you're killing me. >> so how do you know if your child is bullied? the mom in our story noticed her daughter was retreating to her room. she thought it was because she was annoying her daughter, but it was actually ella's way of reacting to a bully. the warning signs here are especially if your child suddenly doesn't want to be with a regular group. mood swings can also be an indicator and sometimes your child might start bullying younger siblings. you see, bullied children can flip their role and become the bully themselves. if you go to our wusa9 app and web page, you'll find a bullying quiz, something that will help every parent arm themselves with information to help weather these years of rumor mongering and cruel jokes. prince george's county police need your help to find a missing 27-year-old woman. rachel bright was last seen friday near the intersection of cedar heights and jefferson height drive. she was wearing a blue shirt and blue jeans. call police if you have any information that could help them reach her. organizers from casa went door to do knocking in herndon, virginia, today. they called an emergency outreach event in response to last week's i.c.e. immigration raids. the advocacy group s out information on what to do if you know someone caught in an immigration raid. more and more marijuana delivery services are popping up all over town. >> but are they legal? wusa9's ellison barber takes a look at this growing market. >> that's a decent amount of weed. >> reporter: juice and weed, some places they gether. this is one of at least five businesses in d.c. that sells a product, juice, and offers a gift of marijuana on the side. >> about an hour later we got our delivery. >> reporter: because of niche tv 71 in d.c. it -- initiative 71 in d.c. it is legal to smoke in d.c. on private property, possess up to 2 ounces of marijuana and grow up to six plant if you're 21. >> we're a corporate juice delivery company. >> reporter: last year wusa9 spoke to the owner of one of these businesses delivering weed. >> we sell core pressed juice. anybody that sells highspeed and gets cannabis, that's chma wrote about a brand-new one called higher focus. these are a few others. we reached out to all of them. they either didn't respond, politely declined to speak on camera or their lawyers told them not to, but they all have websites, some with video and they certainly aren't hiding their business. what we want to know is what's the deal with these groups? are they actually legal? have they found some great mythical loophole to sell weed when technically they're not supposed to? in order to answer that we figured we would come here and speak to a guy who probably knows marijuana law better than anything else because he actually helped to write it. so come on. >> my name is adam eidinger and i was the proposer of initiative 71 that legalized marijuana in the district of columbia. i collected the signatures in this house actually. we voted on legalization without commercialization. as the author of the law, as someone who has consulted multiple lawyers to interpret what we wrote, there's nothing money for marijuana and if the government can establish that's breaking the law. >> reporter: d.c. police says these type of delivery services that were selling x product and giving it as a gift are illegal and they said people have been prosecuted for it. i checked with the attorney general, though, and the only person or group who seems to have actually been prosecuted is kush gods which was different because they didn't have a product going with the marijuana. so if it is illegal, there's this other question of why are these groups able to operate so out in the open which to me as an outsider is like oh, maybe they actually have found a loophole, but you're pretty adamant they haven't. >> it's possible there's adequate evidence to prosecute them at this time. it's possible d.c. police don't think it needs to be prioritized. it is still illegal, but there are a lot of other more serious things going on. were merchants that were tired of paying taxes to the united kingdom and to a king that they had no say over what he did. i think in d.c. what you have with these entrepreneurs who are saying if marijuana is legal, we should be able to do this, is they're acting kind of like those early patriots. while they are breaking the law, you know, they're trying to change the law through their actions. the next step is congress getting out of the way and letting us write our own laws here. they're blocking us from writing any more marijuana laws. we were too successful with this one, i guess. >> reporter: for wusa9 i'm ellison barber. >> the federal government disagrees. shortly after the initiative 71 passed a congressman from maryland inserted a rider into the budget bill to try to stop legalization. they didn't stop it, but the rider did succeed in prohibiting the sale of marijuana. so it is music's biggest night and everybody seems to be talking about it. >> tommy mcfly joins us in the studio and he'll tell us what's trending and what things you may have missed. >> and how about the grammys araoke style?
