new this morning... hillsborough deputies are investigating after they found a person dead inside a home. deputies responded to the home at the 12-hundred block of camellia avenue in brandon just after midnight. no word yet on how that person died. right now... officials are working to get a search warrant so th investigate further. the fight over zika funding continues today on capitol hill. governor scott is spending his second straight day in d-c... talking face-to-face with lawmakers. the good news is... the long stalemate in washington over how to fund the zika battle... appears to be almost over. during day one of his visit, governor scott met with senator marco rubio and house speaker paul ryan. he told them the fact that congress can't put aside politics long he was refering to the link between zika and severe birth defects. florida's congressional delegation also stood together tuesday... both republicans and democrats... and demanded their collegues pass a bill to fund research and mosquito control -- before the virus expands its reach: congress has already failed ?three times to pass a zika spending bill... largely because of partisan provisions attached to the bill. there ?is hope for a break-through: florida senators bill nelson and marco rubio are both pushing the senate to pass a stop-gap bill to fund government operations through the end of the year. funding... without any of the controversial provisions attached. we will see if it happens. and florida has almost hit a scary milestone since the first case of zika reached its shores a few months ago: as of today, 799 cases have been confirmed. that includes about 720 ?travel related cases... and 70 ?non travel related cases. six new ?non travel cases were added yesterday... all in the miami area. another nine cases in that were diagnosed here. later this morning: a controversial meeting over ride-sharing services in hillborough county. although it appears it just got a lot ?less controversial. the hillsborough public transportation commission was expected take a ?vote... over new regulations for those drivers. but it looks like commissioners will now put the ?brakes on that vote. fox 13's ken suarez joins us live from downtown tampa , with the latest. in hillsborough county: a former middle school teacher is facing charges, after giving a student a smartphone. that's because detectives say he asked the girl to take ?naked photos with it. 31 year old "michael geist" was a science teacher at rodgers middle school in riverview at the time. detectives say the incident happened back in april. geist resigned in ?may, right after an the charges were formally filed this week. other parents at the school... were pretty disturbed about it: geist is charged with lewd and lascivious conduct with a minor. he's already bonded out of jail. police shooting in east tampa. the hillsborough county state attorney has ?removed himself from the investigation. in a letter to governor rick scott -- state attorney "mark ober" said that his personal relationship with the family of deputy caleb johnson could jeopardize the case. deputy johnson shot and killed "lavonia riggins" 2 weeks ago, while trying to serve a search warrant. the death immediately sparked protests from the community. ober said that another state attorney should be appointed to ensure a fair and hillsborough county sheriff's office said that the case will be reviewed by a state attorney in another jurisdiction. the pasco county sheriff's office is looking for two groups of burglars this morning. both caught in the act... on surveillance cameras. and the first group... got away with several ?boats. the boats were targeted last week while in dry dock storage in holiday. the sheriff's office posted this surveillance video to facebook hoping someone will recognize this man. you can see he's wearing a backpack. deputies say thieves stole a few different items.. including flares, tackle boxes and a fire extinguisher. ((more)) and some more video from pasco deputies... showing some car thieves. this was at the palms at parkers point community late monday night. if you know anything about these guys... you're asked to call the pasco shiriff's office. just another reminder to remove any valuable items from your car and lock it before you head to bed. to central florida... where a mosque set on fire has plans to re-open. islamic they plan to repair the damage. police say someone intentionally set it on fire on sunday... on the 15th anniversary of september eleventh. and the orlando shooter -- omar mateen -- used to pray there. there is now a 10-thousand dollar reward for information leading to the arsonist's arrest. a mystery for animal experts in pinellas county this week. dead birds just keep washing ashore on the beaches. and right now, scientists think the ?water could be to blame. water was dumped into the bay following heavy rains from recent storms. scientists found this bird -- on st. pete beach on tuesday morning. beth fory, an environmental scientist, says they studied another dead bird's heart and brain... and found salmonella. she thinks birds are catching it from the water... as they skim the surface searching for food. and stormwater dumping was also a big issue at a meeting last night in st. petersburg. but that wasn't what the meeting was planned for. it was suppose to be a public forum to educate locals about the meeting though, demanding city officials fix the ?sewage problem ?before building that pier. fox 13's crystal clark has more. protesters are ?scoffing at pictures of a prestine pier overlooking the waters of st pete..they say what's missing from the images..is signs like these..warning visitors not to go near the water.."i will not let my child go in that water for potential illnesses, waterborne, airborne, or otherwise."marci emerson and her children held signs about the danger lurking in the bay during tuesday's public meeting on the new pier construction..a small group of residents say an estimated 160- million gallons of sewage is now floating in the water.it was dumped from st pete all the way up to pasco and hernando cou water plants to reach capacity.."they were not putting the level of bacteria out there front and center." the unknown is what's frightening to many residents.. it didn't take long for the vocal group to be kicked out of tuesday's meeting..but joining them in their exit was city council member darden rice.."they have every right to be angry, they have every right to be here turning up the volume and making this an urgent issue."she says the city council played no part in the decision to release sewer water from the alfred whitted plant during the storm.."we had no role in that whatsoever, and i found out about it in the news, just like you did."but moving foward..they plan to have a say..council -- along with mayor rick kriseman wants $58 million dollars set aside in next year's budget to try and fix the city's aging sewer system..so they can better handle heavy rainfall..but residents say..that fix needs to be a top priority right now..?not building a new pier.. emerson: "without cleaning up as for the ?real focus of that meeting ..city architects plenty of watefront viewing areas on the land side of the new pier. they are planning two more public input meetings for the pier... including one tonight. it starts at six p-m at the j-w cate rec center. at least one of last night's protesters vowed to be there as well. it's happened again. another local man has seen his tech gadget... burst into flames. this time... it was a laptop computer. and it could have burned down his entire house. thankfully "gil sanderford" was standing right when it happened... and was quickly able to put out the flames. but if he was in another room... sanderford fears it could have been a lot worse. the trouble stemmed from the rayovac battery sanderford used to replace his apple battery. a computer expert tells us, those less expensive after-market batteries can occasionally cause problems. but sanderford ?never expected it sanderford says it was a rayovac brand battery. and it had worked fine... for about a year. sanderford wasn't seriously hurt. he was just left with blisters and melted plastic on his hand. attention publix shoppers: we've got some news that should really ?perk you up. t g about to start experimenting, with in-store "starbucks" kiosks. that's according to the tampa bay business journal. the first location will be inside the publix on gandy boulevard in south tampa. it should open later this year. and if successful, the kiosks should expand to other locations. publix didn't give a timetable for the rollout though.
