Thats a check of gox 5 on time5 on time traffic. A news alert out of prince r georges county where thousands of residents will soon be left without water. R. And major water main in the n area needs to be repaired, and a to make matters even worse, thi, is all happening during a heatwave. Fox 5 Melanie Alnwick is live in maryland with more on thison morning for us. R good morning melanie, goode, goo morning. Reporter good morning, sarah an d allison, yes, wsc p out the notice around 9 00 lastt night, and for residents here i the part of Prince Georgesince county that is going to be affected. Those who got the notice, they, swung into action this morning. Were here at the giant in campp springs, and i can tell you that anybody going into the storehe right now hoping to get some large containser of bottled bote water, its going to of wait a little while. Those shelves inside are almost completely gone of the largelare water. We can only assume that giant will be able to make some calls and perhaps bringer larger truckloads later on in the day. E the Business Inside the this th area, really caught offguard just as much as the residents as well, especially hearing that everyone may be out of water for at least five days while they get into the water main and get to it and fix it, before it bursts. Here is a look at the communities, that wsc says theyh are pretty sure right now are going to be affected by the water shut off in order to fix the pipeline. Pipe morning side, hillcrest, camp springs, temple hills and oxen hill, including joint base andrews, and the national arbor. Here at the giant at camp springs, the doors opened at 6 00, and there were shoppers waiting to get inside. The stores didnt get muchmu warning themselves to bring extra supplies, and customers were glad to fill their cartsthr with whatever they could get. We talked to some team who weree buying for as many as 10 people0 in their household. Not only are they having to fill their cars, but its putting a dent in their Monthly Budget as well. The 10inch water main break is back in a forest area. Its a major pipeline for them to get their water. Theres no other ways for wsc to route the water around that pipe. They say signs of trouble began on friday, wsc says it is Monitoring System detected a lot of wire breaks in the country ay sign that old main is about to burst. This pipeline has a contract number from 1965, which means it went into service then or shortly thereafter. So its been in service for a while. The pipelines have been serviced for a long time, so they areare old, but theyre not as old asod other pipes that we have in our system. When we inspect our pipelines, we find at anytime we go into them, we have maybe, a problem with 2 of the actual pipes. It is that 2 , though, causing a major problem here for residents in the southern part t of Prince Georges County. Once the water is shut off to begin repairs, we expect that to happen some time around wednesday, engineers say could be 10 to 15 hours left in the system until they can make sure that the repair is done and is good. Here is what you need to know. As far as stocking up on water. 12 gallons per person in your household per day. Old if you are stocking up for yourself, 10 gallons of water on the upper end. Make sure that you do that for r every Single Person in your household. You want to store it in clean containers or storebought water, airtight, food gradee plastic containers. You want to make sure you stock up for your pets. Fill up your bath tubs with water that, is what you want to use to flush your toilet. And make sure you also check on your elderly neighbors. Emergen say that they are prepared and ready for this. For we dont believe that any the hospitals outside of this areatd are going to be affected by this. There arent any hospitals righs in this exact area, we know that wsc is going to be out near thee location where that pipe is. Theyre going to have to cut some trees and build a temporary roadway in order to get backback there, but theyre trying to act with urgency, because they don want this pipe to burst beforebu they can get to it. Back to you, guys. Guys melanie, thank you so much. Coming up in our next hour, were going to sit down with the spokes pan from wsc with a closer look at the problem andm how people affected should start preparing for the massive water outage. Newly acquitted of the seconddegree murder of teenager Trayvon Martin. What will help decide whether he will face new charges and char whether he will have to fight aa civil suit from the Martin Family. Joining us is u. S. Assistant Russell Duncan currently a partner at russell rogers. Thank you for joining us. Were seeing a push after a f call for the Justice Department to step . And indeed eric holder has saids that he will look into that, what case would this possibly be, in your opinion, how farfar would this go. It would be very difficult for them to bring a case against mr. Zimmerman under the civil rights statutes. Those are for the officials who act under the color of statestae law. He was acting as a privateprivat citizen, not as a private sint citizen who was using goodgood sense. You have to show specific intent that mr. Zimmerman intended toe attackto mr. Martin because of s race. That is the tricky thing, because race was essentially ese taken out. Difficult perhaps are to some te understand how you can get inton the mind of someone, gut the