morning. >> i think it fell on top of the elevator. explosion she thought she heard was the sound of structural failure. fire officials say an elevator used by judges, jurors and other workers top floor and suddenly crashed through the concrete ceiling of the elevator shaft. sergeant paul owens was inside that car critically injured in the head and neck. debris from that malfunction fell 15 floors up to the first floor car the female employee had just gotten into. deep tee fire commissioner jesse wilson says a safety mechanism kicked and in the elevator cars in the same shaft did not crash. >> i am not aware of any cable snapping. there was a failure of either some equipment or some structural member and the elevator did move downward. >> thank god there was not more people on the elevator. because it could have been worse than weights. >> reporter: people inside the complex evacuated by stare as firefighters rescued the two trapped victims. courthouse shut down for the rest of the day. authorities worked out exactly what caused the unexplained malfunction and why. >> i actually thought it was an earthquake. >> you could feel the courtroom shake. >> it was like you heard the noise. everything just started to rattle and fire alarm went off. >> reporter: and i just got update from authorities a few minutes ago. they tell me the cjc will be closed tomorrow as authorities try to figure out exactly what led to this elevator failure. iain and lucy, back to you. >> all right. sabina thank you. documents show the city was already making plans to renovate the elevators inside the cjc as early as march of this year. >> they did pass inspection three months later in june. jeff cole joins us in the studio now with more. jeff. >> reporter: here we gosh luc lucy. criminal justice center is 20 years older and its elevatorings need some work according to philadelphia's department of public property. there's a multi million dollar plan to renovate them but that is unlike toll happen before investigators learn what absolutely went wrong this day. criminal justice center at 13th and filbert has a basement 14 floors and mechanical penthouse level. according to city records, its elevators need to be renovated and modern knifed because of the age of the equipment operational and reliability issues and availability of replace many parts. it's why the city put out a request for proposals to do just that in march. estimated construction costs about $6 million. there is evidence of structural failure. debris from that failure fell down this common shaft and then hit the second elevator. >> reporter: the state's department of labor and industry inspects elevators it declined to release inspection records for the cjc elevators thursday saying they are now part of the investigation of today's mishap. labor and industry confirms the statement released by mayor kenney's office that the elevators passed inspection in june of this year. labor and industry uses certified private companies to inspect elevators and tells fox 29pm associates of lower gwynedd performed the june inspection at the cjc. local and state investigations are underway. >> once the investigation happens it will show and tell us everything professionally so we'll know. >> reporter: of course the state is going to do that. renovations of the elevator was to start in october and take about two years. 19 elevators are to be worked on. again, the state says the city says and the state confirms those elevators passed state inspection this past june. i'm jeff cole. lucy, over to video from an earlier appearance. prosecutors will retry lynn on may first. they say he tried to cover up priest sex abuse. prosecutors have said the 65-year-old endangered a boy by transferring a suspected predator priest to his parish. lynn is the first u.s. roman catholic church official ever convicted of helping to shield child molesters. happening now, president obama is addressing the who may be behind a zero receives violent crimes in juniata. investigators think the same man could be behind four sexual assaults one which was homicide. police say these pictures show the guy they're after on july 12th approached a 24-year-old woman as she was walking along the 3300 block of jasper street and choked her until she was unconscious. he sexually assaulted the woman. he matches the description of the person behind three other attacks in the area. >> we can't tell you ask a absolutely that all the jobs are connected. the mo is the same. same general area. it's the same basic physical description. he's operating 10 speed bicycle. >> authorities say the attacks date back to april and some of the cases a knife was used. fbi agents have arrest add reputed philadelphia mob boss in a massive racketeering sweep they not only grabbed joey merlino in florida but also nearly four dozen other suspec suspected mobsters in new york city. some of the crimes prosecutors say they more on this tonight. dave? >> reporter: iain, joey merlino is listed as the number two defendant in this massive indictment and that normally is not good news. he is behind bars tonight after being busted at his florida home early this morning. the charges are very serious and merlino potentially faces a long year -- long time in jail. three weeks ago, mob boss joey merlino was cruising around the jersey shore in a half million dollar rolls royce. thursday morning in boca rah ton, florida, he was riding in the back of an fbi van headed to federal prison. >> joey went to florida and said he was out of it. obviously that wasn't the case if this indictment is correct. because it looks like he got right back in it and doing the same thing he's always done. >> reporter: fox 29 cameras were there in margate as merlino enjoyed what could be his last days at the jersey shore for a long time. now he stands