"fox5" tisha lewis is live in southwest tonight with the story. tisha. >> shawn, officers here at this first district police station were a target for 38-year-old clark calloway according to the feds. here's what we know so far. he shared plans to attack police here with an undercover fbi informant. he popped up on the fbi radar because of his posts on facebook. and he even made plans to buy ak-47 to carry out these attacks. >> 38-year-old clark calloway was has bee inked federal investigators say he brought an ak-47 from an undercover fbi informant for $200. court documents indicate calloway wanted to start a race war against white and full blown attack at district police head quarters. he told fbi informant two pigs were shot in idaho. choose the bullet over the ballot. on anoter occasion he sxlaipd, but, yeah, just all-out assault on police police stations, any police cruisers, anybody just like offensive. and he goes on to say they went full force, each if they died. and in a violence filled ranlt he reportedly describes just bam, bam, bam, ambush and everything ain't no talking with them just got to go. this affidavit says the fbi began investigating him after numerous violent and threatening statements on facebook and apparently be iing state fighters and sympathizers and joined terrorist facebook groups and reportedly posted pro isis propaganda. and did speak with the d.c. police unit tonight they emailed us a statement saying -- thetic to isis. >> we apologize we had technical problems there. a shooting outside of a home in new carlton today. police were called here to coso court. when they arrived they found a man suffering from a gun shot wound. he was taken to the hospital. no word on his condition. police have a person of interest in custody than was no word if charges would be filed. >> new developments tonight in the alleged rockville rain case. prosecutors announced they dropped the rain charges against the 17 and 18-year-old teenagers accused of the crime. and "fox5" alexandra limon h more on how they reached that decision. >> this case blew up because they immediately assumed they were immigrants and as a result they immediately pay it. >> while preparing for a budget proposal the city government notice today was distantly over charming business the last few years using a tax rate higher than the taxt code allows for. with interest the city of mannasas owes $850,000 business owners. and split among them that will be average refund of about $ $500 a piece. business owners are happy at least those who don't live here because it looks like that cash will come from a new taichbl crease on residents. >> the city is stepping up to the plate. and they're coming out and letting businesses know they have been over paying and they're looking to rectify the situation. >> residents see it go up to they can pay it back. >> to technically my residency outside of the city of mannasas. >> ah-ha you reap the benefits of this. >> right, right. >> the city will have to pay back the amount of we over charge on the business personal property in one form or another. so, yes, the citizens will pay thatac government. so anything that we have to spend outcomes from the citizens. we made a mistake and we'll fix that mistake and move forward. >> the city council is expected to pass increase on what's commonly known as the car tax. and currently, each year residents here pay $3.125 per every 1006 the value of their cars, trailers and boats. and that tax would now june top $3.6 12k3w4r06789 i think they need to figure out where to get the money and from the people that have nothing to do with their mistake. and it's just i only lived here six months but it would not matter write live this is wrong. >> city should look to see if there's other places to find the money and if they can't find the money anywhere else i think as someone that pays the property tax on the vehicles i think i would be okay for a year if that's the amount of time to raise the funds to pay back the businesses they over charge. and then i would really have a serious question about what are they going to do with the monies in years after. this is raise of property. >> and it looks like that car tax rate hike would be permanent. the city council is expected to make their final decision on monday. so not much time to change. it youtube videos pranking kids and i children's mother. a custody hearing was held in frederick and the child's mother rose hall won temporary custody of two children are mike martin earlier this week. she asked for custody following public outrage over these videos right here of martin and current wife heather pranking children. hall says these videos say martin was abuse of his sons and during today's hearing he said he had custody of the boys because the children's mother had previously abused them. the hearing looingted several hours. we're still waiting for the judge's decision. and we havan camera footage in the district and public's right to see. it since last summer "fox5" asked to see the footage used in court to convict drunk drivers. the city's attorney general has refused to turn it over until now. and paul wagner that's "fox5" exclusive. >> our interest in the videos came last summer whether defense attorney told us prosecutors were using body camera video in court to cop victim drunk drivers and in his opinion they were game changers. meaning the old way of taking a case to ort court was over and the judge to see how a defendant was behaving. and when we asked to see the videos attorney general carl recine said we would have to get them from the d.c. employment. the statute as written says so he says. so we asked, and this is what we received. redacted videos that obscured faces and conversations, in effect, nothing close to the way they were presented in court. our stories caught attention coalition which sent this plea page let to carl recine in march and cited case law and detailed act of "fox5"'s request. after meeting with the attorney general he changed his mind. >> i took the position li listening to my good counsel counsel that we were not able to release that evidence to you because the body camera statute only allows mpd to do so. i tried to justify that on the basis of the law and candidly i thought you had the better argument on common sense. why? because the videos had already been entered into the public domain in court. >> as parts of our series exploring the issue, we asked the u.s. attorney's office for video used to convict a man accused of possession possessioning a firearm. it was turned over to "fox5" unredacted and fight toured in a story last november. after seeing tractor-trailer attorney general was not swayed and stuck to his position. government coalition presented our case. >> and once they came in and permanent aid clear argument to us, i asked a different team to take a look at this new, a team that had no history 'were not up investigated in our position an they came back and said, look, we think the statute is ambiguous and we can term it any way we want and let's interpret it with common really firing up there quite a bit. so we had a lot of power lines down today and a lot of flooding in various areas as well and you know, we just want you to be very caref kind of storms we h a few isolated storms. well, we might see something pop up tonight. i can't say it's over yet. we're having heavy rainfall moving through and this cold front continues to push way across the northeast. take a look at i 95 corridor of the beltway here we're seeing heavy rainfall as well. have not seen any lightning in this yet. i won't rule it out 100%. just as long as you're you aware of that. we had warnings in effect, flood warnings and that's the other thing. turn around, don't drown what we say. you can never estimate the depth of water on flooded roads and by ways and we have a lot of streams over nroving as well. do be careful on a lot of urban areas. here's a look at numbers for today. we hit 1.48 as far as reagan national is concerned and over inch dulles and 1.3 9d bwi. and wind were a
