following breaking news on the road ways. state police are on the scene of a three car crash in chesapeake. it happened on interstate 64 east of great bridge boulevard -- just before three o )clock. officials say a van traveling westbound sideswiped a tractor trailer that was stopped on the shoulder of the road. this caused the van to strike another tractor trailer traveling in the same direction. one of the tractor trailers lost its load and has blocked the westbound lanes of 64. this is a picture of the crash. we are told the driver of the van was taken to the hospital. right now the roadway is shutdown until debris can be cleared . taking a look at the back ups is causing. severe storms can bring flooding in hampton roads but we all know it doesn )t take much for roads to become impassable. today the city of norfolk and the army corps of engineers joined forces on a study to combat flooding. todd corillo was there and joins us now live in norfolk. ladies - the hague here is notorious for flooding issues we could see problems tonight with storms rolling through -- but now the city of norfolk is partnering with the army corps of engineers to find some permanent solutions to live with the water. take much for norfolk to flood. from heavy rain storms making intersections impassable -- to tidal flooding sending the hague flowing over its banks -- norfolk has a flooding problem. in fact the city has one of the highest sea level rises on the coast -- second only to new orleans. wednesday morning -- the city and the norfolk district army corps of engineers signed an agreement to split the cost of a major flooding study it s needed in order to qualify for federal funds for projects to today s signing set into motion the study -- which is expected to take three years to complete. live in norfolk -- todd corillo - newschannel 3. big developments in a virginia beach case -- a woman who was charged with killing her boyfriend was free to walk out of court today -- without any charges against her. newcshannel 3 s gabriella deluca has the story. megan dejesus wipes her tears away -- as she learns she will no longer be charged with killing her boyfriend 23 year old terrance covington. today -- the commonwealth s attorney dropped her voluntary manslaughter charge -- after prosecutors determined she acted in self defense. the commonwealth s attorney )s office issued a statement saying prosecutors were notified very early on that this may be the outcome -- and there is insufficient evidence to prove that dejesus in court today -- dejesus and covington both had family and friends there. as dejesus walked out -- she was surrounded by supporters -- and didn )t want to comment to newschannel 3. but -- covington )s family did. they also say -- they don t believe the commonwealth s evidence is accurate -- and that dejesus was not acting in self defense. the charges could be brought back if the commonwealth finds different evidence that shows dejesus committed a crime -- but a spokesperson says it isn )t likely. in virginia beach gabriella deluca newschannel 3. new details -- and it )s good news about the seven year old boy -- who was seriously hurt in a crash! an accident that also killed his made a complete 180 today. newschannel 3 s nadeen yanes joins us from the studio with the update. this morning 7 year old keion mcclenney s sister confirmed to us -- that he is awake -- and walking today. seven year old keion was in a crash with his best friend in norfolk on monday. his beest friend nine year old lucas ballard didn )t make it. since the crash -- keions sister says her little brother has been sedated and on a breathing machine after he suffered from bruised lungs and a swollen brain. but this morning -- his sister tells me keion has had since last night. his sister says keion is now walking and talking and could be going home as soon as tonight or tomorrow. tomorrow there will also be a -- lucas ballard. the family is year old )s funeral. the vigil is scheduled for 6 oclock at moyock elementary school. live in the studio 3. a this morning. it happened at the store on they tell us the man walked in, got some cash and took off. no one was hurt. police spotted 26-year-old gregory jones a few blocks from the store, where officers arrested him. he is charged with robbery and providing a false i-d. jones is being held at the virginia beach correctional center-- without bond. a house caught fire on marlboro avenue in norfolk early this morning. we )re told the home was under construction and there was no one inside. it all happened around 1-30. crews had it under control in just about an hour. no one was hurt. today was the last day for hundreds of workers at the newport news shipbuilding yard. more than seven-hundred workers were part of the second wave of layoffs. the first wave in september saw 480 workers lose their jobs. this comes after an announcement late last year that the shipbuilder would cut more than one thousand workers over the next couple of years. the company blames the layoffs on a workload valley. as work on carriers wraps up, they don )t need as many workers. described what the last day was like for them. the president of the company, says the unemployed will be given job search training and on site counseling as needed. portsmouth police need you to take action against crime. they are searching for a woman who is wanted for stealing money from a man. police say they are looking 31- year-old shannon deloath. officials say somehow deloath got a check belonging to a 54-year-old man and used it to pay a vendor more than two- hundred dollars. the man noticed an unusual transaction on his account and contacted the bank. detectives now have a warrant out for her arrest on larceny of a bank note, and obtaining money by false pretense. if you have any information that can help police track down deloatch take action and call the crime line at 1-888-lock-u-up. coming up on newschannel 3 at 4: presidential candidates continue to criss-cross the state of new hampshire --ahead of the first in the next the latest drop out in the race for the presidency. plus -- before the zika virus was even reported in the united states -- a lab had already started working on a vaccine platform. now scientists say their results are ready to be tested. and: under fire for threatening jail time. why virginia parents are so furious over a here in vineland, home of progresso, we figured out how to get rich ingredients like bacon into 22 light soups, so if you want 100 calories or less per serving without giving up rich flavor you say avocado old el paso says... zesty chicken and avocado tacos in our stand 'n stuff tortillas . school officials say the librarian did not want to comment on the investigating the incident. a manhunt is underway in california for a man charged with murder who was (mistakenly released from jail. steven wright was allowed to walk out of the jail in downtown los angeles saturday afternoon-- due to a clerical error. in a recent court hearing, wright was held in contempt of court and sentenced to five days -- even though he was already in jail. he served his contempt punishment and was supposed to remain in jail on his murder charge, but wright s paperwork was improperly labeled --leading to his release. wright is a known gang- member and is considered armed and dangerous. there is a 20- thousand dollar reward for information leading to his arrest, but so far-- police have no leads. no pajamas allowed in court! that is what a sign says a pennsylvania courtroom. district judge craig long no in his courtroom. he says it is not appropriate attire for court. and he )s says it has become a growing problem. he )s wanted to put the sign up for a while, and says he finally got permission. judge long says he has received no negative feedback from other officials regarding the sign. he tragically. but rescuers got there just in a teenage boy is alive -- thanks to fire fighters who pulled him out of an icy pond. a photographer happened to be shooting video in the area when it win. a california postal worker is being hailed a hero -- after taking action to help an elderly woman. corey shaw normally drops letters off at the community mail boxes, but hand delivers it route. recently when he went to her door, he noticed something heard someone say "help". he get turns out she had fallen, and had been on the ground for nearly two days. first responders eventually got the woman out and she s now recovering in the hospital . a lot of people dream of winning millions of dollars. well someone in california did -- but could miss out on all the money. lottery officials say a 63-million dollar winning ticket is still unclaimed at a store in in california. whoever won has until tomorrow to collect the winnings. if no one comes forward.. it will be the largest unclaimed expectation, and you're growing everyday... a case of road rage caught on camera -- in nevada. an altercation between a pickup truck driver and a group of motorcycle riders ended when someone pulled out a gun. elizabeth watts reports . motorist "i felt surrounded and threatened, it was an issue."the driver of this red truck told us anonymously that nearly a dozen motorcyclists were riding around him on boulder highway. motorist "you see the second three minutes of it, there s what they didn )t show you of all the motorcycles being erratic and causing issues in traffic." biker "one of our guys went off the dirt."the rider who filmed the incident and also wants to remain anonymous said it began with a dust up involving another rider and a blue suv. nats of riders/blue suv hand signals, laughter and a back and forth with that driver evident in the video, which didn )t involve the red truck until- motorist "one of them leaned against my truck on the front of it, and when he left he nudged the truck with his foot peg or motorcycle i don t know it moved the truck a little bit, and then he popped wheely )s taking off and about wrecked right in front of my vehicle, and that undoubtedly is where it began."it )s at that point, the driver who has a concealed weapons license, is infuriated. motorist "when i get up to the next light the guy s got me distracted on the left hand side on the passenger side and then this other individual comes up knocking on my, beating on my passenger door." nats "why are you guys flipping me off? i didn do thing!""you crossing affic..." motorist ndoubtedly it startled me and pulled my gun out and i was epared for him, and it )s just-p&that simple." biker "i didn t really think it was gonna calate to what it did." off cam - reporter? "he said that your hand was on the trigger." motorist "yes it was, and it was there for a reason. if i had issues i was gonna use it. i have a concealed handgun license, i )ve been trained accuse each other of provoking the other one- but in hindsight, only one of them says he would have done differently. biker "that s literally the first time i )ve gone up to somebody )s window in traffic like that and it will be the last." motorist "if the same situation happened i )d pull it again." the rider who shot the video says he turned the un-edited video over to police. we begin with breaking new details in the murder of a 13- year-old girl - who was stabbed to death - her body found days later. law enforcement officials now say david eisenhauer, the virginia student accused of killing nicole lovell, had an inappropriate relationship with the middle- schooler. they also say lovell was planning to expose their believe eisenhauer stabbed her to death to prevent that. the lovell )s body was found off a north carolina road last week. at a press conference yesterday authorities revealed she was murdered hours after she snuck week ago. police say tech engineering student - natalie keepers - both carried out the crime. lovell )s father has said he believes the two met on-line -- where she led an active but at times secret life. newschannel 3 s erica greenway looked into the dangerous world of social media -- and what parents can do to keep their kids safe. the scary part is you can have your kids at home with you - with the doors locked -- and strangers can still reach them. up to all kinds of risks.
