"the washington post" reports that fuller held practices and played in a tournament in new york's last month's blizzard. it's against regulations to play games when school is closed in bad weather. d.c. police and the mayor's office angry about this video released by d.c. police shows a robbery on h street at a cell phone store. investigators say 22-year-old rondelle mccloud and another man pointed a gun at an employee and demanded money. mccloud was one of clean arrested in a single week. but he is now out on bond and so are three other suspects. the mayor's office says it wants this to according to aaa pothole damage has cost the nation's drivers $15 billion in vehicle repairs. that's about $3 billion a year. aaa says stay alert and be cautious. the conditions are prompting some school delays to start your day. take a look at your screen, spotsylvania and stafford all starting two hours late. >> in west virginia, jefferson, hampshire and hardy counties on two-hour delays. we did the homework to check whether your kids will have to spend any extra time because of the snow days this year, starting in virginia, fairfax, arlington all used eight days so far. they had eight days built into the calendar. none planning to make up those days right now. alexandria, the school district planning to change two teacher work days. and d.c. public schools extending by one extra day. and maryland, montgomery county schools adding two calendar days. prince george's county has two days to make up but they're waiting until the end of winter to decide what to do. homeowners are facing higher taxes to fund schools in f county. but it may not be enough to keep all schools going. erika gonzalez with more. >> reporter: hi, good morning. i want to show you a look at the scene last night. this is definitely a contentious deba debate. a rally with student performances to stop the cuts to school funding, leaving programs like music, language and sports in jeopardy. the county executive has laid out his 2017 budget proposal, while it's higher than last year, when it comes to spending, it's still less than have of what the superintendent is seeking. the proposed budget set for april. the proposed budget set april. back to you. d.c. schools are hoping that a new plan to help students who fall farther behind in classes proposing an extra $4 million to add new teachers and administrators at alternative high schools for struggling students in d.c. it's part of a new $900 million budget according to "the washington post" also in the budget, $14 million for more ap courses and career planning courses for kids. in addition, $5 million will pay to extend the school year for students in some neighborhoods. today, the fight to get better wages for contractor workers at reagan national airport will get a little star power. act actor danny glover will be at the airport. glover will meet with workers to discuss wages and to help them fight for $15 an hour and the right to form a union. coming up a ever rented from airbnb, that popular site that lets people runt out their homes. in virginia, the site may soon be recognized and regulated. both the senate and house passed legislation to allow virginia homeowners to rent their homes through the site. it also sets up procedures for airbnb to pay taxes. the company favors it saying it will boost tax revenue. if you smoke in maryland, it may cost you more. maryland lawmakers are discussing a plan that would raise the state's tobacco cash on a pack of cigarettes by an extra dollar. to $3 on a pack of cigarettes. the law would increase taxes on other tobacco products. the house ways and means will take a closer look in annapolis. the bill will require $20 million in funding to go to a tobacco preference program. a florida teen is in big trouble after opening a practice and posing as a dock second time. 18-year-old malachite robinson opened a practice in palm beach. police say he gave physical exams and medical advice for people. robinson was arrested last year for posing as an ob/gyn last year. he's facing charges including practicing medicine without a license. pope francis' trip to mexico. the issues he's trying to draw attention to. and how texas is preparing for the nearby visit. a controversial school may now have the debate where you can weigh in as fairfax public schools consider a sanders are making the rounds. clinton holding a get out to vote event today and sanders making his presence known in the south. today is one of the most anticipated days of the pope's visit to mexico. he's traveling to a city on the mexico/texas border where he's expected to address immigration. nbc's jay gray is on the texas side of el paso this morning with more on preparations. jay, good morning. >> reporter: hey, good morning to you. across the border in mexico, 10,000 police officers added to the force that's already there to protect the pope. more than 1 million expected to attend the mass. the final stop on his five-day tour of mexico. on this side here at the sun bowl in el paso, 50,000 or more expected to watch the mass through a two-way video feed. that means the pope will be able to see and hear them as they're watching and listening to his mass. they'll gather here long before this afternoon's mass. many saying that they'll be here to sing and pray and celebrate the
