you willened up seeing where we have a flash flood watch currently in effect. this is in effect through late tonight and we are talking about the heavy rainfall and the chance of thunderstorms producing some pretty locally heavy rates, anywhere from up to 1 to # inches possible in some of the areas. we have a coastal flood advisory in effect and that is in effect right through until late tonight. and temperatures overall are into the 60s. -- anywhere from up to 1 to 2 inches possible in some of the areas. back to you. >> thank you. in our top stories, former prince george's county executive jack johnson is expected in court today. johnson was indicted in february on extortion, bribery, witness tampering and conspiracy. he apparently intends to enter a guilty plea to at least one of the charges. his rearraignment is set for noon in u.s. district court in greenbelt. the city is council is set to vote on whether to have a vote issue three subpoenas. they have yet to hear from sulaimon brown. the council will vote today on the under. a strong smell at southern maryland hospital was found to be not harmful. sky fox was over the scene as hazmat crews were called in to investigate the odor in the emergency room area. now, according to prince george's county fire and ems, the smell was coming from propane storage tanks. hospital was closed to new patients for a short period of time. donald trump says he will not be running for president. in a statement, he said he is confident he could have won the nomination and beat president obama in the general election. parking in the district can be a tough challenge as we all know but the cost of parking jumped last year and now a d.c. d.c. council member wants to do something about it. maureen umeh has more. >> reporter: you've probably done it, searched for change or tried to figure out one of these new parking meter systems in d.c. >> right now, it is just ridiculous. >> reporter: since january of last year, drivers in d.c. have had to pay up to park in some of the district's busiest areas. shelling out $2 for each hour of parking until 10:00 p.m. ward two councilmember jack evans says had has been bad for business. >> there is not a restaurant i go to that the owner doesn't come over and complain that the people have come to the restaurant and gotten out to the car and found a $100 ticket and won't come back. >> reporter: there was a recommendation to roll back parking meter rates and showers of enforcement to 2009 levels when it cost just $1 to park for an hour. >> i would like to see that happen. >> reporter: there has been some opposition to the measure by smooth growth advocates who say the increases fares have reduced traffic and made it easier for find parking in the busy areas. so far, the meter changes have earned the city $5.2 million. evans says there are other ways to raise the money. >> i think what we have to keep in mind is we are trying to do it on behalf of the residents and business businesses and not just to nickel and dime everybody. >> reporter: maureen umeh, fox 5 news. good morning. it is tuesday, may 17th. you can kind of see the washington monument there just a little bit in the distance. we have a lot of moisture in the air. we'll talk about that right now. i'm sarah simmons. let's get a quick look at the weather this morning. good morning. i'm sorry we had to meet under these conditions. >> firstle all early morning, and the fact that we have dreary weather out there. not going to get a peek at the sunshine in the course of today unfortunately. we've got rain and plenty of it once again across our area. i'm beginning to sound like a broken record. it was the same on the weekend. you can see it is all associated with this stubborn system that is -- just doesn't want to go anywhere. it is just sticking around. we have to deal with this into the course of today where we could see some thunderstorms. here is a look at the current conditions in terms of our flash flood watch. this is in effect right through until midnight and we also have a coastal flood advisory in effect. that is in effect right through until tonight as well. he will be dealing with this. do be careful driving through any low-lying areas and with some of the storms we'll be seeing that could pop up into the course of the afternoon, we are looking at heavy amounts of rainfall hitting with it as well. yesterday's highs, 80 degrees at national airport. it was muggy, sticky, uncomfortable and dreary. for today, our high at 72 degrees. right now, pretty comfortable into the 60s. >> we'll take it while we can. >> keep the umbrella handy. >> at least we have the decent testimonies but the rain will be the issue. thank you. we begin this morning with a developing story out of prince george's county. fox 5 has learned former county executive jack johnson is expected to enter a guilty plea in federal court today in connection with a pay for play scandal. the fbi arrested johnson and his wife leslie johnson at their home. nearly five months later, the corruption trial may be coming to a close. stacy cohan has the latest. >> reporter: this will be a rearraignment for jack johnson. he originally pled guilty. he is going to change that plea from guilty to not guilty. the former county executive is charged with accepting cash and gifts in exchange for securing millions of dollars in federal money to various developers for projects. his wife, leslie, also faces charges in this investigation. a former federal prosecutor that we spoke with says johnson may have agreed to tell about other politicians involved. >> if there are people whose conversations were intercepted engaging in arguably criminal conduct with jack and they haven't been charged so far, i think they will be very nervous. >> reporter: now, remember, this is a deal that was struck between johnson and the federal prosecutor. he still has to go before the judge would has to accept the flea agreement and anything can change in the last minutes leading up to the point at which they walk into that courtroom at noon today. but our understanding is from various sources that part of the deal was that mr. johnson who agree to some sort of jail sentence in exchange for his wife not receiving jail time. however, we are hearing from the same sources that she will be center of a d.c. council second-degree later today. they are trying to figure out how to get brown to testify. he is a key witness in the investigation into mayor vincent gray's hiring practices. so far, he has refused to talk about the council. today council chair mary cheh will ask the fuel council to approve a request for a legally binding subpoena from a judge. that will require brown to show million dollars bail after police say he walked away from a crash that left three of his friends dead. -year-old spencer datt, 18- year-old haley mcgwire and 