starting at 4:30 a.m. >> breaking news, just in the past hour, charlotte city leaders voted to approve a controversial nondediscrimination ordinance. >> tonight, we have a team of reporters breaking down the vote, the heated debate and what's next. >> let's start with blake hanson, he was there when nearly 140 people shared their concerns tonight. blake. >> yeah, that final decision, 7- 4, and council members each had a chance to explain why they were making that decision, but an overwelming amount of time tonight was spent devoted to all the people that came out to speak their opinions on this. most of the talk tonight was taken up by those people that came out. 140 people signed up to speak. 90 of those from c tap on the community, they would have a tough time doing so. by my rough count, about 50 50/50. those for made a much of the discussion about a quality while those against the ordinance focused on some of the safety concerns that they had. it was largely civil inside. city leaders had to take a break to respect the speaker that was up at that time. just in the last hour, we got that final decision, 7-4 in favor of passing the ordinance and we caught up with people leaving either deflated or fired up. >> i think we said we were world class city before we were, but i believe we've become that over the last five or so years. >> i think it's unfortunate that people are really not hearing the speakers and the concerns they have for their family members. >> we saw those rallies out here at the government center people were still inside the government center holding up signs. it's clear people are not letting this one go. it is clearly going to be a discussion that continues on. reporting live from the government center, channel 9 eyewitness news. >> thank you, blake. and eyewitness news reporter, dashawn brown listened as city leaders voiced their opinions about all this and spoke to them just after they cast that con con controversial vote. >> reporter: the room exploded, or excuse me, exploded in applause from all those in favor of the ordinance. you know, a lot of the council members, before they gave their vote, they took the time to explain why they were voting yes or no. this is important to each and every one of them. one lost his father last night, but he thought it was important to be here and to vote no. now three other members of council joined smith in voting councilman said this ordinance isn't about dediscrimination. he thought it was a comfort and privacy issue. as for the seven council members who voted for the ordinance, many told personal stories, some a part of the lbgt community. some who know someone who is. councilman austin said the lbgt said their community is not a group of aliens and said they are not going anywhere. but tonight, mayor roberts acknowledged the work here isn't over yet. >> well, i want to help do is to continue to have a dialogue because it clearly misunderstanding. and we want, i'm pleased charlotte sent a signal that we will treat people with dignity and respect, even when we disagree. >> as you saw, there were strong feelings on both sides. i feel a lot of people who had traditional values in mind and not hostile to anybody who were >> reporter: and we told you governor mccrory weighed in yesterday and state lawmakers could get involved if this ordinance passed. mayor robert hasn't heard from him yet, but did not rule out further action from raleigh. reporting live, dashawn brown, channel 9 eyewitness news. >> thank you. the american civil liberties union sent channel 9 a statement moments after leaders passed that ordinance. the executive director says quote, with this vote, north carolina's largest city has affirmed that all people deserve to be treated fairly and protected by the law. >> and while the issue of public restrooms has drawn the most controversy, there are some other protections included in this ordinance. and here's a breakdown for you. the ordinance means that the lbgt community will not be denied the right to use certain facilities because of their sexual orientation, gender identity, or gender expression. among those facilities, businesses, including bathrooms, public showers, the ymca or ywca, including the locker rooms and at hotels. tonight's vote is likely not the end of this debate. north carolina is not a home rule state. that means the state has the authority to weigh in on issues passed by cities. as dashawn mentioned, channel 9 obtained a letter. it hints that he will take action if this ordinance passes, which it has, right after the ordinance we reached out for comment, so far, we have not heard back. channel 9 will stay on top of this major story both on air and online. you can read the ordinance in its entirety. it is inside the article right there on our home page. >> and breaking news tonight, just in the last 90 minutes, emergency crews responded to a crash in longview. reporter tweeted out these pictures of that rack that happened along highway 70, you can see in the pictures, the side of the car had to be cut was smashed. we're trying to find out who was injured. >> new tonight at 11:00, police investigating, trying to buy a video game system in the university area. this happened weeks ago outside the ymca on old mallard creek road. the suspect posted an ad on offer up. it's a site that you buy and sell things. when the victim arrived, another man came up from behind him and hit him over the head. tonight, police are looking for the suspects. investigators just released the name of a man who was killed after a logging truck crossed the center line, leading to a deadly crash. 