two coded notes found in his pocket, 30 lines of material that uses a maddening variety of letters, numbers, dashes and parenthesis. the fbi wants your help. >> it's not random. it's clearly communication of some type. there are characteristics in here that indicate it's a type of language. the frequency the letters suggest english, however, it's lacking vowels except for the e which appears more than any e should appear in the english language. >> reporter: the face of ryan regan hangs in richard olson's office. he's a retired air force sergeant convicted in 2003 of offering to sell secret information to foreign governments. he used a complex encryption team to describe the location of varied documents. olson himself cracked that code. >> there's always a case that someone will remember for the rest of their life. that was mine. >> reporter: solving the coded notes in the ricky mccormick case is now among olson's top 10 cases to crack. >> ricky is right here, no. 3. >> reporter: the threshold for making the top 10, if the solution can potentially result in solving a major crime. the ricky mccormick case has entered three phases. the fbi first got this back in 2001, couldn't solve it, closed the case. they reopened it in 2009 with new staff, new investigators, new techniques, no luck. now the third phase again reaching out to you. so here's what you do if you think you can help fbi investigators. log onto this website, fbi.gov. they placed a link on the homepage. you click on that. you can actually e-mail investigators directly and our web producer harry will put the link on our site www.myfoxdc.com. the edge on d.c. now where public school students started their standardized testing today and security measures have been stepped up in light of recent allegations of test tampering. the president of the d.c. board of education says there's an emphasis on accountability and reliability including test coordinators at each school trained to make sure the tests are administered properly. >> we want to make sure that the system is as reliable and that the system has all the security measures in place we can possibly put there so that the test results will be valid. >> there are allegations that a high number of answers on tests at d.c. noyes education campus were changed from wrong to right. acting schools chancellor kaya henderson asked the attorney general to investigate. former schools chancellor michelle rhee is speaking out about that alleged cheating scandal, it happened on her watch. rhee says she welcomes the investigation. fox 5's karen gray houston caught up with the former chancellor at a radio interview today. >> reporter: host kojo nnamdi got right to the point asking former chancellor michelle rhee about today's story which prompted the current inspector general to investigate. >> i actually think it was an excellent call for the chancellor to call for the a.g. investigation. >> at first you push back against the story pretty hard. you said enemies of school reform once again were trying to argue the world was flat, but you tried to walk some of that initial statement back. >> reporter: rhee took calls from disgruntled listeners, including a caller who said she was a rutgers university professor. >> in my own observation and i admit that this is unscientific students over the years about 70% of erasures i have found to be changed from the right answer to the wrong answer. >> my question is about erasure gate. >> reporter: we went to visit that caller, mark simon, a member of a group called parents and teachers for real education reform. >> this is about a whole culture that worships the test rather than the curriculum. >> reporter: we pressed michelle rhee for answers to allegations that the office of the state superintendent of education recommended an investigation back in 2008 of schools with unusually high gains. were some people fired or disciplined in some kind of way when cheating was suspected? >> we can't share information. these are questions you should ask the school district. >> reporter: michelle rhee said she's convinced her legacy will be clear once the inspector general wraps up his investigation. i'm karen gray houston in the fox 5 newsroom. prince william county schoolteacher arrested for sexual assault. laura evanswhere at 11:00. >> bris say the garfield high school english teacher -- police say the garfield high school english teacher was having an inappropriate relationship with the 16-year- old student. here's the teacher, teena marie amato. it was -- tina marie amato. it was discovered when someone saw text messages. the first pictures of flight 447 are being released that went down in the atlantic ocean in '09 killing more than 200 people. the wreckage was discovered days ago. some bodies were found on board the plane still at the bottom of the ocean. the space shuttle endeavour will have to sit still a little longer. the april 19th launch from cape canaveral pushed back to the 29th. the scheduling conflicted with russia's plans to send a cargo ship to the international space station. nasa didn't want the russian vehicle docking at the space station while endeavour was still there. now that ship will go first. tomorrow marks the one year anniversary of a west virginia coal mine explosion that killed 29 mine. the blast at upper big branch mine forced big changes in the industry. massey energy said it will stop production at mines in west virginia, kentucky tomorrow and is planning one minute of silence at 3:02 p.m., the exact time of the explosion. up next on the news edge at 11:00, just days from a government shutdown again. the latest developments from the hill. >> big temperature drop tomorrow and we continue to watch a line of showers and maybe some gusty thunderstorms that will march through the region in the overnight hours. we'll slow you down a bit for the morning commute, your full forecast coming up a bit later. . >> this is fox 5 news edge at 11:00.  investigators found three more bodies on a long island beach today. police believe they have a serial killer on their hands. the investigation dates back to december when the bodies of four women were found in a tangle of sea grass and pine trees. all four of the them were prostitutes. a fifth body was found last week. that person has not been identified, but was found in similar underbrush. so far there are no suspects in the string of murders. will it ever end, the budget battle on capitol hill continuing, congress once again facing a friday deadline to come up with a new spending plan or face a government shutdown. tonight there's word republican lawmakers have prepared another short term bill just in case. fox's karl cameron has the latest. >> reporter: with time running out for a deal to cut spending and keep the government operating past friday house speaker john boehner began briefing gop committee chairmen on the gridlock as rank and file members returned to steps of the senate for the fourth time in a week to blame democrats for the impasse. >> you see a bill that came out of the house. you've seen nothing from these guys. it's a charade. they're acting like they're in good faith. they're throwing numbers out and at the end of the day where's the bill? >> reporter: house republicans plan a