complaint alleging sexual misconduct against her. sources say what followed were allegations of her having sex with two male firefighters in a vehicle as well as with other firefighters paramedics and fire department leaders in multiple city fire stations. we're told the inspector general's office gave a completed report to city officials recommending punishment but the mayor says -- >> i'm not going to prejudge something that i don't have all the details op. >> reporter: the president of firefighters union local 22 reacts in a statement released to fox 29 saying "we are aware of the inspector general's investigation but cannot and will not comment as we do not know the specifics of the allegations or the conclusions drawn in the ig's report. ". we're told the philadelphia fire department leadership has been told to make reforms and policy changes after this incident took place. back to you, iain. >> dave, thank you. breaking news right now. police are investigating the discovery of a world war ii era weapon it's happening in chester in delaware county. police say a rocket launching device found a little more than an hour ago and police are telling us it appears to be a bazooka from world war ii. it's not clear if the weapon is still active or not. we will continue to follow this story and bring you any updates when they become available. >> happening right now terrifying stories of survival but survive they did as people jumped to safety when flames swallowed up a montgomery county apartment complex. that fire burned through apartment after apartment in the middle of the night and tonight dozens of people have nowhere to go. fox 29's dawn timmeney is live at the scene at fort washington. dawn, what a scary night. >> reporter: super scary lucy. many of the the residents were sound asleep when the fire alarm started sounding. the fire breaking out in this second story apartment here and i have to tell you a lot of people scared to death as they tried to make their way out of this apartment. this building was actually condemned three years ago. the fire marshal telling me that the management company that took it over got everything up to code and he is crediting a working fire alarm system with saving lives everyone's. >> we had fire coming from the window here. we had smoke coming from a lot of the other windows. we had smoke on all four floors. we have people on the balconies basically trapped. >> frenzied families are forced to jump to safety after flames break out at the four-story washington tower apartments on bethlehem pike in fort washington. it was just before 1:00 o'clock this morning when fire erupted. >> the police did a great job with getting people off. they were jumping from the balconies out front and this could have been a lot worse. >> reporter: someone hundred residents escaping with just the clothes on their backs. benjamin two children had to be lowered to the ground. >> they were coming through the windows. they couldn't even jump down. tough scene in our lives. we have never experienced something like this before. >> reporter: this is a look inside the second floor apartment where the fire started in a bedroom. three of the fire people who live here suffering minor injuries. taylor harris lives a few doors down and heard the alarm go off. >> i look out opened my door and the whole hallway was just black with smoke. i didn't even think about it. i just ran. just got low and covered my mouth and just book it out of there. i couldn't see anything. so i pretty scared. >> reporter: harris and others returning to their apartments this afternoon to gather up some of their belongings. many of the victims are temporarily being put up at a nearby best western until the apartment owners can make the necessary and costly repairs. >> um, i don't have an answer for them. i'd love to get them back in as soon as possible. get them back to their lives. people have jobs. they have school. >> reporter: now damage could be in the hundreds of thousands of dollars. the damage was mostly to these four apartments here on the corner. they were gutted. the hope is that the owners of this building can maybe seal these apartments off and then get the rest of this apartment building repaired and back up to code so residents can hopefully move back in. in the next several days. that still has to be determined. right now this building has been deemed inn inhabitable and the exact cause of the fire is still under investigation tonight. dawn timmeney, fox worry about tonight but dangerously cold out there and it's going to get even colder. let's check in with chief meteorologist scott williams whose out in the cold in old city tonight. scott? >> iain, don't let that sunshine fool you that we had today. the high temperature only 35 degrees. the morning low in philadelphia was 20 but feels like temperatures for a part of the day were in the single digits. so as we take look at the current conditions right now it's 34 degrees. the wind chill not as brutal right now at 27 degrees. but if you're stepping outdoors, bundle up. 34 in philadelphia. still some colder air off into sections of new england that continues to funnel in our direction. it's 29 in pottstown. we have freezing in wildwood as well as dover. you factor in those winds it feels like 20 degrees right now in atlantic city. and it feels like only nine right now in the pocono mountains. so for to into the clear and frigid. not as blustery but we are looking at teens and single digits. it's dry for now but take look at that clipper around sections of international falls and marquette michigan we'll have the timing when that arrives when i come inside. back to you, force winds ripped through some areas. and people are cleaning up and surveying all of that damage. boston residents are digging out 2 feet of snow buried cars and roads and this day has people mav navigating from wicked conditions when they head out. >> i walk out the stairs snow was up -- you had to feel your way. >> cambridge street in boston was horrible. it was very icy. people were getting stuck there. >> reporter: meteorologists have been taking a lot of slack for snow totals in the new york and philadelphia areas that just did not live up to predictions. but forecasters for coastal areas from long island up through new england were on target. and the recovery may take some time. winter storm ju inform o the largest storm to hit boston in january on record. and forecasters say temperatures in the city are