here in camden and actually dropping. let's go to the wind chill right now. you see the winds whipping up. it feels like 12 degrees right now here in camden. well that frigid bone-chilling temperatures forcing officials here in camden and all over to go under a code blue for the night. we're standing in front of the -- one of the three warming shelters here in camden. this is the joseph's house of camden on washington street. this is one of three for people to get out of the cold here today. but it's not just like you said it's not just around here. it's all over the place. we were all over today and you just saw people bundled up. it is dangerously dangerously cold. as we see people bundled up they have their scarves, they have their hats on. it's also the roadways. a major accident in bellmawr off of route 42 earlier today. that was cleaned up and once again had to do with after effects of the snow we had last night. now, let's bring you back out here. we also -- when you're out there, you're seeing a lot of this. we're in a parking lot right now now. but some of those secondary roads are still covered. there's definitely slick spots and it's going to continue to freeze. those freezing points will continue throughout the night. so officials are saying stay up doors if you are outside you need a shelter please look for one of these shelters. if police see homeless people out, they're going to be taking them to shelters but a bone-chilling night especially watch the power as well. of course, we'll have much more on this dangerously cold weather we're clay school districts in new castle county and on a two hour delay tomorrow. woodbridge school districts in sussex county also a two hour delay. the christina school district in new castle canceled to a developing manhunt in france right now. dark day in the city of life. gunfire erupt in the streets of paris today. masked men stormed the offices of a satirical newspaper. they kill at least a in london kitty logan fox news. happening now more fallout in philadelphia's northern liberties section over a charter school closing. angry parents and staff standing outside the walter palmer school on the 900 block of north sixth street. they're demanding paychecks parents want student transcripts. let's get right out to shawnette wilson. what else are these people look looking for shawnette? >> reporter: dawn, they're looking for someone to resolve their issues and to answer some of their questions. but as you can see behind me, the school is closed. the majority of the gate here around the main entrance is locked. it has been for quite sometime. now, things all came to a head over winter break we were told that parents and staff here at walter palmer charter were out on winter break. they were notified that the school would not be opening back up after the holiday. after continued problems with finances. parents were left to get their children to other schools. but without act cities their records and teachers say the last paycheck they received was back on december 19th and they were just recently notified that it's unclear when they will get their final paycheck. a group gathered outside this afternoon hoping to get answers. >> today was our supposed pay day but we received a notice stating that we would get something in the male when our pay was going to be, you know, delivered to us. but no time frame no date, no further information. >> many of us are facing foreclosures evictions repo sessions of our cars, things of that nature. we're not able to take care of our families. >> reporter: you may have noticed some people behind me. the pre k is still open here but they are attached to the building but not affiliate the with the charter school. in the meantime, some parents told me that someone did come outside earlier and told them to come around back and that they would get access to their kids records. it's unclear if that ever happened. we do know that the teachers, the staff members here about their paychecks never got any answers and again the phone to the school is still disconnected so we weren't able to get through either. lucy? >> all right. thank you very much, shawnette. former philadelphia principal is now the eighth person charged in a sweeping grand jury probe on cheating on standardized tests. state authorities arrested 43-year-old lola marie davis o'rourke today. authorities say the former leader of an elementary school had both students and teachers change incorrect answers on the pennsylvania system of school assessment to boost test scores in 2011. what made those investigators so sure? well, a data company said the chance of all of those erased answers and new answer answers happening natural system less than one in 100 mel i don't know. prosecutors have charged davis o'rourke with records tampering forgery and conspiracy. philadelphia's own bill cosby is returning to the state stage tonight this is framed in a plot to destroy his legacy. she told the website show business 411 quote forget these women, what you're seeing is the destruction of a legacy and i think it's orchestrateed. now more than a dozen women have come forward since november claiming cosby sexually assault assaulted them. decades ago and just today three more women came forward in california with their open allegations >> all right karen. important information to get out there. thank you. the new jersey high school football program that saw its season canceled can a mid hazing and sexual allegations will return to the field this fall. the program will resume for the 2015 season. the superintendent canceled the 2014 season back in october. days before seven players were accused of hazing and sexually assaulting four teammates inside the locker room. the boys will be tried in juvenile court. none of the coaches have been charged. the football team's long time head coach remains suspended indefinitely with pay from his tenured physical education teaching position at the high school. former baltimore ravens cheerleader chargeed with raping teenaged boy has not made a plea deal but she did make an appearance in a sussex county court today. both sides reviewed the case the 47-year-old molly shaddix a chance to strike a deal but that didn't happen and she maintains she's knot not guilty. in november prosecutors charged her with third dough rape. unlawful sexual contact and providing alcohol to minors. the charges came after a 15 year old boy told police she began a relationship with her near baltimore and them met up at a vacation rental home in bethany beach. her trial is going to start in march. new jersey governor chris christie faces an ethics complaint stemming from that dallas cowboys game over the weekend. the american democratic league fund says the governor broke state rules by accepting tickets to a dallas game as a gift. gifts such as tickets are banned by new jersey state law. now the governor' office says there is an exception that allows gifts from family and friends. governor christie says cowboys owner jerry jones is considered a friend and the governor boy the way says he plans to be at sunday's cowboys/packers game in green bay. >> new life tonight for the shuddered lap club casino in atlantic city. it looks like a pennsylvania real estate company has agreed to buy it. newly filed property records show an affiliate of devon based endeavor property group is buying the complex. we don know the price tag. neither company would comment on the report. the atlanta club is under a deed restriction barring it from operating as a casino again. it closed its doors in january of 2014. a facebook page dedicateed to finding shane montgomery is asking volunteers to help remove the many flyers posted ad asking for information in shane's disappearance. that request asking people to take the flyers down so they don't upset the family any further. 