Developing right now in london one day after the terror attack near the house of parliament it is back to business p may says the attacker whose identity has not been publically revealed was british born and known top british authorities. She said he acted alone and was previously investigated for having extremist links. Overnight British Police arrested several people in raids they say were linked to the attack. Those raids carried out in the nearby city of birmingham. The death toll revised slightly to 4o this was englands worst terror attack in a home. Homicide detectives are still trying to make sure that theyve looked at every single and try to see if they can get any more clues in this case but here is a new one that they released to us late last night. You are looking at a more more Surveillance Video this one taken from an establishment in the 5,000 block of garrett avenue beltsville maryland. Its a man who police are calling a person of interest in the murder of corrina mehiel. Theyre asking to look out for her car. The bumper has a. M. Yellow diamond sticker. This was taken from a d. C. Traffic camera but police wont say if it was taken before or after the murder. It was tuesday, 4 19 in the afternoon when d. C. Police were called to the row house on 14 street for the report of an unconscious person. Once inside they found the body of 34yearold corrina mehiel. She had been bound and stabbed multiple times. Neighbors told fox5 they believed a young couple had rented the apartment and said they had never seen or heard anything unusual. Corrina but in d. C. Temporarily working on a short Term Contract with the Corcoran Museum. It wasnt night at the Corcoran Museum when she was last seen live. On the scene d. C. Police tell us that there are no signs of forced entry into that basement apartment. They are still working to determine if anything was taken and there is a 25,000 reward in this case. Police trying to figure out who shot and killed a College Student from maryland who was home on spring break. Ayana mcallister went to see the filming of a music video in northeast d. C. With her friends. The Saint Augustines University freshman was gunned down in a parking lot just blocks away from the benning road metro station. Happening today, a funeral will be held for a maryland teenager named d police say her murder is connected to Gang Activity. 10 people, four adults and six teens have been arrested in connection with this case. No word on what led to a Police Involved shooting in southeast d. C. Officers responded to reports of a shooting in the 4300 block of barnaby road around 7 oclock last night. When they got there they found a man with a gun. A struggle ensued. At least one officer opened fire the suspect was shot and is in critical condition. New information this morning in the Rockville High School rape case. An attorney for the 18yearold suspect Henry Sanchez milan tells the Washington Post that what happened inside the boys bathroom last week appears to have been a consentual encounter. The lawyer says his client who is in the country illegally was fleeing gang threats and violence in guatemala. He is confident sanchez milan will be exonerated. Well find outo month are to get to work if you take metro. Metros board is set to take a final vote on raising fares and cutting service. Its expected the board will approve the plan which raises rail fares 10 to 25 he cents and a bus fare by a quarter. Trains would arrive every eight minutes during rush hour. This is just before braddock road at the express lanes split. You can see the center lanes blocked. The left lane and two right lanes getting by. So this is causing a huge backup right now. Skyfox pans back you are basically parked from the springfield interchange at the mixing bowl through that point. Once you braddock road things drivers try to navigate to the right or left lane. Give yourself at least 30 extra minutes to get through that area. Lets switch it from skyfox to a ground shot of that with our cameras. The just how blocked up things are. Crawling right now. Big question on capitol hill today is will it happen or not . Republicans had hoped to have a big vote on the replacement of obamacare later today. Despite some late night arm twisting theyre not there yet. Fox5s Anjali Hemphill is live on capitol hill with more on why some republicans are holding out on this plan. Reporter wel to lose more than 23 votes on this plan. However, the latest reports show there are more than two dozen republicans who still oppose it. Remember this . Seven years ago today, president obama signed what was supposed to be his legacy issue, healthcare reform. But will it be on its way out today . We have not cut the deal yet. Reporter they have not cut the deal yet and that may be an understatement. Despite some intense lobbying even from the president , there doesnt appear to be enough republican support yet for the repeal and replacement of obamacare to come to a planned vote in the house later today. The president and i came to an agreement in principle. Reporter the leader of the House Freedom caucus a group of conservative republicans sounded optimistic about some last minute concessions including allowing paired back Health Insurance plans. But that may scare off some moderate republicans and there