>> live from center city in philadelphia this is fox 29 news at 10. right now hurricane hermine bearing down on florida as we take live look from the gulf coast shows the rain, wind and high surf. you can see on the live radar the storm stretches from the panhandle all the way south of tampa. >> the storm already making a mess across the state. this video from south of tampa today shows roads covered in roads creeping up to the steps of homes. this same storm will make its way up the coast making a mess of our holiday weekend. good evening, i'm dawn timmeney. luce is he is off. >> i'm iain page. tropical storm watches have been posted for parts of our area. the worst of the storm will hit down the shore. right in the middle of the big labor day weekend. we've got live team coverage of what hermine is bringing our way fox 29's chris o'connell is trying to find out how people are changing their holiday plans but let's begin with scott williams and the latest track of the storm. scott? >> hi there. of course, we continue to follow what's happening with hurricane hermine as we take look at the latest it's category one hurricane maximum sustained winds now up to 80 miles an hour. the pressure continues to drop. already some reports of damage coming in around the big bend of florida that is where it is making landfall. also, as we move little closer to our area. take a look at the coastal communitcommunities. tropical storm watches have been posted so that means we could see tropical storm force winds in excess of 40 miles per hour down the shore. a closer look at hurricane hermine take a look at that center of circulation it's about 40 miles southeast of apalachicola right now. tornado warnings have been posted as well in that right front quadrant. we'll zoom in closer. trying to wrap up intensify bit before it nears landfall once again those rain bands continu continuing to batter the coast of florida. look at the official track from the national hurricane center. over the neck several days, it will parallel the carolina coast and then set up shot shop rite off of our coast. we're talking about several days. saturday, sunday into early next week so a long duration event. a rip tides will be dangerous. high surf. beaches erosion and also the potential for power outages. so major concerns down the shore. moderate concerns a little farther inland and take a look the farther north and west you head minor concerns. but look at the winds already gusting close to 40 miles per hour by saturday morning down the shore so those conditions really deteriorate there by 7:00 o'clock. close is 50 miles per hour places like atlantic city and wildwood so coming up in depth analysis of the storm and your holiday weekend forecast. >> all right. scott, thanks. the timing of this storm of course has many people in our area wandering if they'll have to cancel their big holiday weekend plans for those heading down the shore the impact of the hurricane could put a damper on labor day weekend. >> fox 29's chris o'connell is live in atlantic city and chris, you spoke to vacationers wondering if it's even worth staying. >> reporter: yeah, as a lot of people here down here of course jersey shore as you heard scott say under a tropical storm watch. not going to be major hurricane but certainly enough to dump a lot of rain down here at the shore and a lot of events coming down if you're coming down the shore could affect them like the big beach weekend concert here in atlantic city. this may be at least partially a washout. >> call it the calm before the storm on the beach in cape may. it may look like a summer paradise now, but come this weekend, this is what your drive down to the shore may look like. dat is getting an early start back home to delaware on the cape may lewes ferry. >> i'm very worried. i live in beach community. >> storm's impact on the east coast forced the ferry to trim its weekend schedule. >> we're not only just looking at air, hurricanes we're looking at tides. we're always looking at wave heights. we look at everything that can affect traffic. >> reporter: along the washington street mall this familiarly from north jersey are in town for week unfortunately the summer's last hoorah may be a soaker. >> we're looking forward to celebrating her birthday on saturday. she's turning nine. >> reporter: and. >> there's huge storm coming so we're kind of bumped. >> beach business that is crowd on labor day crowds for their final big summer weekend don't know what to expect. >> sometimes it washes out. sometimes it brings more people down. so it all depends on what actual occurs. >> sometimes it work out in our favor we end up getting a lot of people that can't go at the beach, can't do anything except come out to eat haven't a good time. >> reporter: talk about unlucky. pause has to leave cape may tomorrow to go back to saint pete beach, florida, where the storm is already causing damage. >> i felt weird being down here and the storm is hitting my place in florida right now. i haven't been in touch with my neighbor to see is everything is all right. >> reporter: couple other reminders as you heard scott saying many municipalities warning swimmers to be aware of those rip tides. also, if you live anywhere near the coastline, emergency managers say it's a good idea to have condition after being hit by a car on the 4200 block of l street. police say the four-year-old girl was taken to saint christopher's hospital around 7:00 tonight and is expected to survive. we're told that the driver did stay on the scene. no dui is suspected. developing to night, a picture stirring up some controversy online. philadelphia police officer with a tattoo on his arm. some people like the mayor fine it offensive, but others