video but still not good enough. not close enough to get what they are missing. and that's the license plate. that's what they really need. and they are thinking there is probably surveillance sitting on some office computer somewhere right around the corner from the station like the cozy right down the street. any of the business action in old city chestnut, walnut, ramp southbound where these guys likely took this woman down to that cemetery in sharon hill. so they've got this new video showing you, you can see the scribbling maybe even with soap to obscure business name on the side of this maroon van, or graffiti, they just don't know, but they think these guys may have used soapy stuff to get the name that's on there out of t and they may have cleaned it up since. maybe it is an actual legal van, because they know they were driving it around for several weeks. and the two times these guys used the victim's bank card, no pictures close up there either, they so stupidly used to buy gas at wawa on bartrum avenue, but the van was park too far away to see the plate there. and no close up pictures of these guys filling the tank. and then they used at one of the sidewalk atm machines in west philly, outside one of those late night chinese take-outs at 57th and chester avenue, and that thing does not take pictures, just a big service charge, taking advantage of the poorer people out there. and it is bolted to the building. soap, police are looking for more surveillance, asking these old city business toss going in the office today. check their saturday afternoon and saturday morning surveillance, this van may have come and gone, real close up especially eason chestnut street, so that 95 entrance ramp. yesterday morning they talked again to this 53 year old woman victim who looks like rocky balboa did at the end of the fight apollo creed, one eye swollen shut, beaten, tazed, punched tortured. >> here is the story we have. a woman brutalized for a crime that didn't succeed, you have guys attempting a to be a jewelry store turn into petty thieves, using use her atm. they seem to have a bag of robbery tools, let's say constraints, i mean, they had tie wraps, they had shackles, they had handicuffs, and they used them at different points during this crime. >> i'm speaking to everyone who may have seen this van who owns the van who has been driving t obviously had this van for at least a month they've been driving around in this. someone had to see the men. someone had to know they had t and what we're asking for is a tip, a tip direction. >> reporter: so you probably wonder how did detectives know these guys had this van for a month, like he said? because another store owner on jewelers row saw it parked illegally in his way one day about a month ago. and asked the guys to move t so detectives were hoping he remembered a lot more than just the van. but the driver, too and this woman said the driver was the most violent and big and mean. and he did most of the torture on her. so here we are again lauren, doing this story, a third day in a row out here, and detective hoping the public seeing the new video have some old memories about the van and maybe some old saturday surveillance of the van and now maybe even out watching now, see that van park on their street somewhere and think, all right maybe there was soap over the hidden cameras to film women in dressing rooms at malls and shopping centers around the area. moses is facing 86 counts of invasion of privacy charges. and closing arguments are set to begin today in a hearing against the bucks county family accused in a massive insurance fraud scheme. claries oldie on the top right of your screen, she was charged with defrauding her insurance company out of, get this $20 million. prosecutors say she and her family got the pay-outs by making false claims for three fires at their home. a judge will have to decide whether to send the case to county court for a trial. >> a 22 year old philadelphia man facing charges after state police say he shot his own father in the head while in traffic. this happened yesterday evening, along the schuylkill expressway, right there at exit 332 for conshohocken. the 42 year old father was taken to the hospital in critical condition. no word on what led to up that shooting there. was a third person in the car that was not hurt. police have not released any names at this time. >> some pretty scary moment for one of philadelphia's mayoral candidate at last night's debate. former district attorney lynn abraham fainted during the debate at the kimmel center hearing fell as state senator anthony williams was speaking about school funding. well, abraham did not return to that debate, but she spoke afterward and says around midday, on thursday, the times of heavy rain, looks like, we get thunderstorm or two but that's more likely on friday. here, we are at 3:00 in the morning, 4:00 in the morning, 7:00 a.m. dries out for little while. not done yet. now bee watch two between two and 6:00 on friday evening that's probably when the strongest thunderstorms will come through. warmer air replacing the colder air. the vine expressway, on the overnight. so if you are just coming home and watching us after working that third shift the vine street expressway will be closed next week, each night in a different direction to set up some concrete barriers, and they'll take away that shoulder on the side. so it will be a tight construction squeeze. sort of like what you will see on 95. so just keep that in weeks traffic detour over to route 23 over to route 320, last two days hot mess, with the especially during the morning and afternoon rush hours, obviously folks navigating the detour, even the school buses had to go on detour. philly international, no problems at the moment. but, the light rain, the winds, the fog the low sealing, certainly probably going to cause delays at philadelphia owned it? >> reporter: people watching must think it is groundhog day, they heard you say that as you tossed to me yesterday. but this is a second day of new video of this van from saturday. so new pictures, and now details, but still not enough to id the torturing kidnappers, or the van they were driving. we can show you unlike new jersey requires front plates, too, none in pennsylvania or police here would have that, seen driving by dentist offers here on chestnut street, in old city. and detective are hoping that other businesses in old city will check their saturday surveillance systems just like that dental staff did and come up with even more video and maybe the license plate. the van may have graffiti, but also, now detective think maybe just a soapy temporary stick on substance to obscure some company name and logo on the side of this work van and detective learned another jewelers row worker saw this same van parked in his way illegally on the street a month ago as they were watching this worker and casing the jewelry store and at that time that other worker, asked the driver to move the van out of the way. he remembered when he saw the reports and this van on tv yesterday. but detectives were hoping he would remember who the driver looked like, and so far no good description and not that great after memory, the van though, really stuck out in his head with the soapy stuff or the paint on the side. the victim, detectives talked to yesterday still in lot of pain. they said her husband put his hand on her shoulder on the couch, just for some comfort and as detectives visited she wins in the pain just from her husband's light touch and one of her eyes still swollen shut too. to add insult to injury to make it worse they kept telling her this, today, is the day you're going to die. to give her to give up those pass codes that she had no knowledge of. >> and i would believe these guys may have been in there before. they've been scouting out the place obviously or scouting out several places, i don't know. she offered a ring shy had on her finger. when they said -- when she told them it was worth about $300 they put it back on her finger. they said we're after big stuff. >> they didn't get any big stuff, and like petty thieves said instead of getting the big score they were hoping for, because she did not know the alarm code, to shut the alarm off or the safe combinations, they grabbed the wrong worker, the manager split from her in the parking garage. so again look at this van look at your surveillance system in our homeowner or
