♪ right now making history tonight. philadelphia has become the first major city in the country to pass attacks on sugary and diet drinks that. vote late this afternoon ended months of heated debate. good evening, i'm lucy noland. >> i'm iain page. city lawmakers passed the 1.5 cents ounce tax by a vost 13 13-four. mayor jim kenney intends to use the millions raised for philadelphia's pre k initiative, rec centers, other programs and the controversial decision to kick money into the general fu fund. of course mayor kenney quiet pleased but not everyone is happy. >> certainly a long road to get here, but this is the beginning of the process of changing the narrative of poverty in our ci city. >> we're all disappoint, because it creates attacks against the poor people of philadelphia. >> mayor kenney says he plans to sign the legislation monday. the tax kicks in at the beginning of next year. fox 29's shawnette wilson spoke to one group supposed to benefit from the tax and joins us live at city hall tonight. shawnette? >> reporter: volunteers at one rec center say they have mixed concerns about this soda tax that is supposed to funnel money their way as well. they are concerned that they won't get as much money as they first thought despite the fact that they say they've been operating for quite sometime with hardly any help from the city. >> we think right now, they don't wanted to nothing for us. >> reporter: keeping coleman says the condition of west mill creek rec center in west philly is the same as when our cameras were there more than two months ago. >> nothing is really changed except for the fact that we know we going to have to pay more when we go to the corner store to buy beverage. >> reporter: he says the new tax on sugary drinks promises for community including city run neighborhood rec centers such as this one but he's not so sure. >> we don't actually know what it is that the city wants to do for us. >> reporter: i vivid in april and found an empty run down building overflowing with problems. this storage room is if you feel equipment bike computers yet there are no programs here. staff says bathroom plumbing barely works and the playground and basketball courts are in disrepair. >> my friends and i paid for it out of the our pocket. like every time the court got painted we paid for it p every time a new room -- rim got put up we paid 40. >> 26-year-old antoine pastel who grew up here he and his friends held a cleanup just as recently as sunday. he runs a neighborhood basketball league and does maintenance work he says city officials have ignored. he does it all for the kids. >> guide them in another way to show them different. if the city not going to do it for someone not going to come along and do it we'll do it ourselves. >> reporter: carl smith was at city hall for the soda tax vote which he supported. he says although parks and rec will get the least of all the funding, every dollar counts when it comes to the children. >> i think our center being overlooked. as a matter of fact, there has been times when we were supposed to get funds we never got it. >> reporter: and back here live, again, reminder the this is a line of severe weather and possible wind damage is going through washington all the way through richmond this goes to the south tonight but some of these showers could move into delaware. now. the rain heaviest goes to the south some of these showers possibly making it into southern and central delaware and possibly through south jersey into the early morning hours. but then it's just apartment complex along woodland avenue. investigators say the bucks county man noticed someone trying to break into his car. then that guy hop flood a stolen car and took off. only to be followed by that witness. coming up later here on fox 29, what police say happened next right before the witness opened fire. an absolutely brutal deadly attack on a street in england left a british lawmaker dead. a man shot at britain first then shot and stabbed 41-year-old joe cox outside a library in bird stall. she just met with constituents. police arrested the man and this attack comes as british lawmakers debate leaving the european union. both sides of that debate has have suspended their campaigns in light of cox's death. new tonight, wall disneyworld resort adding alligator warning signs to its property. this comes of course after two-year-old lane graves of nebraska died after an alligator got a hold of him in the lake on the florida resort. the medical examiner says he died from drowning and traumatic injuries on tuesday the boy was standing in shallow water when authorities say the gator snatched him away. divers found his body 16 hours later. disney resort beaches remained closed today and the company reviews its procedures and protocols. new information tonight about what else the shooter at orlando nightclub was doing as he carried out that massacre. investigators say omar mateen text his wife during the rampage asking if she'd seen the news. >> she reported texted she loved him and tried to call him during the attack. meanwhile president obama and vice-president biden were in orlando today to visit with the family of victims and survivors. two of those survivors fox 29 intern patience carter and her best friend tiara parker from philadelphia patience says reiterate support for legislation that would ban assault weapons. >> memorials and tributes the youngest