21-year-old college student's body was found saturday in the schuylkill river in manayunk by a volunteer dive team. montgomery was last seen alive in the early morning hours of thanksgiving. he was hanging out with friends at a manayunk bar. he never returned home. his cause of death has not yet been released. family and friends are remembering the life of shane montgomery all this week. a viewing is set for tomorrow from 5:00 until 9:00 p.m. at the saint john the baptist church in manayunk. a funeral mass is friday at 10:00 in the morning at that same church. area college students gearing up up for life after school. the urban league of philadelphia's internship fair hosted students from various universities today. you know how important connections are when trying to get a job, right? this event connected young people with companies. those students heard from some of the region's top businesses about various opportunities and this is the second year the urban league has held this event event. a rude awake kenning in texas with several earthquakes rattling the lone star state. tonight scientists are trying to figure out why the earth seems to be moving a little more for evaluating infrastructure projects that span international borders like the keystone pipeline. so i don't understand why congress would weigh into the it wade into a process that's already on-going. >> the bill sponsors saying they have enough votes to pass the measure. they say if the president follows through on his veto they'd attach the keystone measure to another bill. fast food police say a fight got out of control on saturday. to men shot. they're in stable condition tonight at temple university hospital. if you recognize the gunman you're asked to give police a call. >> who would destroy a religious shrine tonight a hitter 86 church is manayunk is trying to find out who would desecrate the more than 80-year-old shrine and police want to find that person. it happened elderly. make sure your children are adequately heated as well because as we look at the temperatures 21 degrees but that's really only a part of the story. look at the wind chill. that's how your body reacts and how you should dress. 5 degrees already what it feels like in philadelphia. but look at the temperatures today. the low was 17. the high temperature only 24 degrees. so below freezing the entire day. we should top out around 40. take look at all of the wind chill advisories and warnings posted along the eastern sea board pretty much over half of the nation looking at some type of wind chill advisory or warning with his arctic front. that's moving through this evening. so when you wake up tomorrow morning in philadelphia, south jersey, delaware, it will feel like five to 15 degrees below zero. so dangerous. toward the pocono mountains it will feel at times up to 20 degrees below zero but look at the winds out of the northwest right now gusting over 30 miles per hour in philadelphia. almost gusting to 40 miles per hour as you move toward atlantic city. so the wind is going to make it feel really brutal outside. look at the feels like temperatures right now in the pocono mountains it feels like 16 below. it feels like three in atlantic city right now. feels like four in wilmington as well as dover. so by 8:00 o'clock, it's going to feel below five in philadelphia. but look at tomorrow morning. 6am it's going to feel like 15 below in philadelphia. the pocono mountains it will feel like 23 degrees below zero so bundle up, dress in layers, stay warm, extra chapstick some lotion out there. and then tomorrow, yeah, more of the same. we're looking at feels like temperatures still below zero in philadelphia. where we're not alone though. take look across the nation. look at the clock tonight and tomorrow morning all the way toward new orleans at 6:00 a.m. it will feel like 12. it will feel like 30s even in orlando tomorrow morning. so here's the bottom line. entire area below zero. winds they're going to gust to 40 miles per hour and then, yeah coldest air of the season. so check on the elderly. check on your pets. pipes. they could burst. you might want to run a little trickle of water wrap them in heat tape as we look at ultimate doppler even looking at a few flurries some snow squalls trying to move through the area and those temperatures continuing to drop. not a typo. we're looking at eight in the city for the low tonight. the record is safe. that is 2 degrees for tonight. but look at the wind chills. below zero. so i can't stress that enough. that you need to take this with precautionary measures. just bundle up. just stay indoors if you can overnight tonight. 21 that's it tomorrow's high temperature. that seven day forecast showing you, 32 on friday. and then a little relief sunday and monday. with temperatures getting above freezing. but we could be looking at some rain maybe some wet snow monday and the days of teachers standing at the front of the room lecturing people are numbered. >> reporter: new school versus old school. sort of. >> in my classroom all of that still happens. it just doesn't happen in the same order and it doesn't happen all in one big group. >> reporter: the bases of the flipped learning model. technology driven where traditional class lessons like lectures are watched on video at home. when the application and practice or the traditional homework all done in class. >> so this is kind of new for all of us and there's different stations. >> it's not easy for student to walk into class sit down and get to work without the teacher speaking to them necessarily. let's talk a little bit about the steps. >> reporter: teacher chris as he's called tried it out for the first time last school year. >> we're using published curriculum and -- but they feel like it's personalized because the pace is personalized for them. >> reporter: they are grouped and graded but only teacher chris knows where they really stand. no peer pressure. no judging. >> they learn from each other and there's not the hierarchy of the honors class and the non honors class. >> reporter: a roving math coordinator also checks in to see if they're really getting it it. and they seem to really like it. >> it helps me think better and it helps me focus more. it gives you almost like confidence to work because you know no one going to judge you if you don't know the answer to a problem. >> if you need help we can ask each other and i like being able to ask each other things. >> a lot of the educational work we do is dependent upon our ability to be flexible. report roar head school michael zimmerman believes the combination of traditional teaching and the flipped model just may be what the united states needs to regain high standing in education. >> so it's vital. >> reporter: it's really working there. some educators say the flipped model may not be practical for class that is may be overcrowded or ones that may have lower achieveing students with other needs or for students who may not be motivated enough for this kind of discipline independent study. dawn?
