that it's just for minors, because the -- if someone is over 18 and they, themselves are making this decision, then that's what matters. the thing with minors is in a parent is enforcing that on them. and that's the negative impact there is that a parent is deciding we don't like who you are, so we're going to say to change that. we're going to try and change that. i think the law protecting that pentagon >> tisha lewis joins us with more. >> we spoke with some residents in arlington about all of this, and they say the military helicopter rockets is unpredictable, and they want the military to explore solutions. so that's what the military is doing. fox 5 is learned the military is conducting a study into the military helicopter noise. now, that study will be completed in three weeks. for mcauliffe announced the commonwealth will extend the express lanes and it will be paid for without a single taxpayer dollar. matt ackland live on 395 with more and how it will happen. matt? >> reporter: as you guys know, everybody knows that the traffic here in this area is among the worst in the country if not at the top of the list tonight, you can see behind me, rush hour traffic along 395, not so great. slow as it goes, but there is some relief coming according to governor mcauliffe, i want to take you through some plans that are coming. it's to extend i95 express lanes to the fredericksburg area, and beyond. as you know that area can get clogged up. here are some details ten-mile reversible lanes, $277 million but the good news when it comes to that $2 will all be paid for by the private contractor trans suburban. project will begin in spring of 2019 and it will take three years to complete. it will be done by probably the fall of 2022. if you're familiar with that area, right near fredericksburg, it's where it bottle neck there is. if you ever driven there, it doesn't matter if it's rush hour traffic or heading that way on the weekend. it bottle neck there is, the governor is hoping that this new project will help relief congestion and i'm sure many people living or travelling that way will agree. live in virginia, matt ackland, fox 5 local news well, the already had to break up large sheets of ice, multiple times day this week alone. the effort especial came in handy on firefighters had to put out a boat fire at james creek marina. you can leave the to throw fear, be aware if you live anywhere near ice, don't be tempted to get on out there or if you're tempted to take a walk and look at some of these streams and creeks in the potomac, for maybe nine degrees from where we were today. and it would even go higher but we think a lot of this cold air gets trapped and is hard to get it to exit in a timely fashion and there's so much ice, it's contributing to colder air temperatures near the surface. lexington ken tuck tea is 62. knoxville 65. and raleigh 58. chicago is pretty warm at 47. so there is a warmer push that will try to get in. i believe it will be felt especially on friday, but we're also going to be getting a little bit wetter will be dry, we have a warm front that will be approaching, we think it will be closer to the understand the republican governor larry hogan is up for reelection this year. boy, would democrats in here the general assembly love to knock him out of office. 2018 might be the most important year complicate things because people want to play politics. >> you know, the governor has been a very big critic of mismanagement by public officials whether it be the problems faced in prince george's