victim akyra murray continue. the 18-year-old west catholic prep graduate was in orlando to celebrate when authorities say mateen shot and killed her at that club sunday morning. well today philadelphia city council woman janie blackwell summit add resolution honoring murray. murray had just signed a national letter of intent to attend mercy hertz college and play basketball on a full athletic psychology scholarship. >> governor christie at state buildings lowered to half staff tomorrow in honor of the shooting victims in orlando. now in statement the governor called the shooting a deliberate and callus assault on the freedoms we cherish as america americans. chester residents sick of scenes like this one had a chance to speak their minds tonight and they let it rip. the department of justice now reviewing the chester police department in a meet to go night they told doj justice heard some frankly blistering criticism from chester residents about its police department. the meeting here at widener university was the first step in what will no doubt mean big changes for step in six-month program bite us justice department office of community policing, a full review could lead to big changes in training, policies and overall culture in the department. >> they're today. this was just after 3:00 this afternoon on the 5100 block of arbor street. police found a man inside a car. he had been shot in the face. the man was dead on the scene. tonight investigators are still trying to figure out who who shot him. it look like this guy is just talking his dog down a local street. but one couple says, he left a disgusting surprise right at their front door. >> a to identify this man caught on camera stuffing his pants with things from a family dollar store. this happened on g street yesterday around noon. when female employee tried to stop the guy before he walk out, she says he lifted his shirt, showed a gun and asked her what are you going to do? he left without hurting anyone. skyfox over a fire the building on the 300 block of south street is home to both apartments and businesses. fire started right around 4:00 this afternoon. firefighters had it under control in about a half hour. everyone got out of the building safely. investigators are looking into what started it. torments night the lehigh district attorney says police were justified in shooting an allentown man who opened fire on officers as they tried to serve a warrant. allentown police say walter, was shot after answering his front door with a rifle. and shooting one officer in the arm. both men survived. officers were at his apartment to serve a search warrant in one of the city's busiest times of the year. union members have voted to authorize a strike against bally's caesar's harrah's and tropicana. if a new contract isn't reached the striking workers will walk off the job on july 3rd. the union says workers make painful sacrifices that need to be reversed because it says the casinos are regaining the financial footerring. trump taj ma shall have already agreed to strike. >> they've granted jerry sandusky a hearing as he tries to have his conviction overturned. judge john klee land says the proceedings will focus whether prosecutors leaked information about the investigation and whether defense lawyers should have called sandusky to testify. the three days of hearings will happen sometime in august. sandusky is currently serving a 30 to 60 year sentence. in philadelphia frankford section the pennsylvania spca says it has saved dozens of cats from two apartments. spca says 33 cats are living inside a building along the 4400 block of griscom street. humane law enforcement officers say a first floor apartment was in absolutely filthy conditions. they found two dead cats in the building. the pscpa says charges are pending it's team county surveillance video shows a man get out of his car and open fire. police say he was shooting at a man who just stole his car. it's its suspected car thief is in the hospital after he was shot in early this morning. >> guy tried to come out and the other guy chasing him point the gun at him and shoot him. >> reporter: crash and a shooting. it happened just before 5:00 o'clock this morning right in the middle of morrisville at the intersection of east bridge and north pennsylvania avenue if we see accidents at that light sometimes, but not like stuff like this, like people shooting each other. >> reporter: police say it all started outside this apartment building on woodland avenue. investigators say a resident noticed someone trying to break into his car. police say he went back inside and grabbed his gun. >> at that point, our defendant jumps back in his vehicle which is stolen. our complainant chases him in his car. they get down here to bridge and pennsylvania at which time the defendant crashes his vehicle up on to the sidewalk. >> reporter: police say that's when the homeowner jumps out of his car and fires two shots at the would be thief. hitting him once in the arm. >> it's crazy. it is really crazy. >> reporter: you can see the gun right there on the hood of the homeowner's silver car as the vehicle sits in the middle of the road after the drama unfolded. >> it doesn't happen around here, so just knowing that that happened and then with the, you know, him getting shot it was like wow. >> crystal benning owns this salon and came rushing in to work around 7:00 after learning the news. she