surveillance video looking for a car and suspect. while neighbors prayed for one of their own and condemn the violence here. >> it's really getting bad. i can't even take my grandson to the playground over here. >> i wouldn't want that happening to my mother or anybody i know. >> thank god she's okay. >> reporter: she is okay and recovering she may be released from the hospital as early as tomorrow from what we're being told police tell us tonight they did not recover a weapon or a shell casing in that driveway. they continue to go through surveillance video hoping to get a break in this case. iain? >> all right, dave, thank you. we are on top of breaking news in philadelphia's hunting park neighborhood tonight. skyfox is live over the scene at seventh and wing hock king. win the last hour a woman was shot in the neck and right now she's being treated at the hospital. we do not have a word yet on her condition and so far there have been no arrests. >> all eyes on the sky tonight. during the waning hours of 2015, here's live look at the ben franklin parkway. the year is going outweigh bit of a chill but we are staying dry. could this be the start of a trend for the first days of 2016? let's send it over to chief meteorologist scott williams. >> hi there, dawn. temperatures today not that bad but we're getting ready for some of the coldest air of the season in that seven day forecast. but it's dry, it will be chill physical you're stepping outdoors for your new year's eve plans. take live look outside of our studios headed towards penn's landing for the fireworks to grab that jacket or sweater. upper 40s right now for the temperatures but you can see those winds out of the west northwest 14 miles per hour so it will feel a little colder but that 48 degrees right now is still above the average high for this time of year which is 41 degrees. ultimate doppler it's dry and quiet. we still have some clouds around but the showers and storms are well to our south. look at the temperatures in the pocono mountains. 35 degrees. we have upper 40s once you move in philadelphia as well as parts of south jersey. so here's the bottom line. the hour by hour forecast by 8:00 o'clock, mid 40s. a chilly breeze. by 10:00 o'clock, 42 degrees. by midnight, ringing in 2016. right around 40 but once again wind chills will be in the 30s. we'll talk about some of that coldest air of the season with the seven day coming up. back to you. >> all right, scott, thank you. in missouri the situation keeps getting worse flood waters refuse to recede. the death toll from the catastrophic flooding is now at 14. the flooding forced the closures of inter inter states 55 and 44 around st. louis. flooding has buried homes, businesses and streets around st. louis. water treatment plant is also underwater after the deluge. more than 10-inches of rain fell this week from central illinois through southwest missouri. it is new year's eve, and with that, comes of course certain traditions from banking of pots to fireworks, champagne and unfortunately gunfire. last year alone there were more than 78 calls for gunfire on new year's eve and those were just the incidents that were report reported. philadelphia police commissioner charles ramsay says he believes there were probably 10 times that amount this same time last year. tonight commissioner ramsay and philadelphia's da do not want to see a repeat so here is their warning. >> what goes up, must come down. philadelphians, enjoy yourself tonight. have fun. but do not fire happened guns in the sky. if do you, and you're caught, you'll have hell to pay. >> police want to remind everyone not to drink and drive. police will be out in full force tonight. >> there will be dui checkpoints throughout the city of philadelphia. fox 29's jeff cole spoke with one lieutenant about what the city is doing tonight to make sure everyone stays safe. you even talked to a mom who knows first hand the pain of losing a loved one due to drunk driving. >> reporter: i've known her for sometime debbie amoroso. we've talked to her in a number of stories related to this this. we're above the vine street expressway where trafficking is moving quite aggressively tonight. there's a real concern about drunk driving tonight and did you know driving fatalities. those numbers are actually going down in pennsylvania. but for advocates and for police, they're not going down fast enough. state and local police say they'll be on the prowl new year's eve for drunks behind the wheel. to make arrests and safe lives. >> if you have had something to drink you're probably going get to know those troopers better for sure. >> reporter: they'll work to head off the type of tragedy that dock debbie's son from her nearly two decades ago. >> i think of what he might have been. i think of that loss. i also think about the man who killed him, what his live must be like and what he must carry with him. >> reporter: 20-year-old danny was killed instant whole the drunken drive crossed the center line and struck his vehicle head on. four years, his mother channeled her sorrow into fighting for tougher laws and awareness to battle dui. >> he was three times the legal limit, ran from a previous accident just a few minutes before, it was driving without