of artillery shells on it a south korean island overnight. at least one south korean soldier was killed and another 1 were injured and -- another 13 were injured and several buildings were set on fire. this comes amid the claim that north korea has a nuclear facility. ingmar guandique was found guilty on two murder counts in the chandra levy murder case. prosecutors told jurors levy's death fit a pattern of other crimes. he could be sentenced to a minimum of 30 years and a maximum of life in prison. >> it has been nearly 10 years since the promise of a young life was lost in rock creek park. while today's verdict does not restore that promise, today's verdict does send a message that it is never too late for a murderer to be held act believe for his crimes. >> shortly after the jury reached that verdict, chandra levy's mother susan talked outside the courthouse. this happened right after the jury found ingmar guandique guilty. she says she will never be free of the pain of losing has people talking. tsa trying to reassure passengers who are nervous or even outraged over the so- called intrucive security screenings at airports. the administering has been working overtime to calm concerns as the byest travel day of the year approaches. sarah simmons has more. >> reporter: millions are flying over this thanksgiving week and the biggest concern isn't about the airlines themselves. instead, what you have to go through to get on the plane. the tsa patdowns, pull body scans, those will be a first for many passengers. the administering is trying to reassure passengers telling them they will not be mistreated by the tsa but the policy still stands inform you are directed to go through the full body scanner and opt out, you have to undergo an intensive patdown. the president still backs the policy set by the security agency saying the experts tell him these are the only techniques he cannive right now. for a bladder cancer survivor, the bag he uses for urine spills during a forceful patdown. >> i was so embarrassed and so petrified of going out into the airport and thinking people who see me and quote, unquote, smell me. i was just mortified. >> the tsa were some scary moments for students in illinois. a tornado ripped through an area about 80 miles northwest of chicago and fliped a school bus over on its side. the driver and at least five children space near d.c. yesterday. two f-16 good nighter jets interseventied the plane. air traffic controllers say they were not able to contact the pilot before he crossed into the restricted air space over maybe during the day you might be relatively okay. we'll see. 54 to 57 degrees is what we're looking for for our highs on thanksgiving day. so not a bad day here in our region. we'll take that. let's take a look at the current temperatures around the region. not a bad start to today either. 5 # degrees here in d.c. 55 in annapolis. well into the 50s off to the east. -- 53-degree -- 53 degrees here in d.c. 49 in martinsburg, west virginia. here also look at the satellite- radar. this is what is going to be happening with us today. here in our region, we have fair skies this morning. we will get some morning sunshine. as the day progresses, we'll see increase in cloud coverage as the frontal boundary gets closer. this front is pretty impressive. as you can tell, a lot of yellows and oranges and as it makes its way eastward, that is starting to break up in this region here. we think it will break up even more. we are not expecting thunderstorm activity out of this but we are expecting some scattered rain showers to move across the mid-atlantic region during the course of the day today, probably during the afternoon our best chance for rain. and at that, officially,, it is a 40 to 50% chance of rain today. increasing clouds. chance for afternoon showers. 67degrees for your high today. we made it up to 61 yesterday. didn't get quite as warm as i thought it would because the fog do that. gas prices are at the highest that they've been in more than six months. the average price $2.89. price are expected to go down by the end of the year. hundreds of thousands of metro commuters could soon lose a benefit that saves them hundreds of dollars a year. the "washington post" is reporting a federal subsidy that boosted a monthly rider benefit from $120 to $230 is set to expire. metro officials are lobbying congress to extend the subsidy and some day make it permanent. with the economy still struggling, many jurisdictions like montgomery county are coping with massive budget deficits. county has already slashed near will you a billion dollars in spending. sherrily explains. >> reporter: from the streets of downtown silver spring to rockville and in between being people in montgomery county feel financially squeezed. some county council member say they've gotten the message. rein in spending. >> we are feeling the pinch at home in our own budgets so we expect you to do your job as elected leaders to do the same with the county budget. >> reporter: for the past several years, the county trimmed the fat, looking at every penny, even turning off the lights. the meat of the budget is the only thing left. 82% of all tax-supported spending goes to employee salaries and benefits. >> the cost per employee has grown dramatically and that is, i think, where we will be focusing on how can we pare those costs down. >> reporter: public employee unions such as thosing firefighters, police, teachers and county workers have long wielded great influence with sizable pensions and benefits. >> cut salaries, you know. i mean whatever it is to keep it going. >> reporter: a report by the office of legislative oversight shows on top of salary, county employees earn an average of 52% more in benefits. >> we're going to take some pretty bold steps forward, i think. >> reporter: in urban silver spring districts, people have complained about service cuts. >> our neighborhood has had a bit of a crime wave, thefts, break-ins. i don't know if that is related to not enough policing. >> reporter: schools make up half the county's budge the and must increase spending by $87.4 million leaving less for other services. >> there is a lot at stake. i don't think anything will be easy. >> reporter: there is no more federal stimulus money to fill the holes. >> the county council will get a full look at the budget report and next month, part two of that report will lay out the options. effect is on the table including pay and benefits. we have much more