50's today, it is still two out of ten because we will have facing different challenges. the this is crazy 51 in philadelphia, 6:53 is our sunrise time. we just got rid of freezing rain and sleet. that is moving up to the north. milder air is moving n now we are getting into this area of heavy rain moving through west to east. colder temperatures out toward great lakes. those colder temperatures will start to move in and it won't be too long before that happens. again rain moving from west to east and maybe a little bit from the south. we will watch carefully, look at how crazy these temperatures are, 33 in pottstown. below freezing in reading 51 in the city. forty-one mount pocono 567893 atlantic city but only 35 in wilmington. so milder air is making its way in, but the problem is the ground is still very cold from the weekend so we are seeing fog not too much south and east not just yet but north and west of the city we're sock in lancaster, pottstown, allentown mount pocono and visibility isn't great in reading either. so plan on, rain today and lots of it, rain that is wind driven rain with 30-mile an hour wind gusts and this will all happen around middle right over there i think there is a flower in that plaza shopping center near sanford music clearing that area maybe they will get over here and take care of this parking lot but we are seeing in the last couple of hours or so, independent contractors outside plowing work streets and parking lots, things like. that they have got the road first and hopefully by your drive-in to work depending where anything. no word on how long that will take. following developing news for you a at 5:06 police hoping cameras near the scene can help them catch a man shot overnight, who shot a person overnight, shooting near city hall and a lot of nice new expensive high rise homes just outside on the sidewalk. a hold up with a big caliber gun just past midnight. philly's proud restaurant row, theater, shopping district. two guys walking near 15th and locust near academy house and right near academy music stage store, for some reason fear. they run when guy pulls out a large cam ber gun. wearing a black massing and hat not looking at a place for a winter night. for another reason angry and frustration he shoots at one of the men as they run, hits him in the arm. they both run down 15th. guy bleeding badly. makes a left on spruce and makes it out front of the kimmel center where he collapsed unconscious. that large caliber bullet hit an artery and because he ra than to broad street he got help, got taken to hahnemann quickly by police. >> the area, 15th street, 15th and locust, broad and locust, it is known for businesses, known for theaters, it is a very safe area. this type of thing, very rare, someone to get shot in this neighborhood. police detective are processing the scene. hopefully these camera can help with us our investigation and witnesses can give us good information so we can make an arrest. >> hahnemann doctors say despite losing so much blood they tell police that the 38 year-old survivor will be okay thanks to both police and that surgery team over there and thanks to so many of these surveillance cameras out here. one we are looking at right now, the man's friend and other cooperating witnesses because we are in center city, so many people saw some or part of this and they are now at central detectives where captain frank banford and his great detectives should get a good picture from the cameras and good description from the shooters from the now in the next couple hours, we will see that rain start to move in and think it will a affect us mostly between then and lunchtime, but say 9:00 a.m. and noon rain move in, and, there is whole. and that is where we will see that and, and, out there, and slippery conditions, quarter mile visibility in lancaster, fog any pottstown. allentown, mount pocono, reading, right now it is craze which average with that high of 33. today, wow, 57 degrees, 45 tomorrow. that high will come in the middle of the day and then we will only get to 40 degrees on thursday, but starting on friday, it is a police said was found dead inside a least cycle bin. lehigh county coroner's office says that body was inside a recycling container in a parking lot on monday. >> police are calling her death suspicious. they say she's an 18 to 30 year-old asian woman and police have charged a man they say assaulted a person that made a false 911 call to throw off responding officers. hamilton township police say they have a call yesterday morning for an adult in colon gardens. >> soon afterward investigators got a 911 call reporting a drunk male with the knife near a nearby wawa. the man wanted for assault made that false report in an attempt to divert police. this morning we are waiting to hear what caused another fire, blaze at an apartment building in newark, delaware. >> thirty people lauren, back over to you. police investigating a shooting that happened just before 1:00 this morning. they say two men walking another man approached attempting to rob the men. as 29 ran away one of the men was shot in the arm. police have some advice, violence may come up to you while walking on the street. >> anytime someone a approaches you with a gun or a knife, or any weapon, the best thing to do is just to cooperate because it is not worth getting shot or stabbed or hurt. >> just hand over wallet, hand over the purse, whatever they want, right. so the man who was shot is in critical condition, hopefully he will be okay. police are hoping nearby cameras will help in this investigation. let's get back to the the weather, tricky day of travel thanks to a mix of ice, slush on the hour delay due to ice build up. you can see icy roads. you can see ice on the sidewalk here. you need a light on to it see how slick it is. but, we turned around here. you can see, where the ice chunks are especially in the the light, hits it, the streetlight there i want to show you these cars, it is not just an icy build up on some of the roadways but you got to dig out if you are going in to work today after that holiday and it will take a little while, i mean, maybe if you have an auto start that will help you out but make sure you get that scraper ready to go because, the scraper lancaster county, some could be mixed with sleet or freezing rain, nothing much in the mountains and nothing in the city, falling from the sky anyway. there is a lot of slush, icy spots on the sidewalks and roads. winter weather advisory continues in carbon, monroe counties until 7:00 o'clock and winter storm warning for an accumulation of ice in lancaster county until 7:00 o'clock. we will see how that plays out with temperatures, that are warming up but there is fog in lancaster county, pottstown, allentown, mount pocono, because of the warm air moving over that cold ground and then look at these temperatures all over the place, 34 degrees, now we have inched above freezing in lancaster and reading, and of course in allentown and pottstown but it is 51 degrees here. only 35 in wilmington. fifty's down at the new jersey shore. the rain continues to move in throughout the rest of the morning. heavier stuff will come during the 9:00 o'clock hour into 10:00 o'clock and 11:00 o'clock, lunchtime will be very, very rainy when we could see thunderstorms. it looks like by four or 5:00 is when the storm is out of here and we will start to see precipitation taper off. then toward nighttime we will see temperatures dropping back around or below freezing. so tomorrow morning we could be talking about black ice. there is a lot of ups and down here. 44 degrees is your average high. we didn't even make it close to that with a high of 33. we will be well above average with upper 50's, mid 40's tomorrow after that black ice in the morning. 40 degrees on thursday and