going to dive for a week with more snow on the way. >> we have 850 miles of streets in addition to thousands of -- hundreds of schools and thousands of ramps. crews are going out to clear all of that. other parts of the state hit even harder. the blizzard knocking out power on the entire island of nantucket and the ocean breached a marsh field sea wall during the storm flooding homes and leaving widespread damage. >> this storm was a tough one. the winds were very powerful and the wave action was -- you couldn't see it but you can hear it. >> at the height of the storm more than 36,000 people lost power imagine how cold it got. today fewer than 10,000 people remain in the dark though much of nantucket is still out but the utilities say they are hoping to get the power back on for everyone by tomorrow. investigation is now underway into who opened fire with a semi automatic weapon in a southwest philadelphia neighborhood. police were on the scene in the 600 block of regent street earlier today a semi automatic weapon believed to be an ak47 was found. they also took several shell casings into evidence. no one was hurt. but right now police don't know who opened fire or why. he's in police custody tonight. he had a lot of you shaking your head. today police arrested a 40-year-old man accused of attacking a teenager on her way to school on a trolley. we showed you this last week. teen says her backpack was apparently accidentally bumping into the man so she says he attacked her on that septa trolley. her nose is broken. she had a black eye, scratches across her face. and today damon olive turned himself in to police. he faces several charges. it is a big day for two police officers who stopped an armed robbery. philadelphia's police commissioner dropped by to say thank you. monday morning the officers were staking out an area around a dunkin' donuts on the 6200 block of front street. a slew of armed robberies had been plaguing the area. that's when they saw a masked man walk into the donut shop. officers anthony sherman and paul austin say their training kicked in and immediately they took him down. >> walk right up to the door, looked in, seen there was no patrons in there. turned back around pulled the mask down. went in the store. >> we couldn't believe the to be honest were. >> look at this goo. >> that's what we said. we were laughing. we said he must know someone in there to do this. but it turn out he was there to rob the place. >> the two cops immediately arrested 20-year-old russell mason what's who now cruiser and the whole ♪ >> we are following breaking news out of southwest philadelphia right now. skyfox is live over a deadly shooting on the 2600 block of must have felled street. police say a woman was shot in the face about an hour ago. she was taken to the hospital of the university of pennsylvania. we are told she did not survive. police say a person is in custody right now. a shake up in the phillies front office. last fall fox 29's howard eskin said david montgomery is out as team president and now it has happen. montgomery has been on medical leave and today the phillies announceed pat gillick who has been acting president is taking over permanently. montgomery will become the team's chairman and he's saying "i am fortunate to be healthy enough to resume some of my previous responsibilities. i am appreciative that pat is willing and able -- available to remain as the club's president " ". now in october howard reported montgomery's decisions as president shaped the phillies into the second oldest team in major league baseball. we'll have a report from howard coming up in sports. now to developing story in the investigation into the lulu lemon roof collapse. investigators trying to figure out what happened inside the center city philadelphia store yesterday. workers and customers were inside when the second floor roof suddenly caved in. the collapse sent three people to the hospital and it's got everyone asking how could this have happened. licenses and inspections has been on the scene all day trying to come up with some answers. fox 29's bruce gordon is live at the scene in center city for us tonight with new information. bruce? >> reporter: officials with the city's department of licenses and inspections joined insurance adjusters for an and side look at the wreckage at lulu lemon. among their chief concerns, a huge rooftop air-conditioner. there it is on the far right hand side of your screen. sitting per listly close to the caved in roof the clothing store store. >> oh, my god! that's insane. >> reporter: outside daniella had planned to buy some work out clothes here. she's getting married next month month. >> i can't believe that happened. i love this store. just right in the middle of the city. so -- >> reporter: have you been here lately? >> i was just about to pop in actually. >> reporter: not today. >> it's closed, no. >> reporter: it was around 3:30 tuesday afternoon when at least 50 square feet of bricks fell from a wall of an elevator shaft just above the sixth floor of the building next door and crashed through the roof. the one-store lulu lemon athletic today. three customers all 27-year-old women were hit by debris and suffered minor injuries. on this day after the accident, masonry restoration crew spent the day a top the six story building repairing the brick wall. l andism tells me the owner of that building pearl properties has brought in an engineer to check out the facade. volunteering to let that engineer work on the next door building as well and is cooperating with their efforts. through the all customers of lulu lemon peered inside and expressed their amazement that the collapse did not head with fatality. >> oh, my goodness that is so horrific. oh, wow. good thank i wasn't in there. >> reporter: that taller building 1529 walnut has been cited several times by l and i but none of those violations was serious. nothing since 2011 and nothing since the new owners took over the place. very preliminarily source at l andism tells me one likely scenario is that the mortar between the bricks on that upper facade may have been eroded by winter and water and failed when that mortar failed it made etch easier for the wall to topple in any kind of a significant win. that's bell and independence hall, of course, they are big tourist attractions. they're going to see all of the hotels in the area that would hold huge crowds. also, they're going to want to check out the years on the job thinks