way across the middle of the country this morning. this could cause chaos on the roads. it could also cause major power outages as well. nbc's blake mccoy is in st. louis for us. good morning to you. >> reporter: craig, good morning. you can see the light rain continuing to fall in st. louis, which could add to the ice they've seen. check out this bush here. a coating of ice all over it. the concern with all of this ice, in addition to the road concerns are that -- this ice builds up and becomes so heavy, it can begin to take down large trees and power lines. >> this morning, a fresh coating of isiah cross parts of the midwest. in the midst of a three-day ice storm. overnight in kansas, emergency crews responded to this pileup outside wichita. it followed a day of slick roads in missouri as well where cars were slent sliding off the road. in springfield, kendra williams and her family were left without power. >> water everywhere and ice. no heat. yeah, we're all having to bundle up and try to keep all the heat you can in the house. >> reporter: the potentially crippling ice storm is affecting the football game. kickoff was set for 12:05 p.m. it's pushed back to 7:20 p.m. kickoff to give the storm time to pass. >> i think if you look at the weather, you look at the pattern, the information provided by the experts, this is the best window to not only play the game but to commute to and from the game. >> reporter: out west where the storm began, more than 3 feet of fresh snow has piled up around lake tahoe. the truckee river is swelling. officials are sharing this terrifying video of a snowplow being cut off sliding 300 feet down in portland, oregon, a commuter train slid off the tracks friday. blowtorches had to be used to melt the ice. with more freezing rain now coating parts of the midwest, concern about just how much ice these communities will get. >> reporter: a state of emergency had been declared for missouri yesterday which kept a lot of people home, schools, businesses, government offices. they were all shut down in missouri yesterday. many of the businesses are set to reopen this morning as the threat of ice, the main threat i should say moved west back into oklahoma and kansas. craig? >> blake mccoy for us. blake, thank you. that snowplow, watching that video. >> unbelievable. >> that's hard to watch. >> let's bring in our -- >> this is a massive storm. just take a look at the swath of this. we're talking 1500 miles from texas in through the mid-atlantic. let's talk about some numbers here. how many of you are being affected. ice storm warning affecting 11 million of you. 13 million winter storm watch. additional 9 million people out there. here's what we're talking about. the freezing rain around st. louis where you see the darker pink there. also in through oklahoma towards dodge city. keep in mind, this is going to affect us through today and through the weekend. there will be some points in time. look at the temperatures here. close to that freezing line. at some point it will warm. you'll feel like the ice storm is over. not the case. another wave will move on through. it takes a couple degrees to drop. what are we looking at? the stationary front staying in place. seeing the cold air to the north. they interact. it's a shallow tiny area of cold air. when the moisture falls, it falls mostly as rain until it hits the surface and freezes on contact. that's the reason you're talking about that huge swath affecting millions of you throughout the day today. here's what we'll be looking at. we're looking at the buley could see an inch of ice into the area and in through tomorrow. you'll see this system affecting us sunday through monday. this is going to be with us for a while. >> we'll get to kelly o'donnell is live in new york. good morning. >> reporter: good morning, craig. emotions are still very raw. and donald trump will head to washington on monday. just a one-day visit. not the big move yet as he prepares to become president. he'll find that democrats, including one of the most beloved members, areti factors in the election, including that russian interference by hacking that targeted the democratic party. just days before getting the keys, trump's white house chief of staff stopped into the briefing room friday. the president-elect will work through the weekend. >> he's working a little bit in the inauguration speech. mostly focused on the -- >> reporter: on capitol hill, angst from campaign 2016 is not over. congresswoman debbie wasserman schultz leaving this closed door briefing. sources say she and other democrats vented frustration at fbi director james comey for his public airing of the clinton e-mail probe and how the bureau handled the russian hacking of democratic officials. exposure of those hacked e-mails led to wasserman schultz's resignation. clarify fort american people the agency's policies for investigating and alerting those who are hacked by foreign governments. meanwhile, trump's team under pressure to explain contacts between trump's national security adviser, michael flynn and -- they confirm flynn did speak by phone with russia's