the fire just came out november where. >> 24 year old latoya page is one of the victims. lucky to be released from the hospital hours later but with first degree burns she says. >> walking by and the truck just blew up, and i just saw the fire and the fire just hit me and i started running. >> reporter: police says it appears the explosion on the lunch truck was caused by one of two propane tanks on the back of the truck. >> the explosion caused the propane tanks to travel about 150 feet across wyoming avenue and it landed in a backyard. >> reporter: neighbors described hearing the explosion that rocked the area. >> i heard an explosion. i seen the smoke. and i seen people rung and yelling. >> we was in the back playing ball and we heard a big explosion. and then the whole basketball court moved. >> sounded like the ground was shaking. it was like a big boom. >> reporter: cameras on this business where the truck was park out front captured it all. people who saw it themselves are still in shock. >> a telephone pole across the street from it were in flames. people were burnt on their front porches. a very horrific scene. >> you can see investigators are still on the scene at this hour still trying to determine exactly what caused that propane tank to explode. in the meantime, police are telling us that some of the victims have been released from the hospital. the most seriously hurt burned over 50% of their bodies. lucy? >> thank you very much shawnet shawnette. happening right now, hot which is nothing new to you. but it's about to get a whole lot hotter. we've got a heat warning and a severe storm threat is looming. also on top of all of that there's tropical storm arthur. arthur is churning off the coast of florida right now and is expected to become a hurricane and it will impact us. so we got a lot to talk about right now. let's get it right over to chief meteorologist scott williams. >> good evening. certainly a triple threat as far as the weather. we have the heat, we have a storm threat as well as some potential impacts from arthur. first things first. heat advisory kicks in tomorrow from noon until 8:00 p.m. around the heart of the area. feels like temperatures over 100 degrees. it could become dangerous. watch how things play out. feeling by 1:00 o'clock tomorrow happening the i-95 corridor over 100 degrees. so it's going to be a stifling heat. you'll want to stay hydrated and especially stay indoors in the ac. the other threat, once we get beyond the heat, the humidity we're watching a front approach tomorrow afternoon and evening. gusty winds downpours the threat is there for severe weather with those counties highlighted in yellow. north and west mainly of the philadelphia area. to the tropics we go. the latest with arthur. it's not moving. stationary, maximum sustained winds at 50 miles per hour. it is expected to intensify. parallel the eastern seaboard. bring some indirect impacts toward our area by the latter part of the week. so recapping overnight stays warm, increasing humidity. hot and humid heat advisory tomorrow. scattered strong afternoon storms and coming up, watching arthur's path for potential the body of an 83 year old woman is found inside of it. police say they received a tip call leading them to the house today. neighbors are horrified. some saying they didn't even know she lived there. fox 29's dave kinchen joins us live in feltonville tonight with the latest on the investigation. dave? >> reporter: iain, police tell us they're looking for the victim's son tonight. neighbors say he has not been seen since last night and in the meantime neighbors report strange noises coming from the victim's house the night before the discover receive her body was made. crime scene investigators hallway with a working freezer from a feltonville house containing the nude body of an 83 year old woman. neighbors on the 4500 block of lee street watch in horror. >> i had to turn my back that way. >> ed to turn your back? >> yeah. i seen that coming. oh, my god. i couldn't believe it. >> it's kind of scary. because you don't expect that not in your neighborhood. >> reporter: police she may have been kept in the freezer since january. police telling fox 29 they're looking for her son who they say may have been cashing her social security checks. cops went to the house on a tip call but did not find anybody home. they towed away the son's car. >> he's a quiet person. he work harder and always as far as i knew the best for his mom. >> reporter: some makes say the victim lived there but had had not been seen in years and one neighbor says she's lived there for more than two decades and never saw the victim. >> don't expect it, 'cause quiet neighborhood back here. don't hear no noise, no nothing back here. >> reporter: neighbors tell us the victim had special needs and the son was taking care of her over the course of several years. in the meantime the medical examiner is working on the cause of death and is not been determined at this time. iain? >> dave, thank you. a search is underway in bucks county for the man and woman believed to have set a fire in bensalem sunday morning. police say the pair set an rv on fire on the 2300 block of lincoln highway. they say while firefighters were battling the flames, a propane tank exploded. the fire did 80 to $100,000 worth of damage. >> the state house of representatives is still in session tonight still hasn't voted on a cigarette tax. philadelphia officials say it's vital to helping the city's schools. the $2 a pack tax and raise $83 million for philadelphia schools. the state senate has approved that tax but a spokesman says house republicans have no plans to vote on the bill because philly lawmakers haven't advocated for it. philadelphia officials say without