that's potentially dangerous. >> the concern we'd have police in an are a and someone who meant harm to the police officers would be using the app for something other than its this morning. >> the low in philadelphia was 20. we made the up to a high of 35 but single digit lows for philadelphia in that seven day forecast. as well as yes some snow. all right. no snow right now but let's talk about the changes want to expect over the next several days. it's going to be bitterly cold overnight tonight. low temperatures in the teens. in the city. outlying colder suburb. we'll dip into the single digits but the good news it's not going to be as blustery as it was earlier today. tomorrow night we'll be watching a light snow event move in with a clipper from the west to east. not a whole lot of snow expected and another chance for a wintry mix sunday night into monday. looking at the temperatures right now it's 34 degrees. winds out of the northwest at nine. so the wind chill not as brutal with those single digit wind chills we saw this morning. receipt now it feels like 27 degrees. looking at those numbers across the board we're looking at upper 20s north and west. that's a popular number. 29 degrees right now reading allentown pottstown as well as lancaster. we have low 30s in the state of delaware from wilmington down to dover. so you factor in the wind how your bouderie acts how you should dress on this wednesday evening out it feels like 20 degrees right now in atlantic city. 18 what it feels like in allentown it feels like nine in the pock know maybe some light snow beginning once again toward lancaster and berks county and then overnight into early friday before all is said and done we could be looking at maybe a coating to an inch mainly north and west of the philadelphia area then sunday night into monday, we're going to be watching the coast. there could be an area of low pressure developing right now some of the models want to keep it a little farther out to sea. but some cold air will be in place. so we could be looking at a wintry mix. maybe some freezing rain, some sleet or some snow once again sunday overnight into monday. but look at the temperatures tonight. 7 degrees in the suburbs. 16 in the city. but not as blustery thankfully but still either way you cut it we're talking about cold conditions overnight as we move ahead to tomorrow, arthritic degrees. clouds increase that snow arrives. after about seven 8:00 o'clock from the west and mainly it will stay north and west there could be a coating to an inch. but rare disease that affects just one in 2 million people. >> but in one single bound a group of people just made his dream come true and our dawn timmeney has the story. >> reporter: little aj gonzales is about to get the surprise of his life. >> hey buddy. >> reporter: four-year-old and his family arriving back at their bellmawr, new jersey, home after a group of volunteers spent the entire day createing a dream bedroom for aj. magical makeover. >> big hugs. >> reporter: you'd never know the but this cute little guy suffers from extremely rare genetic says called fop syndrome. fop is a debilitateing disease where aj' muscles slowly start to turn to bone. >> always smiles. doesn't matter. he could be in pain. we can rub cream on him. give him his steroid no matter what it is always smiling. i don't know how he does it. >> reporter: fop is sometimes referred to as stone man syndrome. in many cases, injuries can cause joints to be permanently frozen in place. aj was diagnosed at three. >> it will progress until it limits his mobility. he knows. he'll tell you he's a super hero hero. he has extra bones. those are his super powers. >> come on in. >> reporter: that's why ay is about to get a new super hero bedroom thanks to a non-profit organization called special spaces. they do bedroom makeovers for children with life life-threatening medical conditions kim resnick is the director of the delaware newark philadelphia chapter. >> it just touched my heart i knew it was a perfect match for me to volunteer for. >> reporter: a perfect match because sadly kim knows what it's like to have a child with a rare disease. >> my daughter actually had a neurological illness called luke company dystrophy it was very rare and we lost her at four-point poof years old post surgery. we lost her, it took some time to obviously grieve and heal and get back in to life and the best way i knew how to feed my soul was to give back. >> reporter: so kim and her crew of volunteers mostly family including her twin sister jennifer spend many a weekend makeing special spaces. changing children's lives one bedroom at a time. this is a look at aj's room before. a lot of time in planning going into transforming aj's space into a place of hope and inspiration. >> we're a little anxious beforehand and then we're just in work mode all day and then the excitement sets in and we wait, you know, for the child to come home. ♪ >> reporter: and aj's reaction as he walks into his room, priceless. wow! >> how did that get here? >> no detail is forgotten. there are super heroes on the wall a bat mobile bed a batman ceiling fan a gotham city mural, you name it, they thought of it. >> this is super cool. >> reporter: aj is all smiles. everyone else crying tears of joy. >> hey, how did that get up there? they brought us an angel. it's amazeing. who does this? >> reporter: aj breaks a bone it causes a new bone to grow. he can't risk being hurt so he can't play sports and has very limb contact with other children children. >> he's magical batman. >> the disease will take over and this is going to be his safe haven. this is absolutely unbelievable. this is fabulous. >> what do you think buddy? i'm happy for him. he goes through a lot of struggles for him to be that happy, it makes me happy. >> push that button in there. >> reporter: it makes it all worthwhile for the volunteers. >> oh a nightlight. >> it's just the most amazing feeling it really is. >> a grateful gonzales family already wanting to pay it forward. >> we'll volunteer all the time we have give back to another child what they gave to our child so they can have the same feeling we have i'd do it a hundred times in a row. >> reporter: there is no known cure for fop stun syndrome. clinical trials are underway for a drug to treat the condition but it would be years before aj could even be eligible because he's so young. still the family says, it gives them hope and that's what they're cling to