arrived at work to find the suspect's car right at her front steps. >> but i'm glad the shop is okay. it's a little damage to the outside. other than that we're fine. >> reporter: right now police are not releasing any names. the suspect was taken to the hospital is facing a number of chafers. bucks county district attorney says the homeowner is no neighbors to the south this is a big problem. baltimore and washington, you can see this little bit of a curve. hundreds if not thousands of lightning strikes throughout the afternoon and into the evening. you can see right here through the richmond area heading toward williamsburg there's a curve in this radar bulging out and that is a big indication of severe wind damage. severe thunderstorms in that area. a loft lightning and i'm watching a hook signature right there on the radar. in maryland that could be some rotation and thunderstorm. bad weather to the southwest of us for the rest of us we're just talking about some rain especially through delaware possibly through south jersey. in wilmington over an inch of rain today. millville close to an inch. elsewhere not as much. but we did see our share and now slowly we'll be drying out. at the airport all is quiet. it will stay that way. the temperature 67. the high today only 70 degrees. dew point sits at 60 a little bit more muggy out there. we'll watch this storm system sink to the south and stay to the west of the region for the most part. high pressure builds down from canada during the day tomorrow. take its time we'll start off with clouds and then graduate to sunshine bite afternoon. the high temperature 80 degrees. now as we look ahead the weekend is only going get better with more sunshine especially on father's day. overnight tonight, 61 in the city. 56 in the suburbs. the best chance of seeing any rain from that storm system to the west would be through central and southern delaware. possibly some showers. maybe even into south jersey otherwise a mostly cloudy overnight. during the day tomorrow 80 degrees early clouds. i think we can he will lip 98 that shower threat at this point. it looks like it's ♪ right now making history tonight. philadelphia has become the first major city in the country to pass attacks on sugary and diet drinks that. vote late this afternoon ended months of heated debate. good evening, i'm lucy noland. >> i'm iain page. city lawmakers passed the 1.5 cents ounce tax by a vost 13 13-four. mayor jim kenney intends to use the millions raised for philadelphia's pre k initiative, rec centers, other programs and the controversial decision to kick money into the general fu fund. of course mayor kenney quiet pleased but not everyone is happy. >> certainly a long road to get here, but this is the beginning of the process of changing the narrative of poverty in our ci city. >> we're all disappoint, because it creates attacks against the poor people of philadelphia. >> mayor kenney says he plans to sign the legislation monday. the tax kicks in at the beginning of next year. fox 29's shawnette wilson spoke to one group supposed to benefit from the tax and joins us live at city hall tonight. shawnette? >> reporter: volunteers at one rec center say they have mixed concerns about this soda tax that is supposed to funnel money their way as well. they are concerned that they won't get as much money as they first thought despite the fact that they say they've been operating for quite sometime with hardly any help from the city. >> we think right now, they don't wanted to nothing for us. >> reporter: keeping coleman says the condition of west mill creek rec center in west philly is the same as when our cameras were there more than two months ago. >> nothing is really changed except for the fact that we know we going to have to pay more when we go to the corner store to buy beverage. >> reporter: he says the new tax on sugary drinks promises for community including city run neighborhood rec centers such as this one but he's not so sure. >> we don't actually know what it is that the city wants to do for us. >> reporter: i vivid in april and found an empty run down building overflowing with problems. this storage room is if you feel equipment bike computers yet there are no programs here. staff says bathroom plumbing barely works and the playground and basketball courts are in disrepair. >> my friends and i paid for it out of the our pocket. like every time the court got painted we paid for it p every time a new room -- rim got put up we paid 40. >> 26-year-old antoine pastel who grew up here he and his friends held a cleanup just as recently as sunday. he runs a neighborhood basketball league and does maintenance work he says city officials have ignored. he does it all for the kids. >> guide them in another way to show them different. if the city not going to do it for someone not going to come along and do it we'll do it ourselves. >> reporter: carl smith was at city hall for the soda tax vote which he supported. he says although parks and rec will get the least of all the funding, every dollar counts when it comes to the children. >> i think our center being overlooked. as a matter of fact, there has been times when we were supposed to get funds we never got it. >> reporter: and back here live, again, reminder the apartment complex along woodland avenue. investigators say the bucks county man noticed someone trying to break into his car. then that guy hop