you've got on traffic this morning. looks like we have a little bit of ugly this morning. good morning to all of you. hope your day is getting off to a good start this morning. want to let you know about a situation going on on 95 in virginia this morning. we're talking about two lanes closed as a result of a vehicle fire taking place between 610 and the marine corps base causing some slowdowns. they were a little bit more significant earlier but it looks like people are starting to get past which is certainly good news there. in the district traffic looking nicely as well. no issues or accidents to report in that area. if you're going to be driving on the outer loop of the beltway, you're looking at a 16- minute commute from 95 north all the way to pennsylvania avenue. back to mike and andrea. >> we've been saying for most of the morning the main roads are pretty clear. the issue today is still the side roads. the neighborhoods could be a challenge depending on where you live. the snow combined with the overnight refreeze could make for a slippery morning commute. >> allyson rae is riding around the district with photo journalist kevin king who gave us the hash tag slow your roll. how has the commute been so far? >> reporter: you said exactly what we are seeing. slow your roll on these side streets. we are upton street off of wisconsin near the washington home. this is snow packed. ity the' a little bumpy and what's really the hardest part about the side streets is the inner sections -- intersections, just when you cross from the nicely newly plowed main streets, you run into almost a layer of a big ridge of the snow piled up so you have to get through that as well. any ambulances going near the washington home will have to come and go through that as well. the main streets are doing just you can still see some of these cars here on the side of the roads are still in there from yesterday. so if you have to do a little extra shoveling, if you're waiting till the last minute because you know you only need 15 minutes to get to work, you're still going to need an extra 5 minutes this morning to get through some of the side streets and get your car warmed up and ready to go. we'll keep you updated on any other icy spots we see on the side roads and get back you to a little later on. back to you. >> all right, thank you, allyson. right now u.s. park police are searching for three suspects who they say were riding around in a stolen vehicle. >> the suspects led police on a chase that started in prince george's county and then ended in the district in southeast right near good hope road. >> delia goncalves is there and delia, what do we know so far? >> reporter: well, police are still looking for those three suspects. we don't have a good description on them but we can tell you police are on the hunt and investigating as we speak. that chase ended here at the marbury plaza apartments, 23rd and good hope road in anacostia. police have also recovered a gun. don't know if there are any more weapons involved but let's take a look at some video we shot just a short time ago here on the scene. you can see that police were surrounding this apartment building here at the marbury plaza and that stolen vehicle they say the suspects led them on that chase out of prince george's county around 3:15 and led them here to the marbury plaza apartments where they ditched the car. police also recovered a gun here. early reports indicate that the suspects first ran into the apartment building, were chaid up the stairwell by a security guard but at last check police are telling us that canine tracked them back here to the road. so right now three suspects are at large. police looking for them actively right now. we can tell you the police -- that police have recovered the gun and they do have that stolen vehicle. back to you in the studio. >> delia goncalves reporting from southeast washington. new this morning, the national security agency is refusing to comment on a report suggesting it planted spy ware into computers used by governments from around the world. >> it comes from a russian cybersecurity firm saying the targets included islamic act virses and energy companies. -- activists and energy companies. one program has elements in common with a virus reportedly developed by the united states and israeli government to disrupt iranian nuclear facilities. crews will begin removing burned out railroad tank cars from the tracks in west virginia. this comes two days after a csx train carrying llons of crude oil derailed and exploded into a massive fireball. hundreds of people were forced from their homes. 911 calls sounded the alarm. >> what's your emergency? >> yes. there's a train derailment -- [ inaudible ] -- where eagle is. oh, my god, a house is on fire. >> state and ntsb investigators will be on the scene trying to determine the cause of the derailment. they're also investigating safety concerns about the transport of flammable materials. later today jesse matthew will make his first court appearance in connection with the hannah graham case. >> but he won't physically be in the courtroom to face those charges in graham's disappearance and death. nikki burdine is here to explain. >> reporter: jesse path through will appear via video today from the fairfax county courthouse. he's there awaiting trial on a separate case. matthew is charged with first- degree murder and abduction in albemarle county in the death of university of virginia student hannah graham. graham disappeared last september and her body was found on property a few weeks later. matthew is being head in fairfax county now where he's accused in a separate crime from 2005. a 26-year-old woman was attacked while walking home from a grocery store. he's facing attempted murder, abduction and sexual assault in that case. matthew is also linked to another young woman's death. in our next half-hour, i'm tell you where that case stands and we'll have a crew in the courtroom later on this morning as well and let you know what happens then. back to you. >> thank you, nikki. today is ash crews will climb the scaffolding and touch the cathedral's ceiling all part of the first phase of a $32 million earthquake restoration. next week the cathedral is expected to finish the interior we'll send it back to you. advocates for rape victims are joining the fight to try to end the backlog of untested rape kits. as we've told you on wusa9, there are thousands of untested rape kits in cities