behind the thick fog. slow going this morning. maybe as much as another inch of rain in some places before the big change in the weather arrives tomorrow. but the thick fog this morning has visibility very dramatically reduced to well under be a mile. temperatures in the upper 40s to near 50. that's not the issue. rain drops and fog will slow your day down. we'll talk about when the rain comes to seeing some pretty good fog here. we're right now on 270 in the storm team 4x4. we got off of the inner loop. we're seeing visibilities now looking forward the camera showing half a mile visibility on 270. looks like it may be a little thicker now as we're coming up to the merge. that is going to be probably thickening a bit the farther north we go. getting a few sprinkles on the windshield but the wipers only need to be on a delay from time to time. the pavement is all wet just from overnight drizzle and a few scattered sprinkles. we are going to have dense fog with us here for several more hours. that's the way it looks from the storm team 4x4. it is 5:03. developing in an nondale, a local man is fighting for his life after someone shot him last night. the shooter still on the run at this hour. the victim crawled for a distance down the service road alongside liver ril turnpike. that's where fairfax county police found him. shot several times in the stomach. police believe the shooting stemmed from an argument possibly with a woman. a maryland family is waking up without a home this morning after a fire tore through their home. this broke out in olney. firefighters montgomery county believe the fire began in the garage. ten dogs were in the home. the pets all made it out safely and no one was hurt. 5:04. opening statements could begin in baltimore. officer william porter facing manslaughter charges in the death of freddie gray. they will seat a jury of 12 people plus several alter naits this morning. gray died in april. investigators believe he suffered a deadly spinal injury inside a police van after his arrest. six baltimore officers will be tried separately in the 25-year-old's death. we expect the trial of a prince gorges county police officer to wrap up today. he faces assault and misconduct charges. he's accused of pointing his service weapon at a man in may of 2014 outside that man's home. in court yesterday a witness testified that santiago yelled, quote, p.g. county officers shoot people. the officer's attorney says he was wrong but he's not a criminal. today a demand for answers after another breach at the white house. you may remember joseph kaputo jumped the fence last thursday. this afternoon d.c. congresswoman eleanor holmes norton will discuss the incident with the director of the secret service. she's expected to ask joseph clancy how his agent sid can secure the white house without pushing people back from the fence? kaputo faces a misdemeanor charge. his attorney says last week's jump was a form of political protest. he was supposed to be on duty at the white house. instead they caught a secret service agent in an undercover online sex stink. lee robert moore won't be in court today. they delayed the hearing because of a chicken position outbreak at a detention where he's being held. decision 2016 comes to manassas today. we expect a large crowd of reporters and protesters to meet donald trump when he rallies tonight at the prince william county fairgrounds. doors open at 5:00 for the event which begins at 7:30. you can go to trump's website to get free tickets. in the day ahead, a push for 16 weeks of paid leave in the district. proponents will testify in front of d.c. council this morning. the proposed law would be the most generous family leave program in the country. it is getting push back though. some businesses say a new tax of up to 1% to pay for the plan would strain many smaller companies. right now snowstorms are breaking records in parts of the midwest. schools are starting late or closing in iowa, minnesota. cities in those states saw as much as 9 inches of snow in the last couple of days and even more is on the way today. in just a few hours, a switch will causes the deputy to lose her footing. she fights to hold her footing. crews found the deputy two hours later clinging to a tree. the driver she went out to rescue did not survive. 5:11 is your time morning fire. why a dog may be to blame when news 4's kristen wright is on the scene. a major milestone in the pepco and exsalon merger. and outrage after high levels of radon are found montgomery county classrooms. how the school district welcome back. 5:16. a tragic scene in landover, maryland. two people are hurt after an early morning fire. here you can see the dog standing guard over one of the possible victims. news 4's kristen wright is on county. kristen, good morning. >> reporter: hey, good morning to you. a man and his daughter live in this house. we just talked to the man's son. he said that his father is in the hospital now and has smoke inhalation but he's expect the to be okay. firefighters tell us the woman who lives in the house here is also at the hospital and that she, too, will recover. now we want to show you that video again. quite interesting. firefighters say they actually had trouble getting to