Almost kidnapped him. Good evening, everybody, im joyce evans. That boy is just seven years old. Hes okay. But now investigators are trying to track down the man who jumped out from behind a spot out there and tried to snatch him. Our Joanne Pileggi has the story now from quakertown. Reporter its been quite unsettling for parents and children in this quiet quakertown neighborhood, and after this attempted abduction, parents arent taking any chances. Its kind of frustrating that somebody came and did this, and then stole kind of all of our feeling of safety in our own neighborhood. Reporter while the kids play outside on this quiet street in quicker town, a Police Officer is going door to door. The day after a sevenyearold boy told police a man tried to abduct him right next to his home. The child said he came outside to ride his bicycle in the morning at 6 58am when he did so, he came out and there was a black male behind the burbs that jumped out and said, hey little kid and reached out to grab him. Makes the way you let your child experience the neighborhood different. Reporter the gale lords have three boys and they know the victim. They are alarmed it happened so close to home. Now were thinking, well, if hes hiding in our bushes which he was. Which he was. Now i need to double check and say make sure if all three of you are over there that one of you doesnt come back by yourself u need to come back together as group. Reporter its kind of unnerving because to have someone just do that like literaliterally feet away from r house is terrifying. Police say the boy dropped his bike and ran from his home to his school. While cops say this was an isolated incident, they are telling parents to be on guard. This is where parents come in to play of being parents that are going to teach their kids what can happen to them if the children are out playing by themselves and approached by a stranger. Reporter police have looked for Surveillance Video in this neighborhood and their asking residents who have cameras to check them. They want to catch this guy before he tries this again. In quakertown, im Joanne Pileggi, fox 29 news. Now this attempted abduction comes on the heels of a kidnap and Sexual Assault of a fouryearold girl in new castle county, delaware. It happened on thursday night. Police say the girl had been lured away while she was playing with her friends near her home. Somebody found her hours later and miles away. Police say whoever snatched her is the one who sexually assaul assaulted her. The attacker is still on the loose tonight. A man who Police Believe set fire to the famous Fourth Street deli is under arrest tonight. Facing charges for that costly fire set back in february. Barclay is also accused of setting two other fires in center city in january causing damage to a parked car and another building. Arson is just one of many charges hes facing. And tonight in montgomery county, an investigation into the death of a teenaged girl. The possible circumstances of what may have happened to her making it even more difficult for friends, family and an entire community. Fox 29s Sabina Kuriakose spoke with friends who knew her. Reporter grief counselors on hand for a second day at spring Forward High School in royersford. On this beautiful spring saturday, families and students quietly seeking help to deal with the tragic and sudden death of a ninth grade girl. Police are investigating claims of Cyber Bullying in connection with what appears to be the teenagers suicide. Touched a lot of people. Yeah. Reporter pastor Melissa Florey says the young teen was a devote the Church Member for years. She would come every single sunday and volunteer in our childrens programming in our elementary age group. People here are stunned. They say the girl was very loved. The district superintendent releasing this statement which reads in part our thoughts are with the family as they struggle to make sense of this tragedy. We encourage our School Community to care for one another as we cope with this loss of a young life. Its hard. Were just devastated for for her and were just really caring for the family and thinking and praying about them. Reporter the church and the School District are offering resources for anyone affected by this death. Theyre asking anyone who feels alone or sees somebody else facing similar situation to ask for help. We just want people, kids and adults to know that there are people available. So dont be afraid to reach out, um, because people are waiting to reach back. Reporter Limerick Township Police are investigating. They hope to have more information released in the coming days. Meanwhile, the School District plans to have grief counselors available through next week and Christ Church of the valley says theyre going to have a tribute for the teen during services tomorrow night. The new York City Police department is getting ready to roll out body cameras. And as foxs Sharon Crowley reports, theres some concern over the guidelines primarily that any officer under investigation would get a chance to review the footage before released to the public. Reporter new York City Police Department Guidelines for using body cameras are out. Its already stirring up criti critics. Several unions are upset and want a court to block the roll out of the the federally mandated pie loll program. New York Civil Liberties Union agrees with some of the guidelines but not all. Specifically that the officers not the public have early access to what was recorded. Nypd policy lets officers view footage before making a statement when theyre being investigated for misconduct and it could leave officers with the ability to tailor their own statements to something that matches whats on the footage as opposed to what they actually were called from the encounter the roar report this started in 2013 when a judge ruled the nypd must end its stop and Frisk Program as part of that decision she ordered the Department Test out body cameras. The program will begin later this month in Washington Heights inn wood about 50 cops will be wearing body cameras on duty. Nypd will roll out 1200 cameras and compare the behaviors of officers and the public on those cameras to whats happening in incidents where there isnt a camera and then theyll try to figure out whether the cameras work. Reporter Barry Friedman is the director of the policing project at the nyu law school. He helped get feedback from the public. That helped shaped the new guidelines. Friedman learned most people want a cop to let them know if theyre being recorded. The public is really glad to have body cameras but then they have a range of use about when they should be turned on, when she should be turned off. How access to the video should occur. Reporter under the guidelines cameras will be turned on during enforcement and investigative encounters footage will be retained for at least a year. Cameras will be turned off if an officer is interviewing the victim of a sex crime or a confidential informant. Bite end of of this year a thus san officers will be wearing body cameras if the Pilot Program is a success, then the mayor and the Police Commissioner would like to see about 20,000 officers wearing body cameras in the next two years. The Administrative Office of pennsylvania courts is reporting that citations have increased by 52 over the past two years. 12,000 citations were given out last year. Men accounted for more than 70 of the drivers who were cited for texting while driving. Or for wearing headphones while behind the wheel. Only 6 of the people who were given citations were teenagers. Almost 30 of the drivers were in their 30s. Distracted driver citation comes with a 50 fine plus court fees. Well congress is headed home for easter break but its got some unfinished business.
