that neighbor. investigators are here dealing with what is happening here. there are a couple of different likes where there areel is hell is casings on the ground and the process of collecting those as part of the investigation. >> we'll stay on top of that and bring you the latest. thank you. a tragic end for a teenager missing since december. two bodies turn up, one is 17- year-old felicia barnes of north carolina, she was visiting residents in baltimore when she disappeared on december 28th. she told her sister she was going shopping and no one saw her since. we have a crew headed to baltimore and we'll update you on the case. charlie sheen's no in the -- show in the district is in the spotlight with the police department. internal affairs investigating the lights and siren escort he got into the city for the concert at constitution hall. the chief asked for a review after hearing two officers in marked cruisers may have broken police protocol and traffic las. paul wagner has more. >> reporter: charlie sheen bragged on stage about the escort he was given tuesday night to constitution hall. it was what he put on the twitter page that got the attention of the chief of police: speeding, lights and siren outside of the city limits. from what the chief heard so far, that is wrong. on tuesday night, quite late for the concert at constitution hall, charlie sheen posted on his twitter page a picture of the speedo meter of the vehicle he was riding in. it appears to be near 80 miles per hour. over the dash, you can clearly see a police car with the lights flashing. sheen bragged in car with police escort in front and rear, driving like someone's about to deliver a baby. cop car lights spinning. >> from what i know right now, just from what i know, i don't know how much is fact and how much is allegation and how much of it is, you know, not correct. from what i know right now, i have asked internal affairs to investigate. from what the allegation is, it's not something authorized by the metropolitan police department. there are a limited circumstances where we do police escorts, those circumstances are based on security need and there are protocols to be followed when we do do escorts. >> reporter: sources familiar with the investigated said that sheen agreed to pay for the escort from dulles airport where he was met by a police sergeant and another officer in marked d.c. police cruisers. it's called a reimbursable detail. a fairly common practice. >> can celebrities who want to pay for escorts call mpd and ask for them? >> we don't do escorts for celebrities. we do events, if there is a large event, performances and entertainment that may draw large crowds, traffic congestion, yes. we would want a reimbursable detail to avoid public safety hazard by a large event. >> reporter: sources say the controversy has more to do with what was done by the officers outside of the city limits. running red lights inside the district as sheen said they did. well, that is a -- and sources familiar with the investigation said officers knew he nning lat reason, they decided to turn on the emergency lights and sirens while allegedly speeding to get him there. chief lanier said her two major concerns revolve around what happened outside of the city limits and learning who set up the reimbursable detail and why. >> reporter: any idea what is going on with the officers involve in this? are they on leave? reprimanded or is that pending the review? >> reporter: that is pending a review. my sources are telling me tonight, laura, that they are not on administrative leave and that they're still on the job and this was something that was approved by whoever. somebody inside approved it and charlie sheen agreed to pay for it. it's what happened outside of the city that is in question here. they're still on the job. >> no matter what controversy follows charlie sheen these days no matter where he goes. thank you very much, paul wagner. fox 5 is monitoring metro tonight. a metro station manager is under arrest charged in connection with the death of a man in 2008 bic. -- 2008. fox 5s tom fitzgerald is live outside of d.c. superior court where the metro manager faced a judge. what are the charges here? >> reporter: shape, the charges, driving a metro bust in a negligent manner, the court broke up and the man -- has been ordered to surrender his license to not drive and, due to prior court cases in the state of maryland, he's also now been ordered to undergo weekly drug tests. his name is ronald w. taylor and metro fired him in 2008 following the accident, but taylor filed a re-enstatement grievance and an arbitrator later ruled that he had to give taylor his job back. when he returned, he didn't get his metro driver's job back. in fact, he was relegated to a metro rail station in prince georges, maryland. that is where he was this morning when officials showed up to arrest him. after 7:00 a.m. on thursday, u.s. marshals ascended on the cheverly station in prince georges county. the man they were looking for was inside the booth. the station manager was working when marshals arrested him in connection with a 2008 metro bus crash o. september 26th, 2008, the metro bus taylor was driving crashed into a taxi at the intersection of virginia avenue and 19th street in downtown d.c. the 55-year-old bartlet taber of california was in the cab with his wife and two children. the family was on the way to the airport to fly home. bartlet taber died as a result of the crash. taber's family filed a $100 million lawsuit against metro which was settled in january. ronald w. taylor was fired after metro officials said he ran a red light. taylor filed a grievance to get his job back. an arbitration panel found that metro did not present evidence to support the decision to fire him and taylor was re-enstated with full back pay. metro was forced to take taylor back, he was not allowed to transport passengers again. rather, he was transferred to a job as a station manager at the cheverly metro station. nearly three years after the accident, the grand jury found there was enough evidence and indicted ronald w. taylor for negligently operating a metro bus in connection with the accident and a judge issued a warrant for his arrest and with a court appearance on thursday. a trial date has been set for october 17th. metro would not go on camera today to discuss the arrest. they did point out, however, they did originally fire ronald w. taylor before they were forced to re-enstate him by the arbitrator board. shawn? thank you, tom fitzgerald. and