the man who lives here right away because his dog was standing over him and apparently trying to protect him. it's a small home so this fire really burned through it. the man is in his 60s and daughter in her 30s were able to get out. the man's son said the dog is very loyal to his father and that he does like to take care of animals in the neighborhood. he got the call about the fire in the middle of the night. >> i got the call from my aunt like at 3:00 something this morning. i missed two hours sleep. i got up to use the bathroom, checked my phone. she left a long message saying my father was in the hospital, his house had burned down. >> reporter: bar heck here live damage to the home is bad. fire started in the bedroom. no cause of the fire. the fire department adding that they don't believe this family had smoke alarms in the home. back to you. ♪ ♪ two private security officers involved in a controversial death of a man in a d.c. apartment complex are off the job. that information emerging last night during that vigil for 27-year-old alonzo smith. police were called to the marbury plaza amounts after an assault. they found smith in the custody of special police officers working there. he was unconscious and not breathing. the officers performed cpr but he died a short time later at the hospital. >> my son had two black eyes, his neck broken, his shoulder appears to be broken, he had massive bruises on his neck, he had three round circle marks on his chest and he was bruised in his groin. >> d.c. police initially classified the death as a justifiable homicide which officials later said was an error. the case is now with the u.s. attorney's office. d.c. council member mary chay is working to changes solitary confinement at d.c. jails. she introduced a new bill. it increases the amount of time that an inmate stays out of his cell from one to two hours. solitary can't be used for loud talking and it requires them to provide mental health assessments for any inmate placed in solitary confinement. a big day for talks between pepco and exhe lon. pro pope nenlts feel d.c. mayor is forcing through the merger putting corporate needs above the needs of citizens. there are new limits on megagas stations montgomery county. council voted to change the zoning laws. new gas stations have to be at least 500 feet from homes, schools, parks, day care centers. "the washington post" reporting it's the third time that they've put more distance between gas retailers and surrounding neighborhoods. 5:20. news for your health, the new study shows that false/positive results for mammograms may not be quite so false. a scary thought. a false positive test may be an extremely early warning sign. cancer experts say not everyone should be alarmed about a positive result. >> the vast majority of these are quickly shown to be not of concern and that whatever increased risk there might be down the road is a very small change in their overall risk and not something they need to be especially alarmed about. >> more than half of women who have annual mammograms over the course of a decade will have a false positive result. well, december is here and tree lighting ceremonies are in full swing around the dmv. news 4's angie goff and her daughter emceed the tree lighting. they sipped hot chocolate and had santa, rudolph, and the u.s. marines. they collected toys for the toys for tots program. >> d.c. will flip the switch on the tree lighting. it kicks off on the west front lawn. the tree is set to light up around 5:30. always a stunning site. rain today could be steady and briefly heavy at times so take the full size umbrella on your way out the door this morning. temperature though will be much milder than yesterday. in fact, we're already warmer now than we were at the higher points yesterday. upper 40s to already near 50 degrees. the fog will really slow travel down here for the morning rush. visibility well under a mile now across most of the metro area. our three major airports not reporting any delays yet. that may well be changing. stay ahead of your flight information as well. next batch of moderate rain down across southwestern virginia is about eight hours away. that puts it in here between noon and 2:00 today. i think that will be the heaviest and steadiest of rain into early afternoon before things taper off. all wet and fog. future weather through this morning, hit and miss light to briefly moderate rain showers. rain intensity picking up as we get into late morning and early afternoon. here's 1:00. the down. try to get to the left to stay away as they should. westbound 340 after 15 there in frederick, all westbound lanes still shut down. eastbound is open. that is a bad crash from last night. outer loop after connecticut avenue, report of an accident there. it is all green here this morning on the roads. then take a look at this. all of this other green here of course is the rain that is falling. more on this on 270 coming up. developing story out of india where tens of thousands are stranded in their homes right now. take a look at this video. you can see why. major flooding shutting down the roads in the town. everything appears impassible. airports are also closed and the power is cut in many areas. this morning