time to meet her replacement. her top deputy is the interim chancellor. >> i have been here in d.c. and working with the d.c. public schools the last 13 years. and never in my wildest dreams did i imagine we could reach such heights. >> reporter: henderson said rh ee's top management team planned to remain in place and after a highly-scripted news conference, they all left promising more answers in gray's upcoming town hall meetings. meanwhile, other city leaders and the head of the teacher's union are hoping rhee's top staff stays in place until the end of the school year to avoid anymore disruptions. >> reporter: think this is the best thing to do for the citizens. >> reporter: president obama's education secretary arne -- arne duncan released a statement saying in part michelle rhee has been a 55 dal leader in the school reform and we expect her to be a force for change wherever she goes. duncan and lee -- rhee, by the way, teamed up with more and other national education leaders. they panned a manifesto that ran in newspapers about how to fix our public schools. shawn. >> karen, michelle rhee, what about her future? we see she's known on the national stage as a reformer. any idea what her next move will be? >> reporter: she didn't give you a -- us a real idea today, there are big-city superintendent jobs opening up around the country: chicago, newark and here in our own backyard, montgomery county, maryland. she said she's going to take time off and travel out to sacramento where husband to be is the mayor. >> that's right. she is expected to get married some time soon. i guess this gives them time to get that taken care of. >> exactly. >> thank you, karen gray houston. continuing our team coverage now on michelle rhee stepping down, her departure striking strong opinions from- from-those who wanted her out and those who hoped to see her stay. across the city, the parents are split on her record with d.c. schools and sherri ly has more that angle of the reaction. >> reporter: in d.c., it seems people love michelle rhee or hate her and there is not much room in between. d.c. schools chancellor michelle rhee may have garnered national saying for overhauling d.c. cools -- schools but what matters most to parents is what they see in the classroom and some didn't like what they saw. >> as far as i can see, she was not doing anything to help the schools. all she was pressing was school uniforms and things like that. >> reporter: rhee has her supporters, too. 18-year-old diana felt passed over by the system for years until the chancellor took over. >> have you felt like you have gotten a better education? >> yes. >> reporter: why? >> i have teachers that cares about me and i have her that cares about kids. >> a lot of the people at the school -- >> when paul schwartz moved to d.c. 10 years ago, he wanted to enroll his son in public school but sacrificed for private school instead. he seriously reconsidered public school under rhee's tenure. >> rhee and fenty made political and other mistakes in their approach. that being said, it was really important to get in there and shake things up and try in some new things. >> reporter: ultimately, some can't get past rhee's heavy- handed ways. >> she did some good. she did some good, but all them teachers -- >> good or bad, now rhee is gone, too. >> what we're going to have to do is get behind the new chancellor and the new mayor and see if we can't sent the best reform for our community moving forward. >> reporter: it's important for everyone, no matter who is in charge, to see schools succeed. one think this about all d.c. parents seem to have in common is an overall frustration with the schools and a constant turnover at the top. until the school system gets a chancellor staying for more than a few years, some say nothing will change. >> sherri ly, thank you very much. we want to know what you think about this. will michelle rhee's departure have a negative impact on d.c. public schools in text your yearn oat -- yes or no vote to 55571. standard texting message rates apply and tune in at fox 5 news at 10 and we'll have the results for you. a developing story in maryland right now. a man hit by a csx train and killed. it happened at the crossing on randolph road. the man has not been identified yet and the investigation had that road blocked for some time and service on the marc brunswick line was stopped. the shuttle buses transported passengers instead and amtrak had to stay put during the investigating. to chile now where miner 24 is now free. it's been 18 hours since the first miner reached the service last night. crews expect the rescue mission to wrap up later tonight. the 33 miners, you may remember, got trapped a half a mile underground on august 5th. of course, the world is watching this rescue. in fact, we want to check in and find out what is going on here in d.c. at the chilean embassy. i know they have a big screen there? people watching it? >> reporter: they sure have, shawn. you know, they put this up yesterday and they recorded and broadcast the first rescue. they left it on all night long and people have continued to come down here to the chilean embassy where they have been simulcasting tv chile, the national network of the nation of chile and over and over from folks we have heard, we heard the same thing. they tell us that by coming here to the embassy on massachusetts avenue they somehow feel closer to the event going in the lower half of the hemisphere right now and we have seen scores of people on their lunch breaks in dupont circle walking over to the embassy and going up the steps offering their congratulation and words of support and how happy they are about how this rescue has been proceeding. through it all, though, eyes have stayed glued on this huge monitor set up on massachusetts avenue. people have been -- to turn away. >> for me, i'm watching history. and i feel exciting because this is a miracle. and i am here to support, you know, my people. >> yeah, i am sure. i mean it's a happy ending so far. that's good. >> a lot of time the people in there and that whole setup is unique and to see them reunite with families that have been waiting for two months is -- i cried earlier. >> reporter: this rescue effort, of course, is far from a sure thing throughout. but take a look at that sign that they put up on the embassy thanking the people of the united states and encouraging people to come here and join it witnessing the rescue of the 33 miners. shawn? that is the sign that is put up by confident people. >> confident, indeed, and let me ask you, the people coming down, we have seen what appears to be people from all walks of life. do people, are they coming there specifically to watch events unfold on the big screen in are they walking down the street and