Palen immediate aggressive assault occurred where he brutally beat her and sexually assaulted her. Reporter after an attack in 2011, Police Released a composite sketch and another woman came forward then another woman claimed she was also raped in the same vicinity. Took awhile to catch up to him. Reporter but they did eventually when palen who moved away was arrested for raping woman in Madison Wisconsin earlier this year. His dna was up loaded. Matched ours. We started this investigation all over again in march. Im really glad they were able to get him. Reporter palen was serving his sentence for the wisconsin rape when he was extradite and charged with the two rapes here. The rally organized by the family of Brandon Tate Brown a 26yearold shot and killed during an altercation with police this protest was held on the sketch hundred block of frankford avenue where brown died. The family is demanding an independent investigation into browns death much his mother says police went to have and didnt have to use deadly force. No one deserves to be execute executed in any fashion. We are not god. You can disable. You are trained to disable. You can do all of these things without killing him.
