receiving that extension is come here to shamrock gardens elementary and greet school bus drivers in honor of bus safety week. it was a late night for clark and the entire school board. a packed meeting chamber says the school board vote 6-3 to extend clark's contract to june 2017. some school board members said they needed for replacement. clark has been in the role since 2014 when she officially took over for dr. heath morrison who suddenly resigned. the vote gives the board more superintendent and time to focus on student reassignment and budget priorities, something parents were asking for. >> i think we may have difficulty agreeing whether we think she's done a good or bad job, but i hope we can agree on the process to follow moving forward. >> reporter: the board's national search for a replacement will continue and a time line will be established in two weeks. coming up, a passionate plea from parents whose children are facing potentially reassignment due to this survey. joe bruno, channel 9 "eyewitness news." right now, channel 9 is following every development in the race for president. several hopefuls will be vying for votes in south carolina. donald trump, kasich, cruz are all holding conferences in the palmetto state. bernie sanders claimed victory hillary clinton by more than 20 points. >> we won because we harness the energy and the excitement that have so many friends up here. >> franklin graham held a prayer rally at south carolina's statehouse yesterday. as the political spotlight starts to shift to south carolina, graham is visiting all 50 states ahead of the november election. he's urging voters to pick a candidate to uphold bubblal prince -- biblical principles. >> walls are meant for protection. it's to keep bad people out. >> accused of killing a lenoir couple 25 years ago. the jury will begin deliberating today to decide the fate of william murphy. deputies is he he shot and killed these two inside of their home in 1990. during closing arguments, the defense argued there was no physical evidence linking murphy to the murder scene, only his brother and sister who implicated him. murphy could face the death penalty if convicted. this morning, rock hill police need your help finding a man wanted for attempted murder. boozer stabbed him monday night then threatened to shoot him at a home. the victim is expected to survive. police plan to charge boozer with attempted murder once he is arrested. experts say lower gas prices could be contributing to the spike. last year, south carolina roads had 942 fatal crashes, 120 more than 2014. there were 880 deadly crashes in north carolina last year, up from 840 the year before. it's part of a regional increase in traffic deaths. experts say it is partly because of an increase in the number of drivers because of the lower gas prices. >> one of the downsides to a good economy is traffic deaths tend to go up. we've seen that historically. unfortunately, we're seeing it again. >> experts say the steep jump was also because there was an unusually low number in 2014. continue falling this year. >> the year long nationwide average could drop below $2 for the fist time since 20 -- first time since 2004. part of the department of energy experts the national average for 2016 ton $1.98 and expects crude crude oil prices to be $11 low their year than last year. 85, mark? >> southbound coming great south through concord. the traffic volume is light and you have plenty of room to move southbound checking some of the drive times. if you are heading out of salisbury this morning heading the drive time technology is showing here at 68 miles per hour coming south towards china grove in five minutes. if you are heading from china grove, 64 miles per hour closer to uptown charlotte around the 277 loop, 66 miles per hour. no accidents for the secondary roads at this time. wall street futures are rebounding this morning. take a look. it was after the market closed down yesterday, but the dow is up 138 points right now in the future trading. nasdaq is up 55. the stock market has been fluctuating in the first six weeks of the year with experts using terms like bull and bear markets. simbly put, bull market means it is trending up. down. we've had mostly a bull market for the past five years, but it's switching over to a bear market with a 20% dip from the highest point last year. doesn't cause a recession, but it can predict a recession. i think that's what everyone is grappling with. everybody likes to see the energy sector stocks. they have resume in a trial for a man charged with killing a convenience store owner salisbury more than three years ago. investigators say the trio robbed the store in december 2012. watson admitted to pulling the trigger killing the store owner. counselors will be at a elementary school after a teacher was hit and killed in the school's parking lot. brandon kinkade, who was wheelchair bound was a second grade teacher in goldsboro. a day care bus hit kinkade. he later died. he was also a youth pastor at his father's church, and he and his wife were expecting their first child. wayne county school superintendents say kinkade left a tremendous impact on students and teachers alike. >> i think this was his life's passion, and it just is breaking my heart. the impact he's had on these children, it just shouldn't >> school officials say students may have witnessed police are still investigating. struggling retail giant sears is moving quickly to close many of its stores accelerating the closing of at least 50 of what they are calling the most unprofitable stores. the retailer originally planned to shut the stores down over the next few