say it's being misinterpreted. for now it doesn't appear the officer has violated any policies, so we are not identifying him. brad sattin has more. >> union was quick to shot down any inference that the officer was a neo nazi sympathizer claiming in fact he has jewish heritage and has never been accused of of making racist or antisemitic remarks. >> he was an officer a deck indicated officer. he's been on the police force for -- on the department well over 17 years. he has an chem supplement larry record he's had this tattoo which is just an eagle for over decade. >> reporter: police say there are no policies regarding at tattoos as an officer's freedom of speech is protected like anyone else's but is a line crossed if tattoo on police need some sort of a tattoo policy, something that certainly the union would not support. iain? >> brad, thanks. we now know more tonight about deadly shooting at a popular outlet center in atlantic city. the violence started around noon at the zumes star in the tanger outlets. the man killed was the store's manager. prosecutors identified him as 26-year-old christopher romero. police say after he was shot, the gunman louis maze net went across the street and shot himself. he's in critical condition. the motive is not known. >> philadelphia police now say they know who opened fire outside a city rec center killing a man in front of his 12-year-old son. and they are on the hunt for him tonight. you saw this as breaking news last night at 10:00. the victim a beloved member of his news that 29-year-old pierre bubbage was gunned down wednesday night right in front of his 12-year-old son. >> the last time they see their father is a murder scene, like that is so hurtful. >> 12 years old in front of his son. for no reason. no reason. >> reporter: a bullet hole mark the spot where he was shot to death in front of a man chi what haverford community center. neighbors and police say he worked at the center and had just stopped by around 8:30 to speak with someone there. >> our potential suspect whose been identified as muhammed johnson, um, confronts him outside right in front of his son. they have some type of verbal altercation and without warning pulls out gun and shoots him several times. >> he had his children. he took care of his children. worked there at that center, you know, and i just seen him our birthdays the same day dietz the 21 accident. >> reporter: people in the neighborhood are used to gunfire but this really hits home because the community center is a place where everyone here has a connection. >> he was right there where he work at. like he died there right in front of his workplace. >> reporter: there were multiple surveillance cameras on the community enter and nearby apartment building next door where he lived. >> we actually have video of it, and the son is actual on his knees kneeling over his father screaming for somebody to come and help his dad. it's very very sad. >> these kids should not have to grow up, grow up with their last image, memory of their father dead in our streets. >> reporter: to make matters worse captain clark tells us that the man actually took johnson in and gave him a place to live in the weeks before the murder. johnson is considered armed and dangerous. at police headquarters, dave school officials say recent tests found increased levels of lead in several of its buildin buildings. >> now it's warning students and staff not to drink any water that comes from any building on campus. let's get straight out to shawnette wilson live on the rowan campus. shawnette? >> reporter: well officials believe the problem with the water is because of the age the older buildings that they have here on campus. they started doing testing in july but for right now they don't want students drinking any water on campus. >> i'm really concerned about it, because i brushed my teeth with it this morning. i forgot. >> reporter: freshman and her friends pick up bottled water provided by rowan university after tests found lead in the water op campus. university officials immediately posted signs and issued e-mail alerts instructing students not to drink or cook with the water for now. >> my ra was really helpful with telling us, upping, they put a lot of posters on the floors. >> university officials say an employee first noticed the water in linden hall was discolored. over the past month, the university performed tests on the water in that building and on several others on the same water line. they say the tests found elevate the levels of lead and iron in the water. >> right now we're still in the testing mode so in the residence halls we've asked students don't drink the water and we're supplying them with water. so just bottled water to be able to brush their teeth be able to cook. >> reporter: staff held meeting for students who still have questions after receiving the detailed e-mail with warnings and precautions they should take. officials say only five students came leading them to believe most are informed. >> on campus there's different, um, water filling stations where they have filter that is cut out the lead so we're installing more of those around campus. >> reporter: stephanie, says staff has done great job getting information out and she isn't too concerned. >> not really, 'cause i mostly didn't bring the water any way. we had water already and i had drinks in my fridge. >> reporter: and back here live university officials say according to the cdc and epa, lead isn't absorbed through the skin so they say showering, washing clothes even washing cooking utensils in the campus water is okay. if you'd like to read the in the next 90 minutes. live radar shows the swath of that storm stretching across most of the gulf side of