43-year-old, robert jones was killed when a logging truck crossed the center line, flipped on to its side and crashed into his pickup truck. all this happened this afternoon along ferguson ridge road in gastonia. the driver of the logging truck suffered minor injuries. the d.a. will now decide if he will face a sad update about a 16- year-old on board a tourist helicopter that crashed in hawaii. over the weekend, crews pulled out the wreckage from the water near the pearl harbor visitor center. five people were on board the helicopter when it went down. the teenager and three family members on board were visiting from canada. the faa is now investigating what happened. for the first time tonight, we're hearing the 911 call made moments after police say a man forced a teenager to get into his car at gunpoint in east charlotte. >> coming back home, saying someone to get in the car, and he ran home. >> that is the victim's mother. she says her son was walking to school on conference drive early thursday morning when a guy pulled up in a white car and pointed a gun at him and forced him into the car. the teenager did eventually manage to escape. the suspect was driving a white four-door sedan, a chevy or malibu. >> new developments tonight, the michigan uber driver charged in a shooting ram pain told investigators that he quote, took the people's lives. and jason dalton's first court appearance, a kalamazoo police detective told a judge that dalton admitted to the shootings that killed six people and injured two others. tonight, president obama offered his condolences to the victim's families. >> saturday, another one of our communities was terrorized by gun violence. your families who are shattered today. >> police say dalton opened fire at three separate shootings over the course of seven hours on saturday. police also say that he actually picked up uber fares inbetween those shootings. tonight, an uber official is confirming the company received a complaint about erratic driving by dalton on saturday the company says that he cleared a background check. tonight, the centers for disease control says health hazards related to toxic flooring could be higher than previously thought. last year, it was discovered that some of the companies lamnant flooring -- now the cdc says people exposed are three times more likely to get cancer than they previously thought. health officials say a miscalculation caused the original number to be lower than that. after the information came out, they started offering customers free test kits for their floors. action 9 investigated to see if the tests would provide accurate results. we used the stores test and one that action 9 team bought. there was a small difference in the results, but the test favored the store. the company defended the test saying they are using a lab that is independent from the company. >> and more breaking news coming in tonight in the last voted 7-4 in the nondediscrimination ordinance. from businesses to public restrooms. we're working to find out a time line for when the emotional. >> that emotion was apparent as residents addressed davis and each other about the plan. >> why are we saying more on the simple root cause of fixing the poor performing schools. >> just because we are talking about children of poverty, does not mean they are not as intelligent as your children. >> while the -- davis tried to address concerns. >> i'm not asking anyone in this room to sacrifice their child for any other child. i am asking that we recognize >> the board of ed is set to vote on goals that will guide their student assignment plan tomorrow night at the regular board ciaa tournament kicks off for the 11th straight year tomorrow. they are expected to bring 150,000 fans and players and family members all to uptown pumping $55 million into the local economy. cmpd says they have been visible and in touch with bars and nightclubs. last year, there was violence neither were affiliated with the tournament. tv 64, waxn is the official tv home for the ciaa. you can rain in and around the charlotte area. a bit of a break updown. as more rain lifts north out of the south carolina midlands. over york county, south through rock hill and all the way down to chester county. all that lifting again to the north toward charlotte, we have rain right now falling from i- 40, lanore, taylorsville, into the high country, again, a wet night all over, bus stop forecast calls for more rain tomorrow morning, although it appears as though it will wind down as kids get into school. but still, around 50 degrees and a good chance for rain. so grab an umbrella as you head out the door. tomorrow's future cast, a bit of a break. lunchtime and late tomorrow afternoon, likely unfortunately, in time for the evening drive. much like today, another batch of rain pushes into the charlotte area, out of the south carolina midlands and spread north on into the foothills and the mountains. look at your hour by hour rain chance. it will be peeking in the morning. a bit of a dip in the afternoon. and then peeks again toward the evening drive. so, again, need a plan to be outside tomorrow, outside driving, especially, you want to be careful on the road ease s early and late. we start around 50, which isn't bad for late february. and we stay there all day long, especially from charlotte north. south of town, this wedge of cool air may try to bust, but that may be a bit of a wish cast more than anything else. the forecast, the rain early as well as late in the day, a bit of an afternoon lull. temperatures will be in the 40s and down toward chester, we may break into the 60s for a time tomorrow afternoon. here's a look at our future cast. this time tomorrow night, more rain and then we'll keep an eye on wednesday. not just rain, but the risk of thunderstorms. a pair of squaw lines try to push our way. one arrives late morning, another one right around lunchtime or early afternoon. before it's finally gone by wednesday late day. wind speeds will also pick up. very high wind speeds as we work our way through the day on wednesday and rain totals, we're talking about upwards of 1.5 to 2 inches of rain before tomorrow night and then another half an inch or so bringing our totals to about 2 1/2 inches by wednesday. threat tracker on wednesday, the risk of localized flooding, maybe some thunder and lightning and gusty winds out of any of those showers. by five-day forecast will be the bulk of the action on wednesday as the showers and storms come rolling through. once we get through wednesday, a little cool, but at least the sun is back. >> we'll need
