i recommend it for today's jeanedda. we'll have a look at the five- day and the holiday forecast in just a little while. melanie. we begin with a developing story. scary moments for hundreds of people living in an alexandria high-rise. a fire broke out around 1:00 a.m. at an apartment complex in the 4900 block of manatoba drive. that's in the fairfax county section of alexandria. all residents on the 6th, 7th and 8th floors wereee val eye ated. crews were able to get ahold of the fire in 15-20 minutes but some are being treated for nonlife-threatening injuries. and firefighters went to this commercial building around allentown road at 1:30 this morning. flames could be shooting through the roof. crews were able to quickly put the flames out. no word on how that fire started either. remains found in anne arundel county and first it was said they were feet that came ashore but now it might be a bear. we have the latest. >> reporter: the early morning quiet of this community shattered after a homeowner found what looked like a human foot washed up on the beach in front of his home. >> it was on the other side of the dock. >> reporter: five houses down william was about to take his boat out when he spotted something suspicious. >> but then i noticed there was a piece of -- it looked like meat in the water. >> reporter: when a neighbor told him a foot had been discovered earlier, speedy summoned a trooper to get a closer look. turns out it was a second foot. >> you could see where the foot had hathe toes cut off and it looks like it was severed somewhere short of the ankle. >> reporter: police broadened the search using both sonar, probing the creek off the river. investigators even brought in cadaver dogs and by noon a police officer discovered what appeared to be a wrist just north of where the feet were found and for now police have very little to go on. >> the body part have been removed and taken to the state medical examiner's office. they possibly are adult body parts, but again we're waiting for forensic tests to confirm that. >> reporter: police believe it's possible the body parts belong to a bear that someone may have imposed of improperly, but if not folks here are a bit on edge. >> it was kind of disturbing, when you find it right by your house. >> reporter: roz plater, fox 5 news. >> at this point investigators don't know if the body parts are human or animal and are hoping forensic tests will give them some answers. three metro rail stations wee shut down for the holiday ekend. we've warned you about it for days. yesterday was the first full day of work at the northern virginia stops, including reagan national airport. some were prepared but others have to find out the hard way. >> reporter: we found team of metro maintenance workers focusing on a metro track close to the airport. metro will replace 7,000 feet of trail and 700 ties. shutdown came as a surprise of many airline passengers hoping to catch a quick ride into the city and eafofound the closed signs things was no indication about that. >> reporter: although met re offers shuttle service around the closed stations, but for many metro passengers the delays were frustrating. >> 45 minutes extra. >> reporter: marissa says she can't understand why metro would shut down service near the airport on this weekend. >> it just seems like the airport is the place used more on holidays as opposed to commuters who aren't going to be using the airport. >> reporter: steps were taken to provide other transportation. these taxi cabs were lined upside by side. but the taxi stand manager told us, surprisingly, business has been slow. >> yeah, i didn't expect that. >> reporter: metro says it is saving money by shutting down the tracks altogether this weekend. usually they close only one side to do repairs but this way they say they will save time and a million dollars. matt acland, fox 5 news. >> now according to metro, the labor day weekend frequently has fewer travelers and the construction is expected to be finished by midnight on monday. for all of the details go to myfoxdc.com and as actual there for you on our home page. new this morning, president's obama's advise oron green jobs will soon need a job of his own. ben jones resigned from his post in the white house council on environmental quality in a controversy on two fronts. one centered around a derogatory comment about republicans and his name appeared on a 2004 11 petition asking for congressional hearing on whether high level government officials had allowed the attacks to occur. family and friends are paying their respects to an artist shot to death last weekend. [ singing ] >> funeral services were held yesterday for saline hilton, killed while he was celebrating after landing a job at dukeelington school of the arts. police say he was shot several times in the head standing outside of a home on 5th street in northwest. he died the next day. a friend recalled a conversation with hilton about his concern for the community. >> [ inaudible ] and i encourages who love him to search their hearts and to ask yourself, what is it that you can do to stop this? >> hilton was 27 years old. investigator have not made any arrests in the case. making headlines around the country, 7 family members killed in georgia last week were laid to rest yesterday. their relative is charged with their murder. hines 16-year-old brother believes it was a drug deal gone band. a little boy missing for two years has been found alive behind a wall in his grandmother's house in southern illinois. 6-year-old richard had been kidnapped in a custody dispute two years ago and he's been living in a small walled-off room. his mother is now charged with his abduction and his grandmother is charged with aiding and abetting. boy is said to be in good health. great news from the golden state. firefighters battled the blaze near los angeles and they're making progress. the fire in angeles national forest is nearly 50% contained and the western edge has been beaten back so homes on that side are no longer under threat. now crews are trying to fight the fire on the eastern side. investigators found some materials that might have been used to set the fire along the side of the highway. it ras ruled an arson on thursday. 