allegations against republican congressman blake fair told of texas. live tonight from capital hill, marina maracco, fox five local news. >> fox news has learned the department of justice is launch ing an investigation into planned parenthood. the doj has sent a letter to the chairman of the senate judiciary committee asking for unredacted records from the committee's 2016 investigation into planned parenthood and the potential sale of human fetal tissue. the records would only be provided if a letter was sent asking for the records and assuring that they would only be used for investigative purposes. congress passed a bill to avert a government shutdown at least until december 22. the temporary funding bill passed mostly alo white house indicated the president will sign the bill. the stop gap legislation is aimed at giving negotiators more time to settle the budget differins. any increase in pentagon funtding must include funding increases for other domestic t programs. when the new mississippi civil rights museum opens president trump will be. the georgia congressman was initially supposed to speak during the event but declined. he said the president's hurtful policies are a bee betrayal. women immigrants and nfl players who protested during the national anthem. new tonight, nearly three weeks after a deadly incident in fairfax county involving u su park police family and friends are remember ing the life of bee sang gay sar. the 25 year old was shot and killed by us park police after allegedly leading them on arlington. fox5 a's corey coffin was at the lincoln memorial tonight where hundreds gathered. a friend of the family tells me that the lincoln memorial here is one of bee san geyser's favorite spots which is why they chose this area to hold this vigil tonight. original rv sp's on the facebook showed about a thousand and more and more community members continue to compile into this area hold ing candles also and signs of pictures of bisang's face. this all began on november 17 according to the fbi who has now taken over the case the 25 year old was involved in a hit and run in alexandria and he allegedly lead police on a chase that ended in fairfax county with a chase. it was then that his family say he was shot in the head three times by a us park police officer while in his vehicle. authorities have not confirmed whether geyser was armed. his family says he was not. fair provided backup in the incident and this week we just learned that the incident was captured on the dash camera. so there is footage from that night, that video, though is not being re leased in this investigation. out here tonight things were very raw, very emotional. even though the family was seeking answers from the investigator rings tonight was about honoring his life. his sister spoke to the crowd as to did did his friends. he was so full of life. we used to joke that he actually swallowed a microphone when he was younger. he was passionate about everything. he was caring. he was kind. he was so fun and he loved to debate. the memories i have with you will always follow me on my way. this i can promise. no one can take them away. this heart. no father, no mother, no sister should be there to witness such a tragedy. as we mentioned still a very emotional night out here. we're hearing many people in the crowd crying as people gave testimony as to bee sang's life. we're even seeing shirts with the hashtag we are bee sang. there's still so much more we need to learn in the investigation, including the officer who woman who went missing several years ago. pamela butlers was a federal worker who vanished from her northwest d.c. home in february of 2009. earlier this year her boyfriend jose rodriquez crews admitted to killing her. as part of a plea tell detectives where he buried butler. tomorrow a limited portion of if 95 lanes in stafford yowpt will be closed at 10 a.m. will virginia state and d.c. police search for butler's remains along wooded areas along both sides of 95 and nlt medians between north and southbound lanes. it is already day four of the new i66 tolls and many of you are fed up yesterday and today. but according to virginia lawmakers, northern virginia is they now want to cap or even scrap the cost tosmght tonight critics met with norn virginia transportation commissioner in arlington hoping to propose a resolution heemplet in case you're wondering, the commission they received that toll revenue and in turn turn over that money for new buses and other transit option. well, the commission decided not to take action on this issue tonight, but there were still plenty of people riled up about the toll cost. loudon supervisor ron myers says for him in addition to pg contact the tolls at $5 he would also like to see the hours changed for when drivers are tolled. i know it's only four daze. but this wasn't what was told to us. we have two and a half timeframe where people are getting tolled now when it was restriction free before and those are a lot of people who are working hourly jobs coming between five:30 a.m. and 6:30 a significant toll to get to work every morning. they're taking routes in arlg to be. they're taking dw park parkway and those routes have been atrocious. if you take a closer look on your screen there, vdot release some data here showing the average total round trip costs on monday during the morning and afternoon peak rush hour which is 14.50 as you see. that's not bad. toy .25 each way and after all it's less than 17 bucks which is what vdot pro jected back in 2015. accord ing to critics as they pointed out that average total round trip cost doesn't paint an accurate picture in this case because it includes whether you drive one exit or you drive the whole entire portion of the 9 miles of the tolled portion of i66 there. so again, bottom line here in this case state and a local lawmakers are for vdo to to either cap the costs or reconfigure the costs altogether here and we're told that the state transportation secretary will meet again in about 30 days to discuss the toll and once again in 90 days as well. we'll keep a their guns at each other. one woman was grac ed by a bullet. one of the gunman was taken to the hospital . both gunman were ar rested. a judge sentenced former south carolina michael sleighinger to 20 years in prison for the fatal shooting of an unarmed black mail man. he shot and killed walter scott's was rubbing from a traffic stop in twieft. he pleaded guilty to violatings scott's civil rights during tier fm moments in court several members of scott's family said they forgive the officer and are praying for him the wild fires are still ravag ing southern california. in fact, within the last hour we learned the fires destroyed 400 homes. in two people were burned and thousands of people are still