at meade elementary with more on this from north philly. hi, jen. >> good morning, we got call from a mother who son is in this second grade class where all of this happened at meade elementary. he waist not one of the victims, but still she was very upset to hear all about this. police say, needles like this one were found at the elementary school on tuesday. and there are reports that as many as five children were poked with the needles, if that is not concerning enough, police tell us, it happened tuesday morning, and they weren't notified until almost 5:00 p.m. unclear why it took the school more than five hours to notify the philadelphia police department. because investigators tell us, that the needles used were turned into a lunchtime aid, and then handed over to school police. one of the victims told police she was poke in the back with one of the needles. she ended upgoing to the hospital but didn't have any visibility marks on her, so a lot of questions surrounding this one still, chris, lauren? okay, jennifer, thank you very much. happening now, the six month budget impasse may force the closure of schools, yes, funds remain tied up as governor wolf and lawmakers rumble over a budget. so, two school district in western pa are running out of money, and may not be able to reopen after winter break. those two district, greenville, and sharp ville, rely on state funds for 60% of their budgets. governor wolf says he's committed reaching an agreement and soon. the house assembly passing significantly smaller spending plan this week because of the stalemate. philadelphia's schools, well, they've borrowed $525 million to keep ongoing, even social services agencies are struggling, some forced to stop programs and layoffs have mount in the recent weeks. wine privatization bill could wind up before a pennsylvania senate vote as early as today. now, a committee vote today move the measure forward last night. under the bill, some 14,000 holders of take out beer licenses would be able to sell as many as four bottles of wine at a time. governor wolf supports this measure, but supporters say the bill would allow the state owned stores more freedom to set hours and market products to improve profitability. police in west chester looking for a man they say exposed himself to several women on two separate occasions, dave kinchen, now at west chester at the police station there. good morning. >> reporter: good morning to you, this is a case that police say doesn't just alarm west chester university students it, alarms the community as a whole because these incidents took place off campus, and investigators say they are looking for a man who exposed himself to women in two separate cases where he would shine a flashlight on himself at night. both incidents happened last weekend near west chester's campus, as we say, but not on campus. the first happened by an alleyway, around bar closing time saturday morning, on the 400 block of south new street. officials say it happened again. they believe by the same person, a block away, on south darlington street early sunday morning. that's when two female student were approached. the university released alert to student in the overall community, placing the community on guard. >> i think it is shocking. >> it could be very scary. >> pretty discusting. >> like when we walk out at night, we're allegheny. so they can set some of the steel beams in place, all part of the 95 construction. and a new ramp configuration here on 95, for the gang from fishtown area, you will have to use the castor avenue ramp in order to head north on i-95. and if you use the regional rail lines, grab a new schedule today. because septa kicks in a new adjusted schedule, mainly the airport line is the big one,