are some on the right who simply dont appear to persuadable. Kentuckys Thomas Massey said he was changing his vote from no to hell no. This is not going to pass. Reporter democrats seemed to revel in the drama. But dont rule out a last minute deal orchestrated by the president who knows that more than healthcare may be at stake. What hes saying to republican members moderates and conservatives is hey get on board on this and we can do so much other bigger things, tax reform, tax cuts, infrastructure, immigration. Nearly three years after a ferry crashed and sank off the coast of south korea that ferry has been pulled from the ocean o the ferry sank back in april of 2014 killing more than 300 people. Most of the victims teenagers on a school trip. Hundreds of engineers worked overnight to lift that ferry several feet out of the water. A Wisconsin Police officer and three other people were shot to death. Police say it was a domestic dispute at a bank that escalated in shootings at three separate locations. Two people were should the at the bank. 10 minutes later a shooting was reported at a law firm and then more shots fired at an apartment complex and thats where the Police Officer was killed. The gunman was involved in al standoff with police for several hours before being take and it was a Daring Rescue caught on Surveillance Video in a massachusetts tran station. Take a look at that man right by the yellow line. Witnesses said he was under the influence. Hell walk right onto the tracks. Ouch. Ouch. But a group of College Students were there on Saint Patricks day and they quickly jumped into action. Two of the students seen on camera jumping down into the tracks. In addition to that you can see really heavy traffic 95 southbound from well north of the icc to the beltway. Inner loop heavy because of an earlier crash by New Hampshire avenue. Outer loop completely jams 95 over to Georgia Avenue as well. So, both the inner loop and outer loop through college park this morning significant delays. Bw parkway north and southbound heavy past powder mill road. A new crash reported in bethesda. 270 southbound excuse me, 270 southbound blocking the shoulder by the spur. Thats causing big delays coming down from gaithersburg. 295 on the southbound side earlier disabled vehicle has been cleared at benning road. Police still have heavy traffic fro 11th Street Bridge. In Southern Maryland we have very heavy volume on 210 northbound as you try to get to the beltway. And then 301 at the five split in brandywine. 301 north of four in Upper Marlboro dealing with a person hit by a car there. Well get those details to you in your next report. Back to you. It is a story that fox5 has been all over. Missing kids in the district. Where are they and why does there seem to be an increase in the number of cases. Those are just some of the stories thatting questions that residents want answers to and at a town hall meeting last night in southeast they got some answers. S bob barnard is live with the latest now. Still so many questions, bob. Good morning. Reporter hey, allison and steve, yes, a lot of questions. Some answers but ill tell you what, a lot of passion still out there right now. This is a situation, the meeting last night at a Charter School in southeast where people in the community, families and parents meeting with city leaders expressed thei like theres a growing number of girls going missing here in the district of columbia. Some of them are run aways but then they get preyed upon when theyre out there. Basically d. C. Police and city leaders told these families yes, it seems like that, the numbers are up but actually theyre not out of the norm compared to most convenient years. The thing is a new commander of the youth and Families Division of the mpd is using social media for each and every case of a missing child in the district. Their web site basically had just relisha rudd who had been missing a few years as their only case. Now, there are currently like 10 cases, four new ones yesterday but thats because they are going out there and on social media letting people know each time a girl goes missing to hopefully get them home. Here now reaction from the police chief talking to the people there last night and a Community Leader who says the social media is a good thing but can also lead to trouble it is a blessing and it is a curse. Were utilizing these tools to find the missing and theyre utilizing these tools to recruit. One child missing is one too many. So, its not so much about the numbers. Its about the ones that are missing what we can do to get them safe. Just because you see a text from your loved one or you see a facebook posting from your loved one, it doesnt necessarily mean theyre okay so we got to keep looking for them until we get them back home. Reporter what chief newsham is talking about is that yeah, there is Human Trafficking out there. These girls who voluntarily leave home for whatever reason could end up in the hands of people with criminal intentions and so what mayor bowser told these families is that they want to do a better job, city leaders and city agencies want to do a better job of reaching out to families, helping to provide counseling to kind of like take care of some of the conditions in home that lead these young girls to