>> man in critical condition after being shot three times, the shooting happened just after 9:30 along margaret and oxford streets. philadelphia police tell fox 29 the man was shot twice in the back, once in the butt taken to temple hospital. no word on any arrests. >> a row home went up in flames last night in the city frankford section. this happened on the 4300 block of paul street. the fire broke out just before midnight, and crews were quickly able to get it under control. the home was vacant at the time. a nearby home was damaged as a result, the red cross was called out to help the family that lived there. >> two philadelphia police officers out of the hospital this morning, after a car crashed into their unmark pick up early yesterday morning, this happened, at broad and brown streets, in north philadelphia. it was around 2:15, yesterday morning, police say the car hit their truck, and then took off. then police say someone who witnessed the crash got out of his car and for some reason became scared, and ran off. that is when two other people justified napped his car and drove off. no arrest haves been made in either case. >> a fight outside a center city starbucks leads to woman getting scalding hot coffee thrown right in her face. the brawl between the two women playing out at 16th and arch monday morning. surveillance cameras captured it all, you see one woman wearing pink pants, take the lid off her coffee cup. >> she toss it is right in the face of a 54 year old woman, that woman was also punch. had her hair pulled, and then tossed to the grounds before witness separated the two. that witness tells fox 29 the fight started inside the starbucks at the counter over a coffee stirer. >> they were calling each other, i don't want to say the word on camera, with the b word. it was confrontational. i seen a taller lady bullying a smaller lady. and i went up to the counter and i said something to the crew. >> that is pretty upsetting, if it is over something so petty right out in the open, just, i mean, open violence on the street is never really acceptable. >> well the victim was treated at the hospital for burns and other injuries. the woman who tossed the coffee at her remains at large. lawyers for pennsylvania attorney general, kathleen kane, asking for her criminal lead case to be dismissed based on selective prosecution. they say, she was unfairly targeted over a grand jury leak by vindictive political rivals. the first term democrat is accused of leaking grand jury material to a newspaper, to embarrass rivals, and lying about it, under oath. she has pled not guilty. her lawyer said leaks of grand jury material are not uncommon. but prosecutions are extraordinary. kane is leading office after having her law license suspended because of those charges. >> the city of philadelphia mourning the loss of a former police commissioner. willie williams became the city's first african-american police commissioner, and knack 1988. in 1992 he moved to los angeles, where he became the chief of police for the lapd until 1997. today, police commissioner richard ross called him an inspiration. >> he broke barriers, but not just for people of color, for women, and a lot of other folks, and i just by virtue of him then going onto la i believe he was a first there, and so it just, for me, shows that if he could do it, if all things work right, then i could do it, or anybody else for that matter. >> quite inspirational. willie williams was 72 years old, alex, chris? >> say for probably eight months now. >> okay, and before that you were a help less teen here in philadelphia? >> yes. >> stayed in the park downtown. it was a hard, it was hard at first, but i got a chance to get to the covenant house, they've helped me in so many ways, got me in community college. >> since 2009 the number of homeless young people in philadelphia has increased by 73%. it is clear more help is needed. >> so later this morning there will be a hearing at city council to address the needs of philadelphia's homeless teens. so i have here with me, councilwoman helen, along with young advocate for homelessness who benefit from the covenant house. welcome joseph. good morning to you. >> good morning. >> hearing that number 73%, that's shocking. why do you think it is increasing? >> well, that's one of the purposes of this hearing to really finds that out. but we know in our sit that i we have significantly high poverty where the largest poor city or poorest large city in the united state, any time you have severe poverty will impact most vulnerable residents, and these will be our young people there is issue really came to light in terms of a lot of the work they've done around public schools and talking to a lot of principals, those experiencing homelessness. so need to have this i shall too take a look at what's happening. >> joseph something you experienced at what age 17? >> about 18. >> eighteen. what happened with your situation? >> my situation, i didn't really know too much about, you know, the shelters in the city of philadelphia. so for awhile, i was in the street, and as i came out of it, i start recalled learning about the shelters, and then i came across the covenant house and after i came across the covenant house i started letting people, other people, other young people know that there is a safe haven sort of so that you don't have to go through an experience the shelters around the sit. >> i and it sound like you think that's why it is increasing, maybe they don't know that there is help out there? >> for one, it is increasing. i feel as though because, you know, they don't necessarily want to go to the shelters, because shelters kind of strikes fear and for one, you know, the covenant house only one shelter in the city of philadelphia. so if there is to space there, you just casino of left out in the coal. so i guess we reveal i want to spread awareness. >> important you mention, that covenant house turn away six of hundred people just last year, so whether it comes to solutions it sounds like we need to have more shelters in. >> we need more services for young people, real important that we can't lump people in with the general population of folks who experience any -- >> why is that? >> i think there are safety issues, i think particular needs that young people have, one of the things that we have an issue with is that with the thousands of youth that were documenting or starting to document, experiencing homelessness, that there are only 70 beds available for them in the whole system. and -- >> for the entire city? >> only 70 beds. >> available for them. this is not -- this is not near -- i we can't even begin to describe what the need is, what the gap is. so i think that our working together is helping shine light on very serious issue. we have to figure out how to work with our budget tote push more money toward expanding those services and work with broader population to help support young people. specially young people in a time of transition. we want people to take this time in their lives to feel stabilized to get the services they need so they don't enter adulthood feeling like they're without resources and network and potentially become chronically homeless adult. >> what do we hope? you want people to come forward and share their experiences or suggestion action how to fight this? >> this hearing is a purpose after mix of both experiences like joseph has described as well as providers who are talking about what the best practices are. that are happening across other placesment and then we are going to be working with our city departments, the office of supportive housing has been very interesting, and then opportunity afterward to figure out some solution that is we can move forward into the next fiscal year. we want to see change happen next year, not down the road. >> and what time will it be? >> yes, we moved here three years ago, my kids were running outside three times a day for about 75 minutes a day. and also before school starts 20 minute running around time. when they came here, they came here, moods changed, they were like ankle rip, they needed to run. then i found after doing research they only have 20 minute per day. so nothing happen before school. nothing happening in the morning. they literally get 20 minutes before lunch. nothing in the afternoon. >> mom of five kids, you have your own unique experience, you know kids need more recess. why do you think schools and administrators just aren't paying attention? >> i think so focused on the academic success numbers, how we score in the testing, i guess that they have to worry about that, and schedule that, but so important that kids will focus better if they are given more time, unstructured time to play, so to let down, not focus, just relax, run around if they had need to, socialize, then at the can focus and will begin to perform better we'll see it academic already a and socially. >> you guys want to talk about this. so at recess, it is 20 minute, you say, not enough?
