happening right now at 11:00, a chase through a local neighborhood that ended in gunfire. you can watch it unfold on surveillance video from sunday in philadelphia's port richmond neighborhood. one man you saw chase down another man before well shooting him. the victim did survive. good evening, i'm lucy noland. video is a tough one to watch. it has philadelphia police going all out to find the shooter. fox 29's dave schratwieser is at police headquarters tonight with the story. dave? >> reporter: lucy, police still aren't sure if this was random or targeted attack. they say when the gun toting robber didn't get what he wanted he chased the victim down from behind and shot him. >> i heard guy yelling and i heard about four or five pops. >> reporter: andrew, says bullets were flying right outside his front door sunday morning in what police now say was an attempted robbery begun bad. it ended with the would be robbery victim being chased and shot from behind. >> first i heard him say no, no, no. >> reporter: stemmed robbery and shooting a 47-year-old port richmond man was caught on camera at the corner of thompson and elkhart. it was barely sunrise when the suspect carrying a gun in his right hand can be seen as he walked up behind the victim and announce add robbery. >> give me everything you have. something along those lines. >> victim took off as the gunman chased him down the 2600 block of elkhart. the gunman opened fire. the muzzle flash clearly visible in the video. >> very brazen individual to be out there that early in the morning. peel are going to work, and then again to tempt to rob someone that's not bad enough but then shoot the individual as they try to flee from you. >> reporter: shooter jumped into a car driven by someone else and fled. >> they have a get array way car already set up much this is probably something they've done before. >> unbelievable. it's a shame what this world is coming to. hear it all the time in all different neighborhoods much it's really a shame. >> reporter: now, the victim suffered gunshot wounds to the leg. nobody else was injured in this. police do believe that get away car contained several other individuals who may have helped the gunman make his get away. lucy. >> all right, thank you dave. police rushed to the willow grove mall in abington earlier this evening after getting several calls about man with gun in one of the stores. officers say when she got there. they found the man and discovered well he had been holding a phone behind his back which someone mistaken had for a gun. some stores decided to close on their own during the investigation but police say everything got back to normal fairly quickly. in delaware police arrest add grandmother accused of of killing her three-year-old grandson. police say 51-year-old angela bingham called nip 11 and confessed to the murder. she also said she wanted to hurt herself. police arrested the woman if felton and found the grandson inside her on skinner lane. she faces murder charges. developing story out of berks county. a community in reading is in shock and in mourning following the murder of a teenaged boy. christian torres was just 16 years old. his life was tragically cut short over the weekend. meanwhile, the killer is still on the streets as fox 29's chris o'connell tells us police have someone they want to talk to who may have some answers. >> reporter: teenager killed on the streets of reading has an entire neighborhood in mourning tonight. police have not made any arrests but investigators here in berks county do say they want to talk to a man that may have been involved. >> we always had a smile on his face. always was having people joking. >> reporter: family members remembering 16-year-old christian torres who died on the sidewalk here on the 1100 block of locust street. it's still unclear how he died. but police think torres was established to death after some sort of fight sunday night that may have started over the victim wearing a scary halloween mask. investigators are now looking for 29-year-old avery valentin bear describe as a person of interest in the case. >> he was a good kid. no problems. always got straight a's. he had a job. just got a car. went to school. >> reporter: friends say the tenth grader at reading high school already had a job at mcdonald's and was getting his driver's license. now, his family is preparing for his funeral. >> last person i'd think it would ever happen to one of the greatest kids on this block. never bothered nobody. never. >> reporter: police tell us they've had several reports of people wearing halloween masks that night. if you know any information upon this case or the whereabouts of avery valentin bear. call readin reading police in bk county chris o'connell fox 29 news. on your radar tonight a clear night but changes are a coming. meteorologist kathy orr is here with your first forecast at 11:00. >> lucy, it's been quiet for so long. you knew things had to start, you know, being shaken up a little bit. we're having changes move in quickly within the next 24 hours we'll see the changes. right now clear but you see that spin over the great lakes? that is a key to this forecast puzz puzzle. that's upper level low pressure system going to guide precipitation into our region for about two to three days. so this is going to be a long duration event, but it is going to be a slow progression temperatures right now across the