leave into trouble on the streets, guys. President trump has asked members of the caw cause to meet with him today at the white house. You know there will be a lost discussion there as in lets get this done. Lets get it done. From the president s perspective. Members of the Congressional Black Caucus met with President Trump at the white house. Covered issues ranging from immigration to crime and budget joining us now with a insiders look at the meeting maryland couldnt morning Anthony Brown who was there yesterday. Thank you. Good morning. Candid discussions, how candid were these discussions with the president . It was a candid discussion. I mean we went in to the meeting first of all we were invited by the white house. Our goal was to help the president answer the question that he asked africanamericans what do you have to lose . And we pointed out after looking at the skinny budget that the Trump Administration released recently that theres a lot to lose. Um, you know, cuts to meals on wheels, cuts to pell grants, cuts to the historically black colleges and universities. We pointed that out but we also were very candid and thought it was important that we that we are about some of the offensive language that hes used directed towards former president barack obama, the way that he mischaracterizes the africanamerican community. The impact of the travel ban. So we put that on the table we didnt spend a lot of time on that. But we did need to put it out there and then we pivoted to issues. How do you get these points across . Now this is a president who, um, you know, has kind of handled things his way so far into this term. How do you get those points across in a convincing way and still be diplomatic about it since youre there in the white house . And diplomacy is big peace it in terms of if you truly want to develop a relationship with the africanamerican community, President Trump issued a new deal for black america a few months ago. This was his set of proposals. Well if you want really make to progress on those proposals then you have to have credibility in the community. You have to have confidence or the community has to have confidence in your ability and your willingness to really make change. So that type of language and conduct doesnt promote partnership. So we sort of presented it in terms of what we thought would be in the best interest of the white house that they really want to make progress in and with the africanamerican community. The delegation the leadership not the entire cbc the leadership went and sat down with the president. This is a president who got some like 8 of the africanamerican vote. My question to you is, did you leave that meeti that he, a, listened and understood issues facing the black community and that anything will be done to differently . Well, it certainly listened, and that was that was encouraging to see. Now, in terms of his understanding, wed like to believe that he has a better understanding of the needs andly challenges of the africanamerican community. But, you know, well see in time. So we saw skinny budget a few weeks ago. A lot of harmful cuts. Hell submit his formal budget this spring, and well see whether or not the cuts have been restored. Whether our requests to increase funding to historically black college and universities actually happens. But the one thing ill say so we specifically asked to be able to meet with his cabinet secretaries went mentioned the education secretary and the housing secretary and the attorney general, and he readily said yes. He says lie make them available. So well take him up on that offer to do that. Let me just ask a followup here because we famously optic of the historically black college and University President s Leadership Meeting you made a point of it. There will will be no photo op op here. Im saying to say i hear you saying cuts to education, meantime theres this shot with everyone smiling in the room. So do you worry about what might be said versus what might actually happen . Lets be clear, the shot of smiles was not us. Exactly. Ours was a business meeting. We were in the cabinet room. Picture was taken then . The white house photographer took a picture. I dont know if they released a photo. Okay. The media spray was focused on because they were behind us were focused on the president. But, you know, we were very insist ant that this is a business meeting. We were in the cabinet room. We did go oval office to continue the meeting and because, you know, we we wanted to offer solutions on issues dealing with criminal justice. How he unrolls infrastruct package in a way that empowers the africanamerican community, creates jobs locally. Provides opportunities for women and minority owned businesses so we were very focused on solutions and but we didnt walk out of the meeting believing that, um, that necessarily we were going see results. We know that we have work to do. Were going to engage the cabinet secretaries. In addition to that engage the president in the future as well . Absolutely. I mean, he offered, um, in the meeting to meet with us regularly, and so well take him up on that. But we think a lot of the detail work will be done with his cabinet officials and the departments. You hit on when the president was on the campaign trail. What do you have to