south philadelphia porch. they already have one man behind bars and now police are relying on the community to put the other one there as well. our dave kinchen is live outside police headquarters with the massive efforts to track down that man. dave? >> reporter: i just checked in with homicide detectives. they are working through the night walking the streets of south philadelphia looking for the shooter they say killed this three year old girl and they say the community has stepped up big time. philadelphia police are actively hunting for this man, 22 year old brandon ruffin last known to live on the 2300 block of wharton street in south philadelphia. police say he is the shooter responsible for a hail of gunfire that killed a three year old girl in grays ferry friday night. >> wherever he is, we'll find hmm and bring him to justice. >> reporter: police say ruffin and two year old douglas woods arrived on a bike at the 1500 block of etting street looking for a 24 year old man with whom they had an on-going beef. >> the one male was actually riding the bike and he would have had the shooter who was actually on the handle -- sitting on the handlebars. he pulls up. he gets out. he has a real brief conversation with 24 year old mail and he pulls out a gun and fires several times. >> reporter: 24 year old was hit in the head and is now critical. the three year old at a near rah bore ram sitting on the porch getting hair braided was hit in the chest. >> transported to chop hospital and was pronounced. >> reporter: two more wounded. the suspects road off but they caught up and captured woods. welcome news to the little girl' parents. >> i love my baby. i'll always love her. i just feel such a relief right now that this person is behind bars now. >> that was my angel. only kid i had. i just really hurt. >> reporter: police say an apparent break in the so-called stop snitching mentality in the streets with witnesses actually giving police enough info to identify ruffin as the girl's alleged shooter. investigators say it was the same process in another case where neighbors gave up info on two men charged in a carjacking that killed three children just days before. >> if the pub look comes out in the community and gives us these names, then we can do our job and take these murderers off the street. >> reporter: and suspect douglas woods is facing murder and attempted murder charges. in the meantime, funeral services have been set for the little girl. the family tells us that services will begin friday at 9:00 a.m. at the church of the redeemer that's at 24th and dickinson. dawn? >> all right, thank you, dave. heartbreaking. it is house arrest for three philadelphia narcotics officers. among a group of officers accused of stealing money and drug. today a judge granted house arrest to officers linwood norman, brian reynolds and perry bets until the group's racketeering trial. they're among six philadelphia narcotics officers charged with robbing drug suspects of more than $500,000 in cash and also drugs. the judge denied bail to two other officers michael spicer and thomas. all six arrested last wednesday and all have pleaded not guilty. >> israel and hamas will try again. they agree on egyptian brokered cease fire that takes effect tomorrow morning. now the 72 hour deal comes a day -- comes after day marked by violence. one circumstances behind that shooting. >> skyfox also over the 3900 block of bristol pike in bensalem tonight. police say is a car fell on mechanic and killed him. it happened at mcgrady's at tow. police say the man was working under a vehicle that was raised on jack stands and one of the jack stands collapsed causing the vehicle to fall on top of him. officials with the occupational safety and health administration were also called to the seen to help in the investigation. >> police in one south jersey town are looking for the burglars in a series of jewelry thefts and we're talking big money and high ticket items. the thieves have made off with tens of thousands of dollars worth of jewelry and watches from homes in moorestown, burlington county. one robbery netting $60,000 worth of valuables. county, prosecutors are now saying a man was justified in shooting an intruder in his home. police say the 29 year old homeowner responded to a knock on his door on the 1100 block of willow street last monday. now, due to the hour, he took out his handgun while answering it. the home own are in says the man at the door 22 year old darrell evans threatened him with gun and that's when he says he opened fire. evans died from his injuries. police say evans had a criminal history and was wanted for robbery and drug charges. still no resolution for philadelphia's school funding problems even after a lengthy meeting between governor corbett and tom lawmakers today. they are debating whether to let philadelphia impose a $2 a pack tax on cigarettes. the city says it needs that money to open schools next mon month. last week state house leaders canceled a vote on the tax saying they won't take it up again until mid september. school officials say they'll send out 1300 layoff notices by small white coffins sat at the altar surrounded by flowers this became a celebration of three angels. speaker after speaker recalling how 1584 old key era williams, tenure old joseph reid and seven prosper. >> reporter: the mayor came earl physical pay his respects. district attorney seth william toll the crowd inside, that the children's passing was too difficult to figure out. he offered hope tragedy. no child should ever been taken away this soon. >> reporter: dave schratwieser, fox 29 news. >> the nation is remembering former white house press secretary and staunch gun advocate james brady. he died earlier today at a retirement home in virginia. his family said he passed following a series of health injuries. he was badly injured in assasination attempt against president reagan in 1981. he became an active and outspoken advocate for gun control. he spent much of the rest of his life in a wheelchair following the shooting. james brady was 73 years old. >> many here are keeping an eye on the violent in the middle east. for one father he's paying especially close attention because his daughter is fighting for the israeli defense forces. fox 29's karen hepp shows us how he inspiration on another philadelphia michael levin loan soldier who lost his life almost exactly eight years ago. she was very influenced by his death. >> i decided to make israel when i