were totally closed a short time ago. looking in centreville, northbound 28 at 66, still a crash there in the left lane. inner loop at telegraph, that crash was on the shoulder. it's completely been removed from my system. the beltway looks pretty good overall. as far as travel times looking good and on time. aaron? >> melissa, thank you. we have more now on that water main break, melissa just mentioned it. it could impact your commute. >> justin finch is in takoma park with more. justin, looks like they have a lot of work to do before they can reopen the road. >> reporter: they have a lot of work to do indeed. eun. they're telling us this is a complicated repair. one that takes time. that means, these crews should be out here for the better part estimation. take a look. that center area of the median has been the focus for sefrlg hours trying to repair that water main underground. aboveground, we're now seeing this. traffic is moving at this point on all lanes of the west side of east-west highway between red top road and new hampshire avenue. there's now one lane open going east. you have two lanes on that side. they're doing repairs on the ground now. of course, temperatures here not yet above freezing. so still kind of icy and slick out here in patches as well. crews are asking that drivers in the area take it easy as they pass this stretch. it's monday, going back to work, a lot of cars making their way through here. when you travel this morning, be sure when you see these crews, you slow down. they have a very long and painstaking task ahead to at the mess this water main break created in wheaton. a break on cory terrace. it left mud coating the streets. they blocked off the area until crews arrived to fix the issue. no word how long that could take. we're seeing this again and again. the cold weather causing a lot of problems. this time at howard university, too. >> the school had to postpone classes for more than a week. the cold apparently caused steam pipes to burst. this is in douglas hall and at annex. giant hoses installed to vacuum the moisture out of the rooms to prevent mold. it caused problems for the boiler system. so some buildings don't have that our students will have right now is in their homes. >> it's kind of good because it gives us an extra week to get ourselves together. >> classes expected to resume night after a body was spotted in the vehicle. car was found on thayer avenue off dale drive. the man's name has not been released but police do not spengt foul play. new details in the search for a missing man with dementia. prince george's county police say 65-year-old daniel dehaven may have been picked up last tuesday by a driver as he walked along route 1. officers believe that driver dropped dehaven off at annapolis road in gambrell. the family is asking search parties to meet at the beltsville volunteer fire department at 11:00 this morning. starting today, metro riders are not allowed to carry negative balances on your smart trip card. one way to avoid a negative balance is to sign up with the auto reload system. it will add money to trip card when the balance drops below $10. metro says unresolved negative balances through the years have added up to about $25 million in lost revenue. president trump heads to nashville today. he will speak at the american farm bureau federation's national convention. the white house says this will be the president's first major policy address since the passage of the republican tax plan. he'll call for a boost to agriculture and apparently there's only one pier to get out to where the boats are. this was just a few blocks south of nashville. this fire broke out in the last half hour, 40 minutes. two boats on fire. our adam course of the afternoon. 1:30, up to 6:00 or 7:00 this evening, again, it looks like rain there. but it does not take into account that the surface is frozen. so be very, very, very careful today. 34 we had the ambulance show up right here on the left side of the screen. we've got a total of three vehicles involved. two right here and another one on this side. crowding both the left and right lanes. it's going to need cleanup here. let me show you what this closure does on the inner loop of the beltway. in just about 15 minutes, we've got a two-mile delay with the brake lights starting it didn't look like a lot of moisture coming our way, the problem is the ground is frozen up. 19 now in gaithersburg. 19 in leesburg. 17 in manassas. all these purple shaded counties, winter weather advisory from 1:00 p.m. until 9:00 p.m. main threat, wintry mix of sleet or snow. my main worry is any opportunity for freezing rain. even just tiniest bit of freezing rain will glaze things over very quickly. try to get your day started. mostly cloudy this afternoon and even if the air temperatures do barely get above freezing, the ground is frozen. so it will hold the ice very, very effectively. there are milder days to come. we'll talk about that and look at the weekend coming up. breaking news right now in first 4 traffic. a massive problem on the beltway. we're talking about a 4 1/2 mile backup growing quickly. this is inner loopne opening up one lane shutting it down. a big slow down. tweet out from fire and rescue, we're looking at five injuries here. it could be sometime before it's -- all the debris is out of the way. inner loop at university, those problems start far before that. we're looking at a five-mile backup at this point this morning. outer loop also being affected