security check comes. she pends a lot of money on her medicine. she is diabetic so fresh vegetables help keep her sugar levels from soaring. >> fresh carrots, onions, black beans. >> a neighbor with a car drove her here and yvonne will tell you she is not embarrassed to stand in line at a food bank. >> there is no shame. you worked all my life. i raised my family. they are good citizens of society and that is what this is for, to help out people who need it. >> reporter: what is going on here at manna is really a reflection of the times. there are people dropping off food. can you see folks donating right back here. but they're not getting as many donations as they would like. >> this year was interesting. we had less than 50 turkeys donated during the holiday season. last year, we saw close to 600. >> reporter: executive director kim damian says 06% of the clients here this year are like yvonne, new to the food bank. >> i hear from many of them that they have returned to work but many in a lesser capacity so they are underemployed at this point. >> reporter: yvonne says she feels thankful. >> this is a blessing. >> reporter: she is gateful for those who donated, people like turn to some developing tensions off the south korean peninsula this morning. the white house strongly condemning an attack by north korea overnight. there is a disputed border area twenty the two koreas. south creigh fired artillery back and scrambled fighter jets. a guilty verdict in the chandra levy murder case. ingmar guandique was found guilty on two murder counts. the jury's decision comes nearly a decade after chandra levy was killed. there was no dna evidence to connect him to the murder but prosecutors told jurors that levy's death fit a pattern of other crimes. he will be sentenced on the 11th of february. he could get a minimum of 0 years and a maximum of life in prison. levy's mother talked about the verdict. >> the results of the verdict may be guilty but i have a lifetime sentence of a lost limissing from our family tree. it is painful. i live with it every day and so do my son, my mother and other family members. >> meanwhile, self jury members spoke publicly after the verdict was announced. while they would not specifically discuss the deliberation, they said they carefully weighed the evidence before coming to a unanimous conclusion. >> we did the best we could with the evidence we were given to come to the conclusion of this case gentleman i'm confident with the decision that we made but it doesn't mean that i don't, you know, wish that we didn't have to be here today. >> prosecutors won a conviction even though that heliked the physical evidence linking ingmar guandique to the case. jars say there was still plenty of evidence for a town this thanksgiving holiday and you are anxious about going through security, the tsa says don't worry. sarah simmons is joining us live this morning. she is in our newsroom with more on our big story. >> reporter: good morning. about 4 million people will fly during the thanksgiving week and many are still a little 9- 11 us about going through airport security this time around. the administration is trying to reassure passengers though telling them they will not be mistreated by the tsa but the policy still stands. if you are directed to go through the full body scanner and opt out, you will still have to undergo that embarrassing patdown. the president still backs the policy set by the security agency saying the experts tell him these are the only techniques considered effective right now. the head of the the transportation security administering says they will continue to look at ways to improve on the screening. >> what i agreed to do is to look at how we can do this type of screening. if we can do it less invasively as has been the request, then i'm hope to doing that. >> reporter: some passengers are starting to lose more trust in the system when they hear the horror stories. in one case, for instance, a survivor of bladder cancer was patted down so forcefully in detroit this month the bag he uses to capture urine spilled all over him. the tsa chief personally called the man and apologized. white house spokesperson robert gibbs says they will listen to public input as passengers go through security this holiday. in the meantime, a tbras roots protest called national opt out day is being organized over the internet encouraging passengers to disrupt the system tomorrow by refusing the full body scan triggering that time intensive patdown. >> >> yes. >> we focused more on thursday night into friday because i know you are going to be out there shopping and a lot of people are. here what is we're thinking. temperatures will range from the 40s into the upper 30s depending on where you are but there will be rain so if you are going you out to the to get the early sales friday morning or overnight thursday into friday, you will have rain so you do want to be aware of that. >> so a poncho, a parka. >> yeah, be well prepared. >> i'm going to walk around covered up like this. thank you for the heads up. on the roads right now, dealing with dry pavement and an accident that will tie up your commute. the beltway itself open for business as you travel through silver spring. no problems reported south on 270 headed for the lane divide. easy commute as you head out to the 14th street bridge. northbound i-95, traffic already slowing in woodbridge coming across the occoquan. that's a check of your fox 5 on-time traffic. v-d.o.t. is working to make thanksgiving travel a little bit easier through the commonwealth. temporary lane closures will be lifted across virginia trying to cut down on backups. also look for 24-hour traffic information on v-d.o.t.'s web site to help you avoid traffic congestion. metro says it will have extra buss on stand-by for people going to dulles or bwi. metro will operate on a sunday schedule on thanksgiving day and a regular weekday schedule friday. the agency says it will be ready to add extra trains on sunday if that becomes necessary. checking sports headlines, the caps traveled to new jersey last night on the heels of a two-game losing streak. first period, devils already up. new jersey would then add more goals including one on a penalty shot. caps get shut out for the second time in a week. caps have now lost three in a row. minnesota vikings come to the d.c. area to face the skins this weekend. there is the vikings disappointing 3-7 record. and brad childress is out now. what does it all mean?
