>> probably very quickly. the justice department is saying it's revowing the decision. but it's a virtually certainty, the government will try again. could file something with the supreme court as early as today. >> you read the decision of the ninth circuit court. are there areas in that decision that are left open for the administration to revamp them and go to the supreme court? >> i think it's a matter of emphasis. the probably will probably stress with the supreme court that the president has very broad authority to control the borders and that the courts can't second-guess him. and i think eat's possible the supreme court might be more open to that argument than the appeals court was. >> there's another option for the administration. they can resend this order, cause a legal foyer firestorm. that would admit some form of defeat. how likely would that avenue be? >> i think one of the messages of this ruling is if the white house had limited the executive order to just people in those seven countries who want to come here for the first time, that would have been much harder to challenge in court. it's because the orlando was so broad, covering people with green cards, people who have been here before, and want to come back, like the students and the faculties and the universities, the court said it harmed the state. >> pete williams, thank you very much. this marks the president's biggest defeat during the first 100 days of his administration. steve kornacki is here. good to see you. pete is taking us through this. what's the political fallout of this decision? >> it's not uncommon for a president to be shot down by the supreme court. that happens to every president. what's uncommon is donald trump decided to make this the central fit presidency. going after the judiciary we've never seen. taking to twitter. this is a fundamental test of his clout as president. to suffer a defeat, that's a bigger blow to him. obviously, the fact he set the fight up this way. he believes there's some cover hoare. he can tell his supporters, i tried. >> he's probably also not admitting defeat. three look weeks in. let's lock at a report card we have. he talked about after being sworn in, voter fraud, 3 million people, launching an investigation. where does that stand? congressional republicans, donald trump's party, do not want to stand with him on this. donald trump may appoint a commission. his vice president may be in charge of that. right now, that's no longer a top item. >> another progress report. we heard about repeal and replace obama care. they took some early stems in that process. where do we stand? >> a central promise for the campaign for donald trump. he said i will get rid of it. and guess what? there we go. he said he will immediately repeal and replace obamacare. it is a little more complicated than that, just in terms of the benefits people have. for instance, pre-existing season. you're covered no matter what right now. there's a lot of issues to work out. we're getting signals from republicans in congress. and policies are written for the year. this my take a year to go through. >> another thing we heard so much about, in addition to where does that stand? >> he did sign the executive order. that's what you're seeing right here. january 25th, signed an executive order. a dramatic moment. the question of how to pay for it. he said mexico would pay for it. congress has to come up with some money. no progress there, either. >> really quickly, the kellyanne conway story about the ivanka trump clothing line. is this more serious? >> what i've been saying is i hope that the show made room for prickly characters on television. like mary tyler moore allowed me to imagine a different future nor myself. i hope the girls of "girls" that perfection is not the goal. we're allowed to include as many multitudes as our male counterparts. i want to have told an accurate story of female friendship. my female friendships have been the most beautiful, complicated, painful part of my life. and this is a love story to those. >> you wrote this, the proposal when you're 23. and i find as the mother of two girls, separated by 19 months, almost like they're separated by a generation. what do you think girls are like in their 20s, compared to today. >> girls are 20s -- what i'm amazed by is political and ideological strength that so many women in their 20s are showing right now. 100%. i only came into my own as someone who is interested in politics, to be frank, when i got famous and got insane tweets in the alt-right. there's people in america that disagree with me. i had zero political consciousness. and i look and see girls in their 20s, whose main concern is quality, justice, and identity politics. an they're not settling for a world that anybody gets less. and they inspire me. >> in that first scene there, what we were just looking at, i was struck by the character says, right pfr that surfing thing, i'm a person that doesn't give a blank blank about anything in life. you give a blank about so many things in life. you talk about anxiety. talk about politics. what's foremost now, here, at this time in your life? >> i think right now, considering the current administration, obviously, like everyone, i have no many concerns about everything ranging from xenophobia and the new way that america is treating immigrants that have been an essential part of our history, all the way to fwloebl warming. for me, where my heart lies, will be women's issues and making sure that women have access to reproductive care. and making sure that no woman, based on her economic status, gender assigned at birth, religion, or i spekt of who she is, is te nighed the basic rights. >> you talk about issues like that. you talk about feminism and views. what does taking time mean someone your age?