a license. and no working headlights on his car. and he hit danny head on. >> reporter: state police will step up patrols tonight looking for the signs of drunken driving recklessly switching lanes, speeding, swerving. police will erect dui checkpoints to cut down on the 345 alcohol impaired driving fatalities in the commonwealth last year. >> members of the public should heed warning to the sign that is are out there. drive sober, get pulled over. we will be out there. we will be aggressively enforcing motor vehicle code. and we will be attempting to identify those drivers that are impaired, and again our goal is to get them before they crash. >> reporter: that's important right there. he wants to get them before the crash. as i said dui fatalities are dropping in pennsylvania but not in delaware. 49 in 2014. 37 in 2013. in new be done, jeff, thank you. philadelphia police are hoping surveillance cameras will reveal more about the gunman who shot and killed a man in north philadelphia this morning. officers found the 21-year-old victim lying on the sidewalk near 25th and clearfield about 12:30 this morning. investigators say someone fired seven shots as he rode his bicycle. the victim made it half block before then collapsing. paramedic rushed him to temple hospital but he died about 10 minutes later. police say he lives close to the shooting scene and they're hoping security cameras in that area will give them a better idea about who is behind this. a home invasion suspect in police custody at a local hospital tonight after police say he shot himself in the leg. 37-year-old homeowner telling investigator twos masked men with guns broke into her home on the 2500 block of north bancroft street late last night. she says they demanded cash from her purse. but noise from the robbery woke her two young children in the next room. police say when they told her to shut them up one of the suspects accidentally shot himself in the leg. no one else in the home is hurt. investigators say that 23-year-old man did show up at presbyterian hospital about 30 minutes after this whole thing unfolded. police are still looking for the second gunman. philadelphia police need your help tracking down a man they say stole a bike from a university city apartment building. surveillance video caught the man picking open the front door of the building located on the 3500 block of lancaster avenue back on december 15th. once inside, the man went to the basement. cut the lock off the storage locker and took the bikes. if you know who this guy is, call police. bill cosby's lawyer says the comedian was charged with a decade old sex crime simply because of prosecutor was fulfilling a campaign promise. she also says that once she and cosby can speak freely quote everything will be made clear. speaking on nbc's today show the attorney monique presley said that cosby has been unjustly accused of but is in good spirits and will be exonerated. cosby of course accused of of sexually assaulting a then temple university employee at his home in montgomery county early 2,004. he says the encounter was consensual. nationwide powerball jackpot continues to grow. >> but even with no grand prize winner last night, one lucky ticket holder is a million dollars richer today. that would be nice. someone bought a winning ticket from this sunoco station market on cottman avenue in philadelphia. the ticket famous waterford crystal ball. official have assured the public there are no credible threats. >> we have a constant threat analysis stream that we are constantly reviewing but, again, we are not aware of any threat. >> reporter: nypd not taking any chances though. at least 6,000 patrol officers are assigned to the times square festivities. about 800 more than last year. visitors seeing heavily armed count terrorism teams and bomb sniffing dogs. rooftop a patrols and helicopt helicopters also keeping an eye on the crowd. >> there will be obvious security measures you will see an number of measures you won't see. >> reporter: partiers being screened withheld hand metal detectors twice. once when entering one of 14 access points and again where they'll be kept at the lead up to united states arriving at the la international airport this morning. she was extradited from mexico after being arrested along with her son in puerto vallarta on monday. back in 2013 ethan's lawyer argued he should only get probation for the dui crash that killed four people because his wealthy parents never set limits for the boy. elks are making headlines in idaho tonight all because of the snow. officials say 10 elks died after eating japanese yu extremely toxic. authorities have removed all the remaining poisonous plants. meanwhile, one of the wild animals is also in the headlines forgetting stuck inside someone's house. we're told the animal fell through a window. the idaho department of fish and game is attributing all the recent chaos to high snow levels in the mountains performance right now the final preparations are underway and countdown is on one of the biggest celebrations of the year. >> happy new year! as you can see new year's coming a little early for children in delaware county today. 