difficult options being presented. >> built a great company, i've been all over the world, i've dealt with foreign countries. i have great judgment, i have good judgment, i know what's going on. >> the candidates have spent the week talleying the top military records. >> the clints have 110. some of them will have good as vice after north korea tested nuclear weapons for the second time this year. president barack obama condemned the test and in a statement, said, quote, the jiets does not korea as a nuclear state. condemning nuclear north korea doesn't transcend politics, remembering 9/11 surely does. clinton, new york's former senator and trump, a life-longer new york have pledged to suspend the campaign on 9/11. i'm at the pentagon memorial for nine 911 victims. about the 9/11 anniversary, terrorism is one of the top concerns for voters right now. that's what they said when the research center asked them to rank the issues. what they plan to do about it. first up, trump. >> it is now time for a new approach. our current strategy of nation building and regime change is a proven absolute failure. >> he says he's going to ask his top military leaders to come up with a plan to defeat isi office. he wants to do that by cutting off the funding, expanding intelligence sharing. here is clinton's plan for isis. >> first, we're going to take out their strong hold in iraq and syria. second, we're going to dismantle their global terror infrastructure, on the ground, and online. third, we're going to bolster our defenses, and including with an intelligence surge, to protect us and our allies. part of donald trump's plan, well t difference will be in how each candidate approaches our allys in the fight against isis, and they have completely different plans when it comes to dealing with terrorism here in the united states. trump, wants to keep out immigrants from countrys which have a history of exploiting terrorists until there's a better way to vet them, a test for anyone coming into the united states to show they support america's values. clinton says she's going to stop attacks before they even happen by giving law enforcement and intelligence leaders the tools and tin to suspected terrorists. and she wants law enforcement to build strong relationships within american muslim communities. i'll be back next week with the look at the candidate's plans for job ts, mike. for the first time in a year, hillary clinton took questions in a press conference setting and trump, he had people come on his plane asking him questions. so we're asking people right around here what they you would ask if they were in front of trump or clinton. >> would you be loyal to and united states. >> what qualifies them to run in the country. >> there's too many issues for me to, you know, for hillary, i don't know what i would ask her. >> can't pick one out of the hat of many? >> there's the clinton foundation, and just who knows what, benghazi. >> tax returns. >> would she preside over the country differently than bill. how would bills legacy, bills leadership. >> new information coming out this week, involving hillary clinton and charities linked to her family. investigating this story for months. >> thanks, mike, we've been looking into two clinton charities that voluntarily disclose limited donor information on the websites but we found they're both ignoring a stricter law that rir requires them to publicly name all government donors. and the amounts that they give and to do it every year, and one man could force disclosures on hundreds of government money? is choosing not to. [ applause ] . >> we have to stop the endless flow of secret unaccountable money that is distorting our election. >> the foreign government dollars that flow through clinton family charities that critics argue need to be accounted for. our investigation found two of the charities ignored a new york law and related instructions. john heads the sunlight foundation, a political watchdog. >> the clinton foundation and the associated entities are the public who is giving them money from especially foreign governments. >> new york law requires charities to publicly name each government that gave contributions, and the amount. yet, the clinton foundation has never complied for the foreign government donations. >> they just list a lump sum total. they don't list each foreign government. >> david nels season a tax expert and former regulations and legislation committee member with the council on foundations. they're in compliance with the new york regulations. >> and we also found problems with the clinton help access initiative, for 2010, told the irs it received 26 million dollars in foreign and domestic government grants. but the charity only reported $242,000 in domestic grants to new york. ignoring instructions to make sure that the state numbers matched with the irs, which requires a total number, both foreign and domestic, but in ne names and amounts. over five years, we found 225 million dollars in discrepancies, between what it reported to the irs and to new york. >> new york state law should be enforced as its written. >> i thank you for joining me today for an a important announcement. >> the attorney general just won a lawsuit against citizens united after the conservative group didn't want to disclose its major donors. he was named the clinton's campaign leadership council in the maximum personal contribution allowed last year. his office told us that the clinton foundation is in step with state rules. . >> i have no idea how to reconcile, the letter of the law and the statements from the attorney general. they seem to be in direct contradiction. >> the clinton help access initiative says he told the office in the past if it wants to know about the foreign government contributions, it can ask, new york has never questioned its way of doing things the new york ag did not respond to our questions about the discrepancies. for "the race", in washington. >> more to talk about here on ?