there's another threat of rivers overflowing their banks which means floods could get worse. we're also getting reports that now more than 180 people in india have died in floods over the last month. eun. >> thank you, angie. a hidden gun and radioactive gas the focus of two big scares at local schools and two different groups of parents are frustrated and concerned for their students' welfare. montgomery county will begin testing foray done this month. a report shows 28 schools with elevated levels of this odorless gas. parents are upset that the administration knew for three years but haven't done anything until now. >> i'm outraged and i'm personally just very disappointed that you showed up so unprepared and that you showed up so unprepared for something that is incredibly serious. >> the school administration says the high levels are the result of a mistake. they also say all schools will be in compliance with epa standards by the beginning of next year. there will be more security checks at woodrow wilson high school in the district. a student faces charges for bringing a gun to school. pictures of the gun surfaced on snap chat and students alerted teachers yesterday. security officers are stationed at the doors of the school as students have to pass through metal detectors. how the gun got through security is under investigation. 5:26 now. the syrian government is warning about turkey. a spokesperson for syria's president says turkey's government is working with islamic extremist organizations. they accused turkey of illegally smuggling weapons into iraq and syria. a spokesperson said that she believes turkey shot down the russian fighter jet recently in an act of revenge after its links with terrorist organizations were revealed. we now have the names of the four soldiers who were killed in a helicopter crash at fort hood texas. the blackhawk went down last wendy. toby childress, steven coolly, chief warrant officer 3 michael tharp and sergeant first class jason smith. the cause of that crash is lindberg. two to three hours of getting in the west side of fredericksberg. that puts it in at 8:00, 9:00 in the morning. it comes into metro and will snarl the lunch hour. for now, breaking news with melissa. breaking news here on the roads, 270 southbound, a five mile backup. this is way too early for something like this here this morning. 270 south, 11 miles per hour as you're headed out of frederick into montgomery county this morning. very slow. disabled vehicle off to the right side of the roadway. no matter what it is, you'll have to allow extra time. westbound 340 after 15. this is you. 5:32. 74-year-old man said he was tied up, threatened, had his credit cards stolen inside his own home by a woman. he didn't want to be identified because he's afraid she'll come being back. it unfolded in kensington. the suspect went by the name maria. police montgomery county say she used two accomplices to take money out of a bank account. >> if you tell the banks, the police or anybody, we'll come back and we'll kill you. >> do you think you'll ever be at ease in your house again? >> yeah, if they catch her. >> police are hoping the surveillance video will help them catch maria. new details this morning about a recent shooting at a colorado planned parenthood clinic. an ex-wife of the man charged in the killing of three people say he targeted another reproductive clinic when they were married. she told nbc news that robert dear put glue in the locks of another planned parenthood clinic when they were married. it happened about 20 years ago. she says she has no doubt the shooting in colorado springs was directed at the center. 5:33 now. congress may be on track to pass a transportation bill this week, but the deadline is looming on the 2016 budget bill. the budget needs to be in place by the end of next week to avoid a government shutdown. nbc's tracie potts joins us now live from capitol hill with the latest. tracie, good morning. >> reporter: hi, eun. good morning. you're right on the date. next friday, december 11th is the deadline. congress has known this since the last temporary extension. if they don't have a budget in place or do another temporary extension by next friday, we join the government shutdown mode again. no one wants that going into an election year around the holidays. there's some incentives to work this out. we're talking about a $1.1 trillion spending plan to keep the government running, but there's some roadblocks here. first of all, planned parenthood. this has been a fight that's been going on all fall. do you pull federal dollars out of planned parenthood because of their abortion -- because they perform abortions? there are some on capitol hill who say adamantly yes and others say yes but they don't think that would hold up the budget. the syrian refugee crisis, do you let them into this country? what about the screening process? that could be added into the process. finally obamacare after 40 plus votes the senate plans to do another one tomorrow. it probably won't hold up the budget lawmakers tell us but it will just delay things another day when they don't have a lot of time to get this done. >> tracie potts live on the hill. thank you, tracie. 