flood a stolen car and took off. only to be followed by that witness. coming up later here on fox 29, what police say happened next right before the witness opened fire. an absolutely brutal deadly attack on a street in england left a british lawmaker dead. a man shot at britain first then shot and stabbed 41-year-old joe cox outside a library in bird stall. she just met with constituents. police arrested the man and this attack comes as british lawmakers debate leaving the european union. both sides of that debate has have suspended their campaigns in light of cox's death. new tonight, wall disneyworld resort adding alligator warning signs to its property. this comes of course after two-year-old lane graves of nebraska died after an alligator got a hold of him in the lake on the florida resort. the medical examiner says he died from drowning and traumatic injuries on tuesday the boy was standing in shallow water when authorities say the gator snatched him away. divers found his body 16 hours later. disney resort beaches remained closed today and the company reviews its procedures and protocols. new information tonight about what else the shooter at orlando nightclub was doing as he carried out that massacre. investigators say omar mateen text his wife during the rampage asking if she'd seen the news. >> she reported texted she loved him and tried to call him during the attack. meanwhile president obama and vice-president biden were in orlando today to visit with the family of victims and survivors. two of those survivors fox 29 intern patience carter and her best friend tiara parker from philadelphia patience says celebrate when authorities say mateen shot and killed her at that club sunday morning. well today philadelphia city council woman janie blackwell summit add resolution honoring murray. murray had just signed a national letter of intent to attend mercy hertz college and play basketball on a full athletic psychology scholarship. >> governor christie at state buildings lowered to half staff tomorrow in honor of the shooting victims in orlando. now in statement the governor called the shooting a deliberate and callus assault on the freedoms we cherish as america americans. chester residents sick of scenes like this one had a chance to speak their minds tonight and they let it rip. the department of justice now reviewing the chester police department in a meet to go night they told doj officials about problems plaguing their city. fox 29's chris o'connell was at that meeting and joins us live from chester tonight. chris? >> reporter: iain, that's right. tonight the department of justice heard some frankly blistering criticism from chester residents about its police department. the meeting here at widener university was the first step in what will no doubt mean big changes for the chester police department. >> chester police department for me, they do not treat the residents of this community like we're human beings. >> reporter: bill as a listening session. >> it is racism here. i dealt with it. >> reporter: but tonight was a night to vent the. the target the chester police department. >> ya'll got sneaky cops in this city. real crafty. >> a white officer comes up and puts the gun right in my face and ransacked my car. nothing to be found it in. >> reporter: one by one residents took to the mike at widener university taking issue from anything from police brutality to stop and frisk. the crowd was small but passionate. >> this room should be swarmed with people. it should be people standing outside of this door. >> reporter: public input session is the first step in six-month program bite us justice department office of community policing, a full review could lead to big changes in training, policies and overall culture in the department. >> they're candid assessments. it's not going -- it's going to point to the deficiencies in the department, but more importantly, it's going to talk about what are the things and steps that this department can do to remedy those problems. >> reporter: federal review is requested by the chester police department itself. although city and police officials were purposely asked not to attend the meeting. they wanted a frank discussion to lead to positive change. >> for the first time, we'll see if this department is serious about moving on, building trust, community policing, making sure that they're engaged in constitutional policing. >> reporter: now, the same department of justice community policing review also led to some big change that's philadelphia and camden police departments. this task force will be in chester for the next two years to make sure those changes are implemented. iain. >> all right, chris, thank you. skyfox over a deadly shooting in the city's olney section earlier today. this was just after 3:00 this afternoon on the 5100 block of arbor street. police found a man inside a car. he had been shot in the face. the man was dead on the scene. tonight investigators are still trying to figure out who who shot him. it look like this guy is just talking his dog down a local street. but one couple says, he left a disgusting surprise right at their front door. >> a little extreme. >> that was the extreme. >reportwhy the couple senior cis think they were targeted. >> three friends walked into a wal*mart but police say they were not there to shop. what cops say to identify this man caught on camera stuffing his pants with things