[ music ] ? ? as we count down to election day, talking to voters about why this race matters to them. we talked toto a 9/11 survivor this week. >> it's been 15 years since the 9/11 attack on the pentagon. does it seem you? >> no. the only time i know it's 15 years is when they say 01 and knowing it's 16 now. >> yeah. and you've brought us here to the bowling alley with your great group of ladies. and watching you guys bowl, doing well beyond what i could ever bowl. >> this is a 95-year-old lady. >> iris over there. so what significance does bowling have for you? something to do. it really does give me something to take my mind off of the 9/11. >> yeah. >> even though i can't forget it. >> yeah. your desk was inches away from where the plane hit the pentagon and you were steps away. what took you away from your desk at that moment? >> if i would have gone the front way, i would have been right in the path of the plane. but going in the back way, saved >> yeah. >> if i would have stayed in that office, when i left that office, i left four guys in there, all four of them perished. between my office, the office next to us, and the one on the other side, it was -- i think 37 people that died. >> wonder that you're here with us today, and a tragedy that none of them could be as well. you were a -- you were worked in years? >> 29 years and 3 months. >> so 29 years and 3 months in the pentagon. you're a 9/11 survivor. you experienced that, surely you must have some sense of national security. looking at the presidential candidates, this year, who do you think is more likely to keep us safer? who do you trust? >> that's hard to answer. right now, i do not support any of them. >> why? >> why? >> because i haven't seen the good them. the thing that really bothers me most is that you've got children, the children here, both hillary clinton and donald, all the fussing and arguing and everything, i don't think that's a good example for children. >> so what then would you ask them if they came to your bowl league here, hillary clinton says i can join the lady's league. trump. >> whoever rolls the best gets my vote. >> that's right. such an inspirational woman and she doesn't have to vote for trump and clinton. shannon cake is keeping up with the third party candidates. gary johnson making headlines for an interview that has now gone viral. he appeared on m nbc's morning joe, when the host asked him this question. >> what would you do you were elected aboutep >> aleppo. >> and what is aleppo? >> you're kidding? >> no. >> aleppo is in syria. it's the epicenter of the refugee crisis -- >> okay, got it, got t it. >> he called the situation in syria a mess. currently, johnson has 10% of win more votes than any third party candidate in 20 years. green party candidate, jill stein, finds herself in trouble with the law now, she joined an environmental protest in north dakota last week, and someone caught her spray painting a bulldozer. stein is charged with vandalism, and trespassing. stein released this statement saying, yoet, i hope they -- quote, i hope they take action against the dakota access pipeline that is water for millions of people who dmend on the missouri river, end quote. both stein and johnson continue to fight for a spot in the upcoming presidential debate. for "the race", i'm shannon cake, mike, back to you. >> why are we even talking about third party candidates? asked the candidates themselves is it a wasted vote? >> why would you say that a vote for a third party isn't throwing away a vote? election cycle, that a wasted vote would be for trump or clinton. and that a wasted vote is voting for somebody you don't believe in. >> establishment politicss have a new kind of entitlement. they are entitled to our votes. they're entitled to our support. they have to earn it. >> okay. so we know what these two leading third party advocates think, but is that an idealistic view? if we look at recent history, we see third party candidates who didn't get a single electoral vote but they did pull support from the candidate who wind up with them in the most n. 1992, ross pero. in 2000, the democrats, turns with ralph nador who is accused of dragging down al gore's vote in florida. another thing critics of a third party vote want you to consider is privilege. this tweet has been shared voting for a third party just to prove a point is a risk you can afford to take. >> check your white privilege, please, people of color in r this country can't afford it. immigrants and families who have immigrants in them, like my fiemly, can't afford it. >> so those are some of the main arguments against voting third party. but this election feels kind of different. doesn't it? we have two unpopular candidates ever. hillary clinton's faif rablt rating is negative 11 points and donald trump is around negative 28. add to this recent polling suggests about 42% of americans identify as independents. more than democrats, or republicans. and you can see why the climb for a third party run is more unusual this year. do americans have an obligation ?