temple hills neighborhood folks are still reeling over just how brazen the suspect was. >> he had to be casing the area, you know, and the reason i say that because you just tonight walk up to a person this -- don't walk up to a person, this woman's car, broad daylight, people going to work, a bus stop across the street. reporter: this is a close-knit community. neighbors tell me they will ban together tomorrow morning as they go out to warm up cars. they are hoping this guy won't strike twice in the same place and they're also hoping police catch him. >> the suspect seems to be making get-aways in stolen cars. do police have theories as to how he's getting to these neighborhoods? reporter: one of the theories out there is these three locations have been maybe walking distance from $1,200 price tag he just takes off with the tiny pup. this employee who doesn't want to be identified saw it all go down. she says another employee went after the thief but was threatened with a gun. >> she said she ran around the building to the side and he got into the car and had told her i'm guessing to stop, that he had a gun or a weapon. reporter: the thief had a woman waiting for him in a tan or cream color ford with no license plate. employees think the couple must have staked out the store and its surroundings. >> the guy seemed pretty calm. he seemed to know where he was and pretty familiar with the area. reporter: robbery has shaken employees, but they say despite their safety concern they're equally worried about the stolen puppy's welfare. >> the pupp by is what we -- the puppy is considered special care. it's under 3 pounds. it's like a baby. it needs to be fed every three hours of. reporter: feedings that could make a difference in how well the puppy thrives. they cold temperatures, making for a bitterly cold one today. how long is this thing going to last? gary mcgrady in the weather center with the details. let me guess, about march? >> at least on and off. it is generally pretty windy around here in wintertime and into the spring, too. let me show you right now because some of these wind gusts are calming down it's still a little bit more breezy to the north and northwest than in the metro and down to the south and southwest. those are wind gust numbers on the hour, 20 hagerstown, winchester 17 miles per hour, but there's still enough wind out there just sustained wind that it makes it brutally cold in some places. look at gaithersburg, feels like 13, dulles 19. so stay inside if you can tonight. it's late already and most of you probably are where you're going to be, but if you step out late, the wind is still going to be enough, such that it wit cut right through you, so to speak. now overnight tonight these winds are calming down. here in the city i think we'll be able to get down to about 26 degrees. the current temperature right now is hovering right around freezing. winds will still be out of the west at 10 to 15 miles per hour. out in the suburbs i think probably 17, 18, 19 degrees, if by chance the wind drops down briefly below 5 miles per hour. that's when temperatures will really plummet. i think we'll have enough wind to keep the atmosphere mixed up and keep these temperatures from hitting rock bottom. chilly holiday weekend, though. we'll talk about it, full forecast as usual coming up in a bit. as the nation prepares to mark the martin luther king, jr. holiday, the department of the interior is getting ready to make a big change to the mlk memorial. fox 5's laura evans is in the newsroom following the story. >> even in the planning process the memorial faced a series of obstacles from fundraising to hurricane irene delaying the opening to the public, but the biggest controversy surrounded the drum major quote which is on the statue. tonight secretary of the ken salazar says this quote will be corrected. reporter: dozens of people ignoring the cold to tutor martin luther king jr. memorial this friday night. the commanding 30-foot gran the statue of dr. king is the center -- granite statue of dr. king is the centerpiece for the memorial. on it is a line taken from a 1968 sermon, but it's a line many including a poet say is taken out of context, misleading and in her words makes king look like an arrogant twit. his actual speech in atlanta at ebenezer baptist church was yes, if you want to say that i was a drum major, that i was a drum major for justice, say that i was a drum major for peace. i was a drum major for righteousness and all the other shallow things will not matter. those we found at the memorial say they agree with the decision to make the change. >> it's an important monument. it's a beautiful monument. they should be very proud of what they've accomplished, but the job isn't done and they had to take it a step further and correct what was not correct at this point. >> he's a great leader, so to do that i think you should quote a great leader as though he meant it to be remembered. reporter: how it will be changed still isn't clear tonight. salazar says he's given the national park service 30 days to consult with the king memorial foundation. family members and other interested parties to come up with an alternative. >> laura evans with the story, thank you. the national park service is under a deadline to issue a response to d.c. mayor's vincent gray's more needs to be done. mayor gray asked ceo richard sarles what changes have already happened. >> i asked him a question what two or 3 factors he could cite. he talked about a change in culture within metro, a change in the structure of how they address safety and adding more staff, more resources to the safety department and also the process by which they look at safety features within metro. >> >> well, the name howard brooks doesn't seem to disappear. howard brooks is the person, as you said, who sulaimon brown alleges was the person that gave him contributions from the gray campaign. the gray campaign, mayor gray, denies this and it seems to me that brooks is the mystery man. brooks is also we've been told granted immunity. the relationship with howard brooks obviously didn't end at the campaign when he was paid. it ended actually his last payment was in march of this year. so we haven't heard from howard brooks and howard brooks is really key and central to finding out who's telling the truth. >> well, 0 crimes are we talking about here -- what crimes are we talking about here and does this go to vincent gray or does he have enough underneath him to deflate the intention? >> does any of this in any way validate sulaimon brown's claims? >> no, it really doesn't validate anything to do with sulaimon brown, but it just says that ruben charles, who was the major fundraiser, and most important, howard brooks, their association with the campaign and then the transition and the inaugural went all the way into march and they raised about a million dollars and i must say one thing and i don't mean to be just meddlesome, but the mayor has made a pig point about one city, one hire. this is not -- big point about one city, one hire. this is not a cheap shot, but they hired a hyattsville, maryland accounting firm. it seems to me the mayor would have made quite sure they hired a d.c. firm because he wants to promote d.c. employment opportunities. >> lot more i's to dot and t's to cross on this one. thanks for coming in. >> thank you. several federal agencies could be merged into one. we'll have the details on the president's plan to streamline coming up next. also ahead a cardiologist says former presidential candidate john edwards is so sick he can't come to his own trial. details on his illness are coming up next. it's the perfect time to find great deals on the 4g lte devices you love. like the droid bionic by motorola for $199.99. or the pantech breakout for $49.99. our lowest price ever. get the technology you love, on the network you deserve. now get twice the data for the same low price. hurry in, this offer ends january 15th. verizon. the white house pulling up another chair in the cabinet room. president obama announced he's elevating the head of the small business administration to a cabinet level position, part of a new effort to combine several federal agencies into one. under the proposal six major trade and commerce agencies with overlapping programs will be merged. >> with or without congress i'm going to keep at it, but it would be a lot easier if congress helped. this is an area that should receive bipartisan support because making or government more responsive and strategic and leaner, it shouldn't be a partisan issue. >> it's far from a sure thing that congress would grant the president that power. in an election year the president's move could be aimed at putting congress on the defense. former presidential candidate john edwards has a serious heart condition that will delay his trial on campaign finance violations. the federal judge has two letters from a cardiologist stating edwards has a life threatening condition that will require surgery next month. he was set to stand trial later this month. the judge has postponed the proceedings until march 20th 6th to give edwards time to -- 26th to give edwards time to recover. the symbol of our country's freedom dying in virginia, what experts think is behind a rash of bald eagle deaths. this was the scene 30 years ago today after a commercial airliner crashed into the 4 tonight street bridge. we're taking you back next -- the 14th street bridge. we're taking you back next. cpc 30 years ago today a commercial airliner crashed across the 14th st
