minute. let's check out the traffic with julie. all right, a lot is happening now. we're receiving word of an accident involving a tractor trailer tieing up the commute. that puts it south of this area. the sky fox is in route to the incident. coming in and out of the area, no trouble in and out of centreville. the lanes are open. this is a crash near 123 and it's cleared near the shoulder. julie, thank you very much. we're following a story out of a town in virginia. people in culpeper are shocked after a woman was killed by the police. we're live in the news room with details on what happened. >> good morning, allison and tony. the police officer and the woman got into a confrontation. what happened next remains unclear. it happened yesterday morning after what the police described as a physical alternation. the officer shot and killed the 54-year-old. the witnesses told a local newspaper that the officer was talking to the woman and he warned he would shoot. the officer is placed on administrative leave. the virginia state police are investigating and won't confirm how many times he was shot or what prompted the office i [computer difficulties] a big honor for three county police officers. they'll be awarded certificates and letters of accommodation. well, another big story making head lines, the enormous mortgage settlement. aide to struggling homeowners is on the way. that's the deal between the banks and the governments. now, there are big questions this morning over who gets a piece of the money. >> these negotiations took more than a year in that time, lenders slowed the pace of foreclosures, now, with a deal reached, the home seizures may be on the rise. with the shadow of negotiations limited. the realty track says that the settlement between five big banks and the -- obama administration may result in a wave of home foreclosures. foreclosures that should have happened last year will happen this year. the deal makes a recovery more likely. president obama touted the agreement saying that america's biggest banks will now provide relief. they'll measure some measure of justice for those who are victims. >> reporter: to help over 1 million homeowners, $17 billion will be used to lower the mortgage principles. $3billion to be used by banks and $5 billion in payments of $2000 will be compensating for servicing errors. >> those are steps that help the housing market recover. the benefits to the very institutions themselves are enormous. >> the deal doesn't do enough. it sounds good on paper. it's really false. this covers 10% of the mortgages in the country. >> the amount of the settlement could grow. in washington, nicole colins, fox news. the republican candidates are making speeches in the district today. three of the hopefuls are addressing conservatives at their annual meeting. ron paul will not. rick santorum and mitt romney and newt gingrich will speak today. the big event of the conference will be a straw poll this weekend. ron paul won last year. >> today, president obama will sign the last piece of legislation sponsored by gabrielle giffords. the bill gives law enforcement greater authority to combat war trafficking on the border. gabrielle giffords will be there for the signing president obama will also attend a campaign event this afternoon. monday, he'll unveil his 20 is budget in northern virginia. now, it's 33 degrees. sandusky heads back to court. we'll have a preview of the hearing. and tempers are boiling over a new rule on contraceptive coverage. and caps home complained he's been watching children play from the porch. a top aid of gabrielle giffords is making a play to fill her seat. ron basher -- ron barber was her director and he was asked by gabrielle giffords to run for the seat. special election will be held in june. gabrielle giffords handed in her resignation last month. it's 7:15 and it will warm up near 50 today. >> yeah, a nice, mild day. it's friday and we'll have a nice afternoon. the clouds will move in and things take a turn towards the wintry later on tonight. it's a weird shift. >> well, the 50s will play into the mix. that will be mostly tomorrow and right now, we're not thinking we'll get a lot in the way of accumulating snow. the temperatures will be too warm. sunshine is starting and clouds are moving quickly and there after. you can feel the moisture to the south and the west. that is combining to create the low pressure off of the coast. that's something we haven't had a chance to talk about. we've been fortunate, if you don't like winter storms, we haven't had much of that. this is sliding off towards the north and east. at the same time, we have a cold front towards chicago. exactly, how all of the parts come together will determine the weather we'll get. right now, we're thinking rain transitioning into the wintry mix and daytime hours. we could have light accumulations north and south of the city. right now, 33 degrees. cold start to the day and heading up to dulles. rain showers tonight transitioning to the wintry mix. temperatures plummet late in the day tomorrow and makes the wide receivers better that are average. this offensive line will be better. he gets rid of the ball quickly. people are saying, he can coach. mike did it with oleway. another aging quarter >> more conservatives than you can shake at stick at in washington now. they're concerned about the current crop of candidates. everywhere i go, most people say -- who are you going to support and they're not sure. today, it's a big day, they get to hear from candidates. we're not sure if ron paul will be there in person or online. the big issue is who's the best guy to beat president obama. right now, they're not sure. >> right now, putting on your political hat if you would like. i would like to ask your opinion of this group. we have a mormon candidate, a man who's been married three times. >> well, when you hear about ron paul, you hear bla, bla and they're not connecting and then, you have mitt romney, he has great presidential hair and his policies don't jive. if i was newt gingrich, i would have gotten up there and said, you know what, mitt, you've had more positions on issues than i've had wives. >> what about santoruming. >> well, ultimately, republicans vote on values. values matter and in new hampshire, mitt romney said that electable trumps principle and belief. people aren't sure if they can trust mitt romney now. quite frankly, his policies mirror president obamas. people are wanting the antiobama candidate. the flavor of the day is santorum now. >> this book is a play on something that president obama said. can you tell us about the title? >> well, in 2008, president obama was on the campaign trail. i was traveling with them. i said, i'm a gun together chicken eating man and i'm not bitter. my whole family does that and we're not bitter. i wrote the book and found out if people are really bitter americans. people are clinging to their guns and religion. they're afraid that the government is going to take it away. you had an i tiffany, tell us about it. >> i've never been to new england before. folks in the south, we have an impression of yankee country. when i cross the state line from boston, i saw a sign for cracker barrel, i saw pick up trucks and folks talked with an accent and that was a nascar track. i thought i was in alabama. you talk about culture and wealth. you take a humorous look. what do you think at the end of the day? >> i think it comes down to class and culture. it's a combination of things. i live with brooklyn. which is funny to think about it. >> well, it's a hoot. we had a big block party and i bought rush limbaugh's ice tea, no one talks to me now. >> well, it's great to talk to you. you're going to sea-tac for a book signing?