major strategy meeting tomorrow morning at the same time that president obama has summoned speaker boehner and the gop of the chairman of the house appropriations committee in charge of spending to a meeting at the white house with the president, senate majority leader harry reid and the democratic chairman of the appropriations committee. >> we know avoiding a government shutdown is closing quickly no longer measured in months or weeks. we're now just down to a few days it. >> reporter: the obama administration openly admits an uncertain outcome. >> we don't know how this will play out. you can't gain it day by day or hour by hour, but he looks forward to having this meeting. he thinks it's important and he thinks we need to reach an agreement because an agreement is within reach. >> reporter: democrats have proposed $33 billion in total spending cuts this year but have yet to outline specifics. conservative republican says insist on at least $40 billion in program cuts plus riders to limit spending on healthcare reform, environmental regulations and groups like planned parenthood and more. house rules require three days to pass any deal. then the senate will need three days as well. that already exceeds friday's deadline. so the top republican on the senate budget committee expects yet another extension. >> there could be. there could be a solution, though, where we're heading, but i just don't know. don't think the government will be shut down. i think somehow that will be avoided. >> reporter: house republicans plan crucial strategy meetings both tonight and tomorrow morning and both sides of the political aisle say if there's no deal in the next 24 hours, they'll need to start an extension or serious preparations for a shutdown this weekend. still haven't done your taxes? i think thursday looks nice, 68 degrees, friday about 64. your forecast tonight, showers and storms will develop in the next several hours but most likely holding off until after 2:00 and then maybe going till 10:00 in the morning east of the district. it will be a breezy mile overnight, temperatures dropping from the 70s to the 60s, but may still be in the low 70s even at 2:00 in the morning. winds will stay rather gusty, not strong to severe you get a good thunderstorm going, but we think gusts of 35 miles an hour definitely going to affect the cherry blossoms. we'll see a lot of blossoms coming off tomorrow, morning showers and storms, breezy and cooler in the afternoon dropping from the 60s to the 50s, gusts to 30 around the region tomorrow as well. so at 8:00 in the morning we're saying plan on some thunderstorms, some extra time needed. temperatures may be down to 58 degrees at 8:00 in the morning with a front trying to come through. by noon showers, 56 degrees, a little bit on the blustery side at 5:00, temperature 54. a quick look at temperatures right now, still 77 degrees in the district, still 80 at fredericksburg, unbelievable mild night and the winds again gusty, could gust as high as 35 or 40 if you get a good thunderstorm through your area tonight. five-day forecast dry for wednesday and thursday, maybe some late showers on friday at 64 degrees. i think thursday looks terrific, more showers to deal with on saturday, 64 degrees. lots to talk about in the world of sports. dave feldman has it all covered for you when we return. yeah but now i have nothing to eat sure you do. hey! you can have the pop tart! pillsbury toaster strudel. the one kids want to eat than listening there'to our favorite songs. there's nothing we love more than listening to our favorite songs. but our favorite thing is eating totino's pizza rolls. but our favorite thing is eating totino's pizza rolls. ♪ we're the kids in america ♪ oh, oh, oh good evening. i'm dave feldman, nationals off today. they begin a psych-game road trip tomorrow night in miami against the marlin -- a six- game road trip tomorrow night in miami, but the future of the nats did not have the day off, bryce harper, the 18-year-old on the practice field today with his hagerstown teammates opening thursday against the braves in georgia. harper hit .389 and 18 at bats with the nats in the spring. he had hopes of starting the season with the major league club, but instead the phenom is beginning his stint with hagerstown, but he still has the perfect attitude. >> i'm going go out there and play hard and there's a lot of things i can learn every single day. i've always said that. i want to be perfect in of aspect of my game and i want to be perfect for this program -- every aspect of my game and i want to be perfect for this program and the world and i want to be perfect for myself. >> the nationals do have a plan. here not holding back on purpose. they want to make sure when he does go to d.c., he's there to stay. the worst thing you can do in the world is to rush a young kid. he's going to prove himself at each level and when he goes to d.c., he's going to be there to stay. >> good attitude by both. the orioles with their home opener today, looking to get the o's to 4-0 in the season. first batter austin jackson and no action for jackson. there's six innings giving up six hits and one run. to the 5th inning tied at one. brian roberts up with two on and roberts takes the pitch from rick purcell and puts it over the wall in right center, his second homer of the year. o's win 5-1 and start the year 4-0 for the first time since 1987. hockey now and alex semin did not practice today taking a maintenance day to recover from injuries. as for the banged up defense, mike green, tom poti both took part in practice but neither made the trip to toronto. john erskine, shawn collins and tyler sloan did travel to face the maple leafs tomorrow. they were back this morning preparing for the final three games of the season. washington and philly tied for first place in the east. this week we'll determine who the caps play in the first round of the playoffs which begin last week. remember last year the caps was a no. 1 seed, lost to the 8th seed in montreal. so really what does the seeding matter? >> well, we always strive to be the best and had some ups and downs this year, but we seem to be coming together pretty good now and we still have three tough games and we really want to win. >> is there any way you could end up in first or play the team you least want to play other end up in third and play the team you least want to play. you got to play them all, so you may as well try to win everyone. today at woodland high school commissioner roger goodell on hand for a special assembly for high school football players to educate them on the dangers of performance enhancing drugs. while goodell believes the nfl's program is strong, he said the league will insist its next labor deal for players will include testing for human growth hormones. >> you always have to modify your testing program to stay ahead of the people who with try to cheat the system. we'd be naive to think people aren't trying to cheat the system, but we have to have the best testing program to be able to handle this. shaka smith will remain at vcu agreeing to a new eight year contract extension and uconn is your national champion defeating butler 53-41. i'm dave feldman, brian back with more of the edge right after this.
