We begin with the outage following a rape of a 14 Year Old Girl at Rockville High School. Two freshman, a 17 and an 18 year old remain in custody tonight. There are questions surrounding their immigration status. Fox5 has been reporting this story for daze. Today it prompted reaction from both Maryland Governor larry hogan and the white house. Why is an 18 year old man in a ninth grade class with 13 and 14 Year Old Girls . Why was his status not known to those folks why was he allow donter the country after they apprehended him for illegally crossing the border . Both of them. The president recognizes that education is a state run and a local run issue, but i think it is pause for concern what happened there. And i think the city should look at its policies. Coverage of h developing case with Lindsay Watts and marina maracco. Lindsay was one of the only reporters inside Rockville High School tonight at lindsay, i imagine there were plenty of fireworks. Reporter there were. This was a big crowd. If you were driving by Rockville High School tonight, you knew there was something going. The parking lot behind me was filled with cars and mr. Were protestors on this side of the street rallying against illegal immigration. No news cameras allow inside. Not a media friendly event at all. But we can show you some cellphone video so you can get a sense of how big this crowd was. Speaking to the crowd, the Montgomery County superintendent, a police detective, other School Officials as well. There was a presentation and then time for questions. One issue raised was the schools response to this crime and communication with parents. One mom said that this meeting happened five days too late. The superintendent blamed that on wanting to gather all of the facts and earlier today at a press conference he did say he regrets not being available sooner. The fact that the two teens involved in this were here illegally was also a that they were 17 and 18 years old going to school with freshman. At one point dr. Smith said this isnt a conversation about immigration, but about a horrible event. That got some applause. It also got sogers from the crowd. The person who was sitting in front of me was so arranged that he got up and left. There was a pamphlet of information given to parents at the meeting and i want to give you some highlights from that. The district wants parents to know that a Supreme Court decision prohibits schools from denying education based on immigration status. All people under 21 must be admitted to school under maryland law. Montgomery county Public Schools doesnt require information on students immigration status and they tell staff they should avoid asking about that citing the Supreme Court ruling. We asked people for their thoughts as they left the meeting tonight. Listen. The mood was simply cover our reputation. There were long speeches from the principal, from the superintendent, from others who re explaining why this could never have happened when it did, an ovens prevention is worth a pound of cure. You have young adult mails that really have do not have our culture and youre putting them in the same classroom as our 14 Year Old Girls and theyre saying theres nothing we can do about that . Sorry. I was glad that there wasnt a riot about immigration or anything having to do with that, that people asked questions and they were answered. I talked to more than a dozen students and parents and Community Members at this meeting and there really were a lot of mixed opinions. Some left feeling good, others not so much. Something else that we learned tonight. The superintendent said that there is now an intensive review underway on how to make students safer. Teachers are being told to take attendance several times during classes and to start to get concerned if they havent seen a student for five minutes. Smith the superintendent here at Montgomery CountyPublic Schools broke his silence five days after that Sexual Assault on thursday, last thursday at Rockville High School. And we caught up with him yesterday. We did so as we waited for him to leave his office and heres his response to one of the biggest questions weve been getting from parents. This was the response last night. Is there any sort of secondary alternative learning situation for a person like the 18 year old instead of placing them at a high school with 14 year olds. There are a variety of different english learner programs and other programs for older students. But as i said, i cant really speak to the and we asked the same question yet again today at the press conference. Dr. Smith im going to quote you from last night, our conversation. You said, quote, there are a variety of different learner programs and other programs for older students, but i cant really speak to the situation because its an ongoing situation. What you can speak to is that you had an 18 year old freshmannen rolled at a school with 13 year olds much was there an oversight and why was this adult not in one of those variety of other programs that you say you have in this county for older students . We have a great number of 18 year olds and 19 year oldsen rolled across all 25 of our high schools. And thats the point i was making to you last night when you caught me by my car. Why was this adult not in another program . To understand why not . This student was enrolled in the appropriate program to give him the services that he needed and he chose to all of the allegations. People choose to do very bad things. Mostly they dont choose to do them in schools, but sometime they do and that is horrible. Its unacceptable. Its tragic. But schools relative to the rest of the world are among the most safe places we can be in our community. Dr. Smith ultimately this happened during school hours on scoot property. Who is responsible . The school who committed the crime is primarily responsible. I am responsible. All of the people who work in Montgomery CountyPublic Schools are responsible. We all take responsibility for it. Its a terrible, horrible thing. But the student who committed the crime ultimately has to be the one who is responsible for what happened on that morning. And as a result of that Sexual Assault last thursday at rockville high cool, dr. Smith says there are changes coming. He did not say what when those changes will be implemented. He told us the cool system and the Police Department will review what happened. That certainly is an issue about how do we better ensure the safety of our kids in schools. You just this is such an anomaly really to have an incident like this in our schools that you could put i think more intense security procedures in place on the School System could certainly, you know, talk about that and see what more they could do. Maryland governor larry hogan praised the Montgomery CountyPolice Departments work on the investigation along with the maryland take it police. Developing tonight, police are searching for two critical missing girls. The she was last seen on saturday in the 4,000 block of sixth street southeast. Police are also looking for this girl, sha right a pink. She is 17 years old girl. She was last seen on friday in the 47th block of south street. Anyone with information on either missing girl should contact d. C. Police. The family of murdered dnc staffer setting rich is speaking out. They are now making a go fund page.
