go with it. >> you guys were brave out there? >> i don't foe if we were brave. it was uncomfortable yes. >> you did a great job. >> thank you very much. let's look at what is going on out there. plenty of cloud cover to go around. we have rain in parts of the area. really pretty much from washington, d.c. to points north and east. not so much off to the south and west but some of that could redevelop there. probably at least drizzly and misty there as well. now, north central maryland is actually seeing some snow this morning and this could accumulate a little bit in some grassy areas and the like. that is in north central maryland. temperatures across the region, cold start to the day. 39 in the district. 42 in fredericksburg. 37 in baltimore. winchester, 37. ocean city is at 44 degrees. here is your forecast for today. plenty of clouds. we'll see more morning showers and drizzle and mist, a cool start to the day. high today though about 50 degrees. that is more mild than we were yesterday. it will be rather breezy, winds out of the northwest 10 to 15 miles per hour and we are hoping we'll get some rays of sun in here the latter part of the afternoon. we'll have to see. >> let's check in with julie wright and find out what is happening out on the roads this morning. >> we've got some problems because we had that stalled car on the outer loop of the beltway over near georgia avenue. that has cleared. delays leaving 95 college park headed around in towards silver spring. southbound 95, 295 looking good out of laurel. no problems reported coming in from 29. southbound 270, you guys are busy on the top side approaching and passing 109. not a bad commute but deal with the wet pavement this morning. wipers are working overtime. allow some extra time out there on the roads. that's a check of your fox 5 on-time traffic. let's take a look at this morning's top stories. a top charms county administer air under arrest for stealing federal grant money. 40-year-old rae da barnes- thomas facing federal charges for using funds intebded for -- intended for school children in some of the poorest neighborhoods. barnes-thomas faces up to 10 years in prison if convicted. expect some big changes for standardized tests in d.c. public schools. kaya henderson announced extra security provisions for the next round of standardized testing. this comes in the wake of allegations of possible test tampering at d.c. public schools. henderson has asked the inspector general to investigate. >> we will continue to have central office people in schools, especially in schools where there have been questions. we will be extra vigilant about test security after the exam. the state superintendent has actually gone through a process where test booklets will have a seal this year that they didn't have before so you can't really get to them prior and we will make sure that tests are shipped as quickly as possible after the exams are concluded. >> that next round of standardize testing begins on monday. it is sentencing day for a virginia man who murdered his wife and two stepchildren. carrillo dean will be sentenced to the shooting deaths of elizabeth dean and her two children in 2009 in triangle. as part of the plea agreement, dean will get live in prison with no chance of parole. police think robbery was the motive in the january murder of justin overcash. he was shot to death in his home on 38th avenue in college park. steven weaver and deandre williams are charged with first degree murder. weaver is being held in maryland without bond. williams was arrested in the district and is waiting extradition. the district is facing a $3 # # million budge the shortfall and today we'll get a better idea how city leaders plan to handle that. major tax hikes are not expected although there may be some. councilman jack evans tells the "washington post" the shortfall could be closed entirely through cuts. congress may finally be on the verge of a budget compromise as the deadline approaches. government funding is set to expire a week from today. now n our 8:00 hour, roll call's steven dennis joins us. he has been following the budget battle and the potential shutdown. later today, president obama will visit a ups shipping facility in landover. he will look at vehicle from at&t, pepsi, ups, and verizon clean fleets. the president will deliver a speech to the employees. the rebels in libya losing more ground for forces of libyan leader moammar ghadafi. the losses come as the u.s. is considering arming the rebels. on capitol hill yesterday, defense secretary robert gates admitted that we don't know a lot about the rebels but he categorically ruled out any ground troops. >> do you know if there is any time in the future that there are going to be boots on the ground for libya? >> not as long as i'm in this job. the last thing this country needs is another enterprise in nation building. >> secretary gates told the house armed services committee that the plan is to force ghadafi out of power by continuing the bombing campaign and also increase the political pressure and economic sanctions on ghadafi's inner circle. what the the government is saying about a push to include warning labels about and ingredient found in many foods. efforts continue to control contamination from that damaged nuclear power plant. more on the role the u.s. will play. it is now 6:07.  