242 square mile have been scorched. the latest on a tragedy in oklahoma. five people died after a small plane plummeted into a park. then it burst into flames. investigators say the plane was on its way from tulsa to dallas when it hit a guide wire from a communications tower. investigators think heavy fog played a factor in that crash. astronauts aboard the shuttle discovery ran into a snag during yesterday's third and final space walk. two crew members put up two antennas but had trouble hooking up a connector to a panel on the space station. repairs will be made during a future mission. the discovery crew is expected to come back to earth on thursday. well back to school sales still not enough to pull retailers out of the slump and that will impact this year's shopping season. >> the longer the consumer waits, the less likely you will find what you want. it may not be wise to play chicken with retailers this season. >> and the tactics to recover. and dea agents locked and loaded but it's not just the guys putting their lives on line to take down drug dealers. wait until you see how female agents are juggling the job and raising their kids. we'll be right back. staying home this weekend? you are in good company. fewer americans are traveling this year. it's partly because labor day came later in year and schools are back in session. back to school shopping couldn't pull retail out of a slump. the economy has been in a freefall since last year. will it be another blue christmas for businesses or will consumers come out of hibernation this season in we break it down in this week's fox 5 money report. >> reporter: holiday shoppers are notorious for holding out for last-minute sales. that might not be a winning tactic this year. >> the longer the consumer waits, the less selection you'll find. it might not be wise to play that game of chicken with retailer this is year. >> reporter: retailers are carefully planning the holiday inventory. expect fewer styles, sizes and colors to choose from. >> you won't see a lot o differences in models, for digital cameras, perhaps, but in terms of sweater and jeans, i think you'll probably see a lot of basics. i think you'll see a lot of retailers play it safe. >> reporter: the back to school shopping figures reinforced where buyers are focuses. for example, amber crom bee and fitch sales drop. many are looking for bargains. >> i look for the designer's low end and it seems like a lot of them, ralph lauren, have like three or four levels and i'm looking at the bottom level. >> reporter: and it may cause retailers to reduce holiday payroll. >> there will be more competition this year than in past years for those part-time seasonal jobs. >> reporter: still shopping centers like montgomery mall are planning promotions and special sales. >> we're working closely with the store managers for the holidays. but i think that they're confident that we're going to have a really good holiday season. >> reporter: and customers finally coming back would be the surprise gift of the year. >> now if you're in the market for electronics, it might be easier to comparison shop there year. manufacturers are making fewer deals with retailers to offer exclusive-line products so you can find the exact same product to price shop across a variety of stores. have you noticed that your electric bill might be getting lower? there has been a biggest dropoff in demand in years and that is causing a loss in consumption, and believed to have fall more than 4.5% from 2008 but prices will probably start going up against next year. deer hunting season is underway here at home. coming up next, growing outrage over plans to control the population by killing off deer. and he wouldn't did he denied. a black bear breaks into a hotel and gets locked inside. you'll see how he got out when we return. visit totalcereal.com and get a free sample. the nationwide shoughdown over health care continues. there is word the obama administration is now considering writing a health care bill of its own. president is said to be reviewing all of the various proposals being discussed. at this point the white house won't commit to whether the president will back or put into a potential bill government-run health insurance known as the public option. the president is gearing up to address the nation on his new health care reform strategy during a joint session of congress this week. so chris wallace going so join us from fox news sunday to talk about that and what the other plans are as we go into this. good morning, chris. >> good morning, melanie. >> and how woulyou gauge the lawmakers opinion after the town hall meetings. do you think they're weary of the debate or are they coming back with more resolve? >> i think they're probably looking, particularly the democrats, for some instruction and some cover, political cover from president obama. a lot of the democrats got beaten around the around on the town hall meetings and part of the problem for democrats is there is not a plan for support because there are a variety of plans and ideas out there. i'm told by a top white house official that i spoke to this week, and i said how specifically he be on issues and they say very specific. they say all of the issues that people have out there about puic optn or no public option, how to pay for it, the kind of mandates that will be on companies and individuals, that there will be to doubt when the speech is over where the president stands, what he wants and doesn't want in health care reform. and i think that will make things a little bit easier for the democrats, because at least they'll have a plan to defend and try to explain. >> which is exactly what everyone has been looking for. some sort of specifics. now i understand people are calling this a make or break speech. they'll also be focusing on areas of common ground. thing that's both republicans and democrats agree onch how much common ground do you think there is? >> well that's a good question. because not only is there the problem between the republicans and democrats, but you havea split within the democratic party. take for instance