virginia, spotsylvania, page, shenandoah, fairfax, loudoun, frederick, clark, rappahannock and winchester counties schools are all closed. jefferson and hampshire county schools are closed. >> we have a few delays too. fredericksburg city and stafford county schools will open two hours late today. i'm chris lawrence at the live desk with an update to the breaking news we've been talking about the past hour. we're getting a first picture of the fire down at a marina in southwest d.c. two boats caught fire in the last hour at the marina. the regular units were even knocking down the heaviest part of the fire. now a fire boat is on the other side. trying to extinguish it from the water. there is some fuel burning that is very difficult to put out. again, d.c. firefighters trying to put this out. two boats on mire at the marina on d street. our adam tuss is on the way to that scene. he mae pictures in the next few minutes. aaron, back to you. >> chris, thank you. it's 6:34. in the top stories, it's something we've been talking about nonstop since the temperatures dropped. water main breaks. melissa mentioned this one at new hampshire avenue. as you can see, crews have a lot of work to do here. so that road is likely to be closed during the remainder of the morning rush. howard university postponed classes for more than a week because of problems created by this long stretch of cold weather. the cold caused steam pipes to burst, filling two classroom buildings in douglas hall and the annex with moisture. it caused problem for the campus's boiler system. some buildings don't have consistent heat. starting today, metro riders are not allowed to carry negative balances on their smart trip cards. one way to avoid that is to sign up for the auto reload. it will add money to the smart trip cards when the balance falls below $10. unresolved negative balances have ad lost revenue. there could be another big change for metro riders. >> involving putting money back into your pocket. it's a story first on news 4. metro wants to win back customers after scenes like this. to do it, metro is -- metro wants to give riders a credit on your smart trip card. if you're delayed by 15 minutes or more. metro plans to ask the board to approve the proposal on thursday. if approved, it could take effect by the end of the month. it's all about winning back riders. > we the bus in d.c. a new route is launching that will take riders from the takoma metro station to federal triangle station. metro extra 59 will make limited stops to get you where you need to go faster. buses will run every 15 minutes on weekdays and only during morning and afternoon rush hours. d.c. mayor muriel bowser will hop on later this morning for an inaugural run. if you drive into d.c., you need to wait longer to use beach drive again. a stretch of that road was supposed to reopen today. the cold weather is delaying that plan. beach drive between tilden and park has been closed for tuss arrived on the scene of a fire at the james creek marina. adam, what's happening? >> reporter: well, right now the fire crews are out here, eun. take a look. they're starting to put out the fire. two boats caught fire earlier this morning and the problem now is that fuel started to catch fire. the fire crews out here are attacking it with foam. they've had a massive response here this morning. this complete area down by nats park and down by where the new dt united stadium is being built is completely sectioned off. there's a massive response here. attacking the fire on the boat. one of the boats, we're told, was racked for the winter. there's no one on that boat. the second boat, we're told there was no one on that boat or believed to be no one on that boat as well. right now, they're using a foam to get in there and put the fire out. from the fuel because of the chemicals in the water. this is still an active situation going on for the past 30, 40 minutes. the crews have been down here for a pretty large boat fire. two boats caught fire at the james creek marina in southwest d.c. fire crews out here with a massive response and trying to put out the fire right now. no injuries to firefighters we're told. that is good news. it looks like at this point nobody was on these boats. the fire crews will have to figure out how this started in the first place. but you can imagine, it is brutally cold out here. these firefighters are dealing with some pretty tough conditions as they try to put this whole thing out. there's also a fire boat out there working on the fire as well, the morning. take a look behind me. cars are beginning to wake up and make their way behind me. we have all of the westbound lanes open by this repair work going on. we have seen one lane open on the eastbound side. this is east-west highway between red top road and new hampshire avenue where the work is going on. crews are focused by that large light where the work has been going on. i did reach out to wssd. they say this repair is going to be complicated and will take some time. likely, it will extend into the morning today. as you're commuting around this area of east-west highway, prepare yourself for this repair work and the backlog that might result as you make your way around here. of course, east-west highway, a drivers between montgomery county and prince george's. even making their way into the district. these cold temperatures right now aren't helping repairs, but again, expect to see them if you're driving through this area this morning. we are live in takoma park, i'm