region ranging from 46 degrees in the poconos that's chilly to about 64 degrees in philadelphia. wilmington 63. in trenton it is 58 degrees. so we'll watch as this area of low pressure rides along this front but that upper level low pressure system will be pulling moisture up from the south and in from the east. tomorrow we'll see clouds increase a if you showers by the evening with the heavier rain coming on thursday. the high temperature tomorrow still making it to 75 degrees. as we look on our fox future cast you can see overnight it will be dry. wednesday most of the day dry. spotty showers during the evening period. and then that heavier rain being pulled up and ashore and you can see by 7am thursday, we have wet weather. that continues during the day with periods of rain heavy at times through the region. when we look at the amounts of rain this is a new updated computer model still about an inch in philadelphia. to the north and east less. but to the south and west more rain. wilmington 2.2-inches and lancaster 1.8. where you see those patches of red to the west of the region toward baltimore and washington, they are already have flood watches out and they do expect about three to 5-inches of rain between tomorrow night and friday morning. so if you're heading down towards d.c. over the next couple of days please be aware of that. overnight in the city 58. the suburbs 52. mainly clear. the clouds thicken tomorrow. the high 75. rain during the evening but heavy rain moving in thursday. look at the seven day forecast. rain and wind gust to 30, 35 miles an hour on thursday. showers friday. drying out saturday. then sunday, monday and tuesday turn off by this presidential election. so i think that we have people biden coming it and getting young college kids and encouraging us, it's an awesome experience. >> the next challenge after getting people to register to vote to make sure they come out on election day. meanwhile the first lady will kick ma ache couple of stops in pennsylvania tomorrow. she'll campaign for hillary clinton at lasalle university in the morning. then head to the university of pittsburgh later in the day. and gop vice-presidential candidate indiana governor mike pence will be in york on thursday. up next "i'm...i've got a whole chapter in my book where i... specifically lay out how i think we should... reform social security." toomey's plan requires wall street and bankers to manage... the accounts. collecting fees out of your social security that could... total billions. fees they collect, even if the market crashes and... seniors lose everything. pat toomey's looking out for wall street, not pennsylvania. dscc is responsible for the content of this advertising. ♪ head of philadelphia parking authority will most likely lose this job ppa board chairman says he just learned today about new sexual harassment allegations against vince fenerty. first accusation of sexual harassment came to light last week. the board chair will recommend fenerty's fired when the board meets again and that is on thursday. problems at a south jersey middle school have left hundreds of students out of class and parents incredibly frustrated. salem middle school suddenly closed this week after ceiling collapsed over the weekend and school officials are still trig to figure out where to put students until the schools back in tip top shape. fox 29's shawnette wilson has more from salem. >> reporter: nine-year-old is outside playing instead of inside doing homework because her school salem middle has been closed this week. the kids came home friday saying they didn't have school. so i didn't believe them because i didn't get no letter sent home. i didn't get no recordings. >> her mother says she didn't even get an auto mated call from the school until 5:00 o'clock sunday evening. >> seeing that the, um, they had low inspection, the stealing, um, failed. so that the kids they ain't got school monday through wednesday and they will return to school thursday. >> the superintendent of the salem city school district told us on the phone there was a ceiling collapse in room c11 and school development authority advised them to vacate the building because it was eminent hazard did he not say why the ceiling came down. starting tomorrow, the district plans to send third graders to nearby john fenwick academy and eighth graders will be going to salem high. grades four through seven will start at fenwick plaza in the thin law building thursday if the department of community affairs approves it for occupancy. >> i know things happen. the right way to handle it would be to have some kind of meeting to address these issues and everybody is on the same page. >> as of right now the school remains closed indefinitely and district officials don't know yet when row pairs will be made n salem, shawnette wilson, fox 29 news. it appears philly rapper beanie sigel got in the middle of a beef between meek mills and rapper the gang. >> tmz shared that video on its website. it says it shows beanie sigel laid out on the ground after someone decked him. this was right before a show at the wells fargo center over the weekend. tmz says a member of meek's crew through the punch and it says the guy claimed sigel broke the code of em thick on the street. sigel was not seriously hurt. you see it you shoot it. our fresco users are helping us show what's happening in your neighborhood. iain what's going on?