ambassador to the u.s. on the day the obama administration imposed sanctions over the hacking. >> that call took place on the 29th of december at which time general flynn was asked whether or not he would help set up a call after the inauguration with president putin and then president trump. >> in a brief stop before cameras, trump who met with tv host steve harvey about working on change in inner cities made a passing mention of a major policy goal. >> repeal and replace. >> republicans in congress who do not have a replacement health care plan passed the first in a >> this provides congress with the legislative tools that we need to repeal and replace obamacare. >> democrats are outraged and some plan to boycott trump's inauguration, including civil rights icon, john lewis. >> going to be very difficult. i don't see this president-elect as a legitimate president. >> reporter: and that is a remarkable statement from the georgia congressman who also told chuck todd that he will try to work with the new president but it will be difficult. he's given a new interview to the "wall street journal" in talking about his relationship with russia and referred to the sanctions leaving the door open to not keeping the punishment imposed by the obama administration. trump said if russia is really helping us, why would anybody have sanctions? in that quote, he's referring to his desire to have russia assist with issues like fighting isis. so donald trump still obama policy. craig? >> kelly o. for us in new york. thank you. >> a national political reporter for real clear politics. caitlin, good morning. >> good morning. >> there's clearly frustration. we heard from congressman lewis questioning the legits ma si. we've been talking about the fact that they're fuming after that meeting. can you talk about what was said to make them so angry and do you think the call for his resignation, do you think that leads to his dismissal. >> democrats are angry and upset at fbi director comey because they think he isn't pursuing this russian hacking as it relates to donald trump, seem bigger in publicity as he went after hillary clinton and the e-mails, how public he was in discussing those? they say that he has not said whether or not the fbi is investigating any ties between russia and possible interactions with the trump ai sort of thing. whether or not these frustrations will lead to his resignation remains to be seen. fbi director comey has a ten-year term. not set to retire until 2023. it depends whether he thinks the integrity of the fbi is at stake. if more calls from republicans come, remains to be seen. >> let's talk about obamacare, you wrote about that as well. both the house an the senate have taken early steps to repealing obamacare. what's the likelihood that they repeal this thing without having a plan in place and how long do you think this might take. >> that's the big concern. even the republicans who have wanted to repeal this law since inception are concerned about pulling the rug from underneath those 20 million americans who have insurance. the obama administration has said enrollment is up from last year. more people enrolled in this program. they're concerned about repealing it without a remember, republicans have not yet coalesced around a single replacement plan. what they passed this week dictates that they come up with something by the end of the month. that kind of seems unlikely. what we are going to see is this really focused in the hearings for the health and human services nominee, tom price. he has been the one promoting the repeal effort. >> the plan as well. >> presented a plan. elements that lots of lawmakers like. so we'll see kind of what that grilling is like. you'll hear from a lot of democrats. while republicans can repeal the law by themselves, they're going to need democrats to implement new policy. >> quickly, before we let you go. marco rubio, we heard him during rex tillerson's interviews, the likelihood that he decides to block the nominee. >> i think it's likely. he hasn't said. whether democrats support tillerson to make up for the votes on this one. >> caitlin, thank you. >> thank you. now to a story that could have been ripped from the pages of a crime novel. an infant snatched from a jacksonville, florida, hospital 18 years ago found alive. the woman accused of taking her and raising her as her own appeared in court. now the teenager had a chance to speak with her biological family. nbc's sara dollop has the latest. >> this morning, the end to an 18-year mystery. the brazen kidnapping of a baby from her hospital room in jacksonville, florida. authorities say dna confirms kamiyah moeb lirks now a teenager has been found in south carolina living under a different name. >> i wake up, i believe she's waking up too. there's always hope. >> she was hours old when she was taken by gloria williams who then raised her. williams was in court friday charged with kidnapping, punishable by life in prison. in jail, a girl who identified herself as alexis. >> the woman was abducted as a newborn and she's going to need time and assistance to process