rebels are attacking the biggest cities in the ivory coast. they have taken control of the state television station and are reportedly firing on the presidential palace but the current president, who lost the election, still holding out in belief that he won. a curfew has been in effect since last night. in japan, engineers at the stricken nuclear plant are turning to other countries for help and they are expecting to use the remote controlled robot sent by the united states. it should get there in the next couple of days and we'll evaluate areas with high radiation. managers at the plant are also setting up pain el of japanese an american nuclear experts to address the crisis soft ate food and drug administering panel says products containing food dyes do not need to come with warning labels. this decision passed by a close vote. it was 8-6. there is a concern that artificial food dyes may ramp up symptom of adhd in children. while the panel rejected warning al anbar else it did agree that the fda should do more studdies to see if there is a link. warmer weather is finally making waits back into the forecast. we're not. >> here what is we are dealing with. take a look at hd radar. we don't have the snow but we have the rain. some of you may have some snow. up to the north, far north, north central maryland but there is snow falling there this morning. and a little wintry mix. a little band of a wintry mick as well we've got rain and it y around the washington area. you head north and that is where you will find some of that snowfall. baltimore also just seeing rain. one little band of heavy rain over the chesapeake bay right now and off to the south and west. things drying out. i won't say drying out because it is still rather misty and drizzly there. the big picture for the satellite-radar across the region. there is our activity pushing off to the north and east. our winds are out of the northeast as well this morning. meanwhile, lots of cloud cover in the mid-atlantic and i think for the bulk of the day today, we'll see plenty of clouds. there are break in the clouds well out to the west and i think with some luck, we'll get a little bit of sunshine in here the latter part of the afternoon. but i think it is the latter part of the afternoon. we'll have to wait and see how that develops. also can't rule on the the redevelopment of a couple of showers here and there during the course of the day. temperatures around the renale object, we've dropped off 38 degrees in the district. baltimore is at 37 degrees as is dover, delaware. patuxent naval air station, 39. 41 in fredericksburg. haar sonburg is at 36 degrees this morning. forecast for today, certainly we've got the morning rain showers, drizzle, some snow to the north. mostly cloudy -- well, the skies are completely cloudy right now. but for the day, mostly cloudy until later in the day, maybe some sun. 50 for your high. some of you top out in the upper 40s. there is your winds. i think i mistakenly said out of northeast earlier. they are out of the northwest 10 to 15 miles per hour so it is breezy. for tonight, another cold night, lows once again in the 30s. showers we think redevelop late tonight during the overnight hours and then into early tomorrow morning. check out the five-day forecast. for saturday, i think we start with shower activity scattered around the area. mid-50s so a bit milder. still below normal though. more sunshine on sunday. 59degrees. monday, warmer but with that warmth, we get some rain showers, 67 for monday. 70 on tuesday but with a chance of rain and thunderstorms tuesday afternoon and evening. all right. that is alike at the weather. julie wright is here with looking today? >> there is green on the jean today ahead of that jobs report. that is whatten is going -- what everyone is going to be talking about. right now, it is the start of a new quarter. q 2 starts today. that is the damage from yesterday. the dow down 30 points. nasdaq up. s&p 500 down just a little bit but for the quarter, phenomenal gains. q 1 as the strongest percentage- wise first quarter for the dow in 12 years and for the suv 500 in 13 years. oil an energy both up around 16 or 17% for the quarter and we all necessity about that because we fill up our cars. >> what is leading to that? was it the markets, the libya, the situation in japan. what is causing all that? >> oil prices have shot up to a 2 1/2 year high yesterday and they are pushing even further this morning, above $107 a barrel. the thinking right now is china's manufacturing is picking up so they will need more oil so that is pushing price higher. the u.s. dollar dipped and oil is bought in dollars. when the dollar is lower, buyers come back in. they can buy more oil for fewer dollars. everything going on in what