months but poor holiday sales has them speeding upp time line. this morning, toyota is recalling 28,000 of its scion brand vehicles because of a key ignition problem. they were from 2013 through 2015 model years. toyota says in some cases the mechanism that holds the key into ignition may not have been connected for delivery. the company says dealers will check the key/location mechanism. if it doesn't work, they'll activate it. this morning, one of the smallest surviving babies born her parents in charlotte. doctors delivered elea mcgee back in september by emergency c-section. she was only 10 ounces. that is the weight of two baseballs. over the past two months, though, doctors and nurses in the neonatal intensive care yoon have it had to help her breathe, control body temperature, and monitor her nutrition. >> had she been born 10 or 15 years ago, it's very unlikely she would have survived. she is a miracle. >> this is my prize. i'm pretty excited. i'm nervous. i've got anxiety, but this is my winner here. i'm excited. >> doctors say she will still have to be fed through a tube for now, but with her parents' love and dedication there's no reason she should not grow to be a healthy girl. she is a beautiful baby. >> it looks like on the ground. midwest of avery county had between 4 to 8 inches of snow. it's not really snowing heavily anymore, but you will still see blowing snow and at times a burst of light snow. additional accumulations look small in the mountains today. the lighter blue shading is definitely less than an inch. banner up through beach mountain, you may see another inch, but it won't add more insult to injury. up more and the windchill values will tank into tonight. 23 in charlotte, clear skies. jefferson is in the middle teens. the windchill will still hover below zero. the bitter cold is here. freezing. likely staying below 40 for the highs today and will feel like 20s with the windchill. the wind will be gusting well over 30 miles per hour for the mountains. see the colors filling in, in morning. mark? >> yeah, live uptown charlotte, the right lane is blocked between brevard and college with the blue line construction scheduled to start. the right lane is closed. this will be that way until february 19th. something to keep in mind obviously right now not having a huge impact but could later you can use 277 or 9th street as alternate routes. if you are heading out towards the uptown area using the major thoroughfare, 77 to uptown, 8- minute ride. 85 from the university area to uptown 65 miles per hour. that's going to take about 11 minutes. thinking about quitting your job? you the flu season. new this morning, south carolina once again sued the federal government over an unfinished project to convert nuclear weapons components into reactor fuel. the lawsuit accuses the federal government of acting unconstitutionally and also looks for daily fines of $1 million and plutonium removal. the project is years behind schedule, billions overbudget. the federal government was supposed to remove 1 metric ton of plutonium or pay fines. the governor said "the contractual penalty owed to south carolina is $1 million per day until they support we've made it clear that a deal is a deal. we will not be a dumping ground and not allow this agreement to be broken." a man rushed to the hospital with severe burns after a bizarre attack. >> the next thing i know, the man put it's been coming in and will continue to spill in through the next couple of days. the numbers will keep coming down not just this morning but definitely by tonight. we're already at 20 at mountain island lake. most of the city is still in the low to mid-20s but it is going to probably get even colder before the morning wraps up as more of the chill spills back in. the winds will kick up during the day today. as we go through the afternoon, even though we get close to 40 with all of the sunshine it will be beautiful today and the make it feel like 20s. the windchill is much more severe in the mountains. how the weekend plans, valentine's day, it's going to likely be even colder than what we were seeing out there for right now. stephanie? we want to give you a live look as you can see the snow covering the streets. crews have a lot of work there. look how thick that snow is packed on those roads. ash, avery county schools are closed because of the snow and the dangerous windchillsp this. is the third day in a row the districts have called off classes. taking a look at the live pictures here, you can see why. channel 9 was in avery county where so far this year students have missed seven days because of the snow, but the superintendent told us parents should not be worried. the district will make it up by day earlier in the year. avery county normally averages close to 18 snow days a year. >> didn't go a single a in january, so compared to that, missing seven's not too bad. for the first time in a long, long time, we didn't miss any days before christmas. >> walled well county superintendent announced days to make up after last month's snow and ice storm. they make up the days on february 19th and march 24th. march 24th will only be a half day for the students. the snow can create a mess, especially on the roads. some businesses rely on it to bring in business. skiers and snowboarders are flooding the resorts across our area providing much-needed revenue after the warm december. meanwhile, other businesses like oil companies are working late to catch up on orders for home heating oil. let's check in now with traffic team 9's mark taylor to >> no big students to different schoolsp. >> joe prune know is live in east charlotte. as