warm start and a humid start again. later on this afternoon, it won't be quite as humid as it was yesterday. >> that's good. something to look forward to, i guess. >> let's take a look at the satellite-radar. we have plenty of clouds across the region. it is going to be another day where we'll see sunshine for a good part of the day and then clouds building in here and there and producing a couple of showers and thunderstorms here and there. there is a look at the latest satellite-radar. you see the clouds. sigh what looks like some rain falling. it is not. it is not hitting the ground out to the west. temperatures across the region. can you guess? yeah, upper 60s and low 70s. we told you yesterday that is where we'd be. that is where we are. 68degrees in washington. 07 at dulles. 72 in baltimore. the forecast for today, i'll bet you know. partly sunny, very warm. maybe not quite as humid this afternoon. scattered showers and thunderstorms still a possibility in the afternoon and evening. high today about 87 degrees so it will be warmer than yesterday. there you go. that is the latest on the forecast. >> hello, summer. >> we are following a traffic alert this morning. a tractor-trailer flipped over on the ramp from the outer loop of the beltway to 295 around 1:30 this morning. the ramp from northbound 4959 beltway to northbound 295 is still closed this hour. crews are going to try to get that big rig upright before rush hour picks up anymore. no reports of any injuries. that is the good news so far. >> for more on that accident and also what else is going around on the traffic front, let's check in with julie wright. good morning. >> the tractor-trailer was loaded with blueberries when it flipped over. you will fine there is a fuel spill involved in this. a lot to clean up and a lot to mop up for you will and that is why it is taking so long. the tractor-trailer remains on its side. the beltway is open. it is just the outer loop to exit here in the distance. you can see the flashing lights. it is just the exit to 2895 national harbor that is closed. the beltway, can you continue from alexandria headed into oxon hill and around towards andrews air force base. can you not exit at 295 national harbor at this time. off the inner loop out of oxon hill, lanes are open. no problems to report there as you continue from 210 and 295 back into virginia. it is just the outer loop ramp at 295 national harbor that remains closed. the outer loop north of town in montgomery county looking a lot better. 95, 295 behaving nicely coming in out of laurel. 66 is in good shape fair oaks headed in towards vienna. our top story, police now talking with the driver involved in a deadly hit and run accident in montgomery county. stacy cohan is live in wheaton with more on this story this morning. >> reporter: good morning t happened here along veirs mill road. a husband and wife were just getting off the bus and crossing the street when they were hit in a hit and run accident. here with the latest is captain paul stark. i read in your release that the car stopped briefly and then took off. >> that is correct. it did continue on down the road about a mile or so. circulating officers found a vehicle a short time later. it was unoccupied. a few minutes after that they found the passenger and the driver in two separate locations. >> reporter: the passenger and driver, we have them identified here. what is the condition of the two people that were struck. >> the woman who is approximately 36 jurors old was taken to suburban hospital where she succumbed to her injuries. her husband who is approximately 43 years old is still alive in critical but stable condition. >> reporter: at this point, what charges if any are facing the driver? >> well, the way we do it in montgomery county, is we complete the investigation, submit the report to the state's attorney's office, and at that point the they decide what charges if any are appropriate. this investigation is ongoing. >> thank you very much. the man and woman, the woman succumbed to her injuries. the husband is in critical condition last time i checked. the accident scene has been cleared here but the investigation continues. back to you. >> thank you. rescuers in joplin, missouri are still searching for any survivors from is massive tornado that hit the area on sunday. seventeen people were pulled from the rubble alive yesterday. right now, the death toll stands at 116. the state's governor expects that number to climb though. little was spared. thousands of homes and businesses were destroyed. a major hospital also saw damage and crews say they must act quickly in order to find survivors. >> it is very important that we get them out of their entrapments as quick as we can. we've got to worry about getting them the basics, the food and water and getting them out of those areas where they're trapped in. here in washington, the prime minister of israel is set to address a joint session of congress this morning. benjamin netanyahu spoke to the jewish loppy aipac last night and got a lot of applause when he said israel cannot return to the boundaries it held before the 1967 war. he also said that, when tragedy strikes the u.s. israel feels an immediate identification. >> and tragedy has struck america. in recent days, floods and tornadoes have lamed the lives of hundreds of americans including today in joplin, missouri. all i can say is america, we're with you, on this day, on every day. >> the prime minister addresses congress at 11:00 this morning. meantime, president barack obama is in london on the second stop of his trip to europe. he and the first lady left ireland early because of the volcano in iceland that is forcing flight cancellations. the president and first lady stayed at the u.s. ambassador's house last night but for the rest of their stay in london, they will sleep at buckingham palace as guests of the queen. they are due to meet prince william and his new bride, the duchess of cambridge. new information concerning the crippled nuclear plant in japan. details what the operator is saying about the damaged fuel rods. the end of the world didn't come saturday as one man tremendous dicted but now he says he