the florida and it's going to be here by the holiday weekend. >> officials at the jersey shore are keeping especially close eye on the storm. hurricane hermine is expected to hit our area hardest starting on saturday night. >> it is putting a damper on holiday weekend excitement. the coast guard warning swimmers and boaters and anyone planning to be on or in the water to stay alert to those changely weather conditions the storm could bring some custody winds, heavy rain and some rough water. >> has the potential to increase rip occurrence and the tides. it can be very difficult to operate in. >> i'm not going in. i told my 15 year old not to go because of the rip tides. i get really scared about that kind of stuff. >> forecasters say the storm could create waves as high as 6 feet this weekend. there are concerns about coastal flooding during high tide. here's another look from florida tonight. still ahead we'll head live to the panhandle near panama city that will bear the brunt of hermine tonight. and brian was typical active six-year-old little boy until the unthinkable happened. doctors at children's hospital of philadelphia told his parents that the little boy had had a very rare stroke. >> brian didn't take that set back lying down. fox 29's joyce evans shows us the child's incredible determination to recover. ♪ >> reporter: rarely do you meet a kid like brian is a do you ski. >> yeah there are you go. >> reporter: nothing seems to get him down. >> good. >> reporter: if not for the light hand and leg braces and the surgical scar visible through his summer buzz cut you probably wouldn't believe just a year and a half ago brian came very close to never dancing or giggling again. >> we headed over with his sister swimming i was at sister's hand of the pool. he was grabbing his arm. they got him out of the water and he said that he couldn't feel his arm. >> it got much worse. doctors rushed to stabilize the unconscious six-year-old. >> the doctor comes out it was definitely something. they said they were going to call helicopter for to us send him in a helicopter down to chop. >> brian's dad flew with him still not knowing what happened to his son. >> it's scary. because everything that happens to you sign this form. by the way there's a small percentage chance he won't make it through this because but you have to sign this because we have to move forward now. you're kind of okay. what are you going to do? >> reporter: brian needed emergency brain surgery. >> he didn't hit his head. what happened? >> arterial 15 muss malformati malformation. >> reporter: typically an abnormal collection or entangled of blood vessels on the brain that suddenly rupture. >> these are like lightning strikes. >> reporter: a bleeding stroke straight out of nowhere. rare and difficult to detect says chop' directo director of c stroke neurologist row beak today i cord good you can't really know any given child will be born with some kind of blood vessel abnormality. you only know that's when lightning strikes and the bleeding happens. incredibly frightening to take this kid who was just at swimming lessons and who plays soccer and is very active, um, and all of a sudden he's laying there in bed for two weeks not moving. >> once we knew he was going to wake up, we didn't know how much of brian was going to be in there. >> reporter: brian wasted no time showing his parents. his doctors and his therapists exactly what he's made of. after under going a second brain surgery to remove the avm. >> he work his way out of bed, out of a wheelchair and back to school in just a few months. >> he they make it fun. i think that's part of it. he likes his time at the hospital as odd as that sounds. >> he didn't want to leave. >> no. >> i like everything here. >> you do? >> um-hmm. >> reporter: just beginning link his way through the exercises -- >> easy for you now. >> yeah. >> reporter: rebuilding strength. >> try to do it with the palm many of your left hand. >> regaining control and balan balance. >> physical therapist elan in a does not go easy on brian. >> keep your toes open. >> he wouldn't have it any way. >> perfect. can you hold it? >> i can hold it for very long. >> for very long. you cannot hold it. >> i can. >> he's had remarkable recovery. >> i can squeeze it. >> his speech and facial muscles now 100%. his mind sharp and witty. his spirit just incredible. >> he shows up and he really takes ownership of his own healing. >> brian's physical rehab is more challenging. often painful. >> i know when i have to take break. when to start again. >> this eight-year-old boy is so eager to work through it -- >> get most. i'll show you what i know. >> show mow what you know. >> he's taking up a hiphop dance chance working on killer routine to fight song. >> ♪ >> reporter: and there's more. brian is also been cleared to return to his soccer team but he's working for more than that. he wants to hit the field. >> being able to throw in hard for soccer. >> zippers, buttons all those kids things take for granted we're still getting there. he hasn't learned to tie his shoes yet. >> i might need help. >> reporter: there's always the possibility that brian may have another stroke, his doctors believe that's unlikely. given the out come of his surgeries and his instead dough rapid recovery. >> i'm doing good right now. >> reporter: most importantly brian's will to beat odds no how this could have happened. a woman at jfk airport says jet blue staff members showed up at the gate with a child that wasn't hers. it turns out that child was supposed to be in boston. but it was her son that landed there instead. both unaccompanied boys got on planes in the dominican republic and each had the other's passport. jet blue acted right away