officer after a fight and crashed the car. he was later pronounced dead. >> i heard a lot of shooting going on. really loud and everything and it kind of like scared me. >> they toll us to go back inside, um tox stay in our apartment and so we did pretty much for the entire night. >> reporter: two hours before the first situation at 56th and whitby. philly police say they answer add call of a person with a gun and found a man dragging a woman from a van. when officers arrived, they say brown through the van in reverse, hit and dragged the cops several feet. the woman and four kids were in the van the whole time. philly police say the injured officer saw brown reach under his seat when a shot was fired hitting brown. >> you got four kids in the car and you going to discharge a weapon. >> reporter: investigators say brown got away but crash the van with everyone inside and ditched it on lindberg avenue. he and the group with him stole another car that was left running. >> i'm not going to say he's one of the nicest kids on the block but he have an issue. >> somebody said he was -- he had put officers lives at risk the police may say. >> he ain't going to put no police officer at risk. >> reporter: we're told the injured philadelphia police officer who was dragged had injuries, cuts to his arm and also his forehead and leg. we're also told the officer who shot and killed the suspect in delaware was treated recent leased for injuries and is on paid administrative leave at this time. back to you. >> all right, dave. thank you. we're following breaking news in new jersey right now. just moment ago, skyfox over the new jersey turnpike in burlington county about a mile from the delaware memorial bridge. you can see several lanes were blocked as officers swarmed a car on the side of the turnpike. new jersey state police are not releasing any information right now. it appears the scene has been cleared and traffic is again moving. developing to night out of delaware county, a teenager accused of terrorizing and raping women on the streets of chester city in chester township. investigators have linked this man 19-year-old lee to at least nine brutal sexual assaults and they say there may be more victims out there. police say they finally caught up to lee when one of his alleged victims recognized him in a delaware counsel tie store and called police. district attorney jack whelan along with investigators say lee was arrested in january on the ninth on unrelated firearms and drug possession charges. while he's been in jail investigators were able to build their case against him. they say he would approach women from behind, pull a gun, rob them, and take them to secluded area where he would then sexually assault them. >> the scary part of this case if it hasn't been horrific enough is the fact that we believe there are other victims out there that he's done more than this because he's told us that he's committed these acts many, many, many, many times. we have nine in front of you today. we think there's more out there. >> investigators say lee was arrested and put in prison last february for weapons charges. he was released on parole six months later. they used dna taken from that arrest to link lee to these crimes if you have any information at all police want to hear from you. this tweet from a drexel university associate professor has sparked outrage from people across the country. the professor was commenting on someone who gave up their seat for a u.s. soldier one of his comments quote i'm trying not to vomit or yell about mosul now because of a lot of outrage that professor is clarifying the message that he was intending to send. our jeff cole is live on drexel's camphors night in university city. jeff? >> reporter: his name is george sick reel low maher. he complained today actually that his commens were run through he said what he call the outrage machine but here on the drexel campus many students professor of political science george sick carell low maher bringing a different kind of attention. controversy. >> i think he should be more fare full with what he says publicly because, you know, as reporter: drexel declined to provide anyone to speak on camera today. earlier this day it released a statement and then revised it. putting out one with far more detail. it wrote, his social media statements were made outside the classroom and are his own opinion and do not represent the university's views. drexel is committed to and vigorously supports our rotc students, and students veterans and alumni who have served in the military. last christmas the associate professor was criticized forge suggesting he wanted white genocide as a gift. students we spoke to thursday were troubled by all of this. >> he's not a great political science professor in the end of it, and i'm kind of surprised that he teaches at drexel. >> reporter: he seemed concerned about reports of civilian deaths in mosul. here is some detail from his statement. my personal views expressed off campus absolutely have absolutely nothing