20- year-old john hoover were all killed. one young man survived that crash. state's attorney said they had been to two parties and were drinking but didn't say if coffay was drunk. >> i have no comment on that. we are waiting for the blood kit. >> police say they found coffay outside his rockville three hours after the crash. three d.c. police officers are recovering this morning from a crash they were involved in. they were responding to an emergency last night when two cruisers collide at 11th and euclid streets northwest. they were on their way to help another officer when that crash happened. no word on exactly what caused it. major cuts are on the way for montgomery county schools. county council has decided to slash $25 million from the $1.4 $1.4 billion it contributed to the school system this year. the cuts would largely be to employee benefits. the goal is to keep cuts from affecting classrooms. we are learning startling new details in the separation of arnold schwarzenegger and his wife maria shriver. coming [ male announcer ] chex cereal. five flavors. gluten free. welcome back. we're taking a live look over the woodrow wilson bridge this morning. we'll get a check of your traffic coming up in just a moment with julie wright. first, we want to check in with gwen on this rainy forecast which we know will be all week. >> not quite all week. we've got a little bit of a price for everybody in our five- day forecast. >> i can't wait. >> up until that point, it is duck weather for everyone. let's get right to our maps and tell you what is happening. we'll begin with a look at our weather headlines. as we've said, wet weather. the unsettled pattern continues. it started a few days ago and just still sticking around. daily showers into the course of this week but also a chance of some storms in the forecast as well which will produce some heavier amounts of rainfall but the weekend is looking drier so far so that is my nice surprise for you that things will definitely improve. we've gait flash flood watch in effect. this is through late tonight and many of our areas and that is because some of the storms that we are expecting to kind of pop up later this afternoon will produce some areas of much heavier rainfall. do be aware of that. we have a coastal flood advisory in effect. that is in effect right through until midnight for areas here that you see shaded. and with the flood watch as well, do be careful driving through any low-lying areas. temperatures now not too bad at all. pretty mild start to the day. into the 60s pretty much overwhere. 64 at gaithersburg. 64 at d.c. and at baltimore. let's show you what is happening with all the that wet weather out there. it is moving its way from the east up to the northwest. this is all this onshore flow. that is because that stationary system just doesn't want to go anywhere. we just keep getting the spin here in the atmosphere. let's take a look at radar and we'll show you what we're talking about. storms kicking up to the south of us and to areas of our northwest but we are looking at some of that moving into the d.c. metro area in the course of the afternoon. as we deal with this pattern, we have days of rain and days of storms that could pop up at any time into the course of the next couple of times. keep the umbrella happy -- happy? keep it close by i meant to say. then you'll be happy. we are talking cloudy skies and showers once again. thunderstorms into the course of the night. look at what happens at the end of the week. we get a break on friday with drier conditions at 75 degrees. warm up just in time for the weekend with a bit of sunshine on saturday at 81. in the meantime, we still have these storms to keep an eye on. later on this afternoon, we could see them becoming strong. wednesday is a real day of concern. there is a chance we could see severe storms on wednesday. keeping an eye to the skies. let's get to the lady keeping an eye on the roads us for. here is julie wright. >> i think it depends on where you are traveling in from, you are getting some of that wet stuff out there. proceed with caution. leave early, allow extra time out there on the roads. no incidents to report on the gw parkway passing national airport headed up towards the 14th street bridge. you will find that the lanes are open there as you cross over the bridge and head over to the southeast-southwest freeway. here at the american legion bridge, traffic look good on both the inner and outer loop. no problems reported at this time. that's a check of your fox 5 on-timetraffic. we continue to monitor metro this morning. the transit agency wants to hear from you. metro is holing a series of public hearings getting rider feedback on proposed changes on the buses and rails including longer wait times between trains on nights and weekends and eliminating certain bus lines. metro is looking to close more than a more than $72 million budget shortfall. find out how to attend a hearing on myfoxdc.com. look under web links. some tough decisions are being made in louisiana because of the rising mississippi river. many areas of camming uncountry will soon be inundated by -- of cajun country will soon be inundated by water. we have a report. >> reporter: the army corps of engineers has been opening more floodgates every day on the morganza spillway, 90 of them by monday morning. 5,000 people and 11,000 homes and businesses are now threatened bit redirected flood waters, a some of that could save hundreds of thousands more. >> we have to grain and bare it. >> reporter: residents in the area are warned every year, they might have to evacuate under these circumstances but it has only happened once in the past six decades. >> this is the house that we raised our children in and this is what we would really like to keep. >> we have a lot of momenteries gone or will be gone more than likely. >> reporter: the water is rising slowly, expected to be waist high in some areas, up to 25 feet deep in others but not everyone is getting out. >> we are going to stay because this is home. we've seen the work going on back there. it is amazing what they're doing and i have a lot of confidence in what they're doing. >> reporter: president barack obama in memphis for a high school commencement met with families affected by the flooding as well as state and local officials, first responders and volunteers. according to the white house, the president told those in the meeting we're there for you and we're grateful for your resilience. in vicksburg, mississippi, city workers are trying to shore up floodgates while the mayor is encouraging residents to be prepared. >> we anticipate 1200 to 1500 residents or businesses that will be directly affected by the flood. >> reporter: the louisiana governor says government agencies are prepared to do effect they can to help out. >> we kno
