have no justice. take a listen. >> murder. murderer. murdere murderer. >> reporter: it's a video shot by a corrections officer inside the prince george's county jail. what you just heard were the whales of a 49-year-old samuel shields screaming murder. the video was shot in june of 2014 but his widow released the video to fox 5 after she obtained it from the county. she alleges her husband was beaten to death by correction officers while he suffered a schizophrenic episode. earlier that day, shields was arrested for getting on a metrobus without paying the fare. in the video, officers repeatedly speak into the camera contending the detainee was combative and refused to put on his jump suit. what you don't see is what happened inside the room. you hear screams, eventually he's pulled up from the room unresponsive. nearly 30 minutes officers and e m ts perform cpr but ultimately he died. >> they just beat him. first they started hitting him to make a move into the room. there's sounds choking him, stepping on his chest, even told him they knew he had health problems and sprayed him again. officer acknowledged that he had health problems. something with that spraying him. you hear loud strikes. you hear him hollering murder. calling out jesus. it's unfair. they didn't have no remorse in here heart for anybody. this type of thing goes on in jail all the time. he only went there one day. i can imagine the people that are in there for years and life. i mean, he was a good person, it wasn't like he done fare. him and he would have never done that. i know the type of person he is. he would have never done that. i knew something had to be wrong. >>reporter: one year anniversary of his death, had us wife filed a lawsuit against the county for his death despite the medical examiner's office maintaining that shields died from natural causes. the officers involved in the incident were not charged. marina marraco fox 5 local news. . new tonight the race for the white house, the associated press is reporting that hillary clinton has reached the number of delegates needed to become the presumptive nominee for president. that is based on on a count of pledged delegates. it's important to note the delegates could change commitment before the convention next month in philadelphia. plus, bernie sanders is committed to remaining in the race right up to the convention. clinton's campaign you calls the counts an important and say they are looking ahead to tomorrow's primaries. tonight one person is dead and another seriously hurt after an atv ask accident in frederick county. police say it is illegal for those vehicles to be on the road and the driver crossed the line and crashed head on into car as it rounded the curve of the frederick county sheriff's office says the illegal use of atvs is a serious problem in that area. lindsey joins us with the story. >> reporter: this was a horrific accident scene. one of the atv riders went through the windshield. the second over the car and landed in the road he was killed. with illegal atv riding continuing to such an issue. law enforcement hopes maybe this will make people think twice. >> wreckage shows just how powerful this crash was. investigators say the atv was in the wrong lane when it rounded a corner slamming into a car. >> it was a direct head-on collision. >> reporter: a mom and 12-year-d injuries. there were beer cans all over the roadway but officials wouldn't comment on that. while it doesn't usually come to this. >> we receive a lot of complaints riding atvs on the roadway illegally. riding on other people's property illegally trespass to go things of that nature, causing damage. at the sheriff's office it's common to get that phone call or that complaint about atvs. >> reporter: corporal says earlier today, he got a separate call about an atv that nearly crashed head on. >> i was on that call talking to the person about what happened when this call came out. >> reporter: of course, it's not just frederick county. who can forget this video of an atv rider taunting a prince george's county police officer or this pack of riders months ago on the streets of dc, no chase policies often leave police with their hands tide. >> it's challenging for us. we don't want, you know, you try to stop someone to educate them or to get them off the roadway and then they take off fro and run from you. you know, and then, worse things could happen. >> reporter: this guy was caught and dc police started offering rewards to find atv drivers. >> what i've seen disturbing. >> reporter: some say more needs to be done to curb illegal riding. currently violators face fines of a few hundred dollars and short james sentences. >> they need stiffen penalties. >> reporter: one rider paid the ultimate price with the other left fighting for his life. >> this is prime example atv versus a car. it's a horrific crash's true tragedy. >> we're waiting to learn names and ages of the atv riders. meanwhile there are efforts underway stop illegal riding. just tonight, a dc council member told us she's introducing a bill that would outlaw gas stations from selling atv fuel. lindsey more than a dozen people recovering after a metrobus crashed in a tree. it happened around 4:00 on east/west highway. a pickup truck swerved. the you bus driver swerved. you all the passengers are ok. the metrobus driver was not at fault. today marked the first weekday since metro kicked off it's safetrack repair program. the first surge of work is happening in arlington where trains are single tracking. today several riders experienced crowded trains on the orange and silver lines. some even complained that metro needs get more staffers on to the platforms to help riders get on the right trains. metro officials say despite a if few glitches they were mostly satisfied with today's results. >> we had a lot of people out there. you know, maybe during the nonpeak times, during on a house party. investigators say an estimated 100 people were's at that party but not a single person called when the woman samantha sloan was shot. police were later notified of the incident after the victim went to the hospital. they believe shooting was the result of some people not being allowed inside the party. >> they were denied entry by the person taking the money at the gate, so to speak, of the party. as a result of that, they left. as they were exiting the driveway, they began to fire up on party goers. >> police believe one person at the party fired back at the suspect. the woman injuries and is still in the hospital tonight. search crews looking for two fishermen who went missing on the potomac. they were last seen in fieried democratic county. one was clinging to the tree, another in the water. crews recovered their boat but the men are still missing. . we're learning about the funeral services planned for muhammad ali. on thursday, a muslim prayer michelle greg, the mother of a three-year-old boy who got into a gorilla enclosure at the cincinnati zoo. the child fell 15 feet and had a brief encounter with the gorilla. prosecutor said the child's mother had three other children with her and was attending to them as the were boy exam perked off. they shot and killed the gorilla. the zoo plans to reopen its gorilla exhibit tomorrow with a higher reenforced barrier. the man known as the grim sleeper will be put to death. they convicted him today. he was convicted last month of ten murders between 1985 and 2007. franklin targeted women in south los angeles most of his victims were shot to death. their beads were dumped into allies and trash bins. officials believes he responsible for even more murders. >> believe it or not, everyone is with the coastal flooding we're seeing and the three to six inches of rain moving quickly. and i can see where it won't be much longer that tampa is going to be in the clear water area seeing this rain recede as the storm is now ashore. everything with our transport system was east loaded so as it came aashore tonight we started to see rain pushing away from the west coast of florida. and tampa are going to have more, most of the effects are going to be the carolinas and hatteras area as we've seeing. here's the 11:00 update collin has winds of 50 miles an hour. come ashore in the bend area. the rain and activity was all day long. as it moves quickly away. they're going to get brushed on the coast of the carolinas. it does get stronger to 65 miles an hour. the good news is that it will be