to do with those of my employer drexel university. the best way to support troops is not with symbolic gestures and first class seats but by bringing them home safely. those who did claim to demand respect for troops show little respect for how they are treated in and out of the military. now, the associate professor says his statements have nothing to do with drexel university. but the e-mail did come on a drexel e-mail. we called the university for spokesperson for a apartment in sea cane delaware county. police are now offering $5,000 legal leading to the arrest and conviction of her killer. an autopsy revealed that benson died of blunt force trauma to the head and neck. police called it i sadistic violence. she was found naked in a bathtub the shower was still running along with a really sick message on the wall. the victim's sister remembers her as vibrant shotgun, an fully loaded a ak47. the state of delaware could be the next state to legalize recreational marijuana use. lawmakers introduced a bill today that would allow residents in the first state who are over the age of 21 to buy 1 ounce of pot from authorized stores m lawmakers say legalizing marijuana would bring in tens of millions of dollars in tax revenue. if the bill passes delaware would be the ninth state to legalize recreational marijuana. another shore town banned smoking on the beach. long part joins 12 other new jersey shore towns to ban smoking. cigarettes, cigars, pipes they're demanding the victim of a robbery who shot the suspect and an innocent bystander face charges. we reported earlier this week that 41-year-old marcus quinones allegedly pulled out 95 and demanded cash at a laundromat in fair hills. the business owner shot that man as he ran away and dropped the cash. the naacp says the laundromat owner acted recklessly. >> if you are robbed and a killed a child, you could have killed the lady that you shot in the hasn't. >> the man accused of robbing the laundromat is facing numerous charges. in chester county, police are warning drivers about bring you knew information as soon as we get it. a horrific crash in texas leaves 13 people dead. the accident involved a church bus and a pickup truck. investigators say the truck veered into oncoming traffic and crashed right into the bus in a town just west of san antonio. one person on the church bus survived as did the driver of the truck. the church says the group was returning home from a three hiv day retreat. in virginia, three people are recovering after a bus smash noose a day spa. investigators say the commuter bus careened out of control and crashed into the massage salon. three people were hurt. the bus driver, a pedestrian and a worker inside the spa there were no passengers on the bus at the time. scary robbery caught on a homeowner's security cameras. >> this been talking about all week and it's upon us. we have a storm that's going to be moving in during the early morning hours this is the counterclockwise swirl the area of low pressure moving into missouri and all of this ahead of it some strong to severe thunderstorms. for us, we're just watching this area of low pressure that will move right across the ohio valley through pennsylvania. the cold air to the north will bring a major snowstorm through new england. good for the ski resorts. we stay on the warm side of this and stay in the rain as go hour by hour you can see some spotty showers during the overnight. tomorrow morning at six, 7:00 a.m. for the morning rush light to moderate rain. but it will be over a good part of the region in the poconos potential for some freezing rain or some sleet so please be aware of that. and then heavier rain around the noon hour a good day to possibly order in at the office or even at home. and then during the afternoon, into the evening, i would say 5:00 p.m. on just not great to be outdoors and it's going to be difficult to get around because this rain will be falling so hard. friday at 5:00 o'clock right around philadelphia. then waves of heavy rain right through the 10:00 o'clock hour. it's pretty much after 10:00 that we begin to see this winding out to the northeast and colder air moves in behind it. it also will be quiet windy. so here's a look what we expect. morning areas of light rain and drizzle. afternoon moderate rain and then during the evening, the heaviest rain undoubtedly and we're expecting about one to 2-inches of rain with this. it's not just the rain. it's also the wind and down the shore it will be a little bit different. right, scott. >> absolutely, kathy. of course, keeping tabs on that heavy rainfall. we need the rain across the delaware valley. so the current setup may be an evening sprinkle but the line share of that rainfall is well off to the west. let's talk about the benefits of that rainfall. this is the latest drought monitor. issued today. take a look at the yellow that includes pretty much all of southeastern pennsylvania still dry and rain totals as we go hour by hour throughout the day tomorrow into early saturday. trenton