you told us 30 minutes ago, the student reassignment plan played a key part in keeping >> reporter: yeah, it is a very controversial plan that impacts all students in the district and many parents wanted clark to see it through. right now, the dozens of parents who attended last night's school board meeting are in the process of taking a survey so board members can gauge how parents feel about the schools. the results could dramatically change how they go to school. parents packed the meeting to voice their support and concerns. >> taking this opportunity to bring greater equity across charlotte by reducing the concentration of high poverty schools. >> dismantling successful schools within communities carefully chosen by parents will not fix the fundamental problems of failing schools. >> reporter: here's what's coming next for the controversial plan. the survey comes to an end february 22nd. there will be a vote on student assignment goals at the school board meeting the next day and a consultant will be hired by this spring, the board will vote on whether to put the plan into action for the 2017 to 2018 school year. coming up in 30 minutes, the reason why some school board members said it was critical to extend ann clark's contract to oversee this plan. joe bruno, "eyewitness news." previous charges from years ago could come back into play for this charlotte man here who is accused in a string of violent robberies. police say orr assaulted a woman and took her car at a motel in north charlotte then robbed two convenience stores at gunpoint. last year he was found not guilty in similar robberies. witnesses could not say for sure orr was the man who robbed him. prosecutors could use the cases against him if they can show there is a pattern. >> was he using a mask this time? i don't know. that would be one of the things that would say this is the common scheme or plan. one of the latest robberies who said he did not have a mask but was wearing a bandanna covering his face. experts say that could be enough. stopping an order to redraw congressional districts by next week. lawmakers were ordered to redraw district boundaries ahead of next week's primary. judges ruled the lines were unfairly drawn based on race. the district includes parts of charlotte and greensboro. the state says line s cannot be redrawn because primary voting is already under way in some areas. count on channel 9 to let you know if the supreme court takes up this case. vice president joe biden will be in north carolina talking about the new national initiative to eliminate cancer. the vice president will speak at duke university. during his state of the union obama called on the vice president to lead his moon shot initiative. earlier this month the white house announced $1 billion to jump start the program. the fbi is now investigating the shooting death of the oakboro police chief's niece. >> amy boger was found dead inside of her stanly county home on friday. stanly county sheriff burris won't see if he thinks someone killed her or if he thinks it could have been a suicide. the family says there's no way she would have killed herself. >> amy was the most kindhearted, loving individual. everybody's just in shock. it hasn't set in yet. >> no one has been charged in the investigation right now. boger's estranged husband is the town's former chief of police. there will be a visitation for her tomorrow and a funeral from you in oakboro. a doctor accused of sexually assaulting three female patients surrendered his the accusers say they happened at his office during medical checkups. since his arrest, several other accusers stepped forward with similar claims. a charlotte man who shot at police officers will now spend the next five years in prison. on tuesday, a jury found owe more cook guilty of two counts of shooting at the officers who were searching his home two years ago. prosecutors wanted the jury to murder. we have new information this morning about how many people have taken drug tests in carolina. raleigh lawmakers heard yesterday less than 90 tests happen in social services. drugs. the governor vetoed the interest saying they could be intrusive but lawmakers it is ash wednesday. an uptown charlotte church is making it'sy for people. this is video have here. it will be dramatically colder from where they are traveling this week. we have winter weather advisories through tomorrow morning, slick travel and light snow continues. also into avery county, a windchill advisory taking shape now through this afternoon. that will develop into the mountain counties through tonight as severe wind starts we're at 23 in charlotte. that number will go down. it takes until 11:30 to noon before we get to the freezing point. keep in mind it's going to feel colder with the windchill. in the mountains, we'll get to the 20s. more light snow but it won't add up to much more insult to injury. heading into tonight, the windchill values are just going to collapse dramatically. looking at the windchills already below zero for the day today. it will feel like 20s in charlotte, even though we do warm into the 30s, it won't feel like it. tonight, we'll get back to 10 to 15 below zero in the mountains with that windchill. frostbite can set in quickly with those kinds of temperatures. just the air temperature alone will drop to us 16 tonight through tomorrow morning. values for the mountains. this weekend, it's going to be even colder. by sunday, we're at 35 with the temperatures feeling even colder for valentine's plans saturday night. dropping into the teens around midnight. so we're looking at very cold weather for your plans heading into yourville's