fbi, the federal government has come to the conclusion that race was not a factor. Or. And that also deals with any any sort of hate issues, correct . Correct. Orrect. That will doom a case that the federal prosecutors areecor trying to bring. O the standard that the prosecutors and the federal government is whether or not something happened that wasas outside the bounds of the law a the state trial, normally the presumption is the federal government does not come in and prosecute depend on th again one facts that led to the state acquittal. The presumption the federall government is against the is ag prosecution at this point. As far as any action from tho department of justice, what doe, you say . Say . Well, attorney general holdea has said he is going to take ate close look at it and he hashas experienced people working for i him, but the standard that the t attorney general holder who iho work for many years ago and whom i have a tremendous amount of respect for, the standard theyr have to meet, they have tohave believe that they can prove beyond all reasonable doubt atea the trialso that mr. Zimmermanmi acted with a specific intent too harm mr. Martin because of had i race. Thats a difficult standard. They essentially have to prove that that was what was in mr. Zimmermans mind and as and state showed it was difficult to show exactly what was his in his mid. Before we figure out whatou will happen next as sort of legal acts. Lets talk about theou prosecutions case, in a certain point we saw a lesser charge introduced there. Was your case in your opinionopo weak from the beginning becausee we had a party who couldntcouln speak for himself and we had a selfdefense question here. Your point is a right one. T its difficult in the situation like this where theres ones person alive who experienced all the events to show whatshow w happened. The prosecution, i thing was hamstrung from the beginningg because offr that, and i think k point you are making is anotherr correct one is that charging seconddegree murder, it was pacecally a reach. Basically a reach. If they would have focused on fe the manslaughter standard, theyt might have had a closer case. If you get the seconddegreethse murder and once that is notnot proved, the case starts to falll apart. We heard a lot about this stand 84 groun your ground law. My question to you, this is just a question as a bystander, whybn wouldnt this apply to Trayvon Martin as well . I think it applies to the Trayvon Martin. He hadtr the same rights to zimmerman under the law. The he had a right to be snait hee s was in. Wa he had a right to move freely in the city, and he would have the exact same rights. T same if the case had flipped around, mr. Zimmerman had been the one who had been tragically killed,c then mr. Martyn woul martin wou same defense. Sa it goes back to the survivinn party. Correct. Lets talk about any possibl civil action that the Martin Family might bring. Theres no indication, but this just happened over the weekend. What would you expect from the Martin Family . I would expect that theyth would consider it carefully, bu, the difference in this case as opposed to some other cases, like perhaps the oj simpson caso is that mr. Zimmerman doesnt. I have any assets. They would depo through thethe spire process, they might end up finding a standard of liability which is a lesser stand for a civil case than for a criminal case, but the end of the day,da, they would be left with that th verdict. They would have to relive the tragedy. Had he would be subject to thet crossexamination and the rigort of the trial, and theyio wouldth have to make a decision on whether or not they would want to go forward with. With that even though the standard id less e its still a question of did it happen or didnt it happen . On one set of facts, the juryjuy has said it did not happen thehn way the Martin Family would like to have had it come out. Out. Would George Zimmerman be zim compelled to testify if they did go to a civil case. He wouldnt necessarily besay compelled to testify at the t trial, but he would be subject to deposition, and he certainly could be subpoenaed to testify, whether at that point he might want to claim a 5th mendment right, if he Justice Departmentt is considering the case, he ca would have that option. He would be required to appear to testify. Teif the final question, from thei beginning we said that the prosecutions case it was just a really hard case to bring, might George Zimmerman decide he would like to sue the state of florid for what has gone on in the last year and a half of his life . Lie again, that clearly would bel an option he could consider. I would be surprised if he would want to do that. Again, that would minute he meae have to relive this. He has been acquitted, he has been found not guilty, which means he is innocent, but he can go with his life at this point. N Russell Duncan, former du prncosecutor, and former u. S. U. Assistant in the u. S. Attorneyn office, thank you for joining us. Thank you for having me. Me. Sarah, back to you. Still head on todaysys talkers, a different kind of president ial declaration. For more on this, we are joining with andrew, spokesperson forsps the wsc water authority. Good morning. Good morning, to you. Of course, lets get this out of the way. No stranger to any of us, rj so happy to have you with us inus this capacity today. Lets talk about the timing on this. I know