under evacuation orders. adam housley has the latest tonight from the front lines. >>reporter: right eventless winds lead to another intense fire overnight across bone dry southern california. besides the wipped and the low humidity the air quality remains very poor here. we're at the front of the thomas fire. we're roughly 30 miles from where it started as it now threatens the town of carpetry a and roughly 13,000 people who live here. there are four fires burning in the area. the screw ball fire in the bell air. the creek fire north of burbank, to the northwest is the right fire and to the west in ventura a county, the thomas fire which burned its way toward the pacific ocean. flames jumped lanes and temporarily some 50,000 people were forced to flee. we're just kind of waiting and if the wire crosses the road over here we're probably going to wet down the roof, spray it down and do a couple other extra things, put the sprinklers on. everything is here. we got out with the dogs. april now the painful part for dozens of others like darlene jordan who came back to a pile of rubble and ash. i'm just greatful that we're now okay. we have to start over. helicopters navigated the winds as they tried to con contain the fire over la's ritz i bell air neighborhood. the smoke from the different blazes closed more than 2350 schools in the los angeles area, the fire threat and the winds are expected until continues until saturday. there was no wind. it allow theft team has been in place here for the past four weeks now as part of this christmas season and they say that this year criminal activity is up. so over black friday weekend four women from new york were arrest ed by tyson's corner cath team. they had more than $29,000 in stolen property from at least three different stores police believe that they are part of a larger crime ring. just this week at the springfield mall two other women were arrested for theft and having drugs in their possession .s that arrested on an outstanding all the detail that we have in those team took me behind the scenes to show us the lengths that some of these criminals will go to. this in virginia is a felony. it's a little metal hook that you go in for certain types of sensors and it's what goes in the side to separate the sensors . we arrested one girl who was waiferg it as an earning . this box here is a felony in virginia because this box has been lined with aluminum number foil. someone can take a box like this in a bag, go into a fitter with an item with the sensor on it. place it in the box. the aluminum foil blocks the sensor receptors in the store. some even go as far as to line shopping bags with aluminum foil. the christmas anti theft team has recovered counterfeit cash as well. they've recovered more stolen season. there's been a large increase in stolen fraud, stealing items and then returning them for cash back. credit card fraud, second lieutenant riddle shows us the massive amount of fraudulent credit cards and gift cards collected over the past four years but so far this season there have been no active cases of credit card fraud. it seems the new chips on our cards are wrk working. but that has thieves going back to old school , back to pick pocketing. we have seen more cases of individuals where they get their bill folds stolen out of their purse or a gentleman gets his wallet lifted. there have been at least three cases this holiday season where women are out to ethan they're targeted from behind. they have their purse hanging from behind it, so they can't see it, someone behind them, grabs the wallet out, able to access the credit cards and then slips the wallet back in time. sometimes they don't even know. sometime they go and remove the second or third credit card, not the top one. so even if you go to pay the check, you usually keep the card you use most often on top, you may not even notice. they say the best idea is to keep your wallet, your purse in front of you at all times so you can see what's going on. and the other big tip we always talk about this, but leaving items in your parked cars. they are another seeing cars broken into in the lots and people have valuables right out there on the seats and they're visible. sometimes the cars are even unlocked. just important reminders here as we head out shopping and check off all of the items on the list. >> the parents of allege loudon county serial killer donaldson receiving a warning snowing it will also be above freezing. this may be a case where if we see some accumuti elevated surfaces such as bridge s a and roadways so heads up for that. we start with a look at your weather headlines. today not a bad day, but tomorrow it's a cloudier day and it's a little colder on our friday. we may only see the high temperatures in the upper 30s to low 40s. that et cetera s the stage forth possibility of some snow around here by primarily early saturday. there is a little system that will start getting into southern maryland tomorrow. by the way there's a second chance for a few more rounds on saturday of a separate system. two chances for some snow. sunday looking even colder. the system that brings you the saturday night flurries is a reinforcing shot of colder air that is starts to develop and ride up the coast and as mentioned yesterday this looked more of a waive. today it looks a bit more a.m. if id. that sharp cut off between snow and and no snow is getting closer to d.c. so the 95 corridor may see our first flakes and maybe our first accumulating snow. that would be primarily during the day on the saturday. let's compare a couple models and then i'll throw out little snow to shinning teeing and then east of richmond. you're real close to a little bit of snow. that's tomorrow. it doesn't get into d.c., though. friday at 11:00, everything is still south and east. we've got clouds here. but at eight in the morning our rapid precision model on saturday trying to get it closer . that's in to charles county. by the noon hour it gets it just to the beltway and then it starts pulling away. that's one mold. let's compare it to the very important euro modern, the european model that so many people pay attention to it. snow getting closer to ocean city, but it brings snow in here faster. 7 a.m. saturday . that's important because it would be colder and it could stick a little bit better and look at this, it take s it well west. almost to hagerstown at the noon hour on saturday. it's still hanging around at 6:00 on saturday. by 9:00 it's just trying to get across the bay. and that would you can see the second blast of snow coming across the mountains . i i am going to put in the green area. the possibility of a coating on grass up to two inches. i think the bulk of this will fall if the rpm model is ripe. farther west you get some snow