knows the real date of the a-- as one man predicted, but now he says he knows the real date of the apocalypse. we'll be right back. ea the operator of japan's fukushima nuclear power plant is now learning the extent of damage done during the earthquake and tsunami. officials say fuel rods inside the three reactors likely melted in the days after the disaster. nuclear experts plan to meet with japan's trade minister today to find out more information. the republican presidential field is growing as former manhunt minute governor tim pawlenty has made it official. the target of his first official campaign remarks, president obama. >> leadership in a time of crisis isn't about telling world saturday as predicted by one california breacher but now he says we have to wait five more months. harold camping revised his apocalyptic prophecy saying judgment day will now be october 21st. i apologized for not having the dates accurately worked out n 1994-rbg he blamed a math error for what was supposed to be the end of the world. are you ready if mother nature hits? up next, this is hurricane and flood preparedness week. we'll run down some extra insurance you might want to make sure you have. a sticky situation for the presidential motorcade brought to an abrupt halt. an update ouewti some new orleans residents driven away by the floods were able to return but others are facing new evacuation deadlines. a portion of the river was reopened near baton rouge following a barge accident. it was shut down -- it shut down a nine-mile stretch where the boats haul millions of dollars worth of goods. this is hurricane and flood preparedness week and virginia is one of the states that allows residents to stock up on storm supplies tax-free. the list of items includes batteries, flashlights, bottled water, cell phone chargers, radios and portable generators. the american red cross says those are all good things to have regardless of what kind of storm you are dealing with. floods earthquake, some some places, hail and hurricane, jewelry and valuables are some of the extra insurance coverages you may need. >> all of those you could need when we have this kind weather that has been brutal for the area, midwest and we've got chances as well of severe weather. >> we have a slight chance of severe weather later on. we'll have some thunderstorm activity popping up here and there. i think most folk will remain dry for today. we are getting off a humid start so dryness not factoring in right now. let's take a look at the graphics we have across the region. we have plenty of clouds in over us. this precipitation that you see here, not hitting the ground. we have no reports of it hitting the ground. it is what we call verga, precipitation that may be leaving the clouds but evaporating before it hits the ground. it is indicating the leading edge of drier air that will work its way in here. it doesn't mean it will be cooler. it will be drier air. so as we are getting off to a humid start this morning by later on today, we'll get in drier conditions in here. so i think this afternoon won't be as humid as yesterday. there are some pretty intense showers falling now in central portions of west virginia. here is a look at the futurecast for today and tomorrow. it will show you what we expect to see this morning. we do have a mix of clouds. we'll see sunshine later on as well, very similar to the last couple of days. this was showing some pretty good precipitation popping up during the late afternoon and evening. it is not showing that for today. it is indicating a drier air mass coming in so any showers and thunderstorms won't be as numerous. although there is in activity to the south for tonight including as close as fredericksburg. 69 in washington. 70 in gaithersburg. annapolis is at a warm 74 degrees. winchester is at 70 degrees. the forecast for washington for today looks like this, partly sunny, warm and humid. scattered showers and thunderstorms. 87degrees for your high today. that is almost 10 degrees above normal. for tonight, mostly cloudy. scattered evening thunderstorms possible. 6 # degrees for your overnight low. five-day forecast, more of the same. showers and thunderstorms popping up here and there tomorrow. are live pictures where a tractor-trailer flipped over on the outer loop of the beltway. the ramp from northbound 495 to northbound # 95 still closed. the ramp we're talking about. crews are going to try to get that semi upright before rush hour picks up here but there are no reports of any injuries out of that. >> let's check in with julie and get a look at what else is hopping out on the roads. >> let's keep it right here on the live shot. let's go back to the scene. that was a great shot of the outer loop of the beltway. the ramp to 295 national harbor is what is remaining blocked off at this time. you can see if you are coming from the wilson bridge and heading over into oxon hill, you can get by but they do have state highway out there warping you of this closure and moving everybody over to the cent are and to the left. this is a live shot of overturned tractor-trailer and as you can see, it is still on its side. it looks like they have the heavy duty tow truck on the scene and they've wrapped wires around it. hopefully, they've got the extensions around it to get it back up on its wheels. it was loaded with blueberries and there was a fuel spill involved in this mess and that is why it has taken so long to clean up. this is a great shot. thank you for this. it is just the ramp that is still shut down. that is the ramp from 295/national harbor that remains closed until further notice. no incidents to report off that outer loop. in the distance, you can see the activity. those flashing lights and again blocking the ramp outer loop to northbound 295 national harbor. overnight construction in tyson's has cleared. no incidents to report at this time. that's a check of your fox 5 on-time traffic. president obama gave dib lynners a scare when a limo in his motorcade got stuck and set off a loud bang. this happened as the motorcade was leaving the american embassy. the limousine bottomed out near the top of the driveway and got stuck on the metal