we call mina, the middle east and north africa region. the proghadafi forces are pushing the rebels out of the oil towns so the thinking is that libya won't get the oil back online as soon as we hoped for. what happens if the report disappoints for the government march report. >> we are expecting 190,000 people were hired last month while the unemployment rate stayed steady at 8.9%. some are exists are saying if the job create dips to 1 # 5,000, so about 35,000 fewer than we are expecting, that would be awful news for the economy. it might even signal a slip back into recession. we want that number to be closer to 200. there are a lot of estimates out there. here at fox business, we are going with 190,000 jobs created. fingers crossed this is a strong report because the economy needs it. >> what is coming up later on today on fox business network? >> we're going to stealing federal granted money meant for low income kids and spending it on herself. 40-year-old rhayda barnes thomas faces federal charges for using funds intended for school children in some of the country's poorest neighborhoods. an internal audit found that more than # hundred items totaling more than $100,000 was missing. barnes-thomas faces up to 10 years in prison in convicted. there will be another round of standardized testing in d.c. schools starting on monday. >> this go-round, there will be extra security precautions in the wake of allegations of cheating. sherry ly is in the newsroom with the details. >> reporter: the acting schools chancellor has asked for the inspector general to investigate those allegations of test tampering in a move to shore up the integrity of the food yeah, source code. we are inundated right now with so many remakes and sequels to see a movie come out with originality. it is a bit derivative of previous science fiction ideas. the idea here is that jake gyllenhaal's cache is put into an area called a source cold and the idea that we can go into somebody's brain and relive the last eight minutes of his life. the guy's brain he's goes into died in a huge train explosion. his mission is to relive the last eight melinda to find the bomb and find the bomber to prevent another attack in the future. it is almost like groundhog day going back into the guy's brain multiple times reliving the last eight minute and falling in love with this girl played by michelle monahan. >> are you able to follow it? >> you are. the great thing is the script is so well paced that you are watching it and you are so engage ped and you become almost like someone looking for clues as well. if the camera is focused on james gyllenhaal, you are looking around the screen to find the bomb as well. you know a movie is really, really good when you have to go to the rest room but you don't get up and go because you don't want to miss a single frame. i had to go right when the movie started and i forgot about it. i still haven't gone yet. just kidding. the movie is really, really fun. it is appear action thriller. it mixes emotions. you have fun with it. jake gyllenhaal, when he has emotional scenes, you feel. it the guy is a great actor. i think he is one of the most engaging actors working right now. very talented, very young. >> i gave to a 4 1/2 out of 5. inthis is a film, it is an hour and a half, perfectly paced, so much fun. check it out in theaters this weekend. >> what about one that you didn't like. >> let's talk about hop. >> you don't like the cute little bunny. >> you can't be too per snickety when it comes to kids movies. there have been some great ones. there is no excuse to release something this bad. russell brand plays -- he will be the next easter bunny. he runs away from easter island, meets james morrison's character who has no direction in life. he is like you know what, i want to become the easter bunny. we are supposed to be taken into this movie world. we're supposed to believe what wear watching. it is even harder when you have live action an animation. but the problem is that every actor within this film acts like you're watching a movie. you don't get to experience it. there is for sense of danger. you are bored the entire time. every single joke is awful. >> so what you are saying is you can't find any reality link to the easter bunny. >> what i'm saying is with these movies, you are supposed to believe what you are watching. the background does not let you believe it. >> enough said there. you gave this what? >> i do d. -- i gave this movie a one. i did not like this movie whatsoever. >> insidious, did you see it? >> i saw it last night. this is from the creators of saw. the first half, unbelievably scary, very creepy. it is pg-13. once they get at the time turn and you find out what is going on with this kid because there is a kid who is haunted in this house, it gets a little bit stupid for lack of a better term. a went with a 2 1/2 out of five because of first half was great. >> what was great, kevin's recent adventure p you had a chance to go to rio de janeiro for advance screening of the movie. >> how was the hang