[ music ] ? ? back out here at the pentagon's 9/11 memorial. >> i think my single great es asset of any asset i have is my temperament and i know how to win. >> the prospect of the emotional voil self-obsessed, and inexperienced donald trump as commander in chief scares me to death. [ coughing ] every time i think about trump, i get allergic. >> we can't have someone in the oval office who doesn't understand the meaning of the word confidential or classified. >> couldn't remember certain meetings, whether or not they and still have to the treatment of classified material. >> she says she has a secret plan to defeat isis, but the secret is he has no plan. >> i will aveng my generals to d afb my generals to present to me a plan within 30 days to defeat and destroy isis. >> but you have your own plan? >> i have a plan, but i want to be -- i don't want -- look, i have a very substantial chance of winning. make america great again, we're going to make america great winning. if i win, i don't want to broadcast to the enemy exactly what my plan is. >> all right. so how much of what they said this week was true? our partners at -- looked into this week's presidential forum. >> but i will not let the v.a. be privatized. and i do think there is an agenda out there supported by my opponent, to do just that. >> hillary clinton making that claim in front of an audience of the nation's veterans in chief forum, something clinton and running mate tim kaine have made before on the campaign trail. rally speeches and even trump's website for answers. but only finding trump wanting to give veterans a choice, to seek a private doctor or the v.a.. the saying that proposal would not be a complete privatization of healthcare for the nation's veterans, making clinton's claim mostly false. >> i happen to hear hillary clinton say that i was not against the war in iraq, i w totally against the war in iraq, from -- you can look at es squire magazine from 04, look at before that, and i was against the war in iraq. >> donald trump telling a large group of iraq war vets at the forruchl he was against the war in war, the most damaging to trump's claim, is a september 2002 interview with howard stern, in which trump said he supported the iraq invasion. finding trump only started publicly denouncing the war claim as false. we'll be back next week. this election is giving late night plenty of material. >> what is aleppo? >> you're kidding. >> no. >> aleppo is in syria, the epicenter of the refugee crisis -- >> okay, got it. got it. [ laughter ] . >> got it, got it, aleppo, i thought you said a leopard, i was like -- [ laughter ] probably run away from it. >> he says great things about me, i'm going to say great things about him. [ laughter ] . >> that simple. the one guy donald trump has nothing bad to say about is vladimir putin. >> maybe he's afraid cut off his supply of wives, i don't know what's going on. [ applause ] . >> in the afghanistan-pakistan -- >> running out of time. as briefly as you can. thing. >> i've got 30 seconds left. >> sorry, secretary, foreign policy is like pizza delivery, how quickly things can change. trump topped clinton 45% to 43% in a poll this kweek from cnn, a little further apart in another poll. clinton is leading by 6 points washington post poll shows texas and arizona to go to the democrats. trump is closing -- blue states in the past six elections. >> if i told you that there was some method that for the last 30 years, accurately predicted every presidential election race, without using polls, would you trust that? >> no. no. >> do you think that's kind of science fiction? >> no, i don't think that's science fiction. >> i think these questions would be important but i don'tnk questions that would guarantee one person is going to win or not. >> oh, but there is. meet professor allen -- of american university, a mod that will has accurately predicted every presidential election since 1984. >> just didn't depend upon the polls or any conventional way of looking at conventions. >> 13 keys based on how favorable the political environment is for the party that holds the white house into the election. that he called 2008's election and 2005 and 2010. what's the prediction for 2016? >> as of today, the model remains inconclusionive. under ordinary circumstances, the model would favor the republicans, but these are not ordinary circumstances. we have a precedent shattering candidate in donald trump, who actually affects some of the keys. >> like key number four, which asks whether there's a serious third party >> once you start the debates, or even before that, will gary johnson fade away or again is the trump effect so large that people are going to seek safe haven in voting libertarian? libertarians never get more than 1% of the vote, normally. >> fine, he's still tweaking his keys but he could give