we invite to you continue helping us monitor safety concern. e-mail us your story, pictures or video. send them to fox 5 metro [email protected]. the search is on for one of four d.c. juveniles who escaped from a youth reman center yesterday in south carolina. officials say all four got past the guards and then left over a fence, three were captured yesterday. authorities are confident they will track down the one still missing. >> and this is that ongoing effort by law enforcement and there will be a communication between mpd up and down the east coast until we bring that last person into custody. >> tonight, the south carolina facility is on lockdown. meantime, officials here in d.c., they're still looking into the escape of a teen from new beginnings in laurel. that happened earlier this week. we're following the fight for d.c.'s autonomy right now. the former d.c. mayor sharon pratt and the widow of the first mayor of the 20th century, tried to deliver a letter to the white house. y that calling on president obama to support budget autonomy for the district and using the words of one of his heros to convince him. right there, the secret service turned them away because the white house does not accept hand-delivered mail. the former d.c. mayor sharon pratt and washington, the widow of the first d.c. elected mayor joins us live. ladies, thank you so much for coming in today to share, basically, some of the video, the story of what happened today. before we talk about that, i first want to read you part of the letter that you tried to deliver to president obama today. it said mr. president, we urge you to follow the example established by president william jefferson clinton, that is to display the district of columbia taxation without representation tag on your official presidential vehicle. although a seemingly modest gesture for a man who has consistently sided with the voices of freedom and championed the causes of human dignity, this action affirms your alliance with president abraham lincoln when he said that those who deny freedom to others deserve it not for themselves. wow. that was a strong statement there and mayor pratte, this letter is like using a megaphone to call out president obama. you know, what was your thought as you were putting this together? as you know, the sitting mayor and the former mayors accept one as well as the widow of the first elected mayor of the 20th century supported this letter because we recognized that the president should use the authority of his office to side with the plight, and show sympathy and empathy for the plight of the district of the people of columbia, especially when he's doing the same for the people throughout the world in egypt and tunisia and for the people in his own backyard. >> you watched the city evolve over the years, you have seen the back-and-forth and no voting rights for the district of columbia. if you could speak to president obama face-to-face, what would you say to him? >> i would tell him what i promised my husband. i came past the national cathedral. >> uh-huh. >> and that at his funeral service, i told the people there that i promised him, if he wanted me to do, to continue to work to get full rights to the district of columbia and its citizens and we deserve it. i grew up here and -- the president of the united states. uh-huh. >> and finally, we were able to get that but, i'm surprised president obama has not really taken up our cause. and as i said, i promised my husband, i continued to do it and we had april 15th. we didn't have to file the tax but on the 18th, and we pay more taxes than a lot. >> right. >> in the united states. >> 9 other states. >> and that is unbelievable. >> mayor pratte, you have been on the front lines of this battle and been arrested fighting for autonomy. you feel like we heard about the recent budget battles and the back and forth between the republicans and the democrats. people were saying they felt like president obama sold out the district. >> well, that was a statement, you know, where he could throw us under the bus with boehner. >> yeah. >> and there is a collected sense of growing indignation about, sort of the cavalier attitude about our rights and the absence of rights. i think there is an energy building and a collective resolve building, and i think it's not as perceived as a trivial issue, but this is a front-and-center issue about democracy in the nation and the country. >> in this letter, you guys are essentially asking president obama to use the d.c. plates that say taxation without representation. mrs. washington, why is that important to have that on the president's vehicle? >> he lives here and that is the most important reason and hopefully he'll be here for me for another term and that would be wonderful. president clinton did it. it's incredible. when i grew up here and when i left here, i went to new york to work and i came back home, 250 smiles when mayor washington asked me to marry him, and i lost all of the rights to vote for a governor, the congressperson has had a lot of power and i'm a native from tuskegee, alabama. >> uh-huh. >> and i come to the nation's capitol and i can't vote. i lost so many rights by moving 250 miles from new york. >> it's frustrating and let me ask you, because you were not age to -- able to hand-deliver the letter, what is next? you have received a response from the white house? will you mail it in? we have not received a response. mailing it is probably to no end. the president reads 10 letters a day. if we had to do it by carrier pigeon, we're going to get it to him and take advantage of every public event particularly those in the district of column. >> >> mayor fenty was not on that letter, was there a reason? >> not quite through but stem utes the caffeine and depression in people, too. >> wow. >> and it's a tough time of the year. if the person is allergic to the tree pollen, that is as worse as it gets. >> let's talk about the treatment, something we all know there are certain things over the counter. what do you recommend to patients that we can get our hands on over the counter that might be of help this time of the year? >> reporter: these days, you have a lot of choices, a legra went over the -- allegra went over the counter, and they're the second-generation histamines and non-sedated dating the older ones did make people quite tired and some people can take them at night and help them sleep better. >> you see them in the drug stores, the nasal rips with saline. do you think they're of help this time the year?