12 hours early to be exact. a noontime new year's balloon drop was held in media this afternoon at the 320 market ca cafe. the children celebration took place since many of those little ones will probably not make it to the midnight hour. media is also hosting its midnight ball drop on state street. pilot being hailed good samaritan all for an act of kindness involving an arizona family that nearly missed their flight to tennessee as well as their father's funeral. >> the pilot made unprecedented decision after the plane had already pulled away from the gate. fox's nicole garcia has more on the good deed. i was just crying. i couldn't believe we were going to miss that flight, and we were very very very thankful for those pilots. >> reporter: the short family had the worse luck on their flight from phoenix to tennessee they were on their way to bury their father who lost his battle to cancer. they faced an hour and a half delay taking off from sky harbor which meant they had less than 10 minutes to catch their connecting flight in minneapolis which was the last flight out to memphis that day. their father's funeral was the following morning. >> i would be have sad not to say goodbye. >> by the time the family got to the gate at the minneapolis airport the jet way was pulling back and the plane was beginning to taxi toward the runway. airline workers delivered the news. >> the lady got on the phone and said there was nothing they can do. that the tower wasn't going to have them pull back in and my sisters and my mom were sitting there in tears and i'm sitting there screaming through the glass and all of a sudden we got a phone call. >> he was screaming, crying and waving his hands in the window. trying to get the pilot's attention and did he. the pilot tells fox he didn't need words. he saw the tears, the sadness and the deaspiration on their faces. and when he was told the family was on their way to their father's funeral, the pilot did something unprecedented. he went back. >> very rare someone stops and does something so kind and we need more people like them in this world. >> wow! the family made it to tennessee in time to lay their father to rest in his hometown which was one of his very last wishes. let's get back to your fox 29 weather authority now. eye you know what i like out there today. moving in. it will start to feel more like january. but let's talk about december. the warmest december on record for philadelphia. we're talking on average 13.8 degrees above the norm for the entire month. if you're stepping outdoors for your new year's eve plans it's dry, but it is going to be chilly. so grab the jacket or sweater but some of the coldest air of the season, yeah, it's in the seven day forecast. so it's finally going start to really feel like winter. the showers and storms from yesterday well to our south. some of that colder but drier air is definitely moving in. look at the temperatures right now. upper 40s in the philadelphia area. that's still above the normal high for this time of year which is only 41 degrees. but with the west northwesterly wind at 14 miles an hour it will feel a little colder with wind chills in the 30s. we have mid 30s right now in the pocono mountains. 42 degrees in pottstown. mid 40s in wilmington. upper 40s in millville and atlantic city. holding on to 51 degrees right now in dover. so 48 in philadelphia. but look at some of the colder air off to the north and west dayton ohio 29 degrees. 16 right now in sections of the twin cities. so that holiday forecast, new year's eve, we're looking at dry and quiet conditions by 8:00 mid 40s. 42 degrees by 10:00 o'clock. ringing in 2016 with a temperature around 40 but once again wind chills will be in the 30s. so pretty dry and quiet for. of the nation right now. with you can see that lingering moisture just off of the south east coast. of course they're still recovering from the floods and parts of the midwest. and look at the temperatures dropping into the low 30s for the burbs. mid 30s in the city and what about the mum% parade for tomorrow? sunny and cold, temperatures will start in the 30s. wind chills will stay in the 30s by noon we're looking at temperatures around 42 degrees. but that weather authority seven day forecast, a high temperature tomorrow of 46 degrees. still a few degrees above the average. 43 on saturday. mid 40s on sunday. but look at monday and tuesday. high temperatures only in the 30s. maybe even a flurry around on monday as we see some of the coldest air of the season moving in and those overnight lows will be in the 20s in the city. but teens in the burbs. so january it look like it's going to be a little colder than december. intentionally killed her own grandson. investigators say 51-year-old dawn hughes deliberately drowned her four-year-old grandson in the bathtub. a neighbor telling police that hughes knocked on her door about 30 minutes before police arrived and asked to use her phone. she also asked twice for a ride but apparently did not like anything at all was wrong. neighbors say they never saw any problems and are shocked and very saddened. >> it's sad. i never would have thought it would happen so close. i mean the baby was only four years old. >> prosecutors have charged hughes with suspicion of murder. she's being held in the county jail tonight. scary