part- time coach at high school had sex with his teen victims. >> reporter: spear was not prosecuted first because of his part-time status at the high school and second because the girl was age 16 which is the age of consent in maryland. raskin and supporters want to close the loophole. >> we don't send our kids to school with the expectation that the teachers and coaches are going to be trolling for dates and trying to sleep with the students. so i understand what the age of consent is, but this bill goes to exploitation of positions of power and authority over young people. >> reporter: raskin's bill has had hearings in the senate and awaits action in the houses of delegates where similar legislation has failed in the past. meanwhile the teacher, scott spear, resigned from montgomery county schools and he maintains his innocence. at montgomery blair high school, scott broom, wusa9. >> raskin's proposal would also criminalize similar conduct in sports leagues, camps and private organizations like scouting groups. close to 1,000 people turned out to remember a slain virginia police officer in charlottesville today. >> reporter: i'm peggy fox in charlottesville where officer kevin quick is laid to rest, but now he died and at wheeze hands are stillness reis -- whose hands are stillness reis. they came by -- still mysteries. they came by the hundreds to remember a self-less police officer who paid the ultimate price. 45-year-old kevin wayne quick was a volunteer police reserve captain for the city of ynesboro, virginia, found dead after he disappeared two weeks ago. >> couldn't ask for a nicer guy, always smiling, always up. >> reporter: quick's girl friend carried their 5-month- old baby girl who will never know her father. law enforcement officers from around the state attended the service held at university of virginia john paul jones arena. though the service focused on who officer quick was, how he died and in whose hands are still mysteries. police have not released cause of death and at this point no one is charged with murder. captain quick was awarded posthumously with a distinguished service medal. in charlottesville, peggy fox, wusa9. the u.s. naval academy is dealing with the death of a midshipman. a dive team found his body yesterday near a white suv that had gone off the road into a creek on campus. the suv was pulled from the water today and will be examined. the academy notified next of kin but has not released the young man's name. acro-pilot is under arrest accused of -- a co-pilot is under arrest accused of commandeering a plane full of passengers. >> the ethiopian airline hijacked by a co-pilot and forced to land in switzerland. as soon as the plane landed the co-pilot threw a rope out of the cockpit and climbed down and asked for a stye him. >> secretary of state john kerry says -- asylum. >> secretary of state john kerry says climate change is the most serious weapon of mass destruction. he's ordering all u.s. embassies to tackle climate change. getting congress to address the issue may be tougher. >> there is not agreement exactly what is causing this. >> a blanket of fog fell over venues at the winter olympics. a snowboard qualifying round was scrapped because racers couldn't see through the thick mist. the men's biathlon was pushed back. heavy fog made it impossible for athletes to see well enough to hit their targets. >> watch out for e-mail condolences from legitimate funeral homes. the federal trade commission says scammers are using the names of law abiding businesses on bogus messages. >> they click on the link and download the malware. >> pastor jamie coop was handling a rattle snake during a service when the serpent bit his right hand. he died an hour later. coop had used snakes during religious services the past 20 years. >> only in hollywood can a grand production be made out of wet cement, set a record for the most continuous concrete, 18 1/2 hours of pouring. coming up in minutes a new report finds those current football helmets do not do generic drug companies are fighting a proposal requiring them to warn people about all known health risks. the president of the generic pharmaceutical association tells the los angeles times the rule would raise healthcare costs and create dangerous confusion for doctors and patients. the fda is trying to close a legal loophole that requires brand name drugs to warn consumers but not the generic ones. there is startling new information about head protection in football games. >> the american academy of neurology is out with a report that says football helmets actually don't do a lot to protect against concussions. the experts used crash test dummies and simulated repeated blows to the head with the helmets on and found the risk of brain injury is only reduced by about 20% with the helmet. >> when a player has an intentional collision with another player, it's not necessarily the direct impact. it's