the idea of the public option which is a government-run insurance plan to compete with private insurers. you have the liberals in the house who are demanding the public option, saying if you don't have the public option, you don't have health care reform and then you have the moderates, these are democrats i'm talking about in the senate, that say it's a bad idea and we don't have the votes to pass it. you don't have a split, you have split among the president's own party. >> so chris, alsoagain we're talking about this middle ground, and people can agree on middle ground and say okay, yeah, these are all things we can support. it seems like if we do come into this middle area we'll still have a debate over how we're gointo pay for this. >> sure. and the problem is it's a question of approach. you could get middle ground on a small incremental bill, particularly health insurance reform. they need to agree that you should be able to keep your health insurance for a preexisting condition or if you lose your job. a lot of democrats, especially the left wing, says we are been fighting about this for 40 years. this is our opportunity. we have our democratic proreform president and majorities in the house and senate. if we don't go all in now we'll never get this. so it's not just a estion of of the issues, but a lot of democrats will be unhappy with that poach. >> and it will be interesting who gets stuck with the blame if something doesn't pass. chris, thank you for your time today. >> thank you. >> chris will be talking health care reform with senator lamar alexander, al dean and newt gingrich, and the toker player of the week is white house photographer pete sousa. following this morning. tense moments at a high-rise fire. flames broke out in an apartment complex in fairfax county section of alexandria. all residents on the 6th, 7th and 8th floors were evacuated. two residents and two firefighters are being treated for minor injuries. no word on a cause. and to a bizarre discovery. remains of two feet were found on the maryland shoreline. neighbors made the discovery near cocky creek in anne arundel county. police are awaiting forensic tests to find out what they are dealing with. police say the remains could be part of a bear carcass. and certainly a wonderful way to end the summer season with the weather that we've had this weekend and i'm certain everyone wilhope we get carbon copies for the holiday. >> i think everybody is hoping continue the friend for the week. we had a fabulous day yesterday and today is not starting off bad. some blue skies and a few clouds but it's not all bad out there today. and we're going to see a slight return of humidity however. but today will be fairly comfortable for you. and so if you have any out door plans, today is the day to do it. let's begin with a look at our weather headlines. and today is very warm and dry. i'm happy to say. could see a sprinkle or two to the far west. not much happening. laboday, we're looking at more clouds than we'll have today and iwill be just a little bit cooler by a couple of degrees in some of our neighborhoods. daytime temperatures are going to stay close to seasonal as we move into the forecast week. but maybe a degree or two below but not off the mark. but there are showers in the forecast and that's something we'll talk about. yesterday temperatures above seasonal. should be in the low 80s. but 87 at both national and dulles. 85 yesterday at baltimore. and right now, we've got 67 at dulles, 69 at national, 66 at fredericksberg, 64 at hagerstown as we take a look at the mid-atlantic. 65 at raleigh, a little warmer at 71 degrees and we have the double 6s in new york. cooler in boston. 60 degrees with 74 at norfolk. for isn't we'll see some clouds but not all bad. partly cloudy at the end of the evening and clouds starting to increase. temperatures in the low 60s and into the 50s. let's begin with a look at true view. the big picture to show you. the max radar here. a lot of action down to the south. getting plenty of rainfall through here. a couple of upper-level disturbances, frontal systems. same to the areas to the west. northern plains are doing great. a little bit of activity over the great lakes. but we have a frontal boundy to the south and that is one of the things that will affect our weather. let's look at max hd radar and we'll show you, you can see the frontal boundary, that will gradually move it's way to the north and end up pretty close to the carolina coastal region and some of that moisture could start to push it's way to the north and affect areas through parts of virginia. so we're watching that closely. a little bit more out here to the west, that's gradually going to head across into the potomac highlands so we'll watching that as well. so let's go back to the weather maps then. so overall, what are we dealing with. a ridge of high pressure. plenty of sunshine today. tomorrow mostly cloudy, cloudy for labor day. could see a sprinkle or two with areas to the west and east. because we have this on shore easterly flow that will bring in moisture and that's a change from yesterday. so that could mean by monday late in the dayth ere isa e chance that we could see a sprinkle or two and that includes the beaches so be prepared for that. here is a look at your five-day forecast. plenty of sunshine today. an isolated shower or two possible. mainly west and east as far as tomorrow is concerned for the holiday. and then a chance of an isolated shower wednesday. but overall it's not all that bad. not everybody is going to see any of that wet weather. >> thanks, gwen. >> thank you. well the redskins community stunned and heart broken over the lass of sean taylor. he was shot to death during a robbery at his home. a high schooler where he lived is honoring him by dedicating the football field to him. taylor's girlfriend and daughter werehere when it was named. >> we have a lot of memories here and we went to school here and for us to come here and seeing hur father on the score board. >> words can't explain. we're thankful that he left something that people will honor and say he did a great job. >> taylor went to gullver prep school and then to the
