and house speaker boehner each speaking to the nation in prime time. the president says that raising the debt limit should not be so tough. >> president reagan did it 18 times. george w. bush did it 7 times. and we have to do it by next tuesday, august 2nd, or else we won't be able to pay all of our bills. >> reporter: conservatives say that's the problem. each time the debt limit has been routinely raised and, each time, the debt soared. >> the truth i that the president want add blank check six months ago and he wants a blank check today. this is just not going to happen. >> reporter: congress is now working on a republican and democratic plan, both calling for spending cuts and no new taxes. the real sticking pound may have to -- the real sticking point may have to do with the calendar and one date, november 6th, election day. the president wants a longer date so he does not have to wage an unpopular fight as he seeks a second term. >> there is no term by putting the economy at risk by kicking the can further down the road. >> if august 2nd arrives without an agreement and the economy tanks, polls show that republicans will pay a higher price with voters. runaway spending,they say, must stop. >> i have news for washington. those days are over. >> reporter: despite the pest civil about reaching an agreement, things have been relatively steady. republicans have scheduled a meeting without democrats, set for this afternoon. >> audrey, thanks in his address, the president called for the people to contact their congressman. but when people tried to do that, websites on capitol hill actually crashed. not every member of congress was affected and they all seem to be working fine this weekend. not clearly if the call by the president to call congress made the websites crash. the f.a.a. came to a grinding halt when congress didn't pass a reauthorization bill. as a result, contractors were told to stay home and about 4000 f.a.a. employees were told not to come home. >> the easiest thing to do is for congress to reauthorize this for the 21st time. they did it 20 times. >> but he says that security and f.a.a. controllers are not affected. the post office is reviewing 3600 post offices to see if closing them will be a good move. most are in rural areas. last year, the u.s. postal service lost $8 billion. a followup now to a story we have been following for months. dna may link a so-called east coast rapist to another assault in maryland. airport thomas' dna has been linked to a 1999 rape in greenbelt. authorities say that thomas is linked to more than a dozen attacks from virginia to connecticut dating back to 1997. police say that they plan to file new charges if lab tests confirm a match. police in fairfax county are searching for a suspect who attack add woman in fair fox mall. the woman was shopping around 5:30 yesterday when she was distracted by dropping a package behind her. she felt a pain and she realized she had been cut through her jeans. the suspects in earlier attacks were hispanic males, but no description in this attack. you heard of flash mobs, we are talking now about flash robbery. this happened in georgetown mall. you will only see the story here. >> reporter: we have seen it happen before. april this year, more than a dozen teens hit a dupont circle clothing store, overwhelming customers and workers, walking off with dozens of merchandise. security cameras are rolling but they don't care. >> they come in here and do it so fast, a matter of second. probably this here today, i would surmise lasted maybe 20 seconds. they go in, distract the employees, grab the merchandise, they are in and out. >> reporter: this lieutenant refers to in this victoria's secret in the georgetown park mall. 2:00. three young men, three young women walk sing baby strollers and shopping bags. they loaded up and split: we have some information that they may be using some of the social media, facebook and twitter, that type of thing to schedule an event, if you will. >> nearby shops report similar instands of crime. strollers are often used and the art of distraction. >> these folks had children. there were two strollers and one little boy running back and forth and really making a lot of noise. >> reporter: within moments, the group of five to seven were gone, leaving behind a lot of empty hangers many. >> after councilman catania says thomas should step down. there has been a violation of the public trust. there has not been a repair with the settlement and he should leave. >> thomas says that in the agreement, there is no admission of wrongdoing. council member mary shay also called for the resignation. there are many carnivals going on around the area. what you need to look for before your kids suffocated when the device collapsed. there are industry standards for inflatables but in most cases, they are voluntary. consumer unions have asked for more safety. >> they require permits and lower inflation when the device is set up at public events. >> if i won't put my grandchild on it, i'm not going to have you put your child on it. >> these inflatables do leak air. make sure they are completely closed. >> and electrical cords. >> let me get you to stretch it out, run it a couple of times so it won't be caught up. >> most importantly, he checks to make sure that they are anchored down properly. >> i have seen some where they don't have any sand bags to secure the device to the ground. >> in states that regulate inflatables, operators can get a sticker like this. you can find them back here on the blower for the device >> since most states don't offer that deal of approval, consumer unions warn people to be their own inspectors. we would urge parent and care givers to treat the inflatables the same way they treat others. there is still an en. of danger involved and parental supervision is still required >> especially at events like birthday parties where deny fresh herbs anymore. they are available from your farm farmer's market. the program is about teaching people how to get fresh food back into their diet. it is easy to grab a candy bar or a health bar. we want to embody getting fresh fruit back into your diet. we really promote the community gardening because it brings everybody back to the community table. that was something that the program wanted was to get people back together again. >> well, it helps people, i think even children as well, if they know where the food is coming from, rather than it comes from the store. do you think it gets kids involved a little bit more? >> some of my fondest memories coming up are fromsewing seeds as a kid. if i can bring that pac to children now and if they could have the same memories, maybe it