that jostling around of the brain in the skull just like a passenger would be jostled around in a car if they weren't wearing a seat belt. that causes the concussion. >> now the report does say football florida's so-called loud music trial. following the verdict on saturday both sides say they'll fight to. michael dunn fired his gun into a car last year during an argument over whether teenagers were playing their music too loudly and those shots killed 17-year-old jordan davis. the jury deadlocked on the murder charge but convicted dunn on three counts of attempted murder. dunn says he will appeal and prosecutors will retry him on that murder charge. michael dunn's claims of self-defense sound eerily similar to those of george zimmerman the night he killed trayvon martin. >> seven months after he was acquitted of second degree murder and manslaughter in the death of the unarmed teenager, zimmerman tells cnn he's sorry about what happened that night but maintains he acted in self- defense. >> reporter: do you regret that night? do you have regrets about it? >> certainly i think about that night. i think my life would be tremendously easier if i had stayed home. >> reporter: if you could go back, you would have stayed home that night? >> certainly, yes. >> reporter: what do you want to do with your life? >> good. i'd like to professionally continue my education and hopefully become an attorney. i think that's the best way to stop the miscarriage of justice that happened to me from happening to somebody else. i don't think it should happen to anyone ever again, not one person. >> reporter: what was the miscarriage of justice? >> the fact that two law enforcement bits stated that i had -- agencies stated that i had acted in self-defense are. >> reporter: you don't think it was about the law? >> no. >> reporter: what does that make you? >> a scapegoat? >> reporter: for? >> the government, the president, the attorney general. >> reporter: they would be scapegoating you, why just to show they're taking a position on something that matters to a lot of people? >> i don't know what they're thinking or why they're thinking it. all i know is that they're doing it. i don't know what agenda they have. >> the justice department is investigating civil rights violations, but charges against zimmerman are not expected. penn state university picked a new president, eric barron, currently president of florida state. he starts his new gig in may. he spent 20 years on the staff at penn state including four at dean of its college of earth and mineral very low, very dry air mass, winds east, southeasterly at 7. here's the radar. the system is still far back into the midwest, ohio valley. it's a pretty intense system. it's a clipper, doesn't have a lot of moisture, but it has a lot of upper air support and it's dragging moisture pretty far north from the south towards the gulf of mexico. so it's raining down toward alabama and georgia. even though the clipper will track well north of us, we'll get a little burst of precipitation, mainly in the form of snow. here are your winter weather advisories, prince george's county north and west including anne arundel county, does not include southern maryland up to the north and west leesburg, fairfax, manassas, everybody under the advisory from 10 p.m. tonight till 6 a.m. tomorrow. so trace to an inch and we could have 1 to 2 inches and the bull's eye again up to the north, hagerstown, cumberland, romney for a couple reasons. you're closer to the apparent low and have more moisture and you'll be a little colder, kind of an elevation driven snow. temperatures are falling fast, 29 in white oak, 29 in annapolis, 31 down toward oldtown and 32 out toward leesburg and 31 in ashburn. so a quick hitter, trace to 3 inches, critical times 10 p.m. to 6 a.m. slick for the morning commute but fine in the afternoon. we'll return milder morrow afternoon and stay mild for the rest of the week. low 30s to start, 36 at 9:00 and low 40s by 11:00, almost 50 by 1:00 and again a yellow alert through the morning hours. next three days we're in good shape wednesday, maybe a shower but in the 50s and good shape thursday, some clouds late but 58 degrees. now next seven days near 60 on friday. we may see showers, rain and thunderstorms friday. some of those could be hefty. we'll keep you posted, nice saturday, cooler sunday and cold monday. we can't stay in the 50s forever. >> two days right there. >> that's biking stuff for you. >> for a day or two. but more in particular right now baseball full bearded. maybe he was trying to disguise himself. he had a nightmare campaign and some feel he's liz days might be number -- his days might be numbered, but his manager gave him a vote of confidence. >> i think he's too good of player. the question is you look at adam and you go well, generally he hasn't started off the season well. last year it was kind of the opposite. he did pretty
