for sunday. but high temperatures get right around 80 degrees and dew points in the upper 50s that i'm really looking forward to. vanessa. >> yeah, dave you were talking about david ross how cool it was to see him hit homerun be oldest player to do that in world that's pretty cool cool. looks like our chopper shot is moving i did want to update you briefly are incident road and i-4 seen pursuit earlier that vehicle crashed crashed off into ditch. due to tow truck that just arrived on scene. please use caution in the area. meantime we want to get back here to pinellas county, 275 northbound a scene of an efrl yeshg wreck. now we something on left still very slow in here. improvements about only about 5 minutes or so i'd say times. northbound between 175 and the tampa side of howard frankland continue to avoid if you can taking u.s. 19 or make sure planning plenty of extra time. jen. two and a half million floridians renting. that's lot of moving in and out. security deposits being taken and paid out when you move out, an landlord says they are keeping your deposit, you're where are your rights as renter? it will affect a lot of people including myself joining me this morning. good morning. so remember, there they are for next couple of minutes you can get free legal advice until 9:30. so you can give them call number is at the bottom of screen. all right. so, this you're a landlord yourself. you have interest in on that end as well as you represent renters as well. absolutely. what are your rights as a renter? always challenging renter you look forward to getting your security deposit back. how do you get it back when i think there's a process that you have to follow. florida statute 83 talks about section 83 talks about what you're rights are. the first step is, landlord has to if you're giving you your full deposit dpovt back has to do that in 15 days. you don't get it back if 15 days. entire deposit there will be charges to it 30 days to send you certified letter that says these are charges i'm going to charge you and this is why. you know they should have documentation hopely to show you so what those charges are can be very various from the can't normal wear and tear reasonable wear and tear. certainly can items they could charge for broken blinds. replacement light bulbs cleaning that all has to be listed. you as renter have 15 days to respond in writing to that to say i sgae with those charges. that's first step. you have to contest it in writing why you disagree with those charges. how do you prove you're disapproval of what they are zag? you moved in or that you know you didn't cause that? absolutely. as a renter unfortunately there's a lot of documentation that has to take place. first when you move in you should really take pictures of the entire unit so that you have an idea of what it was the status of this place when i moved in. then again when you move out. because sometimes landlord is not there when you do walk-through when you leave and come in oop u need to protect those pictures should date stamped and kept for your records. times that they can prove that and get their money back? well is challenging process. first thing when that letter document it to landlord. if landlord still refuses to return your entire deposit, then you're next step is twofold either file a lawsuit and circuit court or you can also file a complaint with the florida department of agriculture and consumer services to try to get the rest of that deposit back. i don't mean to put you on spot as land lore deposits because you run into issues people don't take care of what's not theirs. not their property. i also see it from the renter's perspective. i do have lot of renter my landlord charged me for all of these things because process is difficult to manage a lot of people don't know time frames they have to respond and process to respond and how to file a complaint. it makes it difficult. when you're talking about the deposits some of them run u up to $2,500 and firing an attorney it does make it difficult for they think might as well keep the money. you alleges mentioned quickly, that having a good relationship with your landlord i mean is going to help you along the way? absolutely. i mean again along with taking pictures from onset you are the consumer. you which don't have to sign any rental agreement you don't feel comfortable with you should really get know landlord is this something that i want to the have a relationship with. because once you're in that lease very difficult to get out. grateful for my landlord. we have working to together for thank you so much. coming up next, celebrating st. petersburg. good day tampa bay. i'm charley belcher coming to you from a north straub raul. official he is talking to heads poll watcher training in state. judge is trying to find policy watcher was state laws they need to follow. honestly, they probably could not be more different. hillary clinton and donald trump. after you sort through all the noise, there are some real issues that need to be discussed that may have been overlooked. to date we brought back in person craig patrick fox 13's political editor. hey craig. good to see you. good morning. good to see you thanks for coming in reason we want to talk to you was about education and there are other issues have come up during debates. but it's important. >> it is. specifically xhop core. let's start with hillary clinton who running platform of bettering lives of children >> she supports common core when we talk about common core we're talking about a set of guidelines in order to bench mark our standards with the best in the world. and fewer higher standards. that's goal. something that was strongly supported by republican and democrats alike for example jeb bush was force on this as omething that hillary clinton wants. she says that we need higher standards in our school system. of course, the controversy over common core is that with it comes a curriculum that is very different to lot of parents. lot parents didn't get it or don't sentence it critic sees a top down approach from