the added revenue the city will have to lay off more teachers. and a local daycare worker is tonight accused of leaving five children and in a running car while she shopped. prosecutors charged 39 year old with inn dangering the welfare of a child and reckless endangerment. fox 29's bruce gordon has the story. >> reporter: skyfox over the scene just before noon as police and other first responders surround a lincoln aviator suv. authorities say five children ages six months to nine years old were left inside the vehicle while a daycare operator responsible for their care went inside this supermarket to shop. crowds gathered they're jaws dropping at the news. >> that's disgraceful. it really is -- why don't you put them in the coach and tack them in there when she was shopping? >> i find hard to believe. i just find it hard to believe that somebody would -- would, um, leave the child in the car. >> reporter: authorities say the vehicle was locked. it'its engine running and the air-condition are in on. the kids were left alone unsupervised for at least half an hour. a closer look inside shows a sun reflector on the front seat a baby bottle in the center console and unopened jug of water in the back a document inside the suv is labeled, karen thompson family child care home. that's an in home daycare in oxford circle where thompson's friends told us she's been caring for children for years. >> yeah, that's not like her. very unlike her. >> reporter: you feel like she's pretty responsible person? >> yes, i trust her with my kids. >> reporter: she's babysat your children before? >> yes. all the time. >> reporter: the children were taken first to saint christopher's hospital then escorted to police special victims unit. all are said to be in good condition. but back at the supermarket, folks are still shaking their heads. >> i don't even want to discuss it because it makes me angry. >> reporter: neighbors say the 39 year old thompson has several children of her own. they are older and were not among those inside the suv. those who were and side are doing fine and are back with their parents. in the newsroom, i'm bruce gordon, fox 29 news. >> police are looking for two men in connection with a shooting in philadelphia's point breeze neighborhood. this is surveillance video from the 1700 block of wharton street. police say the men shot another man in the leg and investigators say the victim was carrying drugs at the time of the shooting. >> a piece of radioactive equipment is missing and the pennsylvania department of environmental protection is on the hunt for it. what's missing is a nuclear gauge like this one. take look at this. it disappeared friday from a town near pittsburgh it belongs to solar testing of pennsylvan pennsylvania. it's not dangerous as long as you don't tamper with it. if you see something like this don't mess with it and give police a call. >> israel buries plane that made a forced landing in some march in salem county. skyfox threw over pennsville as crews hook the small plain up to helicopter to airlift it out of the area. the single engine aircraft went down in fort state park saturday morning. officials don't know why it lost power. two people were on board. no one was injured. >> latest now on the on-going crisis in iraq. country's new the upper 60s. low 70s by 6:00 a.m. but we're looking at feels like temperatures approaching the 90-degree territory as early as 8:00 a.m. tomorrow morning. so heat index, feeling like 100 degrees plus kicks in at noon and continues through 8:00 p.m. tomorrow evening. take it easy stepping outdoors. limit your outdoor exposure. check on the elderly, pets and children. stay hydrated as well. ultimate doppler dry and quiet now but take a look at this cluster of showers and storms around the ohio river valley that system will head in our direction tomorrow afternoon and evening. you can see the counties highlighted in yellow. central northern sections of delaware interior south jersey. i-95, philadelphia, north and west toward the lehigh valley and the peck knows we'll be watching out side window, you know, kicking at it trying to get it to open. >> but he couldn't get out. renning was there, though, and moments after he saved the man the flames took over. the driver has a few cuts and scrapes from climating out of that within dome he's a bit shaken as you can imagine but otherwise he's okay. renning serve in the air national guard for the past 24 years. tmz is reporting actor robin williams is in rehab. williams struggled with addiction for decades. tmz says he hasn't fallen off the wagon entirely but he went to rehab to help maintain his long term sobriety. he's expected where users can post their deepest secrets it's been around for for years this is the first time bensalem police say they've come across it in a case. >> it's as honest as you want it to be. but people eventually meet up with these people and it's not honest any more. >> police are still investigating but michael dougherty of levittown communicated with the teen through the app for weeks. sunday night he allegedly pick the girl up at neshaminy mall and cops say raped her inside the lincoln motel on route 1. court documents say he video taped part of the assault the teen was able to call for help and dougherty was arrest. >> i worry about that all the time. i have two granddaughters. i'm emotional and i worry about that because there are some rotten people out there. >> reporter: bucks county residents like fran hopkins say social media is evolving so fast parents and guardians have a tough time keeping up. father of two chuck, says he's heard of tinder an app that connects you with nearby strangers and he has seen friends use it. >> it was like instant. like she was able to just swipe