you didnt know mother may turfs going to be may nae was going to be making it really hot. Timing is not your friend, we would rather be doing this at a different time but the pipepipe dictates what is going on. The concrete pipe started getting kinks or snaps from the afo Monitoring System that monitors what happens. Hat ha when these pipes begin to fail, we start getting more snaps on more frequent basis and thatand tells us the pipe is ready toisy go. We are having to take steps toto take that pipe out of service, and that is why were letting people know in advance that thet should be stocking up on water today. If they have friend and family in the area, they may considercd going out of that affected areaa and getting water, maybe spend d couple of days over there, too; and stock up. Up. We are giving people an opportunity to do this, and at, the same time, were also filling our systems to capacity so that when we do take thisthis pipe out of service, and there no more water coming in, thatin, were able to make the water wea have in the system last longer. Now this is this particularpa area of Prince Georges County, the rest of the system is not affected. I want to clear one thing, people wont be out of water this afternoon. Aftern there will still be some inso the tank. Tank. There will be water there, atr what is there will be there, and when we isolate the pipe, thatp, is when we really want conservation efforts to kick ink to make that last longer. Long particularly for fire protection. Because were responsible for that, too. That we need to supply water to theto fire department. After we turn that pipe off essentially, 12, 14 hours of water left, maybe longer, if, people really conserve. And then, we will take several days to fix the pipe. And its very likely that of off tens of thousands of people will be without water for severalseva days. We dont know exactly how many days, but it will be two or three days. The timetable is whenever you get able to get done at thisthis point. It is. Well, let me ask this. So when you knew that the pipe was going out. Our Melanie Alnwick is out there, talking to folks ands an getting the water off the selfs. The timing of on this, wsc when did the agency know in relationn to when people are told to start conserving. We started getting a fewfew pings from the pipe on july 12 and its how many pings in how short of a period of time that suggests how fast the pipe is going. Over the weekend there were no pings, and were up to about 30u and this is suggesting that thet pipe is headed that way. We said, this is going to happen, how can we make itit easier on people to stock up on water, because we know this isth going to fail. If we can hold off and give people a chance to get ready, a, opposed to, let turn everythingt off, and everybody depose, what, we had no warning, we couldnt stock up on water. Water. We think were doing this theths best way, you know in a bad set of circumstances. Its a horrible time to do this but the pipe deck tates what wes what we have to do. The businesses what do they do . They are in the same boat as everybody else. Ybody theres an Economic Impact. You have a business that needs to have Running Water to stay open for business. F you have a problem. New Research Shows thatarchs people who did he lay retiremen have less risk of developing alzheimers disease or otheraser times of dementia. Dement dr. Joe has more on this research, and dr. Joe joins usis live from tampa this morning. Good morning, and tell us aboutb this new study. Good morning, well, yeah,ll, maybe this makes us feel bettere if we have to work longer in our lives, this particular study, was done in france, 400,000 people and they found that those who worked to 65 had a 15 ty 15 crease chance of developing dementia. They found for every extra year you worked there was a 3 ty crease in the risk of de decrease in the risk of dementia. This on average in france they work 35 hours per week and gett about 35 days off. S i dont know in that was correlated because these werewe Civil Servant people, people who had jobs like bakers or shop keepers, maybe we need to factor all of thi that in. I found this particularlyrtil disturbing, talking approximate fish oi aboutfish oil and howo much and if it is too much, could it lead to Prostate Cancer in men. I think a lot of people aree shaking their heads about thist one. I talked to the researchers at length. They said this that this particular study correlates wayl couple of other studies that were done. When they found that there was an increased risk of Prostate Cancer in men. N they measured the blood levelsod of men who were in their 50s 5 and they followed them overtime. They found that those who have the highest level of fish oil in the blood stream, that couldre, have come from eating fish or a supplement, increase their riska of Prostate Cancer by 40 and an that a depressive typ aggressive tainprostatecancer. Ancer. Its the opposite of what could happen. Fish oil is antiinflammatory and cancer is stimulated by inflammatory chemicals in our body. That deals with Prostate Cancer, what about women . This didnt look at women. That wasnt a part of the study, but there were two other studiet as i said before, there was ones in europe where they saw the aggressive tumors at a increased risk. Increa this is only one blood sampleooa that is tang. The industry, the supplementpple industry is saying, this study was