all of this. >> officials say she concocted a daring scheme in 1998 posing as a nurse and convincing the new mom to hand over her baby. hospital staff believed williams was a relative. a reward was offered and kamiyah's mother made an emotional plea for her return. >> just want you to bring my child back. that's all i'm asking from you. >> over the years, investigators received more than 2500 tips. eventually, the case went cold. until now. >> we had a caller to our 24-hour hotline, called us to share information about who the abduct or is and where we might find kamiyah. >> authorities believe kamiyah may have started to suspect she was a kidnapping victim. to the outside world, they appeared to be a typical mother an going places, doing something. >> kamiyah met her biological family for the first time on video chat tomorrow. it will be up to her to decide when they meet in person when she comes to grips with her newly uncovered past. let's get to the other morning's top headlines. a $1 billion settlement and three executives under -- the japanese company admits that it faked test data for ten years even though takata knew its airbags could explode with deadly consequences. at least 11 people have been killed and more than 180 others have been injured in the u.s. by exploding airbags. in addition to agreeing to the huge settlement, three takata executives are under indictment for wire fraud and conspiracy. amazing video of a carjacking with children still inside. check this out. the woman on the right of the white car there, if you look closely, she's attending to her seat while a man is working on the car. suddenly another man being chased by police jumps in the running vehicle and takes off, knocking down the adults. he pulls off. you can see the police officer giving chase with his weapon drawn there. this all went down in utah friday. the suspected carjacker safely dropped the kids off a few blocks away. police are still looking for the suspect. angry protesters shut down a speech at the university of california davis campus. the loud demonstrators surrounded the pharmaceutical executive famous for a massive price hike on an hiv drug. he was asked to speak -- the college republicans decided to call off the event. actress carrie fisher will not be digitally recreated. lucas film made that announcement in response to rumors among star wars fans that the princess -- character could be digitally created. now to a major development in the story that is important for millions of people across the country, including parents of children who rely on an epipen to save their lives in the event of an allergic reaction. the company that makes the pens set off a firestorm with a massive price hike. this morning, thanks to cvs, the largest pharmacy chain, parents have a new alternative at a lower price. here's tom costello. >> this morning, a pharmacy giant is in a price war with a drug giant. cvs e-mailing customers, paying too much for your epipen? it was months ago that prices hit a crescendo. the medication used tosave lives skyrocketed. >> they raised the prices the reason being, i believe, filthy rich at the expense of our constituents. >> in september, mylan pharmaceuticals called before congress. under pressure, mylan announced a generic version for $300. now the biggest pharmacy chain is trying to change the game. its own generic version will sell for $110. >> my first really bad reaction was about five years ago. >> in orlando, ann ryan depends on epinephrine when she suffers a life-threatening allergic rye action. she's switching to the generic. >> it's going to be the same life-saving medication. i don't see the point of lining the pockets of corporate greed for buying the name brand. >> the question this morning, will schools, hospitals and everyday people who depend on the epipen choose the cheaper generic? like this where the prices are so low, they're sold directly to consumers who may not necessarily need to use insurance. >> the cvs generic works like the epipen. they take off the plastic cap and jab the needle into their thigh. for the generic, doctors need to prescribe it. tom costello, nbc news, washington. >> it's a big story. my twins are allergic to peanuts. just last night we were packing on a trip. i got the epipens and they expire february much 2017. my husband and i talked about the fact with twins, we need them all over the place. >> you going for the generic? >> if we can. >> back with a look at the rest of the nation's forecast. this storm is massive. >> it is huge. we're talking 11 million people with an ice storm warning alone. take a look at this. this massive stretch from texas in through the mid-atlantic today. the ice storm, itself. we'll be focusing on the panhandles of texas, especially in through kansas. even into the ohio valley. notice a dusting. we could see them through new york city, and philadelphia as well, d.c. today. but so nice in the southeast. that's where we're seeing beautiful weather. that's a look at the big picture. we'll look at the local weather. right now a little bit of light rain and wet snowflakes in the metro