back and forth and i like this guy, i like this one and before you know it they were five year old frankie tally was held at joe joe's ice cream and water ice in levittown. he was diagnosed with terminal brain cancer at just three years old. family and friends lit candles and released balloons into the air tonight to show his memory lives on. >> for five year old boy to just come together and show us how strong like we all could be it like warms your heart. like it's an mazing feeling. >> back in may he is a special wish was granted for frankie given weeks to live. halloween party was held for h him. frankie dressed that night as the hulk. he passed away on june 25th. >> a big recall tonight with millions of car seats buckles in the spotlight. graco says it has received reports of all kinds that some consumers are running into problems unlatching the buckles much the she's also been working on her third book titled choosing happiness. and if you know lizzie you know that's what she does. >> choosing happiness is an option that i struggle with every day but it's an option that i've -- it's become easier for mow to pick every day. i -- it was one of those things where it fell in my lap as well, and speaking and everything else. >> the 25 year old has an extremely rare syndrome where she's unable to gain weight. doctors have said only two other people in the world are known to have her condition. she's also blind in her right eye. lizzie has had to deal with more than her fare share of bullying. when she was a teenager, she came i was youtube video calling her the ugliest woman in the world. she spoke about that video at austin women's conference last year. >> thousands of comments. people saying lizzie, please, please just do the world a favor, put gun to your head and kill yourself. >> people can say really awful things with the touch of a keyboard. and it's a situation and something i thought i was prepared for. >> lizzie turned to turn that incredibly hurtful situation around and she's scene how much good the internet and social media can do. and that video of her inspirational speech at the conference got about 5 million views in one week. >> once i realized that even though someone doesn't have my syndrome they can relate to someone, something i've gone through, ton me that made me really excited and made me want to get to know other people. meeting those other people really helped my confidence in myself esteem and helped me start figuring out what i want to do with the rest of my life. >> her youtube channel has more than 130,000 subscribers. and she has nearly 34,000 twitter followers. >> feeling good. feeling 90s but feels like temperatures in the triple digits. it's 80 degrees in trenton right now. 84 in wilmington as well as allentown. 83 right now in reading and lancaster checking in at 81 degrees. so the bottom line from noon until 8:00 that's when we have the potential for feels like temperatures 100 to 105 degrees. you can see along the i-95 corridor, north and west sections of montgomery, bucks county chester county also moving toward sections of south jersey just take it easy. drink a lot of water, stay hydrated. look at the future feels like temperature by 11:00 o'clock tomorrow morning we'll be approaching feels like temperatures in the upper 90s along i-95. by 1:00 in the afternoon it could feel like 104 degrees in philadelphia as well as wilmington. it could feel like 103 in allentown and pottstown. so take it easy outdoors tomorrow. as we look at ultimate doppler it's dry but take look at this cluster of showers and storms off to the west. it will slowly head in our direction tomorrow afternoon. likely after about 2:00 o'clock in the afternoon. watching north and west in a line of showers and storms will move our way. gusty winds could be problem downpours and we can't even rule out the possibility of some small hail. so as we watch how things play out, you can see quiet tomorrow morning. but by 2:00 in the afternoon watching that line of showers and thunderstorms as it make its way toward our area during the evening rush and then down the shore weakening as we move toward sunset and then it's out of here but then we have more activity for thursday and then potentially friday because of the tropics. tropical storm arthur not moving stationary maximum sustained winds at 50 miles per hour. but it is expected to intensify by tomorrow afternoon. still off the florida coast. 65 miles an hour tropical storm but then as we move toward thursday, likely a category one hurricane off the coast of the carolinas. it could make a direct impact toward cape hatteras then by friday, be off of the shore of the delmarva penn and in sewell la as a 90 miles per hour hurricane. and then rapidly move out to sea improving conditions as we move into the the upcoming holiday weekend. so as we time everything out, we're watching arthur. also watching a cold front thursday scattered showers. heavy downpours with that front and then we'll watch it as it continues to work its way toward our area. friday morning at am clouds, some showers especially south and east of philadelphia. then the system rapidly moves out. we're looking at improving conditions so early rainfall chances on friday. high down the shore a moderate chance around philadelphia. but once again, we will be drying out. so don't cancel those plans. but a rip current risk will exist down the shore over the next several days because of arthur. the seven day forecast showing you tomorrow we'll give 87 but it's going to be a steambath out there. extra hair spray, extra water, stay hydrated. 90 degrees on thursday. and then arthur morning showers clearing, low 80s for highs on friday. a little cooler look at the weekend. 83 on saturday. mid 80s on sunday. so