washington. it wasn't developed by washington it was developed by consortium of states. donald trump buys into that same criticism and concern unlike hillary clinton, you have donald trump who is sharply opposed to beginning. it was one of the points that he took jeb bush down on in the republican primaries. he is basically saying scrap washington approach to education that local school systems know what is best for their communities. and that is in effect at its core. no pun intended. the key difference between trump and clinton in education. you know you talked about where donald trump stands on this. he has floated the idea of getting rid federal education altogether realistic department of education on federal level was conceived by jimmy carter in 1979 and kicked in under reagen in a 1980. we haven't had it forever and day smallest cabinet level position one that's only be around for few decades here. yes it could be scrapped and donald trump at the t. very least wants to cut funding for it substantially when we talk about department of education what it really does as its core to school which schools should get and also collects data on student achievement. gives federal government a sense of where ur kids stand. whether they are approving or not improving also enforces law relates to privacy and civil rights with respect to schools. yes this could divvied up elsewhere democratic and republican administrations thus far demmed it play as useful role in helping. >> yeah i think that that becomes concern federal agency is determining how these, how these schools are getting funding based on these common core performances in roll out has less than ideal think both candidates can agree on that. trump is pitching this $130 billion education package. 20 billion in federal funding individual states on hook for the remainder. so thought is to eliminate federal agency, spend that money instead putting into these $12,000 vouchers for every child he says living in poverty. they can go to public, private religious school of their choice. how feasible is this? >> well it's feasible. if you can get congress to go along with it. of course that's real challenge isn't it? problem that every president has had in recent years. at the core of the trump plan basically, and you just nailed it right there when you said voucher he wants more school choice a free market approach to education. he's approaching it as a because if you let the schools compete it you give parents the right to the send their kids to this school or that school then it will force failing schools ultimate toll improve that's where achampion charter schools and vouchers a well that's his philosophy and approach he would take to education. and hillary clinton for her party protecting private the public school education system. where does she stand on the rest of this? >> well in general she supports higher standards. skepticism over charter schools is that an vouchers that if you allow students to leave failing schools you will have many other students who don't have that flexibility who would be trapped in substandard schools. so she's going in different direction. and among other things, she's calling for along these lines universal pre-k as is president obama. she wants more mandates. for example she wants a requirement that computer science be taught life skills and so forth. right. all right. craig patrick thank you. we could talk about this for a long time. thanks for coming in early. >> thank you. >> all right. let's get to dave now. talk a little bit about our weather. its nice outside. look at this. oh yeah we didn't get to show that earlier. look at it? look at it closely? a skin? >> snake skin. yeah. gross. >> dave found it all in good day garden i was looking out there there it was. pull it up some of it broke off. >> i'll put right there. let's get into it temperatures running around 70 degrees right now. mild start to the day. really is nice out here too. i love it. 72 in brandon. 72 in frostproof. as well bradenton area prp our dew point numbers in the mid 60s. what's going to happen over next course 36 hours or so. we're going to start to dry tomorrow night we're still going to have dew points in mid 60s. i don't think you're going to real tart to feel some of that drier air until you get into saturday morning as we start to lower them incidentally eventually go back to upper 50s. we do have a front on it's way in, it really is just going to just knock us kind of back to normal. because we've been roadway as quick update regard hcso pursuit with that crash that ended at orient and i-4. right now we have a skyfox just a few machines flight off joe he better road a wooded area where we're seeing k-9s searching the area. so indications that not all of the suspects might have been caught in this scenario. that's what you're seeing and if you see police scene what's going on. joe he better and down cold water to what we call wash water. it flushes out any debris in grooves. there's squeegee at the back conditioner that about skwee squeegee that back up. bar here all gravity. puts down fresh hot water to make the mop of course drugs it out and makes it smooth. and now the how is it that ice looks white and it has pretty because basically ice is on concrete something like this. absolutely. just on concrete floor. what we do first thing in morning we come in start to compressors about 7 hours prior to us making ice to get the floor cold. we come in sxe wee burn off the frost with hot water get frost off of it we get good layer of ice. we build a little bit of depth. eight passes of ice on top concrete floor we mix up white paint. comparable to tall couple powder gallons of water. put ice in it even the water here in tampa the cold water is still warm. still hot. so we make it cold. put that down and it goes down with a like an aggregate sprayer fine and preez freeze almost instantly. once we get it all white to what we would like we build a little depth layout all lines and logos only thing not hand pained our and the for ad very too isments that you see textile inlay