across the country. natasha was raped in 1993 in new york and went through a grueling exam just so police could get d.n.a. to catch her rapist. instead her rape kit sat untested for nine years. >> after he raped me and while my rape kit was sitting and collecting dust, he was on a nationwide crime spree. >> other crimes could have been prevented had they tested the kit. president obama is vowing to commit $41 million to try to get rid of the backlog. if you are in the middle of the application process trying to get health care coverage through the d.c. health link, you'll get an opportunity to finish today. you can get your questions answered and help with the application from 1:00 to 8:00 p.m. at the martin luther king, jr. memorial library in northwest. this is not an extension. it's only for people who started the application process and didn't get finished because of the recent snowstorm. prince george's county executive rushern baker is calling it a model for the county. today the old plumbers building in brentwood will be demolished and eventually replaced with a mixed use building. that includes apartments, artist work space and retail space. demolition is at 10:30 this morning at 3901 rhode island avenue. maryland's governor larry hogan is expected to join education secretary around any duncan in a visit to a maryland -- around any -- arnie duncan in a visit to a maryland charter school. he wants to make it easier for charter schools to operate in maryland. vice president joe biden opens a second day of a summit to try and end the growth of climbing. the number of killed or wounded in the country's conflict climbed 22% in 2014, the highest level in five years. u.n. officials say the taliban is responsible for more than half of those losses. russian president vladimir putin believes the united states is delivering weapons to ukraine. putin was asked about consequences if the u.s. decides to supply weapons to ukraine. he answered, quote, according to our information, these weapons are already being delivered. , end quote. back in d.c. leaders are trying to figure out what leads people to join extremist groups. this morning they begin day two of a white house summit on that very subject being hosted by vice president biden. the summit is aimed at countering the spread of violence extremism. two children under the age of 3 were left locked in a car while their parents went to a wine tasting event. their parents 41-year-old christopher lucas and 45-year- old jenny cheng are due in court charged with first degree cruelty to children. their kids remain with child protective services. there's now a second confirmed case of measles in the district. we understand it's not linked to the outbreak in california. there's no indication the two cases in d.c. are related to each other. d.c. health officials say it's unclear how the new patient contracted measles. ride sharing companies like uber and lyft are completely street legal in virginia now. governor terry mcauliffe signed legislation which regulates how ride sharing companies operate in the state. virginia has allowed the companies to operate under a temporary agreement since this summer but it is now officially a go. home schooled children in virginia are one step closer being able to play public school sports. the generally assembly has passed legislation cha would allow home schoolers to play sports for local area schools they don't attend. the bill leads it -- leaves it up to the local school boards to implement the policy. it goes back to the tim tebow references there, mike, andrea, playing for his school when he actually lived -- well, let's say 30 miles at least away it was. but the green light for home schooled kids. >> it and an arctic blast, colder arctic blast follows. with that the weather service has put up 2:00 to 9:00 this winter weather advisory from charles county in fredricksburg but not calvert, st. mary's or showers approach areas of the blue ridge here by 4:00. so 3:00 around i-81. 5:00, 6:00, 7:00 coming through us. behind it here's the cold air and it is going to be really cold tomorrow. we'll stay in the teens. in fact windchills will be zero to 10 below tonight and stay there tomorrow. 34 today. 9 tonight. only 17 for your thursday. 4 if not colder friday morning. that's at reagan national. that only about a 7-minute commute. for those of you hopping on metro, there's a delay on the blue line to the largo metro station due to an emplier malfunction -- earlier malfunction at the franconia- hearst won in the toy group. >> it's like getting a massage all the time. he really seems to enjoy it. >> reporter: the final day of the westminster dog show is always chaotic. but this year the weather forced dog owners and their handlers to prove their best in snow. >> since i left at 3:30 in the morning in the snowstorm and got a flat tire on the way, so i had to drive a mile on a rim because i was afraid we were going to get killed by a snowplow. >> every time they come inside they have to be dried and powdered so that they don't stain. >> reporter: to some dogs this year's show the list at the bottom of our screen and our wusa9 app. larry is here with traffic, a few problems but not so bad as yesterday's morning commute. what do people have to be concerned about as they head towards the afternoon? >> single digits in a few spots. the afternoon features a band of heavy snow showers. don't think it will be as bad as saturday night but if we pick up a quick inch over a 30 to 60-minute period, that will be enough to create slick spots and cause problems on the road. it will get much colder as we get into tomorrow and especially tomorrow night into friday. right now in town we're sitting at 17 degrees with partly cloudy skies. feeling like 10 with a northeast wind at 5 miles an hour. there are the single digits. some areas have been near zero with a fresh snow pack and light winds and clearing. lovettsville is up from 1 to 2. andrews was 1. they're at 7. white oak 5. dumfries 5. owings as well 5. a very cold morning. this is what we're looking at for the afternoon. see this guy coming across kentucky and ohio and tennessee? that potent little storm will be here betweed 8:00. temperatures today 30 to 35 but watch out. when this thing comes through. it's going to we're keeping a close eye on this accident that's blocked the shoulder on the outer loop of the beltway at colesville road causing some backups there. sky 9 is in the air right now giving us a