realizing it's there? what is going on? >> you get a combination, shawn. a couple of people, especially during the noon to 1:00 hour, spending their entire lunch hour here on the curb with their lunch in hand and hoping they could see, you know, one maybe two of these miner -- miners coming out of here. we averaged that is one miner every 40 minutes. if you stay here for two hours, you might get to see three come out. all in all, though, all walks of life and people working in the office buildings and people coming through the neighborhood, visitors, tourists to washington, they wanted to be here because they said that it brought them closer in some way watching the screen and watching chile's national television network broadcasting and they didn't speak the language. being here watching it made them file a part of the event. >> it's an amazing, incredible story. when you have been talking to people, have they been surprised about anything. i was surprised as i was watching to see them come up clean shaven and were there any surprises that caught people offguard? >> reporter: laura, there is a bit of mystery surrounding all of this and there are no arrests. authorities say that the shooter was in uniform and a spokeswoman said the employees who witnessed what happened didn't recognize the individual. if you live in the district, this is where your trash trucks come from. the workday hasn't even started yet out here when the shots rang out around 6 this morning. his name was larry hutchins. people called him uncle larry. they describe him as a low -- well-liked low-key guy who was devoted to his work collecting garbage at dpw. >> i can't express larry. -- [ indiscernible ] >> he was there since high school. >> reporter: hutchins, who had -- [ indiscernible ] maryland was at the w street lot before collection trucks rolled out at 6:45. multiple shots were fired. and -- >> reporter: rough know -- hutchins was killinged and another employee injured. >> very rarely do you come before the public to talk about a government employee who has been shot and killed while actually on a government site. >> reporter: a dpw spokeswoman saids gunman was, quote, not and -- an individual that other employees recognized. >> we have preliminary information that i shared that the person responsibility for the sooting -- shooting was wearing a uniform and we have not confirmed what type of uniform or any additional information. >> that is why friends say it's not right to say hutchins was at the wrong place at the wrong time. >> he was at the right place. that is his job, you know. maybe god called him him? >> reporter: dpw director bill holland released a statement today: as you can imagine, we're all stunned and saddened by the shooting that occurred today. our prayers go out to both of the families. dpw is providing and encouraging counseling for all of its employees who wish to participate. coworkers say that many dpw employees were find of hutchins. >> and he make you laugh. he made you laugh. we're hilarious -- very hilarious guy. yeah. he's going to be missed. >> reporter: we talked to a number of dpw workers offcamera and they all had great things to say about larry hutchins. they were not aware of any feud or trouble leading up to this and say that they would be surprised if hutchins even knew this individual who was the shooter. a bit of mystery about what happened here this morning. >> reporter: -- . >> question for you, the focus is still on the victims and whoever did this and what about the lot? are they saying anything whether that lot is going to be reopened any time soon and what does it mean for d.c. residents? >> reporter: well, laura, since this happened early in the morning, the trucks were never able to get out of here and this is where the trash trucks come from for all d.c. trash pick jump collection was backed up because of the columbus day holiday and there is a train going by. that is what you hearing in the background and this pushes it farther. anyone who has tuesday trash pickup in the district on a normal week will not have their trash picked. you will have to wait until next week. everyone else will have the trash picked up. it will be one day late because of the holiday on monday, laura. >> and the investigation. thank you very much, beth parker. howard county police are looking for four men who may have sexually assaulted a 7- year-old girl. she was walking through a grassy area near her home in the 5600 block of basket ring road. this is in columbia about 7:00 last night. she said the four men grabbed her and assaulted her and one man left on a bike, the other three on scooters. a family member took the girl to the hospital and she's not physically injured. new developments now in the case of the serial burgler in fairfax county. police believe the same person responsible for nearly 100 burglaries the past three months struck again. wisdom martin is live in vienna. police are linking more cases to the crime spree? >> reporter: this time in vienna. overnight in the hours of 11-6, they had two more cases here in vienna where a suspect came through a house, an unlocked house, whether through the window or door, stole two purses, stole some purses and money and went away. they believe there are two other cases he's involved with. he flipped the screen on the window and tried to get into the house and he was not able to get in and that is what we have in fairfax and that is approaching new 100 cases where this guy went to the houses between the hours of 11 at night and 6 in the morning and committing the crimes which, is risky. >> what advice are police giving to people living in the area about how to protect themselves? >> always give the people. when you're at home, turn your alarms on, lock your windows and doors, make sure your garage is down. this is the situation and in most cases, it's been a situation where the suspect, all he has to do is find a house with an open door and window or someone who left their garage open and he just walks in and takes whatever he wants and leaves and we have cases where he's going to unlock cars and doing the same thing. cars that are unlocked and police are, again, warning people to make sure the doors and windows are locked, simple information and for some reason, they say residents, as much as they talk to them about this, are not getting the message. >> hopefully they will hear it loud and clear. thank you. to a traffic alert. the 12th street tunnel and the service roads have been transformed into a movie set. the tunnel was shut down for several hours and reopened in time for the rush. filming will continue until 7:00 and that means they could run into restrictions in the area. understand a lot of people are going to watch that, to. >> yeah. >> and -- they had the part d you go?