from a family dollar store. this happened on g street yesterday around noon. when female employee tried to stop the guy before he walk out, she says he lifted his shirt, showed a gun and asked her what are you going to do? he left without hurting anyone. skyfox over a fire the building on the 300 block of south street is home to both apartments and businesses. fire started right around 4:00 this afternoon. firefighters had it under control in about a half hour. everyone got out of the building safely. investigators are looking into what started it. torments night the lehigh district attorney says police were justified in shooting an allentown man who opened fire on officers as they tried to serve a warrant. allentown police say walter, was shot after answering his front door with a rifle. and shooting one officer in the arm. both men survived. officers were at his apartment to serve a search warrant in connection with the killing of his girlfriend. brad fold is said to go in trial on in his girlfriend's murder and officer's shooting. >> take a look at this guy in the surveillance video. appears to and looks at my step and puts it right on the top step. that was really nasty. >> reporter: a second camera catches the man looking back to see whether he's been spotted and at the end of the block he discards his waist bag into the trash can. >> you watched that video want goes through your mind? >> if i had begun i'd shoot him. >> reporter: the couple reported the incident to philly police since you can't actual seal the waist leaving the bag, there's not much cops can do. >> there's a bigger picture here about respect for people's prompt? >> none. there's none. >> reporter: 91? >> none. police had been able to id him and better make out the do drop, he could face criminal charges. bruce gordon, fox 29 news. >> well told bruce gordon. atlantic city casino workers could strike during one of the city's busiest times of the year. union members have voted to authorize a strike against bally's caesar's harrah's and tropicana. if a new contract isn't reached the striking workers will walk off the job on july 3rd. the union says workers make painful sacrifices that need to be reversed because it says the casinos are regaining the financial footerring. trump taj ma shall have already agreed to strike. >> they've granted jerry sandusky a hearing as he tries to have his conviction overturned. judge john klee land says the proceedings will focus whether prosecutors leaked information about the investigation and whether defense lawyers should have called sandusky to testify. the three days of hearings will happen sometime in august. sandusky is currently serving a 30 to 60 year sentence. in philadelphia frankford section the pennsylvania spca says it has saved dozens of cats from two apartments. spca says 33 cats are living inside a building along the 4400 block of griscom street. humane law enforcement officers say a first floor apartment was in absolutely filthy conditions. they found two dead cats in the building. the pscpa says charges are pending it's team is now caring for all those animals. some students from one pennsylvania high school just graduated twice. >> repeat was meant to show support for a classmate three weeks after their own graduation. deadly weapon. the cockpit voice recorder recovered in the middle of a dee debris of crashed egypt air jet. more pieces of wreckage were locked in the ocean yesterday. black box was damaged but county surveillance video shows a man get out of his car and open fire. police say he was shooting at a man who just stole his car. it's its suspected car thief is in the hospital after he was shot in early this morning. >> guy tried to come out and the other guy chasing him point the gun at him and shoot him. >> reporter: crash and a shooting. it happened just before 5:00 o'clock this morning right in the middle of morrisville at the intersection of east bridge and north pennsylvania avenue if we see accidents at that light sometimes, but not like stuff like this, like people shooting each other. >> reporter: police say it all started outside this apartment building on woodland avenue. investigators say a resident noticed someone trying to break into his car. police say he went back inside and grabbed his gun. >> at that point, our defendant jumps back in his vehicle which is stolen. our complainant chases him in his car. they get down here to bridge and pennsylvania at which time the defendant crashes his vehicle up on to the sidewalk. >> reporter: police say that's when the homeowner jumps out of his car and fires two shots at the would be thief. hitting him once in the arm. >> it's crazy. it is really crazy. >> reporter: you can see the gun right there on the hood of the homeowner's silver car as the vehicle sits in the middle of the road after the drama unfolded. >> it doesn't happen around here, so just knowing that that happened and then with the, you know, him getting shot it was like wow. >> crystal benning owns this salon and came rushing in to work around 7:00 after learning the news. she arrived at work to find the suspect's car right at her front steps. >> but i'm glad the shop is okay. it's a little damage to the outside. other than that we're fine. >> reporter: right now police are not releasing any names. the suspect was taken to the hospital is facing a number of chafers. bucks county district attorney says the homeowner is no