lose was the message to africanamericans, and as a black woman, let me just say that the message that i heard from him was, does he know theres a thriving middle class thats always trying to keep moving up . Does he know within washing history, rich black history, and so when you left him, you left him with a book that says we have a lot to lose here. So what was the sense, i guess im trying to get into your head in that meeting. We left him with book, and we not only the book but the comments the information we left were not a non noily thick group we dont all live in poverty in inner cities like he character rises. That was the message on the trail. Were professionals, wee business owners, were farmers, were poor, were well to do and a few us are wealthy and that doesnt include me. Nor i. But were a diverse socio economically, and we presented that to him. And but also we presented that, you know, africanamericans resilient we face add lot of hardship in the four centuries that weve been on this continent, and we continue a struggle for, you know, to bridge the opportunity and the inequities in our criminal justice system, disparity usie in health care. So weve got work to do. Were in many struggle but this is who we are, and there are a lot of Success Stories within the africanamerican community. Congressman hopefully its a first of many meetings at the white house with the president and members of the cabinet as well. In the district still no word on what led to Police Involved shooting in south East Washington where Police Say Officers responded to reports of a shooting in the 4300 block of barnaby road about 7 00 p. M. When they got there they found a man with gun. Some type of struggle ensued at least one officer opened fire. British and us authorities are holding that information very close and not sharing it at this time the identity the attacker. Last fall isis spokesman called knives by terror attackers. We have heard this morning from andrew jess zig a maryland criminal defense attorney whose been hired by the family of the 18yearold accused of raping a student here in a bathroom at Rockville High School last week and here are the two main points from the attorney. He says there has been a rush to judgment. We believe that he is innocent. The he is referring to is Henry Sanchez milan the 18yearold who along with a 17yearold student has been charged with the attorney has told the Washington Post that he believes that henry believes hes innocent. That the sex in the boys bathroom here last thursday with this 14yearold student was consensual. Police are calling it Montgomery County police are calling it a brutal attack. They have charged the two teenagers with first degree rape. And according to the attorney he toll the Washington Post that his student his client 18yearold student was fleeing gangs in his native guatemala he had been threatened by gang of the. He was not gang member himself. Not a member of a gang here. That he fled his homeland to start a new live, has been living with his father here in Montgomery County according to the attorney who spoke to the Washington Post at length yesterday. So well see shakes out. The attorney will have more to say later this afternoon. According to dr. Jack smith who the superintendent of schools here in Montgomery County, in the l Montgomery County School Children that went out this morning, he calls the attack here horrific and unacceptable but he also said the school and students here at Rockville High School have been getting threats from people all across the country basically. Emailed and phoned in threats because these were illegal immigrant teenagers in school with the rest of the student population here and according to police have the opportunity to be alone with 14yearold girl and rape her in a stall at a boys bathroom here in Rockville High School. Unfortunately, this morning we continue to talk about the missing children and teenagers in the district. Not a day goes by we dont get questions why were not covering this more and what our doing. Dc police are asking for the publics help to find today 17yearold Catherine Hunter and 17yearold shani burris. Catherine was last seen on tuesday, march 21 in the 100 block of mississippi avenue in southeast and shani was also last seen on tuesday in the 2600 block of san ton road in southeast. Now those cases and dozens more like it are the reasons why hundreds of people packed a school in southEast Washington last night. The town hall meeting was called after more than 500 youth have been reported missing in d. C. Since the beginning of the year. City Officials Say theres not an actual up tick though in cases. Theyre just pub lib sizing them more. And while many of these children are found and reunited with families, Community Members are frustrated. Joining us now commander sheinelle dickerson the head of the youth and Family Services division of the metropolitan Police Department. We thank you so much for coming in today. Me. So the public is understandably frustrated with the number of teens that appear to just have vanished in washington. What is the story here . Is this critical issue right now in d. C. . Well, eighths critical issue, however, the teens have not just vanished. Sadly, a large number of our missing teens voluntarily leave home