dieted along with 47 others in a massive federal racketeering indictment that stretches from new york to florida. >> i was told that not only will you hear these guys but you will see these guys. not only the technology real sophisticated audio and video tapes. >> reporter: charges date back to 2011 when merlino first got out of prison on federal racketeering conviction here in philly. the indictment charges everything from racketeering to gambling, lone sharking, arson and firearms offenses as well as health care fraud. >> he's looking for other opportunities but always about the money much that's what it comes down tom it's always about the money. >> reporter: while the trial is probably a year or more away if merlino is convicted it would be his third federal conviction and that could mean the 54-year-old wise guy could spend years in prison again. his days of cruising the shore and gulf coast of florida in rolls royce may be on hold. >> joey's track record has always been take it to trial. maybe they got nothing to lose let's go again. >> reporter: now merlino's attorney had not seen the specific charges were we spoke with hem but he did say obviously this is not our first rodeo. merlino usually takes these ca cases to trial. coming up at 6:00 the temperatures around the region. we have 83 degrees in philadelphia. allentown 84. down the shore 80 degrees in wildwood. and 70s elsewhere making for a really great beach day. our visible satellite shows the lines pushing eastward. that is the sea breeze made it all the way to millville you can see the cumulus clouds on the other side but that sea breeze is keeping it comfortable not too hot even though we still have that early august sunshine. down the shore this weekend looking good. coming on down early tomorrow. temperatures near 80 degrees. then for saturday 85 with a chance of late showers and storms. and of course by sunday looking better. we have a land breeze. 84 degrees. so it will be beautiful day with water temperatures between 74 and 77. we do want to talk about the threat of severe weather this weekend. there is the chance of thunderstorms some of them could be severe. we will talk more about that coming up later in the broadca broadcast. the focus will be coke and cash in philadelphia today. the surprising twists and turns in this investigation. and a local hospital says these bus fumes are going right into their air vent. what happened when fox 29 what police are calling a drug rink. >> authorities say the cocaine seized is worth millions and millions of dollars. fox 29's karen hepp is live in southwest philadelphia with details on how authorities made the big discovery. karen? >> reporter: this is the attorney general' office here of pennsylvania. this is where what they have a show and tell a lot to show today with all of those drugs laid out on table. interesting fact they just created a task force with homeland security investigative unit and state and local investigators as well. they teamed up and focusing specifically on our port philadelphia international airport right down the street from where i'm standing of course the port over here in philadelphia. to try to catch people that are doing nefarious things bringing drugs in and boy did they come up big. these are the actual kilos of cocaine. >> one of the largest halls they have ever seized in our area. 238 kilos that's 23 million bucks worth. monday the case broke when investigators say they stopped a car here at east lehigh and trenton in philly and found 40 kilos of cocaine hidden in traps. investigators gave us an exclusive look at the actual hidden compartment under the back seat where they say they found all those drugs. at this warehouse on cambria street, they say they found another 192 kyle lows from puerto rico and dominican republic along with $77,000 in cash. a money counter and a heat sealer commonly used by drug traffickers. >> we will cut your umbilical cord off and take your proceeds, we will take your load and we will arrest you whether you're a street level dealer or whether you're highest -- hierarchy. >> reporter: these six suspects were arrested two are from our area. john amato of philadelphia and argie ya of allentown. part of a trance national criminal organization bringing column bee yann cocaine to this country through the islands. a joint federal state and local task force just created a few months ago to protect philadelphia's ports and borders helped to get all these drugs off the streets. >> we welcome new cars. we welcome fresh produce into the philadelphia area. but if i was tempt to bring pure cocaine into the area from overseas, you have a task force here that stands ready to stop that activity. >> reporter: they mean business much this is still an open investigation right now. they surprising warning but apparently necessary. the city of philadelphia is urging people not to swim in dumpsters. i had no idea this was an actual thing. this video shows a dumpster pool party in new york city with clearly a modified dumpster in a rather clean one at that. back here at home city officials are understandably concerned about just how clean our dumpsters are and how people will use them. they're worried about using fire tighe hydrants to fill the trash containers. department of licenses and inspections says it's not going to issue permits for block parties that include dumpster and then heading toward south jersey and delaware around the dinner hour and into the evening. so here's the timing. in the lehigh valley between 11am and two. philadelphia two and 5:00. that includes our suburbs to the north and west. south jersey and delaware if you're planning a barbecue just remember sometime between 5:00 and 8:00 you'll be seeing the storm. overnight comfortable lows in the 60s. highs tomorrow will be in the 80s. more