5:34. the justice department may investigate another maryland's death. nine months after a taser was used on him. the 32-year-old was having a seizure back in march and lost control of his car. the charles county corporal shocked dorse multiple times after he didn't comply with orders. they filed a complaint yesterday. d.c. council unanimously approved the vote yesterday on bod ri cameras. this was the first vote. we asked how soon all d.c. police could be wearing the cameras? we're told as early as this coming march. a college student is expected to make a full recovery after a bus crash this weekend. sunday a motor coach bus carrying 50 people crashed in the richmond area. it was taking students from virginia tech and radford university back to their college campus. speed was a factor and the driver is facing reckless driving charges. new information following a raid at a pet store in chantilly. animal control officers seized 46 puppies from dreamy puppy last week. news 4 learns they set up surveillance at the store and found the animals were left alone for more than 4 hours that day. once inside they found several puppies needed immediate veterinary care. so far no criminal charges have been filed. we contacted the pet store owner but he has not yet provided a comment on these allegations. we're learning more about a surprising move from d.c. mayor muriel bowser. she wants one of her former competitors to sit on the d.c. ethics board. she wants to appoint carol schwartz. we asked why bowser chose schwartz? we're told she looks for the best and brightest. she hopes council will see the experience schwartz can bring. there is a new website for victims of a massive data breech. the office of personnel management sent out 17 million letters to federal workers. some former and current workers are still waiting to find out. opm has created a verification website. it wants you to wait a week before check so long heavy traffic now. everything is moving at speed on 270 southbound montgomery county. looking forward, you can see it improved from our last report just about a half an hour ago. we were at 1/4 mile visibility. now we've got a mile visibility as the rain is beginning to move in now right into montgomery county out of virginia. we'll have the visibility improving a bit. the roads will be getting wetter. right now they're just kind of damp here on 270. we'll have another storm team 4 update as we crack this fog and rain. back to you. today we expect the trial of a prince gorges county police looking for a new police superintendant. mayor rahm emanuel said he asked the current one to resign after the video that shows a white officer killing a black teen came out. that officer is now facing a murder charge. video sparked big protests with demonstrators calling for the superintendant to step down. a police officer who dances every december won't be doing it this year. the retired rhode island officer regularly performs for the holidays dancing while directing traffic. however, the police department canceled the show this year. a sign said blue lives matter. >> we come out there and we had signs saying blue lives matter. not that black lives don't. nothing of the kind. the city of providence said it didn't want to get involved with a dispute with activists and retired officers. the nfc washington app. good morning, i'm landon dowdy at cnbc headquarters. quicken loans may pull out of the government program that helps us support the housing market during the financial crisis. reports say the number three u.s. mortgage lender could abandon the fha which helps first-time home buyers offering smaller downpayments. they are fighting with the fha over how it handles loans that go into default. quicken loans accounted for 6% of all fha loans in the first half of the year. 80% of those loans are made by smaller lenders who aren't banks. they could have trouble staying solvent in the fha loans. cnbc business report i'm landon dowdy. a maryland family doesn't have a home this morning after a fire tore through their house. this broke out about 5:30 in olney. firefighters montgomery county think the fire started in the garage. they say gas from a car may have fueled it. several pets including ten dogs were also in that home. the pets made it out and no one was hurt. a program to help you pay for your children's college costs is open in virginia right now. it lets you pay tuition years in advance. the program is called virginia 529. if you pay for the price of a semester now, it funds a full-time undergraduate semester in the future. the program counts for in state tuition. you can also use the money for an out of state school but there may be other costs. the current program is open from december 1st, that was yesterday, through the end of march next year. a program for preschoolers is kicking off today in washington. word expeditions workshop will help pre-k kids learn vocabulary. the program received a million dollar grant from the kennel wood park side community in northeast washington. they'll host the workshops once a month and the smithsonian castle is hosting a kickoff today. in prince gorges county. an overnight fire heavily damages a home and leaves two people hurt. this dog, however, caused problems for firefighters who