bird's eye view of the situation. you can see emergency crews there on the scene. the delays caused by that accident there. so you want to be mindful if you're going to be traveling along in that area. we also want to let you know about how things are shaping up on 66. traffic on both the eastbound and westbound side moving really nicely for the most part. so no issues, no accidents to report on 66. mike and andrea, back to you. the main roads as larry is saying just a few problems but they're pretty much clear. much better than yesterday. the issue remains some side streets. >> getting in and out of the neighborhoods where the plows weren't able to make it maybe a second, third pass yesterday could be an issue as you get started this morning. then the overnight freezing to make an issue -- could make an issue for the commute too. >> allyson rae is riding around the district with kevin king. how is it looking and where are you now? >> reporter: we are right now we are on the manor park neighborhood on 5th street between ogle thorpe and one -- and oneida n. is one area we're seeing icy conditions. it's a testament as to how good the roads have been of late. salt crews have been called n. is a metro bus route so the salt crews are on their way and should be getting that cleared for the most part relatively quickly. we did see a bus go through without any problems. there's a stop closely to that. now, as far as everything else goes, they did a great job. the roads are looking good. the main roads. and most of the side roads are okay as well. i would say about 95% of the side roads are clear. there is some snow pack issues, especially on the intersection between the main roads and the side roads but we're doing okay. it's just kind of maybe getting your car out of all the snow on the side of the roads that's going to be a big issue as well. we'll keep an eye on any other icy conditions for you, mike and andrea. back to you. right now u.s. park police and d.c. police are searching for three suspects who ran away from a stolen vehicle. >> they tell us that they led park police on a class from prince george's county into the district near good hope road. that's where they abandoned that stolen vehicle. >> delia goncalves is there live. delia, what do we know so far? >> police are still looking for those three suspects. we can tell you they have recovered a gun here at the scene where this chase ended here at the marbury plaza apartments on 23rd and good hope road in southeast washington, anacostia part of southeast. let's take a look at some video we shot a short time ago. now, police are telling us the chase started around 3:15 when the suspect stole that vehicle from prince george's county. they led police here to the district. marbury plaza apartments where they ditched the car. that mercedes you can see was found and recovered here at the scene. we can also tell you police recovered a gun as well here at the scene. now, early reports indicate that the suspects initially ran into the apartment building, were chased we're told by the security officer but at last check by park police they are telling us that the canine that was brought in tracked the suspects back on to the road. so right now police have recovered that stolen vehicle. they have recovered a gun but the three suspects still on the loose. the investigation is ongoing. back to you in the studio. >> delia goncalves live from southeast washington. today was supposed to be the day millions of undocumented imgrants could have start -- imgrants could have started applying for legal status under president obama's immigration plan. the president vows to appeal an order from a federal judge in texas which temporarily blocks implementation. his landmark immigration program. 26 states filed a lawsuit to block the program. the suits argue the. exceeds his powers. mr. obama says he's confident the case will be resolved in his favor. >> i'm confident that did t is well within my authority and the tradition of the executive branch's prosecutorial discretion. >> we're americans as anybody else. we pay our taxes. we're not here to cheat the system. >> the obama administration says it will abide by the ruling during the appeals process. president obama says congress' republican majority could end the legal uncertainty by passing an immigration reform bill he could sign. this morning jesse matthew will make his first court appearance in the murder case of hannah graham. >> it will be his first hearing since being charged last week. nikki burdine is here with a preview. good morning, nikki. >> reporter: good morning. matthew will appear via video arraignment this morning from the fairfax county jail for a second crime. matthew is awaiting trial there for a 2005 sexual assault case involving a fairfax county woman. today, though, his appearance is strictly for the hannah graham case. the university of virginia student who disappeared last september. her body was later found on an abandoned property. just last week, matthew was indicted in the case and charged with first-degree murder and abduction. the commonwealth's attorney says matthew could face 20 years to life. police have also told us matthew is linked to another crime, the 2009 disappearance and death of virginia tech student morgan harrington but he has what's happening with the snow showers. i'm tracking them now coming across cincinnati and lexington toward nashville. this is the area we'll be watching for the morning into the afternoon as it's heading in our direction. could put a quick coating to an inch. maybe locally higher than that it will be fast enough that i think we'll develop slick spots and the arctic blast number three. this will be the coldest one coming behind it. kind of pretty this morning, lots of ice on the potomac here and the channels just north of ray dan national. temperatures climb -- reagan national. temperatures climbing 30, 35. snow showers toward i-81 probably 5:00, 6:00 here in d.c. most of that -- if not southern maryland, eastern shore by then and the cold will follow. frigid this morning. 1 below. we have 30 below just north of the boarder north of lake superior and 20 below in international falls. so this cold is coming our way. it's going to follow the heavy snow showers that we'll see start -- excuse me? where we start to pick up there. once we get sky 9 in the air, we'll take that. you're seeing the delays right now significant. starting in tysons corner making your way up towards