clouds moving in late. as we look ahead your extended forecast, looking good with high temperatures mainly in the 80s. saturday we have the storms. next had really relaxed low-key romantic dinner. no one bothered them, and they were saying hi to people and goodbye and greeting friends as they left. but really low key and relaxed. he was very calm. s (609)742-5656. let's look at fin's picture re really quick. >> pull it up nice and slow. >> all right. >> nice coddle finity back. looks great, fin. >> suitable for framing. dave, thank you so much. a pleasure to meet you. we'll have more on facebook. check it out. >> back to you guys. >> all right, kathy. >> i love that. >> fox 29 investigators concerns about local bus company operating out of chinatown. we have been digging into questions about bus fumes and several companies using a single bus stop along race street meant for only one company and now city officials they're taking action. >> dave schratwieser has tonight's fox 29 investigates report. cheaper and it's convenient. >> reporter: that's what riders have to say about this bus company that has set up shop at ninth and race in chinatown. while they like the price and the location where they catch the bus to new york, let's say they're not exactly overwhelmed. >> no different than riding bolt or path. >> reporter: still plenty of people ride the bus each day. they come here to the bus stop next to temple university's school of body at trick medicine marc, united bus and travel and they wait. this woman collects the eight or $12 fare and off the bus goes to new york right on time. >> is it safe? >> i would say it's safe. >> reporter: while riders say they're satisfied with the bus company some here along this stretch of ninth street have complained about the number of bus companies actually using the stop designated for united bus and travel and about exhaust fumes from buses idling there for too long. >> we did hear reports that there were issues related to the exhaust from the buses impacting the temple university's sight. >> mike carol says his office vest investigated the bus company recently at the folks at temple university facility complained that fumes from the idling buses were entering this air vent near the bus stop and spreading through the building and clinic here. temple confirmed those complaints to fox 29 and said they were waiting for a response from the city. >> we'll be putting signs up that indicate there's no idling. hope that will help. >> reporter: carol went on to say the streets department was concerned about the number of bus companies use the ninth and race streets stopped. >> we have some evidence there were multiple companies operating at that location which is permitted just for united bus. >> reporter: in fact, fox 29 investigates also found several different bus companies using the bus stop. some buses were marked harmonious grand tour bus company. the ticket taker actually handed out schedules with h and g bus company, ink. we found some buses actually did belong to united bus and travel. but all of those buses that stop here were registered out of massachusetts where harmonious grand tour is actually located. >> we warned united bus they needed to comply with the terms of their permit. >> reporter: the womaning sitting in this lexus suv parked across the street from the bus stop appeared to be supervising the operation here and collected money from riders on the bus. through a translator who did not want to be identified we asked her why so many companies were using the stop designated for united bus and travel. >> who is hg bus company? >> translator: her company that she works for. she just sells the tickets. she doesn't know, um, how the operation of her boss is. >> reporter: there were complaints from businesses and residents in the area about these red chairs that mysterio mysteriously popped up along temple university's facility in late may. they lined the sidewalk for weeks and while restaurants and bars need an l and i permit to put chairs and tables outside, city officials told us no such permit is required for the bus company. >> who put those chairs along here? >> translator: she says somebody said she could put it there and she removed them. >> reporter: it's something we've we're evaluating. >> reporter: we asked streets commissioner carol was bus company was allowed to put dining room on public sidewalk along ninth street while other businesses are required to have a permit from the city. >> there's no explicit restriction against that that we've implemented as part of the permitting process. we understand that they're trying to accommodate the passengers. you've got elderly passengers, sometimes who can't stand for long periods of time. so we want to work with them to make sure the impact is minimal as possible. that there's space available for pedestrians to get by. >> reporter: we wanted to see if other bus companies operated like this. so we weren't to visit the bolt bus and mega bus sites near 30th street station. we found customers lined up waiting for buses along this stretch of 30th street designated for bolt bus and mega bus. there were no chairs on the sidewalk and workers were equipped with electronic devices to take payment and issue tickets. >> this is a business. they all have to figure out how the to run their business and the best way for them. we don't want to row strict that business. we want to encourage business but we are vail evaluating and make sure the impacts are minimal. >> reporter: commissioner carol told fox 29 he's taking some action against united bus and travel. they've been warned not to allow other companies to use their site. they've also been told that buses can no longer idle at the bus stop near the temple air ventilation vent. >> if they continue to do it what happens?
