septic tank in march. after an hour and a half of consideration... the judge decided last night there was too much prejudice in pulaski county to give white a fair trial. he said 60 percent of the potential jurors were disqualified. both sides agreed a bench trial is needed. it starts tomorrow at nine a-m. the prosecution says holding a jury trial in a different location would likely cost millions of dollars. # the family of a danville murder victim feels a greater sense of closure this morning after the christy beskin plead guilty to charges of second-degree murder and arson on tuesday. prosecutors say she and her friend donna hiatt - lanier were drinking and doing drugs at donna's home in march of last year when they got into an argument. beskin later admitted to beating lanier to death and then setting her house on fire. lanier's family said it was an emotional day for them as they learned some things in court. wayne aaron/victim's cousin: "just a touch of closure. i think today was very emotional for the entire family; just hearing little things that maybe we hadn't heard before." beskin is scheduled to be sentenced on march ninth. she could face up to 50 years discussing ways to improve safety on residential roads. one possible solution on the table involves an enhanced fine of 200 dollars. wsls 10's brie jackson brings us details.### brie traffic through neighborhoods is a safety concern for roanoke residents. police say residential speeding is one of the biggest complaints they receive. take vo during this board of supervisors meeting tuesday, roanoke county police chief howard hall highlighted areas with traffic troubles. hall says officers looked at tickets and warnings given in residential areas over a they found view avenue had the highest total number of citations with 489. meanwhile...poli ce stopped 480 drivers along hunting hills and issued 274 warnings or tickets on keagy rd. in an effort to improve safety, the county is now examing possible solutions. they include reducing the speed limit and increasing fines in certain residential neighborhoods. sot 9:44:01 assuming that the community weighs in on that positively and the board of supervisors approve that could result in a $200 enhanced fine for residential speeding brie some supervisors say an additional $200 dollar penalty would be too high. once again...this is just a proposed plan the police chief presented to county leaders. chief hall says he plans to work with supervisors to figure out the best method to keep people safe. candidates for roanoke city council and mayor are community candidate forum tomorrow evening. this year... we're seeing a big increase in the number of people running... which could lead to some confusion for voters. w-s-l-s 10's erin brookshier joins us now. erin, some say they believe the increase in candidates is a trend.### an increase in candidates is something we're seeing on both a local and national level.. leading many to believe it is a trend. as of this morning.. there are nine candidates competing for just two city council spots.. and on the presidential scale, we've seen a big increase in the number of republicans looking to run-- with sixteen candidates in the running at one point. i spoke with political expert, doctor ed lynch-- who tells me he thinks this is definitely a trend. many people have their own ideas about how they want the government to run-- but he says an increase in the number of candidates, can lead to a weakening of the political party structures. when you don't have a party structure and don't have people who can use a shorthand believe as a democrat or as a republican. you're almost just left with personalities. i was there first and i said this before you did and i think that might be how it goes on thursday an issue that had the republican debates heating up lately.. and could lead to some interesting conversation at thursday night's council candidate forum as well. the candidate forum kicks off at six thirty with the city council.. then at seven thirty.. the mayoral candidate forum will begin. if you can't make it.. the entire event will be broadcast live on the roanoke chamber's website. you can also send in your questions for the candidates ahead of time-- just tweet them to at-roanoke- chamber. the event is free to attend.. but the event organizers ask that people pre- register on the city chamber website. erin brookshier, wsls 10. more schools and daycares are using tablets and phones to educate children. but researchers from k-state are the go-to items for play-time, but feels they have some value. sot :23 tisha raxo, kiddikat daycare "we have to reserve at least five minutes of play-time for things like these. while tablets are fun researchers say children aren't learning the things they should, and need to go back to the building blocks. sot 1:00 bradford wiles, k-state assistant professor "we're teaching children how to use a tablet, but the information that's on the tablet, the children aren't really retaining." that's because interaction with others is vital around this age, and things like tablets, phones, and other technological devices are distracting children from playing with other kids and their parents. bradford wiles, k-state assistant professor "children learn from adults through play and through reading and shared activities, and so anything that you do that isolates them, that's detrimental." razo says that over the years she has seen less and less children knowing how to write sot tisha raxo, kiddikat daycare "when you have to say put a block here, they need the hand-eye coordination, they need the gross motor, they need to do something other than looking at a tablet." bradford wiles, k-state assistant professor "so we think that we are teaching them things like their letters and numbers, but what we are really teaching them very well how to do, is use a touch screen." technology is becoming more integrated in classrooms and daycares. not just for preschoolers, but higher grades, as well. the daycare just got these tablets this year. but they use them sparingly because they rely on the old-fashioned way of doing things - sot tisha raxo, kiddikat daycare "kids need to go back to learning actually- the main level, the main stuff we were always taught." wiles also says toys that advertise making your child more intelligent--- may not be necessary for teaching your kids imaginative playtime. # new this morning.. virginia's house of delegates morning.. virginia's house of delegates approves a bill allowing students in switch to a different one within the same district. the legislation would identify 12 under- performing public schools and give students there the choice to transfer. virginia education association president meg gruber hasn't formally taken a position on the bill but has practical concerns about it. she questions what would
