good. big look at the beltway inner loop and outer loop. earlier accidents have both cleared. melissa, thank you. 5:02. following breaking news this morning. a call to police ends in gunfire. montgomery county police officers shot and killed a suspect last night montgomery village. >> news 4's justin finch is live at the scene with more on the evidence that police are looking at this morning. justin, what have you found out so far? >> reporter: angie, good morning. at this hour detectives are still scrambling to collect more evidence at the center port condo complex. we do know that they did find a gun last night but they have not said if that gun was fired. let's take you to some video that we have gathered here for you. about 11:00 last night an officer was called to a scene reporting to a theft. at some point he and a man squared off. the officer we are told struck the man in the upper hospital. once his family is notified police are telling us they will release his name to the public. later today that officer's name is also set to be revealed, too. we do know that he is now on administrative paid leave per department policy. we also know last september as well montgomery county police did roll out a full body cam rollout for officers here so perhaps video will factor in this case. we'll bring much more this morning. back to you. >> justin, thank you. 5:03. major development this morning off the coast of south korea. >> molette green has the news about a ferry that sank. she's at the live desk. what have you got? >> reporter: this is a grim discovery in south korea. salvage crews found possible human remains from a ferry disaster. we told you about this ferry sinking back in 2014 and killed more than 300 people. most of them high school students. crews found the remains in the water where they actually raised the wreckage last week. now other missing victims could still be once it actually arrives at port investigators will then search for those remaining missing victims along with an exact cause. they have blamed that disaster on overloaded cargo and negligence. back to you, angie. >> thank you, molette for the update. said, hyattsville will vote on whether or not to become a sanctuary city. they said 53% are opposed to the sanctuary ordinance, 44% support it. meanwhile, we're learning that the father of henry sanchez millian, one of the suspects in the rockville case, is in jail. they tell us that he is in the u.s. unlawfully. he's originally from guatemala. his son was charged with first degree rape and two counts of first degree sexual offense. a girl with an infectious laugh who loved to be on the playground. this morning teachers at imagination early learning center are choosing to remember how 4-year-old leila they held a vigil for leila last night with balloons and candles. some of her friends were there. she and her sister were killed by their father in what they're calling a murder/suicide. the grandfather said all he can do is hold onto the memories. >> the joy she had when i took her to the playground and pushed her in the swings. when she crossed the grass and looked back at me with the little face, papa. >> the school will continue to remember laila displaying her little diploma. the girl's mother was also shot and is still in the hospital. new details in the brutal murder of a d.c. artist may lead to her killer. this morning d.c. police forensic teams are prosecuting her car for evidence. the 2004 toyota prius were found on friday. they're not saying where. stabbed to death in a basement apartment. they still want to speak to this man about her death. they're calling him a person of interest. acting police chief said there was no sign of forced entry at the apartment and investigators don't think this was a random crime. staying in the district right now where leaders are now looking for new officers to hepa troll the streets. today mayor muriel bowser will announce a plan to expand the police cadet program. d.c.'s police department could face a staffing crisis in the coming years if senior officers who are eligible for retirement are condemned the attack and said she's saddened and shocked. she also expressed her condolences to the families of the victims who died and a speedy injured. she asked for privacy. police believe the 52-year-old man acted alone in the knife and car attack that killed four outside of brittain's parliam t parliament. it's 5:14 right now. terrorism and hate crimes. those are the new charges for maryland white supremacists accused of traveling to new york city to kill a black man. james jackson is an army veteran from baltimore. police say he stabbed timothy kauffman last week in the back with a sword killing him. he was intent on stirring racial fears and killing more people. he told "the "new york daily news"" in a jail house interview that he's sorry and he would have rather killed a, quote, younger thug or a more successful black victim. this is a warning for parents to talk with your kids about the dangers of social media. two men are accused of raping a 13-year-old girl in the district. court documents revealed that she met one of the suspects on social media and agreed him last tuesday. she snuck out of the house and took an uber to a home on 25th street southeast where she was led to a basement. she was able to escape hours later. the two suspects are being held without bond. this is a story that will probably have a lot of people talking today. a single mom trying to be both parents may have crossed the line for a georgia elementary school. this is amy peterson, her daughter. she was determined to keep her 6-year-old from missing her school's daddy daughter dance. she says her daughter was bullied about not having a father and that is why she did this. she used mascara to make the beard, put on cologne. she was ready to go but the principal found out before the dance and told her that she would be turned away. >> i was trying to comply with, you know, the rules, you know, being a father daughter dance. i knew if i showed up as her mother they probably wouldn't let me in there. >> school officials apologized and they gave her back her money for the can come in lieu of a dad. the mom said she will home school her daughter next year. in news for your health now, doctors are now using a club drug that led to overdoses as a treatment for depression. ketamine is an animal tranquilizer that's highly addictive. liz lehman said she was contemplating suicide