was 10 years point toward a missing oregon mom possibly being alive. a couple says they spotted her 300 miles from her home. now we have these surveillance pictures these are the last photos of jenn for houston and her vehicle. she has now been missing for 10 days but couple is convinced they saw her board a ferry heading for a remote island in washington state. houston's husband and her father spoke with now the stakes are high and the money is big as pennsylvania gets ready to hand out one more casino license in philly. but the question is, is everyone playing the game fairly? fox 29's jeff cole takes a closer look. >> reporter: casino gaming in philly. the stakes are high and the money is big. it's why four groups pre dude glittering mock ups of what they a new casino in the city should look like. the state will soon hand out one more casino license here and all four applicants want it badly. >> commissioner, is this a fair process? >> yes. >> william ryan heads the board which will make the call. we had an important question for him. >> that did those commissioners make a bad call by meeting with him during this high stakes process? i'm not going to say that, no. >> reporter: you heard right. fox 29 investigates has learned there was a gathering in this bar at the hearing hilton after 8:00 their on the night of tuesday, march 18th. sitting at one of the tables were two members of the pennsylvania gaming control board. the panel which will award that casinos license. commissioners anthony moss saturday cat tow and keith mccall. while there, they were joined by long time harrisburg lobbyist rocco pug lease pictured here on the website of his lobbying firm. lobbies for market east associates known as market eight they're one of the groups vying for the philly casino license. >> the place is full. there were a lot of people in the place. >> reporter: state representative mike vereb walk into the bar and saw them. >> you see the two gaming board members and the lobbyist. walk up to them because you know the lobbyist and one of the members? >> yes, i do. i just said hi. went about minding my own business to be honest with you as much as i've been involved in gaming i never would have thought either the two of them would participate in anything inappropriate. it just never came to my mine. maybe a bad decision was made they would have gotten together report roar both commissioners months cat tow and mccall say they did nothing wrong. as for gaming lobbyists rocco pug lease. >> he went in. let's go and see him. >> he shut the door when we tried to ask. >> you know me, i'm jeff cole from fox. >> wait one minute. rocco. >> but just the gathering of two board members and a casino lobbyist raises the question of whether the gaming control boards code of ethics was broken. according to the code, it's designed to prevent the actual or appearance of corruption and the avoid dance of actions that erode public confidence. it bars communication between license applicants and board members about any matter which may reasonably come before the board. awarding the new philly casino license can s before the board right now. so, during a recent meeting of the gaming control board, we asked commissioner anthony mass cat tow did you -- >> did you have drinks with rocco pug lease? who represents market eight? >> yes, i had drinks with rocco. >> reporter: if he crossed the line. >> i do not believe it did because we did not discuss the philadelphia licensing issue. i've known rocco for 20 years. commissioner mccall has known rocco for many decades. we all know the perimeters we can cross. we do not live in a cloister. we're just old friends. >> reporter: commissioner keith mccall didn't show up at the board meeting he says due to a medical procedure. by phone he claimed he did not discuss the philadelphia casino license with pug lease or break the ethics rule. but his recollection of what went on in the bar difference from mascot tow's while months cat tow's said they did have drinks with pug lease mccall said they did. he claims pug lease set for two or three minutes and left. he says he paid the bar bill and even sent fox 29 a copy. six drinks for had he and months cat tow charged to his american express card 88.50 with tip. again we tried to question lobbyist pug lease at his shore home. he wasn't interested. >> the explanation given by the two members, and we on the board are comfortable that the matter is closed. >> reporter: it's not closed for representative very remember. he says on april 2nd after receiving this anonymous letter describing the very meeting he'd witnessed in the bar, he called it in the gaming board's executive director and state investigators handed them the letter and told them what he saw in the bar. >> what is disturbing in all of this is that the bureau of investigation enforcement char charged by statute to oversee the gaming law has been silent on the matter since it's been handed that them. >> reporter: you must have told the chairman. >> would you please move out of my way? >> reporter: commissioner months cat tow grew tired of our questions and walked off. but not before a man he was with tried to block our camera. >> oh, stop. stop! got a right to shoot him. >> reporter: before we left we asked if he communicates with casino lobbyists pug lease in another way. have you ever had cell phone texts contact with mr. pug lease? >> yes, i have. >> reporter: once again, the perception something where you may have failed. >> no, it's not. i don't know investigates has made what's called a right to know request to the board for those text messages. we are waiting. in an e-mail to fox 29 the gaming board says the conversation in the bar focused on a change of leadership at the university of pittsburgh not gaming. it says it has spoken to mccall and months cotto and believes there was no violation of its ethics code. as to months cat tow's claim they had drinks with rocco pug lease the board now says he was speaking in a generic sense and that the three men did not have drinks together. jeff cole, fox 29 news. >> next, a nice dinner out could arrested a second suspect in the shooting that claimed the life of a three year old girl in grays ferry. the suspect is 22 year old brandon ruffin. police say he is the shooter in friday night's hail of gunfire. ruffin and another man road their bike to the 1500 block of etting street looking for a 24 year old man and opened fire. that man remains in the hospital and this is what police are