not number onety signed to o look at fish oil, and the researchers are saying the men who had more fish oil in their blood stream were more likely te get their prostate checked and get diagnosed. Theyre looking at a mechanism of action that might actually cause this. Finally dr. Joe. We look to our wasteland to seeo whether we are healthy waistline if we are healthy or not. What is the skinny on fat andt pardon that. On they are look being deep inside, and looking at the deep visceral fat. Vier they found in you have the deepe visceral fat, it does increase your risk of cardiovascular disease, but also cancer. But the subcutaneous, fat, thath fat we have under the skin, the cellulite fat, didnt have any correlation. The waist size, and bm i and added a new demention and could predict better your risk. So do what we have been doing, exercise, eating rightrit and just keep moving, right . Yes. Thank you so much, doctor joe. Absolutely, thank you. Have a good day in florida. A. You, too. Excuse me. Wisdom, over to you. All right, okay, allison, thank you so much. Searching for answers, a glee star death remains unclear even after police speak out. T. Probation revoked. It was at one time lost island,s and from there it went to to be called lords island, when the Lord Baltimore held it. It and from there it was called barbados. This is an interesting store event apple is investigatinginvg reports in china that a woman died while being electrocuted while trying to make a call with her iphone 5 while it was charging. This is has a lot of peoplepeope talking especially iphone users, and here to give us a perspective on this is doug a free lance Technology Writer. Wr thank you for coming in. Cong this is making rounds. A lot of buzz about this. Th its sad, its strange, it doesnt quite add up to, though it doesnt quite add up. The iphone charger, if you look it only outputs 5 bolts. If you have ever had a pleasure of touching a house wield wire,d that is what you get on an iphone. What could be, theres a lot of counterfeit chargers, peoplepe have taken them apart. Apart. If you crack open an apple charger, its well designed, bud a lot of third party stuff maybe not so much. Not so if you had one of those and taken some damage, then bad things might happen, but i thinh the story with have seen so faro is not the whole thing. I dont think its dangerous toa use an iphone or any other phone while its charging. Ch this is clearly not the apple product charger, something you may get in another store or thee street. If you have been to marketseo in china. Theres a lot of stuff thatff looks like an iphone but isntut the real thing. Really with the story making thmae round like this, and peope starting to hear about it and getting all of this buzz. Should they be concerned about this . I took a bigger risk walkinga to metro this morning. Im not worried about using my phone while charging. If there was a danger, there would be a lot of Technology Journalist dead, because we are always charging our phone. Ph talk about the technology, its apparently a small amount of electricity. If you have ever plugged an ipad, to an iphone charger, ch its not charging, and it charges really slow, that is why. But even the ipad charger, which charges 10 volts that is h not a lot of juice, either. Is there anytime that we should be concerned about plugging these phones up, ask use them, is there anythinge other than the fact that we shouldnt get the third partypat charger, but anything else in there that is dangerous. Dangerou probably not a good idea toea charge it while youre in the bath. Under the obvious category, right . But other than that, not an issue. Issue. The Technology Journal did get shocked by a cheap phone the other day. I think theres more to the story. I feel bad for the peoplepeop involved, but i think its nots the iphone or iphone charger. What did you what was youo reaction when you heard thehear story. What in. Pretty much that. Y much its not really possible. But you know Science Fiction has been telling us for years ye that our devices are out to kill us. Theres always this worry, mayb, they were right. I dont think that is the case this time. Apple is investigating, every time a claim comes out, theyth have to investigate something. How long do these investigations take, how long dg they normally take and then theh found what the problem is . S . Good question. One example i can think of. Theres been a few cases where h the batteries why stalled. They get into run away state ant they can catch fire. Re. You remember boeing had the th problem with the 787. 7. That was an involved investigation, but nokia had a few phones, but a cheap battery with the tolerances be but its a couple of months, you have to go through production records, who supplied what components. When was it made. Made what was the conditions like in that factory. Not a quick process, not, itnot, looks fine to me. Last question before we go. How can you tell if you got anyy issues or potential issues either with the charger or the phone that may lead to some kind of danger . I think with apples charger it would have to be physically damaged, like bare wires, orres, maybe you took a hammer to it. Other than that. Oth its made of strong stuff. All right, thank you veryha y much for coming in. We appreciate it. Allison, back over to you. To all right, wisdom. A lot of people worried aboud that one, good to hear that. Tha.