moments in the sky for a missouri couple after their plain crashes near a school. the single engine plane crashed last night on the grounds of a high school in the town of republic located in springfield. husband and wife on board were taken to a local hospital with minor injuries. police say the pilot tried to make an emergency landing when the aircraft experienced engine problems. the plane clipped a tree and a fence before crash landing. >> my understanding is that they confirmed what some of the reports were from the ground by citizens calling the 911 center that they were having engine problems. so this was -- this appears to be at least from the pilot's information or the occupants information a potential mechanical issue called home for decades talking about the criminal charges yesterday. this is the first formal arrest for cosby who has come under fire in the last year after dozens of women came forward alleging cosby drugged and sexually assaulted them. many people in shelbourne falls say it's a sad situation. i think it's really, really sad that someone who was such a model for so many people is falling down so far. >> i am glad they're finally doing something and that he will be stopped. >> i think it's a lot of gossip that doesn't need any publicity. >> median appeared in court yesterday after an arrest warrant was issued. cosby was arraigned on a felony assault charge for end counsel he's accused of of having with a woman 12 years ago. if convicted he faces up 10 years in jail. a local baby is born with not one but two life threatening conditions much his parents were told that he may never ever leave the hospital. but tonight, little michael is home and he's coming up on his second instead of him swallowing on his own or coughing it up he has to have it vacuum sucked out of him. >> reporter: it's constant and michael never complains. this is all he knows. he was born with a congenital heart defect called hypo plastic left heart syndrome hlhs. the left side of his heart severely under developed leading to other serious medical complications. >> mistake we actually did trach change this morning. >> reporter: he also has a condition called hetero taxi. his organs are not positioned where they're supposed to be inside. >> so where your right lung is posed to be, his left lung is. and his heart is also flipped upside down. >> reporter: two open heart surgeries at five days old and another major procedure at six months. >> i don't even -- i can't really explain it. it just seemed like i was living in another world. >> reporter: his parents say they were told their little michael may not ever make it home. >> therefore all i could do was my hand underneath and that was the way i held him for about two months. >> reporter: full year in the hospital multiple surgeries and many more to come. >> defied the odds so far, and i think he's going to keep fighting. >> i didn't know how serious it was. i didn't know -- i was hearing technical terms. i didn't know day to day what that was going to mean. >> reporter: it takes a whole team and a different machine just to move michael from bedroom to family room at grandmom's house. the family underwent extensive training to be able to care for michael at home these past six months. >> how to change out mistake, how to change out his feeding tube. and what signs to look for he's in distress like he's kind of choking now. so i need to suction him. he's kicking because he's trying to catch his breath. >> reporter: i am terrified but they, they don't break a sweat over this. >> the more he fights, the stronger it makes me. >> reporter: what they are stressing over is a power outa outage. a brief scare exposed their biggest challenge. very scary because we knew without electricity how everything can just fall apart for him and he's come so, so far. >> reporter: as the family prepares for michael's second round of surgeries, with better odds, they've had to set up a go fun me account to help raise the money going to take to buy a back up generator for their century old home. >> if the lights go out here, it means that we can call an ambulance, yes, but that's still time ticking. >> reporter: she worries about a risk of brain damage from lack of oxygen to a feisty little boy who news. >> we wish them luck. the end of an era for philadelphia's mayor michael nutter standing in front of the media one final time. more relaxed mayor nutter talking or taking to the podium this afternoon at city hall. nutter used this time to reflect on his eight years in office and announced big plans for projects along the delaware waterfront. he's behind a new $10 million study that will look into the area around i-95 at penn's landing. nutter says the study will allow city officials to gauge issues like waterfront access for visitors and the revitalization of nearby neighborhoods. >> i think everybody has recognized that in the whole scheme of things placement of i-95 where it was put and the damage that it's done to this city and the number of others is pretty clear. >> nutter also look back in his -- at his two terms as mayor saying he feels confident that philadelphia is in a better place now than when, become he took office. soon we will swear in philadelphia's new mayor