gliding trip. >> off of a 1500-foot trip. >> just stepping off? >> the scary thing was riding up the cliff. the guy right there is like you know what in do not jump off the cliff. you run off the cliff and you run and you jump and you just go. it is insane. that is me looking into a camera. you go for five minutes over the beautiful beaches of rio. i'm sitting there because i'm ocd but this didn't bother me at all. this is so much fun. the beaches were beautiful to go every. >> would do you it again? >> oh, yeah. i want to sky dive next. >> i was joking with tony and i said for a guy who cries in movies, that was pretty brave of you. how nervous were you? >> i wasn't nervous at all. i can't drive a car but i can hang glide. i am so that is some good stuff there. we told you about the snow in northeast. take august look at massachusetts where you can see snow is falling. we thought we had it bad here with the rain. it could be a lot worse. snow in that area, i think a couple of inches that some of those places are expecting. >> in some of the higher el vagues in new england, 3 to 10 inches. insomee of the higher elevations in new england, 3 to 10 inches. there is that little area of snow up in north central portions of maryland. all of this is tracking to the east-northeast and it will continue in that motion through the course of the morning and the day. now, let's take a look at what is going on out there as far as our temperatures go. or futurecast, i want to show you that. here what is we are expecting to see during the course of the day today there is your rainfall. there is your snow. by later on this morning, we start to -- i won't say clear out. this is showing some gaps in the cloud cover. this does show us starting to dry out is what i will say. some lingering precipitation up to the north and then you saw quickly there during the afternoon another shower or two could develop in the latter part of the afternoon. i'm hoping we'll get some rays of sun. then into saturday, more moisture in here saturday morning during the course of the day. it looks like much of this remains to our south and then snow out to the west. we have to keep our eyes open. i do think there is a chance of getting some showers through here as well on saturday. temperatures around the region, we are in the 30s for the most part. 38 in washington. 37 in annapolis. 37 in quantico. fredericksburg is at 41 degrees. in hagerstown, it is 36 at this hour. your five-day forecast, today, high around 50 degrees under mostly cloudy skies. more rain, drizzle, maybe a couple of more showers during the day. tomorrow early showers are possible. we are looking for a high tomorrow of about 54 degrees. sunday we think will be nice, 59. monday, warmer, finally. 67. but also some rain showers on monday and then tuesday, even warmer, 70 but some showers and thunderstorms in all likely hood. that is a look at what is happening with the weather. it is time now for ask the weather guys. the segment where tucker barnes and i put our big heads together to answer your most pressing questions weather- related or other with homework. hopefully that is in the usually the case because it takes a while to get to the questions. today's question comes from sierra. she is age 8. he asks why can't we feel the earth rotate and why can't we see the earth's moment. >> these are deep questions. >> they are deep questions. here is the deal, sierra. the earth makes one complete rotation on its axis every day. since the circumference of the earth is about 4 hour miles and since it takes the earth 24 hours to make a complete spin, steve, you are the math major. that mean the earth is spinning at a rate of 1,000 miles per hour. you would think we could feel it because we and everything else on the planet is moving at the same rate as the earth itself, we don't feel it. >> before a highton tech graphic there. a picture of the earth. >> if it stopped. >> than we would feel it. if for some reason -- the other thing is the motion of earth is very smooth inform it were bumpy for some reason, we would feel that. and if it stopped, that wouldn't be pleasant. that is why we are all moving at the same rate as the earth itself, about 1,000-mile per hour. >> a nice comparison is what you are sitting in your car and you are cruising along and you hit a pothole. >> when you are in your car not paying attention, reading a back. >> our you're tech, shave -- you're texting, shaving, doing your hair. >> this is another great question. as for seeing the earth's movement. you can't see it by looking at other objects or other people on the planet because we are all some offing at the same speed. but you can by looking at the sky. if you look at the stars including the sun, they rise and set and actually observing the movement on the earth can be done by looking at the sun or the stars. >> because they don't -- we say they rise and set. they really don't. it is the movement of the earth that makes them appear it rise and set. >> so here what is i'm thinking. when you watch the sun set over the water and