area. this pink is a little bit of light sleet and the green zone is rain. most of virginia just getting some rain and off to the north and west, maybe a few wet snowflakes and sleet. later today, some icing is possible out in the mountains. all this tracking north and east. really cold air is north and east of this blue line. we'll be on the warm side of things. road temperatures are well above freezing as well. stay in the 30s throughout the day. wet roads. some flurries are going to be out there today. nothing like last week. but it's enough. you look at the rest of the country, no complaints. >> we'll take it. it has been a tough week for germ wednesday the company pled guilty to criminal charges related to an emissions cheating scandal. federal prosecutors announced indictments against some top executives as well. the company has also started a court ordered buyback of diesel cars sold in this country because they exceeded emissions standards. now kerry sanders tells us some vw owners are trying to make the company pay in a way they never expected. >> joe mayer says he knows his car is not much to look at. he stripped it down. it's operable. that's a key word, operable. in a court approved settlement, volkswagen agreed to buy back more than 500,000 diesel cars because they are polluters. each owner gets a payout based on the age of the car. to get a payment, cars must be operable. and mayer sayoo cincinnati is proof his 2010 diesel golf is indeed operable. but the day he was scheduled to turn in the car for a $15,800 check, an article revealing what his car looked like ran on the website -- volkswagen called him saying the so-called operable car is not within the spirit of the court agreement. >> this has been gone over in court and it's clearly stated that operable is the only thing that the vehicle needs to be. according to your description of operable, my vehicle more than meets that. >> mayer says when stripped the car -- >> i've got a front fascia with the emblem on it. >> he carefully cataloged. >> got a fender. >> each part. >> tdi engine cover. >> in case he'd have to put it back together againment for the moment, he plans to sell the parts on e-bay for up to $5,000 d recall money from vw. >> i mean, it was pretty shady what they did. a lot of people kind of see this as me trying to get back at volkswagen or get revenge. >> the federal judge in this case is now warning orders not to strip the cars. during a court hearing, volkswagen's attorney told a judge, we think that deliberately stripping the vehicles of their parts goes too far. joe mayer argues that the consent decree says operable. he will now fight to prove he is right. for "today," kerry sanders, nbc news, her biological family after a video call after finding out she was abducted. the woman who raised her has been charged with kidnapping and could face life in prison. a tribute honoring the late steven mcdonald. the new york rangers held a ceremony for the detective wearing jerseys with his badge number and name. mcdonald died on tuesday after a heart attack at age 59. he was paralyzed 30 years earlier when he was shot while on patrol. let's start looking at the week that was. a whirlwind week in washington. a big one for us in the "today" family. president-elect trump held his first news >> thank you, blake. we'll get into the forecast for the ice storm in a moment. first the latest on the incoming trump administration. taking the oath of office in just six days. donald trump certainly isn't getting a honeymoon period. kelly o'donnell is at trump tower. kelly, good morning. >> reporter: good morning, craig. of course, lingering emotions that are strong and frustrations, especially from democrats about the fallout of especially that russian hacking. new we know now that the senate intelligence committee is going to launch a probe, this is a bipartisan effort to examine what happened with the russian hacking and what the russians were attempting to do. what influence it may have had in the election season. they will use their subpoena power to speak with both outgoing members of the administration and those in the new administration. also, there is a new development concerning one of the icons of the civil rights era. georgia congressman lewis. in working with the new president and because of the hacking and the impact this may have had on the election. lewis said he would find it hard to work with the new president and went so far as to call him not a legitimate president. that's a very strong charge from this prominent democratic icon. and this morning, just a few minutes ago, donald trump used twitter to respond saying congressman john lewis should spend more time on fixing and helping his district, which is i and then there's a paren s, which suggests another tweet may be coming. but we've not seen it yet. he's taking on one of the most revered members of the democratic party. counter punching lewis who said trump's election, the circumstances around it, the atmosphere of 2016 raises doubts in lewis' mind about how donald trump came to power and he calls him not a legitimate president. craig?