after fighting postpartum depression for years when her doctor prescribed ketamine, she felt better immediately. >> i am happy, joyous. >> stress over time may cause damage to morning. currently the radar not showing mu we have some rain right around the district. as far as the lightning is concerned, we're not seeing much. some of the more moderate rain shown by the yellow. heading towards columbia. north bethesda seeing some of the heavier rain shown by the reds and oranges. the green shows us the lighter rain. a lot of this is moving through pretty quickly. then we're going to have a break until this area gets here. until this area in virginia. that's what we're going to be seeing move up as we go through the middle of the day today. as you make your way judge says there is no reason to believe that marcy walls will abide by the stay away order. according to court documents she wanted a meeting with president trump and said she was motivated by other recent successful fence jumpers. wall pleated not guilty to a contempt of court charge yesterday and we know that she is expected to appear in federal court today to face unlawful entry charges. take for your dogs. you're watching "news 4 today." back to our top story this morning. that alleged school shotting plot that was foiled in frederick county. >> investigators found an 18-year-old girl with a stockpile of bomb-making materials and a gun. this was discovered after the girl's father called police. news 4's molette green is live with a lack at what the school is doing. >> reporter: counselors will be on hand at cato yesterday the frederick county sheriff's office released disturbing details about the alleged plan to shoot classmates and set off bombs. investigators say the father of 18-year-old nicole savario discovered the plan in her diary. this is the stockpile of bomb-making materials and the shotgun found inside of her home. investigators say all of this was bought legally. the sheriff says the father made a difficult but correct choice by calling police. >> when you're an 18-year-old daughter knowing what the ramifications were to go out and tell authorities that your child is planning on carrying out something like this, you have to really weigh into the conscience on that. >> reporter: officials say she acted alone. never took a weapon or explosive device to school. she is undergoing a mental health evaluation and once released she will face several charges. darcy spencer m from arriving at the school. we'll have a live report shortly. back to you, aaron. >> molette, thank you. a virginia man who lost his teenage daughter in a terrifying stabbing attack is sharing new details in her death. 19-year-old leah adams was murdered in her front royal apartment in warren county. her 17-year-old boyfriend attacked her. adams father tells julie terry he believes drugs were charged. the teen is charged as a juvenile, the boyfriend is. he's charged with second degree murder. his preliminary hearing set for early next month. the time is 5:46. the disappearance and death of 13-year-old nicole lavelle received national attention. police used improper interrogation techniques to get a confession. part of natalie keifer's confession cannot be used. they should have read her her keifers told police she played a role in the 13-year-old's murder and hiding the body. david is also charged in lavelle's murder. they were engineering students when they were arrested. we're learning that the father of henry sanchez millien, one of the control. what we know now is that the house of representatives is expected to vote tuesday to reverse the fcc rules. right now any of your sensitive data, such as information on your health, children, financial, even your location cannot be used or shared without your permission. all of that would be fair game and will not need your consent if this bill is passed. the trade group that represents the internet and television industry says it supports reversing the fcc's rules calling them a misguided approach and looks forward to restoring a consistent approach to online privacy protection that consumers want and deserve. they condemn the resolution saying it's sacrificing the privacy rights of americans and the interest of protecting profits. if the house does repeal these rules, the next step is a signature from president trump. n, nbc 4 is a division of nbc universal we want to mention which is owned by comcast, the nation's largest cable and internet provider. there is new fallout this morning in the house intelligence committee's investigation into russia's interference in the election. >> they now want the chairman to recuse himself from the investigation. news 4's tracie potts joining us live now from capitol hill. tracie, what led to this latest development? >> reporter: sure, angie. well, the democrats, at least two top democrats, want chair devin nunez to step down after it became known that he was at the white house the day before he briefed president trump about classified information. apparently he went there to meet with his source and see that information. n nunez says there's no secret about this trip, that he had to go there and look at the information. he did not share that with his committee. that's why tre the secrecy and vagueness around what the key information is and what it means even to his colleagues on the intelligence committee is what's causing some of them to ask him to recuse himself from the russia investigation. >> tracie, the president is expected to sign an executive order rolling back some of former president obama's initiatives on climate change. what does it do? >> reporter: it would get rid of the moratorium on coal and provide the coal jobs he promised during the campaign. and it would take another look, a review they're calling it, at president obama's initiative to look at carbon plants t. got hung up at the united states. that's what it will produce today. >> tracie potts on capitol hill breaking it all down, thanks so much. almost 100,000 people have signed a petition to pay for the first lady's security. the million a year to protect melania trump and her son. that's taxpayer money. she should move to the white house or pay for it privately. they're trying to get 150,000 signatures onto the tree when i took a closeup picture, these are not in shadow. these are the frozen cherry blossom petals. you can see the weeping cherry tree under the 14th street bridge. look at that. 20 or 25% of