to fix the problem ton night both boys are safe and at their correct destinations. turning to your money tonight, a freebie for some lucky septa riders. mcdonald's gave away $5,000 worth of free tokens at a station in south philadelphia other team swag throughout the season. the family of a five-year-old little boy is furious after she says the school gave her grandson the wrong medication. >> the boy's grandmother claims a nurse gave him written lynn to treat his asthma instead of an inhaler. car tina bridge forward says her grandson has lot of allergies and he's got lot of medication to kind of deal with it all but it's his little inhaler he uses at school to control his asthma. she says instead the school nurse hoped charter school in washington, d.c. gave him ritalin which is in pill. >> i said what the hell did you do to my grandson? he's a chronic severe asthmatic. so you didn't see the name on that medicine? she said no, i was not looking. no, you -- you got on today. m glasses you should have look looked. >> he intensify as hurricane hermine makes its way closer here to the florida gulf coast and northeast part here. we're in downtown apalachicola as expected it's pretty quiet here. a lot of the businesses did close their doors early except for one. we actually have one restaurant that plans to stay open until midnight tonight despite all of this rain and heavy winds that we're dealing here with. we've been dealing with power outages. i can tell that you about mile away from where we are a hotel did lose power earlier this evening, and also here in downtown we've been seeing just the lights go in and out in certain parts here of the downtown area. one of the things that we really have to keep an eye on is going to be life threatening surge and flooding franklin county emergency management center did issue a mandatory evacuation for the barrier islands here, and we are expecting about a storm surge of six to 9 feet. so hurricane hermine is expected to make landfall here again in the gulf coast and florida. you can take look right now. hermine a category one hurricane maximum sustain winds at 80 miles per hour. it's nearing landfall right around the big bend of florida area. but look at those feeder bands continuing to rotate inland. also, there has been a concern for some tornadoes this evening. but we'll move up the coast. up the mid atlantic into our area. down the shore also sections of delaware tropical storm watches have been posted because we are anticipating the potential for winds gusting over 40 miles per hour. that's tropical storm force. back toward the in order area take look at the center of circulation once again nearing the big bend of florida area. but right front quadrant we're talking about tornado warnings already on going for several counties that is always a concern when you have that strong wind shear with any landfall and tropical system look at some of the latest spaghetti plots. the track shifting farther on the east. however, as we move toward the upcoming weekend, take look at how it kind of stalls for a couple of days. it wants to move a little closer to the coast then rotate back a little farther to the south after moving north. so would mean a long duration event especially down the shore. so that's where i do anticipate major impacts out of this system. so as we look at the official track, take a look. as we move toward 2:00 p.m. on saturday, just north and east of cape hatteras but saturday to monday it really doesn't move a whole lot out to sea so that will be the danger and the concern down the shore. look at some of the impacts across the area. lesser impacts once you move farther north and west. moderate impacts along the i-95 corridor. major impacts once we move down the shore. so take look at future wind gusts by seven morning, we're already talking about the potential for tropical storm force winds down the shore. so saturday conditions going downhill and look at 7:00 o'clock. gusting up to 50 miles per hour places like atlantic city, wildwood, moving over to dover and millville. then by sunday morning, we're looking at winds gusting up to 40 miles per hour and then they ramp back up during the height of the storm by sunday afterno afternoon. gusting upwards of 50 perhaps even 60 miles per hour down the shore. so power outages, beach erosion, coastal flooding will be a concern. so look at the labor day weekend forecast down the shore. beautiful for tomorrow though that is going to be the pick day but take look at saturday. sunday into monday even lingering clouds and rain. so 75 degrees the high on saturday. 70 on sunday uppe up 70s on mon. three to five or more inches of rain possible. we'll break it down again. down the shore, we have that rip current danger all labor day weekend on saturday, clouds, p.m. showers, moving in. winds gusting up to 40 miles an hour on sunday gusting up to 60 on monday lingering showers winds gusting up to 35 miles per hour. in philadelphia, we could see one to 2-inches of rain out of this system. it looks like the wettest of the several days for the holiday weekend for philadelphia would be on sunday. so those rainfall chances tomorrow, 91. saturday afternoon and evening ramping up. sunday 70% and look at this particular computer model showing some of the rainfall totals across the area. you can see one to 2-inches around philadelphia. but where you see that red shade that is three plus inches of rainfall. once you move down the shore. so of course the highest impacts will be the farther south and east ahead away from philadelphia but great weather tomorrow once again sunshine low humidity the temple game looking good. but watching the track. watching the coast. new computer models still coming in. a new