ramp. noise had many worried there for the moment. it turns out the obamas were not in that limousine. they were in another car. man's best friend taking priority over children at one local park. that is coming up next. why in the world would a northern virginia county propose banning children from certain parks? i'm bob barnard. it is a four-legged word that has people panting here. i'll explain. we call them man's best friend but no dogs trump children when it comes to writing rules of a community park. >> are do they? some of owners feel that children often get in the way. bob barnard has detail of what is happening now in arlington. >> reporter: it's proposal born of the pet owners who frequent two of arlington county's eight designated dog parks, shirlington and fort barnard, to ban children under the age of eight and require those nine to 15 be allowed inside the gates only if they're with an adult. up. >> i'm not against it. i have aseep kids get knocked down. i've seen a lot of people bring their kids in here and the kids pull the tails of the dog. >> i think it is dumb because kids and dogged go along great together. >> reporter: a natural mix is how one parent puts it. >> they love each other and it is about being responsible as parents and dog owners so that, when they're in public places, they know what to do. but i can't imagine not being able to take my kid with my dog to a park. >> reporter: yet, safety of children is the reason the idea is even being considered. >> there are dog that don't like little kids and some parents who don't really know how to teach their kids how to interact with a strange dog how to aproven a strange dog so i can see why that is a safety issue. >> reporter: here at shirlington, there are rules. number four states be sure the children in the partner are closely supervised. keeping them out wouldn't be unique to this area. fairfax county already bans children under the age of eight at its dog parks requiring an adult with children nine to 15. the city of alexandria mandates that all kids under 16 be accompanied by an adult at its dog exercise areas. >> we've been here for two years. i haven't seen it would be an issue. i've never seen young children run around unattended. >> reporter: arlington county calls these canine community areas ruled by committee with dog owners calling many of the shots. >> bob barnard reporting. arlington officials say they will take the pulse of the community before they make any decision on whether to place a ban on children at those two dog park. there does appear to be some issues. we are told the reaction coming into the county is running about 50-50. we'll keep on top of that. also following the developing story out of the midwest, the deadly tornado in joplin, missouri. we'll get an update on that. >> reporter: the police have found the driver involved in a deadly hit and run accident in montgomery county last night. i will have details coming up. ke humid. >> yes, that is the yucky part the humidity. it is humid again this morning. we'll show you the humidity level in just a couple of moments. but suffice it to say, it is uncomfortable out there. let's take a look at hd radar, show you how things are looking as far as any precipitation goes. here, it is quiet, nothing happening right here in the washington area. out to the west in west virginia, there is some thunderstorm activity in central portions of the state. a wide area of heavy rain as well. that is tracking eastward but the expectation is that that will dissipate before it gets here to the washington area. but needless to say, we'll keep our eyes on it through the course of the morning. current conditions being reported in the area at reagan national, 69 degrees. relative humidity, 93%. yikes! wind are out of the south at five miles per hour. your forecast for today, partly sunny skies, warm, humid, particularly in the early part of the day. perhaps not as humid this afternoon. chance of some pop-up showers and thunderstorms in the afternoon and in the evening. look for your highs in the mid- and upper 80s. 89degrees for a high in fredericksburg today. with julie wright and get a look at traffic. >> all right, you guys. we have a photographer live at the scene of this tractor- trailer. it is blocking the ramp from the outer loop of the beltway. the heavy-duty tow truck is on the scene. they've wrapped the straps around the trailer portion of this thing to get it back up on its wheels. what we have just learned is that they are hoping to pull this tractor-trailer over to the shoulder enough to have at least one lane open by 6:00 a.m. that is what they are ahoping to do so that they can get some traffic from the outer loop of the beltway to exit onto northbound 295. right now, that ramp remains closed. but according to state police, they hope to have at least one lane open on that ramp beginning at #:00 a.m -- beginning at #:00 -- at 6:00 a.m. this morning. most of the clean-up activity has cleared but they want to reopen a portion of the ramp and they hope to do so by 6:00 a.m. this morning allog you one lane of traffic to get by. we have live picture and we will keep you posted. the ramp to # 95 national harbor remains closed -- the ramp to 295 national harbor remains closed. that's a check of your fox 5 on-time traffic. police are now talking to the drive of a deadly hit and run accident. stacy cohan has more. >> reporter: this is a very tragic accident. it involved a husband and a wife right here other along veirs mill road. it happened just before 10:00 p.m. they had gotten off a bus and were walking across the street when a white bmw slammed into them. the bmw was heading eastbound and according to witnesses stopped briefly and kept going. the female was in her mid-30s. the male was in his mid-40s. police did eventually find the car involved in this accident. >> they did continue on down the road about a mile or so. circulating officers found the vehicle a short time later. it was unoccupied. a few minutes after that, they found the peak and the driver in two separate locations. >> reporter: the driver of the vehicle is reported to be 29- year-old pierre michelle. the driver did submit to a brea