and theyre found or located theyre located or returned within a short time. Youve made eight mission since youve taken over this position to publicize these kids missing to show their faces, give a description. Why . Because i want to ensure that every case received the same level of service and attention. What do you mean by that . Well, i was astound when i look at the number of missing africanamerican females. Im not trying to minimize that other people are missing, but they looked like me and so i just wanted to make sure that every investigation focused on we get the same exposure to everyone regardless of your race or where you live. What percentage of these young and most of the cases young teenaged girls right. Black girls missing in the city. Yes. Okay. What percentage come home would you say . I dont have that number but a large percentage come home. Okay. For example, yesterday i started out at 4 00 p. M. We had 18 juveniles that were missing. By the time i left the town hall meeting last night, six had been located and we had, um, only 12. But then this morning that number has grown again. Okay. So what is happening here . What do you think is behind these missing teenagers . Well ing. The ones who dont come home . As ive stated before that its a deeper issue. Okay. We need to get to the bottom of why these young people feel that theres no other alternative but to leave home. When they leave home, theres a danger that they co issues, and then my biggest concern is theyre not going to school. So without an education, they cannot become productive adults and reach their full potential. We saw a heartbreaking story yesterday one of these teenagers was in the foster care system. She says shes sick and tired of being neglected and mistreated so she is not missing. She just chooses to be on her own. Thats a heartbreaking reality. It is, but she is still missing to the metropolitan Police Department and were doing everything we can to locate her. So im asking her if that post is real because we know sometimes that the post is on social media may not be real, but if that is real, were asking sharia to contact me. Im take personal ownership in her case if she get the services she needs. Just come home. A lot of times when we see young people missing and we know theyve been abducted we the amber alerts. Where are the amber alerts in the bulk of these stories. Notification system its a National System used by Law Enforcement officers when we have reason to believe that a juvenile has been kidnapped or abducted and theyre in eminent danger. Okay. So not all of these missing cases lift up to the criteria. Yes, maam. So when you dont see it its out of neglect. This is a program that has very strict criteria if im reading it correctly. Yes, maam. Lets talk about sex trafficking. Weve heard a lot of people get an education in what sex trafficking Human Trafficking s basically youre told into a life of prostitution or what have you. Is there a fear some of these teens are facing that harsh reality now . Well, we have no evidence of our recent case, however, its always a possibility, and thats why were trying to reunite these teens with their family members as soon as possible. Okay. If you had to leave us with a headline here, commander, what would you say to people who are saying issue, this is a National Issue that needs the attention right now, what would you say about the sheer bulk of number, bulk number of teenagers missing right now . Whats the headline because i want to make it clear to people that are watching. This is a serious issue but it will take a joint effort. We need the community involvement, um, the other government agencies. This problem will continue until we step up and do something about it. I have one more question when it says critical missing, what does to mean . What should we read into that. The critical missing, um, its under 15 years of age or over 65 because we do critical missing adults but were just talking about juveniles under 15 years of age or if theyre 15 and over theres some circumstances where we have deemed that its critical. I keep having one more question for you. Okay. At the town hall last night we saw a young girl very emotion saying we cant even operate like we used to because everybody is on heightened alert here and my own young 12yearold, mom, on the internet theyre saying look out for a woman shes got large glasses on and shes handing out flyers like some sort of a casting or whatever. So lets set the record straight. What do you want teenagers out there who might be watching, parents watching, what do they need to be doing to make sure they dont end up on your social media radar . Well, the main thing that i can tell you, be careful with, um, the people that you communicate with online. I mean thats a big issue or big concern for us. That young people will meet someone online and then agree to meet them at a location later. I just you were all parents and guardians to talk to your young people. Because one Lady Young Lady was emotional and she said that they just want someone to talk to them. Its as simple as that. That breaks your heart. Not increase and just more proactive approach to getting these names out still too many of these young people missing. Yes, it is. One missing person is one person too many.