about 2-inches a little over 2-inches expected philadelphia moving toward wilmington, down the shore about an inch. also north and west drought buster of a system. the winds will also pick up especially tomorrow afternoon and evening. down the shore watch those winds gusting 30 perhaps even 40 miles per hour as we move toward, say, 6:00 o'clock that will be that period of the heaviest rainfall out of this system. so down the shore, periods of steady rain, winds gusting 30 to 40 miles per hour. down the shore on average we're looking at about an inch of rain, kathy for those shore points. back over to you. >> thanks, scott. in wilmington, today temperatures made it into the 50s. you can see the clouds rolling in but another spot where we'll see about one to 2-inches of rain. now as we look ahead during the overnight hours, temperatures are going to be definitely on the cool side over the region between about 30 in the poconos where we could see that icy mix to 41 in philadelphia. 41 in dover and 37 in pottstown. 38 in reading and 40 in wildwo wildwood. tomorrow looking for high temperatures only in the 40s not rising that much. well we have easterly wind gusting to 30 miles an hour at least with the rain it will keep it really damp, dreary and just like march. that is for hill and west oak lane he's behind. investigators say 22-year-old garfield burst into a cleaners business and two metro pcs stores armed way knife. he demanded money from employees and all three incidents according to police but only got away with $120 in one of those stores. he is facing a number of charges to night. a bill is headed to the president's desk that will reverse internet privacy berks county. the bust called operation empire investigators recovered more than $2.4 million in cash and hundreds of pounds of drugs. police say six people were working together to make what's called hydrant along a busy juniata intersection right smack in front of a beer distributorship. he checks his connection and latches his tools to the top of of the hydrant. >> he's now turning the water on. >> reporter: as the water sprays for just over six minutes he pump water into his tank why a small stream flows below. a city fire official believes hundreds of gallons are flowing in. he walks away, returns and shuts it all down as the hose goes slack. within minutes, he's gone. >> there he goes. >> reporter: you think that he in some ways is putting this community in danger. >> most definitely. >> reporter: debra mc carty the head of philadelphia's water department is frustrate the. she says this guy cracked a special locked hydrant designed to defeat thieves. >> so this dude has got wrench. >> um-hmm. >> and he's got a pair of pliers and he's able to defeat it. >> that's right. unfortunately. >> reporter: mc carty says, the big issue here is not cost even life and death. >> he can damage the hydrant. so we won't fine out until the fire department goes to fight a fire and they try to get on that hydrant. it doesn't work. that just delays them fighting that fire. >> reporter: she says, city water costs less than penny a gallon. but the threat to the drinking supply is steep because water from his tank could be sucked back in to the system. >> you don't want to be drinking the water out of his tank and his van per se. >> reporter: he told his name is luce he claims he fills his tank at home. >> you go to jail for that. >> reporter: do you. >> if you get it from hydrant good yeah. >> reporter: that's where you get it. >> i get from it my house. >> reporter: i saw you get it from the hydrant. >> you never saw me get it from the hydrant. >> reporter: that hydrant right there. >> fox 29 obtained the water bill from the address where he says he lives. and where his van was parked. mc carty says not only is the water usage too low the account is delinquent by hundreds of dollars. and the city could not find required commercial activity license and tax id in the name of hand's car wash. >> i never got no water from the hydrant. >> yeah did you. you were there for about seven minutes. six, seven minutes. watch. watch what's going to happen. that's your hook up, right? >> yeah. >> reporter: after seeing himself luce at first said he was using the hydrant to defrost his equipment. but seemed to change his story when we told him we'd seen him on an unseasonably warm day. >> what about the ninth of march when i saw you? were you doing then. >> probably saw me one time or two. >> doing what. >> i'm not going to lie. >> filling up the tank. >> not filling up the tank but, you know i was doing what i got to do working around. >> pep boys says the unauthorized car made it says when child has cancer the whole family and everyone who loves them has it too. then i added the i am honesty. >> i am honesty started off as hash tag. each time it was posted and shared, she speaks complete zen denses she teaches kids at the daycare how to use potty. >> she's also two years old. a little girl who was in surgery while her mom chatted with me from the hospital room. so
